Is protection for sale? In this research, we examine the effect of corporate lobbying on the disbursement of proceeds of the recent antidumping petitions under the Continued Dumping and Subsidy Offset Act, the so-called Byrd amendment. With the use of novel U. S. Customs Service data on the disbursements of the antidumping duties to the injured firms, we find that the petitioning firms that spend more on lobbying gain larger proceeds. ABSTRACTBy showing its organic linkage between theories of human nature and governance, this article illustrates that the Huainanzi is a scripture that holds a systematic and unique theory. The ideal governance of the Huainanzi is mystical transformation, i.e. the Daoist concept of non-action. Rule by simple Confucian rituals is not at odds with mystical transformation. However, mystical transformation does not include the rule by rituals. Moreover, excessively complicated rituals are incompatible with mystical transformation. Background: An association between gaming disorder and the symptoms of common mental disorders is unraveled yet. In this preregistered study, we quantitatively synthesized reliability, convergent and discriminant validity of GD scales to examine association between GD and other constructs.Methods: Five representative GD instruments were chosen based on recommendations by the previous systematic review study to conduct correlation meta-analyses and reliability generalization. A systematic literature search was conducted through Pubmed, Proquest, Embase, and Google Scholar to identify studies that reported information on (...) either reliability or correlation with related variables. 2,124 studies were full-text assessed as of October 2020, and 184 were quantitatively synthesized. Conventional Hedges two-level meta-analytic method was utilized.Results: The result of reliability generalization reported a mean coefficient alpha of 0.86 and a mean test-retest estimate of 0.86. Estimated effect sizes of correlation between GD and the variables were as follows: 0.33 with depression, 0.29 with anxiety, 0.30 with aggression, –0.22 with quality of life, 0.29 with loneliness, 0.56 with internet addiction, and 0.40 with game playtime, respectively. The result of moderator analyses, funnel and forest plots, and publication bias analyses were also presented.Discussion and Conclusion: All five GD instruments have good internal consistency and test-retest reliability. Relatively few studies reported the test-retest reliability. The result of correlation meta-analysis revealed that GD scores were only moderately associated with game playtime. Common psychological problems such as depression and anxiety were found to have a slightly smaller association with GD than the gaming behavior. GD scores were strongly correlated with internet addiction. Further studies should adopt a rigorous methodological procedure to unravel the bidirectional relationship between GD and other psychopathologies.Limitations: The current study did not include gray literature. The representativeness of the five tools included in the current study could be questioned. The writers of the Huainanzi 淮南子 show that emotions are based on resonance. In this ancient Chinese text, emotional expressions are considered natural phenomena; however, at the same time, they are sometimes evaluated negatively. It states that sometimes, not only emotions stemming from desires but also emotional expressions in daily lives must be controlled. This is due to the following prescriptions stemming from the art of rulership: (1) a ruler must clearly and distinctly recognize a situation. Emotional expressions lose the (...) Quintessential Spirit (jingshen 精神), which mediates the recognition of the situation; and (2) the intention must not be revealed to the ruler’s vassals. The concept of heart (xin 心) in the Huainanzi, on the foundation called the “theory of cultivation” of Daoism, is influenced by the art of rulership from Legalism. (shrink)

The expansion of the higher education system and the rationalization of universities in South Korea, while broadly following the global patterns, reflect the characteristics of the national political system. We show the rapid growth of universities and document core organizational changes among universities: the elaboration of faculty performance evaluation rules, the expansion and differentiation of central administrations, and the emergence of engagement in vision statements. These changes, constructing universities as organizational actors, parallel the changes in higher education systems elsewhere. However, (...) the uniqueness of the Korean experience lies with the role of the state as a catalyst guiding the overall direction and the structure and strategy of universities. We discuss the implications of our research for the rationalization of universities in a highly centralized system. (shrink)

