We exhibit a 10-element semigroup Q such that the question Does a given quasi-identity hold in Q? is co-NP-complete while the question Does a given identity hold in Q? can be answered in linear time.

The articles examines the teleofunctional solution to the problem of mental causation, presented by Dmitry Volkov in his recently published book Free Will. An Illusion or an Opportunity. D.B. Volkov proposes solutions to three big metaphysical problems – mental causation, personal identity, and free will. Solving the first problem, Volkov creatively combines the advantages of Dennett’s teleofunctional model and Vasilyev’s local interactionism. Volkov’s teleofunctional model of mental causation seeks to prove the causal relevance of mental properties (...) as non-local higher order properties. In my view, its substantiation is based on three points: (a) critics of the exclusion problem and Kim’s model of mental causation, (b) “Library of first editions” argument, (c) reduction of the causal trajectories argument (CTA 1) by Vasilyev to the counterpart argument (CTA 2) by Volkov. Each of these points faces objections. Kim’s criticism is based on an implicit confusion of two types of reduction – reduction from supervenience and from multiple realizability. The latter type does not threaten Kim’s ideas, but Volkov uses this very type in his criticism. The “Library of first editions” argument does not achieve its goal due to compositional features and because non-local relational properties are a type of external properties that cannot be causally relevant. The reduction of CTA 1 to CTA 2 is unsuccessful since, in the case of this reduction, important features of CTA 1 are lost – these are local mental properties, due to which the influence of non-local physical factors occurs. My main objection is that the concept of causally relevant non-local properties is incompatible with the very concept of cause. The set of causally relevant properties of cause can only be local. Before talking about national science as a specific phenomenon we find out the essence of science as a phenomenon in general. We note that science is one of the most complex phenomena of social life. Complex understanding of it complicates the fact that science is structurally extremely complex, polyfunctional, historically variable, with many of its faces included in this or that sphere of social life. It therefore appears as an extremely diverse social phenomenon. This raises some difficulties in developing a (...) general definition of it. As G. Volkov correctly pointed out, "there is nothing simpler than giving a definition to any phenomenon, when the whole thing is only in the formulation, and there is nothing more complicated than when it comes to the concentration in the concentrated form of the very essence of the object under study". «Youth policy» as an independent term is defined in the scientific literature in the 1960s., which in many ways «was associated with the formation of youth as an independent social force and its self-determination in the socio-political space». By the 1970s XX century youth policy in the vast majority of developed countries is transforming an independent direction of national policy. Youth is a complex, multidimensional and rather controversial social phenomenon. Modern youth acts as the most active and mobile social group, (...) which requires special attention from state institutions in need of socialization and adaptation. At the same time, it is youth that is increasingly viewed today as the most important and promising part of society. It is no accident that already in the mid-60s of the XX century, in the practical activities of a number of international institutions, in particular the UN, a specialized area of cooperation began to develop, in the field of education and social support for the young generation. It should be noted that in the world there are more than 1 billion 800 million young people under the age of 25, which emphasizes the importance of effective youth policy by members of the international community. In the post-bipolar period, youth policy has become one of the priority areas of state policy of most developed countries. A striking example in this regard is the activities of the countries of the European Union (EU) and its structures. Europe is making significant efforts to create a single space in which not only common political institutions, but common values for all Europeans should be formed. And in this process, it is youth that acts as the key object on which measures are aimed at the formation of a pan-European identity. In recent years, the European Union has significantly stepped up youth policy. Its mechanisms were developed (open coordination method), special institutions were formed. It seems extremely relevant to analyze the EU’s activities in this direction, to consider concrete steps taken at the European level to consolidate measures in the field of youth policy. Despite the fact that integration processes in Europe continue, nevertheless, a number of problems have already been accumulated there today, the success of the entire European project will depend on the solution of these problems. In many ways, these problems are connected precisely with the young generation of Europeans, to whom the EU leadership has special hopes. As noted in a recent communiqué of the European Commission, “social and human capital of youth is one of the greatest European assets of the future». Among the studies affecting various aspects of working with young people, one can single out works of S.V. Aleshchenko, V.P. Baskov, Yu.R. Vyshnevskyi, Yu.V. Volkov, T.I. Zaslavskaia, I.M. Ylynskyi, E.Sh. Kamaldynova, A.I., Kovalova, O.A. Koriakovtseva, V.T. Lysovskyi, V.A. Lukov, O.A. Rozhnov, B.A. Ruchkin, S.K. Savin, V.I. Chuprov and several other authors. However, the young generation of Europeans faces serious challenges. The growth of unemployment, absenteeism, deprivation, the growth of radicalism, cultural indifference (including religious) – main youth problems that today require urgent solutions. Moreover, in different EU countries, these problems have varying degrees of severity. Continued heterogeneity continues to be a serious obstacle to pan-European unity. It is likely that youth policy may be another very painful issue for the future of the EU. Thus, it seems necessary to analyze the national and supranational levels of youth policy in the European Union in order to identify their degree of coherence, common goal-setting and specific implementation methods. In this article, cognitivism is understood as the view that the engine of human action is the intentional, dispositional, or other mental capacities of the brain or the mind. Cognitivism has been criticized for considering the essence of human action to reside in its alleged source in mental processes at the expense of the social surroundings of the action, criticism that has often been inspired by Ludwig Wittgenstein's later philosophy. This article explores the logical extent of the critique of cognitivism, (...) arguing that by positing collectively shared knowledge of criteria as the engine of human action many such critiques themselves display latent cognitivism. Tоday there is a strong tendency to incorporate the bioethical principle of social justice in healthcare in cross-cultural communication. Considering cultural differences makes it possible to ensure that the human right to medical care and wellbeing is fully respected. Several types of most vulnerable populations were identified – immigrants and social minorities. When seeking medical care they face a number of problems such as culture and language barriers, lower socio-economic status, lack of literacy, which impede effective communication and care provision. (...) The most promising ways of coping with the problem are developing cultural competence and practicing a patient-centered approach. New curricula aiming at raising cultural awareness have been elaborated for practical use in medical schools. (shrink)

