An arms race for an artificial general intelligence would be detrimental for and even pose an existential threat to humanity if it results in an unfriendly AGI. In this paper, an all-pay contest model is developed to derive implications for public policy to avoid such an outcome. It is established that, in a winner-takes-all race, where players must invest in R&D, only the most competitive teams will participate. Thus, given the difficulty of AGI, the number of competing teams is unlikely (...) ever to be very large. It is also established that the intention of teams competing in an AGI race, as well as the possibility of an intermediate outcome, is important. The possibility of an intermediate prize will raise the probability of finding the dominant AGI application and, hence, will make public control more urgent. It is recommended that the danger of an unfriendly AGI can be reduced by taxing AI and using public procurement. This would reduce the pay-off of contestants, raise the amount of R&D needed to compete, and coordinate and incentivize co-operation. This will help to alleviate the control and political problems in AI. Future research is needed to elaborate the design of systems of public procurement of AI innovation and for appropriately adjusting the legal frameworks underpinning high-tech innovation, in particular dealing with patenting by AI. This paper provides an early evaluation of Artificial Intelligence against COVID-19. The main areas where AI can contribute to the fight against COVID-19 are discussed. It is concluded that AI has not yet been impactful against COVID-19. Its use is hampered by a lack of data, and by too much data. Overcoming these constraints will require a careful balance between data privacy and public health, and rigorous human-AI interaction. It is unlikely that these will be addressed in time to be (...) of much help during the present pandemic. In the meantime, extensive gathering of diagnostic data on who is infectious will be essential to save lives, train AI, and limit economic damages. (shrink)
This paper draws lessons from the COVID-19 pandemic for the relationship between data-driven decision making and global development. The lessons are that users should keep in mind the shifting value of data during a crisis, and the pitfalls its use can create; predictions carry costs in terms of inertia, overreaction and herding behaviour; data can be devalued by digital and data deluges; lack of interoperability and difficulty reusing data will limit value from data; data deprivation, digital gaps and digital divides (...) are not just a by-product of unequal global development, but will magnify the unequal impacts of a global crisis, and will be magnified in turn by global crises; having more data and even better data analytical techniques, such as artificial intelligence, does not guarantee that development outcomes will improve; decentralised data gathering and use can help to build trust – particularly important for coordination of behaviour. A.S. Geyser was professor of New Testament at the University of Pretoria from 1946 to 1961, when he accepted an appointment at the University of the Witwatersrand. He was one of the most active and outspoken critics of apartheid and played a leading role in the establishment of the Christian Institute and the appointment of Beyers Naude as the first director of the Institute. However, Geyser received very little attention either in church history or in the history of South Africa. (...) This contribution, presented as the Third A.S. Geyser Commemorative Lecture at the University of Pretoria, reflects on Geyser’s ecclesiology. It is quite remarkable that Geyser chose ecclesiology as point of entry into the discourse on apartheid. He engaged in fundamental theological criticism of segregation in church and state based on his understanding of the unity of the church in Christ and a humanity unified under the kingship of Christ. Revisions of the King James Version of 1611 continued into the 20th and 21st centuries as literal or word-for-word translations. This development corresponds with a new age in Bible translation that started in the second half of the 20th century, which involves at least six changes in the philosophy of Bible translation. Firstly, Bible translation is characterised by interconfessional cooperation. Secondly, the plain meaning intended in the incipient texts is made accessible to readers. Thirdly, new critical editions of the Hebrew (...) and Greek incipient texts on the basis of new discoveries of texts are utilised. Fourthly, there is the tendency to remove archaic language to make versions intelligible. Fifthly, there is a tendency to use gendered and inclusive language. Sixthly, the move is from print communication, which can be typified as typographic interpretive culture, to electronic or media communication, which can be typified as digital-media interpretive culture, where sound and visuality become prominent as a contextual supplement to words. In the analysis it will be determined which of these aspects are reflected in the Revised Standard Version and its revisions as part of the linear emergence of the Tyndale–King James Version tradition. However, unlike the King James Version, the Revised Standard Version and its revisions failed to achieve widespread approval from satisfied readers, thus opening the door to alternative revisions.Contribution: Instead of viewing the Revised Standard Version and its revisions as new and independent from the Tyndale–King James Version tradition, it is demonstrated that they are a linear continuation of the emergence of the pre-20th century translation complex within this tradition without replicating the success of the King James Version. The Hebrew Bible mentions 12 precious stones arranged in four rows of three each on the high priest’s breastpiece in two lists (Ex 28:17–20 and 39:10–13). Nine of these precious stones reappear in the Tyrian king’s ‘covering’ in Ezekiel 28:13 in three groups of three. Although the two lists in Exodus are identical, the order in Ezekiel is slightly different. In Septuagint (LXX) Ezekiel there are 12 precious stones. However, the number and order in the LXX lists (LXX-Ex 28:17–20 and (...) 