ObjectivesHostile attribution bias is reportedly common from non-clinical population to those with serious mental illness, such as schizophrenia, and is known to be closely related to theory of mind. This study aimed to investigate whether ToM skills mediate the relationship among neurocognitive ability, personality traits, and attribution bias.MethodsA total of 198 non-clinical youths were recruited. To assess their neurocognitive ability and ToM skills, the participants were asked to complete Raven’s Standard Progressive Matrices and the Korean version of the Reading the (...) Mind in Eyes Test. To determine their personality traits, the Eysenck Personality Questionnaire and interpersonal reactivity index were used. To evaluate hostile attribution bias, the Ambiguous Intentions Hostility Questionnaire was administered. Path analysis and bias-corrected percentile bootstrap methods were used to estimate model fit and the parameters of the mediating effects.ResultsBased on model comparison, the best model characterized two direct pathways from psychoticism and the K-RMET to hostility attribution bias and three indirect pathways, wherein SPM, perspective taking, and psychoticism influenced hostile attribution bias through K-RMET. The final model fit indices were good [x2/df = 1.126; comparative fit index = 0.996; root mean square error of approximation = 0.026; standard root mean square residual = 0.026 and Akaike information criterion = 28.251] and the K-RMET fully mediated the association between SPM, perspective taking, psychoticism, and hostile attribution bias.ConclusionThe main findings suggested that ToM skills, such as the RMET, play an important role in explaining the relationship among neurocognitive ability, personality traits, and hostile attribution bias. ToM skills and a remediation strategy may need to be developed to balance the enhanced hostility bias that underlies the paranoia. (shrink)

SignificanceElectrical burns can cause severe damage to the nervous system, resulting in autonomic dysfunction with reduced cerebral perfusion. However, few studies have investigated these consequences.AimTo elucidate changes in prefrontal cerebral hemodynamics using functional near-infrared spectroscopy (fNIRS) during the head-up tilt table test (HUT) for patients with electrical burns.ApproachWe recruited 17 patients with acute electrical burns within 1 week after their accidents and 10 healthy volunteers. The NIRS parameters acquired using an fNIRS device attached to the forehead were analyzed in five (...) distinct HUT phases.ResultsBased on their HUT response patterns, patients with electrical burns were classified into the group with abnormal HUT results (APG, n = 4) or normal HUT results (NPG, n = 13) and compared with the healthy control (HC, n = 10) participants. We found trends in hemodynamic changes during the HUT that distinguished HC, NPG, and APG. Reduced cerebral perfusion and decreased blood oxygenation during the HUT were found in both the NPG and APG groups. Patients with electrical burns had autonomic dysfunction compared to the HC participants.ConclusionsUsing fNIRS, we observed that acute-stage electrical burn injuries could affect cerebral perfusion. This case study explores the ethical dimensions of the South Korean news media's coverage of the Dr. Woo Suk Hwang scandal and the extant journalism criticism. The study discusses the ethical issues associated with claims that Korean journalists acted too humanely, overemphasized scientific evidence, and were too culturally sensitive in their coverage of the Hwang scandal, and notes the broader implications for journalism ethical theory and criticism suggested by the study's findings. The case explores the differences in the (...) ethical foundations that underlay the press' efforts and the Korean-based criticism of the news media. Among other conclusions, the Hwang scandal illustrates the challenges of universalizing ethical standards in international journalism criticism. (shrink)

We examine whether the current regulatory regime instituted in South Korea and the United States would have prevented Hwang’s potential transgressions in oocyte procurement for somatic cell nuclear transfer, we compare the general aspects and oversight framework of the Bioethics and Biosafety Act in South Korea and the US National Academies’ Guidelines for Human Embryonic Stem Cell Research, and apply the relevant provisions and recommendations to each transgression. We conclude that the Act would institute centralized oversight under governmental auspices (...) while the Guidelines recommend politically-independent, decentralized oversight bodies including a special review body for human embryonic stem cell research at an institutional level and that the Guidelines would have provided more vigorous protection for the women who had undergone oocyte procurement for Hwang’s research than the Act. We also suggest additional regulations to protect those who provide oocytes for research in South Korea. (shrink)

This paper focuses on the infamous case of Hwang Woo Suk, the South-Korean national hero and once celebrated pioneer of stem cell research. After briefly discussing the evolution of his publication and research scandal in Science, I will attempt to outline the main reactions that emerged within scientific and bioethical discourses on the problem of research misconduct in contemporary biosciences. What were the ethical lapses in his research? What kind of research misconduct has been identified? How this kind of (...) misconduct affects scientific integrity? How to avoid it? Focusing on these questions, the paper interprets the Hwang’s case as a case study that might shed light on the worst aspects of highstakes global science. This case presents a group of problems that might endanger scientific integrity and public trust. Regulatory oversight, ethical requirements and institutional safeguards are often viewed by the scientific community as merely decelerating scientific progress and causing delays in the application of treatments. The Hwang’s case represents how unimpeded progress works in contemporary science. Thus, the case might shed light on the often neglected benefits of “the social control of science”. (shrink)