The so-called epistemological turn of the Descartes-Locke-Kant tradition is a hallmark of modern philosophy. The broad family of normativism constitutes one major response to the Cartesian heritage building upon some version of the idea that human knowledge, action and sociality build fundamentally upon some form of social agreement and standards. Representationalism and the Cartesian picture more generally have been challenged by normativists but this paper argues that, even where these challenges by normativism have been taken to heart, our intellectual culture (...) remains fundamentally epistemic in certain problematic senses. Two problems are highlighted: first, normativism remains functionally Cartesian, for human action and sociality appear as processes driven by the shared understandings by competent contributors, and second, normativism is unable to account for forms of human action and sociality other than those occurring in the relatively small worlds of normatively regulated conceptual spaces of mutual access and listening. These points are illustrated by an applied discussion of the blind spots of normativist accounts of the emerging environmental and the on-going economic crises. (shrink)

A modern stage of globalization is a historical and logical continuation of “an economical social formation” (K.G. Marx), a civilization (L.G. Morgan). The analysis of this globalization in philosophy and social sciences has an extremely contradictory character which is law-governed in the modern society. Modern globalization has been showing itself as a qualitatively new historical process since 1991. Judging from the positions of the dialectical materialistic theory of history (K.G. Marx, F. Engels, V.I. Lenin and others) it by its essence (...) has got a postneoimperialistic, antagonistic character. It’s main features, attributes has been revealed. It doesn’t solve any sharp global problems, but only aggravated and intensifies them. This globalization has greatly increased, made inhuman the process of “cosmopolitization” which developed during the whole existence of capitalism and imperialism. A total degradation and dehumanization of a social person have been taking place, interstate and civil burst into flames, mass disturbances arise, hundreds thousands of people die, genocide and depopulation of some peoples on the planet become “normal” including the countries of the UIS. Destructive process of modern globalization with the USA as the main “player” together with corresponding international institutions (WTO, ICF, World bank, NATO and other), TNC have been resisted in a definite way by antiglobalizing andalterglobalizing movement in many countries on the planet.