36:17–20; LXX-Ezk 28:13) are constant in all three cases. The same 12 stones as in the LXX appear, but with variation in order, in two accounts found in Josephus ( The Wars of the Jews Book 5, Chapter 5, Section 7; The Antiquities of the Jews Book 3, Chapter 7, Section 5). The list of precious stones in Revelation 21:19–20 that adorn the 12 foundations of the New Jerusalem is reminiscent of the breastpiece, but it shows four new names along with eight that are known from the LXX; it is not clear if it is a fresh translation from the Hebrew list. This article focuses on the relationships amongst these lists by examining the arrangement, translation and symbolism of these precious stones. Contribution: The precious stones in the high priest’s breastpiece (Exod 28:17–20, 39:10–13) were rendered differently and re-arranged by the Septuagint and other later versions for new contexts, audiences and theological purposes. Human reasoning is often biased by stereotypical intuitions. The nature of such bias is not clear. Some authors claim that people are mere heuristic thinkers and are not aware that cued stereotypes might be inappropriate. Other authors claim that people always detect the conflict between their stereotypical thinking and normative reasoning, but simply fail to inhibit stereotypical thinking. Hence, it is unclear whether heuristic bias should be attributed to a lack of conflict detection or a failure of inhibition. We introduce (...) a neuroscientific approach that bears on this issue. Participants answered a classic decision-making problem while the activation of brain regions believed to be involved in conflict detection and response inhibition was monitored. Results showed that although the inhibition area was specifically activated when stereotypical responses were avoided, the conflict-detection area was activated even when people reasoned stereotypically. The findings suggest that people detect their bias when they give intuitive responses. (shrink)
As is well known, Carnap's conventionalism was a rejection to Kant's view ofmathematics and was fully developed in his Logische Syntax der Sprache.The purpose of this article is to step back to Der Logische Aufbau der Weltto show that the Logical Syntax of Language is an attempt to solve difficultiesfound in the earlier construction. I first clarify the notion of conventionalism, whichplays a central role in the application of mathematics to the reconstruction of empiricalknowledge. By not strictly distinguishing between the (...) intuitive notion and thetopological concept of dimension, Carnap is led to a construction which is highlyquestionable. To illustrate the constructive method developed in the Aufbauand some of its inherent difficulties, I consider the computational aspects of theconstruction of phenomenological space via the mathematical concept of dimension.Contrary to Carnap's conventionalism, a dual nature of mathematical statements isbrought into existence by his logical reconstruction. So, if Carnap wants to retainhis mathematics as devoid of content, he must make a clear-cut distinction betweenanalytic and synthetic statements. We establish a completeness theorem for first-order basic predicate logic BQC, a proper subsystem of intuitionistic predicate logic IQC, using Kripke models with transitive underlying frames. We develop the notion of functional well-formed theory as the right notion of theory over BQC for which strong completeness theorems are possible. We also derive the undecidability of basic arithmetic, the basic logic equivalent of intuitionistic Heyting Arithmetic and classical Peano Arithmetic.
In linguistic terms, a quantifier is an item that appears with a noun to specify the number or amount of referents indicated by the noun. In English, various kinds of quantification are lexically differentiated—universal quantification, distributive quantification, and universal-distributive. In Greek, however, quantification is conveyed syntactically using primarily one lexical item, namely πᾶς. In this article, we examine the syntactic patterns of πᾶς as a quantifier from a linguistic point of view with attention to the determination of the noun, the (...) number of the noun and the phrasal word order. We also examine the phenomenon of ‘floating’ quantification in which the quantifier moves to a new position in the noun phrase. Finally, we compare the patterns found in New Testament Greek with those of the quantifier כל in the Hebrew Bible in order to determine the extent and type of Semitic interference with respect to quantification in New Testament Greek grammar.Contribution: The syntactic patterns of πᾶς as a quantifier are identified and the semantic import of each pattern is described. The relationship of πᾶς to the quantifier כל in the Hebrew Bible shows evidence of Semitic interference in New Testament Greek grammar. (shrink)
ABSTRACT The names “COVID-19” and “Sars-CoV-2” signify an impoverished Symbolic Order attempting to come to terms with “a great disorder in the Real.” Our contemporary defense against the Real has proceeded by way of the insistence of the Imaginary, and at the same time, the Symbolic has become enslaved to this very same Imaginary. The article ends with a plea for a revitalized mode of signification—a correspondence—between the Real and the Symbolic.