This article explores the scientific fraud case of the South Korean stem cell scientist Woo-Suk Hwang, which represents a struggle over political identity. The South Korean state supported Hwang’s research hoping to establish Korean scientific-technological leadership in biotechnology, but it combined this globalization strategy with an identity politics built around the Korean people. The emerging bionationalism exceeded traditional ethnic nationalism insofar as the traditional ethnicity marker of ‘‘blood’’ was displaced by biologically scientifically grounded notions such as the stem (...) cell or the oocyte. These new biological markers defined national identity and embedded the transformative potential of modern biomedicine to be put into the service of Korean bodies and the nation’s economic future. Bionationalistic mobilization became hegemonic in South Korea in 2000 and undermined the democratic process, giving rise to violations against core principles of good governance. This bionationalistic narrative was challenged by an attempt to define political identity through the ideas of political citizenship, liberal democracy, and participation. The South Korean government has terminated its bionationalistic mobilization, but the struggles over Hwang and Korean identity linger. (shrink)

This paper revisits the “Hwang case,” which shook Korean society and the world of stem cell research in 2005 with the fraudulent claim of creating patient-specific embryonic stem cells. My goal is to overcome a human-centered, Korea-oriented narrative, by illustrating how materials can have an integral role in the construction and judgment of fraud. To this end, I pay attention to Woo Suk Hwang’s lab at Seoul National University as a whole, including human and nonhuman agents, that functioned (...) as what I call sociomaterial technology, and Gerald P. Schatten at the University of Pittsburgh, Hwang’s collaborator, who played a crucial role in demonstrating the potency of this technology to the members of the scientific community. By recasting the whole event as the “case of Hwang and Schatten,” I argue that fraud is, like all knowledge claims, a sociotechnical construct, and that matters of fraud are locally judged. Fraud leaves its mark on materials, but I show that material evidence alone never tells the whole story and instead can be used to limit the range of responsibility. (shrink)

When doubts were first raised about the veracity of the dramatic advances in stem cell research announced by Professor Hwang Woo-Suk, a significant minority response was to question the qualifications of journalists to investigate the matter. In this paper I examine the contemporary relationships between science, scientists, the public, and the media. In the modern context the progress of science often relies on the media to mobilise public support for research and also for the purpose of communication within the (...) scientific community. As a result, attempts to counterpose "science" and "the media" should be treated with some caution. I argue that because of the essential role played by ethics in good science, journalists may in fact sometimes be well placed to investigate scientists. At the conclusion of my paper I draw out some of the implications of my analysis for the ethics of investigative journalism directed towards scientific research. (shrink)

In this article, I present different characteristics of de jure coreference, including an epistemological one and a logical one. Then, I present the semantic relation of coordination as what explains or grounds the phenomenon of de jure coreference. And I compare two theories of relational semantics, Fine’s (2007) and Taschek’s (1995a, 1995b, 1998), with respect to two famous puzzles in the philosophy of language, Frege’s puzzle and Kripke’s puzzle about belief. Lastly, I briefly discuss coordination between empty terms.

Many transnational corporations and international organizations have embraced corporate social responsibility to address criticisms of working and environmental conditions at subcontractors' factories. While CSR 'codes of conduct' are easy to draft, supplier compliance has been elusive. Even third-party monitoring has proven an incomplete solution. This article proposes that an alteration in the supply chain's governance, from an arms-length market model to a collaborative partnership, often will be necessary to effectuate CSR. The market model forces contractors to focus on price and (...) delivery as they compete for the lead firm's business, rendering CSR observance secondary, at best. A collaborative partnership where the lead firm gives select suppliers secure product orders and other benefits removes disincentives and adds incentives for CSR compliance. In time, the suppliers' CSR habit should shift their business philosophy toward pursuing CSR as an end in itself, regardless of buyer incentives and monitoring. This article examines these hypotheses in the context of the athletic footwear sector with Nike, Inc. and its suppliers as the specific case study. The data collected and conclusions reached offer strategies for advancing CSR beyond the superficial and often ineffectual 'code of conduct' stage. (shrink)

This article explores the unusually high levels of cosmetic surgery in South Korea – for both women and men. We argue that existing explanations, which draw on feminist and postcolonial positions, presenting cosmetic surgery as pertinent only to female and non-western bodies found lacking by patriarchal and racist/imperialist economies, miss important cultural influences. In particular, focus on western cultural hegemony misses the influence in Korea of national identity discourses and traditional Korean beliefs and practices such as physiognomy. We show how (...) these beliefs provide a more ‘gendered’ as opposed to feminist analysis, which allows space for discussion of men’s surgeries. Finally, we critique the accepted notion of the ‘western body’, especially its position in some literature as a more unobtainable ideal for non-western than for western women. We argue that this body has little in common with actual western women’s bodies, and more in common with a globalized image, embodying idealized elements from many different cultures. (shrink)