In this article some of the presuppositions that underly the current ideas about decision making capacity, autonomy and independence are critically examined. The focus is on chronic disorders, especially on chronic physical disorders. First, it is argued that the concepts of decision making competence and autonomy, as they are usually applied to the problem of legal (in)competence in the mentally ill, need to be modified and adapted to the situation of the chronically (physically) ill. Second, it is argued that autonomy (...) and dependence must not be considered as two mutually exclusive categories. It is suggested that decision making may take on the form of a more or less conscious decision not to be involved in making all kinds of explicit and deliberate decisions. Elaborating on Agich's distinction between ideal and actual autonomy, the concept of Socratic autonomy is introduced. (shrink)
BackgroundResearch misconduct and questionable research practices have been the subject of increasing attention in the past few years. But despite the rich body of research available, few empirical works also include the perspectives of non-researcher stakeholders.MethodsWe conducted semi-structured interviews and focus groups with policy makers, funders, institution leaders, editors or publishers, research integrity office members, research integrity community members, laboratory technicians, researchers, research students, and former-researchers who changed career to inquire on the topics of success, integrity, and responsibilities in science. We used the Flemish biomedical landscape as a baseline to be able to grasp the views of interacting and complementary actors in a system setting.ResultsGiven the breadth of our results, we divided our findings in a two-paper series with the current paper focusing on the problems that affect the integrity and research culture. We first found that different actors have different perspectives on the problems that affect the integrity and culture of research. Problems were either linked to personalities and attitudes, or to the climates in which researchers operate. Elements that were described as essential for success were often thought to accentuate the problems of research climates by disrupting research culture and research integrity. Even though all participants agreed that current research climates need to be addressed, participants generally did not feel responsible nor capable of initiating change. Instead, respondents revealed a circle of blame and mistrust between actor groups.ConclusionsOur findings resonate with recent debates, and extrapolate a few action points which might help advance the discussion. First, the research integrity debate must revisit and tackle the way in which researchers are assessed. Second, approaches to promote better science need to address the impact that research climates have on research integrity and research culture rather than to capitalize on individual researchers’ compliance. Finally, inter-actor dialogues and shared decision making must be given priority to ensure that the perspectives of the full research system are captured. Medicine does not usually consider the human body from an aesthetic point of view. This article explores the notion of the lived body as aesthetic object in anthropological medicine, concentrating on the views of Buytendijk and Straus on human uprightness and gracefulness. It is argued that their insights constitute a counter-balance to the way the human body is predominantly approached in medicine and medical ethics. In particular, (1) the relationship between anthropological, aesthetic and ethical norms, (2) the possible danger of (...) a naturalistic fallacy, (3) the implications for the care of disabled people and (4) the intrinsic aesthetic quality of the human body are dealt with. This paper presents new results from a detailed study of the structure of autocatalytic sets. We show how autocatalytic sets can be decomposed into smaller autocatalytic subsets, and how these subsets can be identified and classified. We then argue how this has important consequences for the evolvability, enablement, and emergence of autocatalytic sets. We end with some speculation on how all this might lead to a generalized theory of autocatalytic sets, which could possibly be applied to entire ecologies or even (...) economies. (shrink)
Legal information retrieval is in need of the provision of legal knowledge for the improvement of search strategies. For this purpose, the LOIS project is concerned with the construction of a multilingual WordNet for cross-lingual information retrieval in the legal domain. In this article, we set out how a hybrid approach, featuring lexically and legally grounded conceptual representations, can fit the cross-lingual information retrieval needs of both legal professionals and laymen.

Budgetary austerity has been implemented by all levels of government in Belgium since 1982. The public attention has focussed on the achievements of the centra[ level. However, also at the local level a remarkable budgetary retrenchment has been realised. This study investigates the various aspects of decremental budgeting of the Belgian municipolities, both at the expenditures and the revenues side.
In classical propositional calculus for each proposition A(p) the following holds: $\vdash A(p) \leftrightarrow A^3(p)$ . In this paper we consider what remains of this in the intuitionistic case. It turns out that for each proposition A(p) the following holds: there is an n ∈ N such that $\vdash A^n(p) \leftrightarrow A^{n + 2}(p)$ . As a byproduct of the proof we give some theorems which may be useful elsewhere in propositional calculus.
Creatively operationalizing Claude Lévi-Strauss’ predicament that food is good to think with, I initiate a methodological conceptualization of food by exploring the ways in which it is apt to study Sri Lankan domestic and collective village life. Food is approached as an assemblage that is an emergent resultant of heterogeneous aspects with which it is deeply entangled and by way of which it turns into a potent agent shaping life. More specifically, I explore the vibrancy of these different components that (...) co-create the overall soundscape of food that as such becomes the conductor of Sri Lankan life. Food shapes domestic life by way of its preparation and consumption, and through its cultivation also conducts the collective rhythms at the village level. The conceptualization of food as an assemblage seeks to develop it as a methodology that opens up for a holistic integration and interdisciplinary collaboration. (shrink)
Coping with stress has been primarily investigated as an individual-level phenomenon. In work settings, however, an individual’s exposure to demands is often shared with co-workers, and the process of dealing with these demands takes place in the interaction with them. Coping, therefore, may be conceptualized as a multilevel construct. This paper introduces the team coping concept and shows that including coping as a higher-level team property may help explain individual-level outcomes. Specifically, we investigated the effects of exposure to danger during (...) deployment on burnout symptoms in military service members and examined to what extent this relationship was moderated by individual-level and team-level functional coping. We hypothesized that the relationship between individuals’ exposure to danger and burnout is contingent on both. In line with our predictions, we found that service members who were highly exposed to danger, and did not engage in much functional coping, suffered most from burnout symptoms, but only when their teammates did not engage in much functional coping either. When their teammates did engage in much functional coping, the effect of exposure to danger on burnout was buffered. Hence, team members’ coping efforts functioned as a resilience resource for these service members. (shrink)
After presenting Apostels views on scientific realism, I present definitions of the concepts of ontology and metaphysics. I then proceed to develop Apostels basic ontology and his metaphysics. Apostel proposed a particular understanding of existence based on his views on causation. He also developed a view of the universe as a causal self-explaining system. I discuss and illustrate three kinds of what he calls metaphysical deductions that aim to deliver such a view of the universe. The most important one is (...) the Leibnizian variational method, that should allow us to deduce the existing universe as the best of all possible worlds. (shrink)
As part of the creation-discovery interpretation of quantum mechanics Diederik Aerts presented a setting with macroscopical coincidence experiments designed to exhibit significant conceptual analogies between portions of stuff and quantum compound entities in a singlet state in Einstein—Podolsky—Rosen/Bell-experiments (EPR-experiments). One important claim of the creation-discovery view is that the singlet state describes an entity that does not have a definite position in space and thus does not exist in space. Free Process Theory is a recent proposal by Johanna Seibt of (...) an integrated ontology, i.e., of an ontology suitable for the interpretation of theories of the macrophysical and microphysical domain (quantum field theory). The framework of free process theory allows us to show systematically the relevant analogies and disanalogies between Aerts' experiment and EPR-experiments. From free process ontology it also follows quite naturally that the quantum compound entity described by the singlet state does not exist in space. (shrink)
The participation of minors in clinical trials is essential to provide safe and effective medical care to children. Because few drugs have been tested in children, pediatricians are forced to prescribe medications off-label with uncertain efficacy and safety. In this article, we analyze how the enrollment of minors in clinical trials is negotiated within relationships of mutual trust between clinicians, minors, and their parents. After a brief description of the problems associated with involving minors in clinical research, we consider how (...) existing “relationships of trust” can be used as a place where the concerns of research subjects can be more fully discussed and addressed. Building on the tacit recognition of trust found in The European Clinical Trials Directive we make policy recommendations that allow for clearer, more ethically informed guidelines for enrolling minors in clinical research. The condition of explicit theoretically discursive cognitive performance, as it culminates in scientific activity, is, I claim, the life world. I contrast life world and scientific world and argue that the latter arises from the first and that contrary to the prevailing views the scientific world (actually, worlds, since the classical world is substantially different from the quantum world) finds its completion in the life world and not the other way around. In other words: the closure we used to search (...) in a complete and comprehensive scientific description of all aspects of experience by referring it back to underlying atoms, genes and other scientific objects and the covering laws ruling them, should be sought in a reintegrating and occasionally dissolving of the abstract scientific model in the self-organizational fluidity and superposition-like indeterminateness and non-locality of the life world: “We have to acknowledge the indeterminate as a positive phenomenon” (Merleau-Ponty in his The Phenomenology of Perception).
