Many important harms result in large part from our collective omissions, such as harms from our omissions to stop climate change and famines. Accounting for responsibility for collective omissions turns out to be particularly challenging. It is hard to see how an individual contributes anything to a collective omission to prevent harm if she couldn’t have made a difference to that harm on her own. Some groups are able to prevent such harms, but it is highly contentious whether groups can (...) be loci of responsibility. This paper takes an existing and plausible framework of moral responsibility—one based on abilities—and scales it up to accommodate responsibility for collective omissions. This centrally involves identifying what the relevant collective abilities are and how they work. One significant benefit of this approach is that we can do this while remaining neutral on the debates about collective agency and collective responsibility by showing how individualist and collectivist versions of the theory work. Finally, I explore several further upshots of the scaled-up ability-based account, including that degrees of responsibility can be cashed out in terms of strengths of the relevant abilities, which has both theoretical and applied implications. In the space of possible worlds, there might be a best possible world (a uniquely best world or a world tied for best with some other worlds). Or, instead, for every possible world, there might be a better possible world. Suppose that the latter is true, i.e., that there is no best world. Many have thought that there is then an argument against the existence of God, i.e., the existence of an omnipotent, omniscient and morally perfect being; we will call (...) such arguments no-best-world arguments. In this paper, we discuss ability-based objections to such arguments; an ability-based objection to a no-best world argument claims that the argument fails because one or more of its premises conflict with a plausible principle connecting the applicability of some type of moral evaluation to the agent’s possession of a relevant ability. In particular, we formulate and evaluate an important new ability-based objection to the most promising no-best world argument. (shrink)

What is it to have a mental disorder? The paper proposes an ability-based view of mental disorder. It argues that such a view is preferable to biological dysfunction views such as Wakefield’s Harmful Dysfunction Analysis and Boorse’s Biostatistical Theory. According to the proposed view, having a mental disorder is basically a matter of having a certain type of inability (or: an ability that is not sufficiently high): the inability to respond adequately to some of one’s available reasons (...) in some of one’s reasons-sensitive attitudes or actions, where the threshold of inability is determined by one’s being harmed. The relevant concepts of inability, reasons, and harm are sketched. The paper argues that the proposed view evades some problems of biological dysfunction views by remaining neutral on questions of causation and the evolution of the mind. Furthermore, it can capture better what is distinctively “mental” about mental disorder. On the proposed view, it is the rational relations among an individual’s attitudes and actions that are “disordered” and the relevant norms in mental disorder are the norms of reasons. As further merits, the view can account for degrees of disorder, incorporate biological as well as social aspects, and elucidate the relations among disorders, symptoms, and their causes. (shrink)

This book offers an ability-based view of mental disorders. It develops a detailed analysis of the concept of inability that is relevant in the psychiatric and psychotherapeutic context by drawing on the most recent literature on the concepts of ability, reasons and harm. What is it to have a mental disorder? This book contends that an individual has a mental disorder if and only if (1) they are-in the relevant sense-unable to respond adequately to their available (apparent) (...) reasons in their thinking, feeling or acting and (2) they are harmed by the condition underlying or resulting from that inability. The author calls this the "Rehability View". This view can account for what is "mental" about mental disorders: it is the rational relations among an individual's attitudes and actions that is "disordered", and the relevant norms are the norms of reasons. This view is compatible with explanations of mental disorders in terms of biological dysfunctions, without reducing the former to the latter. The aim is not to offer just another conception of mental disorder, but to develop a systematic approach that incorporates insights from philosophy of psychiatry and adjacent philosophical disciplines. Ferner entwickelt der Autor eine eigene Position, die er 'fähigkeitsbasierten Libertarismus' nennt. Er widerspricht dem breiten philosophischen Konsens, dass jedenfalls eine Art von Freiheit mit einem naturwissenschaftlichen Weltbild unverträglich sei, nämlich die Fähigkeit, sich unter gegebenen Bedingungen so oder anders zu entscheiden. Im Buch wird argumentiert, dass der libertarischen Freiheitsauffassung, die wir im Alltag alle teilen, bei näherer Betrachtung keine Tatschen (...) entgegenstehen, sondern nur philosophische Doktrinen. Competence is central to informed consent and, therefore, to medical practice. In this context, competence is regarded as synonymous with decision-making capacity. There is wide consensus that competence should be approached conceptually by identifying the abilities needed for decision-making capacity. Incompetence, then, is understood as a condition in which certain abilities relevant to decision-making capacity are lacking. This approach has been helpful both in theory and practice. There is, however, another approach to incompetence, namely to relate it to mental disorder. (...) This approach has been followed in recent research that has shown, for instance, that in anorexia nervosa a person's values may be changed, resulting in ‘pathological’ values. We explore some advantages and disadvantages of both abilities-based and pathology-based approaches. We argue that both can be valuable for further clarification of the concept of competence and improving clinical practice. Given the current predominance of the abilities-based approach, we make a plea for a greater focus on pathology-based practice and research. (shrink)

In previous work, I have claimed that the Frankfurt-style counterexamples to the Principle of Alternative Possibilities work even in a world in which the actual sequence proceeds in a manner congenial to the libertarian. In “Libertarian Freedom and the Avoidability of Decisions,” Widerker criticizes this claim. Here I cast some doubt upon the criticism. Widerker’s critique depends on the falsity of a view held by Molina (and others) about the possibility of non-deterministic grounds for “would-conditionals.” Apart from this point, there (...) are plausible versions of libertarianism which avoid the thrust of Widerker’s criticism. To accurately evaluate and improve college students’ English writing ability, this article proposes a dynamic evaluation method of college English writing ability based on artificial intelligence technology. First, a dynamic evaluation model of college English writing ability is constructed. Second, the index system of English writing dynamic evaluation model is established. Based on this, the dynamic evaluation of college English writing ability is realized. The experimental results show that the design method in this paper (...) can effectively realize the dynamic evaluation of the writing process. After the application of the design method, the number of students interested in writing has increased by 37.8%, and the enthusiasm of students to participate in writing has been improved, with a view to providing some help to improve students’ English writing ability through this research. In order to improve text reading ability, a human-computer interaction method based on artificial intelligence human-computer interaction is proposed. Firstly, the design of the AI human-computer interaction model is constructed, which includes the Stanford Question Answering Dataset and the designed baseline model. There are three components: the coding layer is based on a cyclic neural network, which aims to encode the problem and text into a hidden state; the interaction layer is used to integrate problems and text (...) representation; the output layer connects two independent soft Max layers after a fully connected layer, one is used to obtain the starting position of the answer in the text and the other is used to obtain the ending position. In the interaction layer of the model, this manuscript uses hierarchical attention and aggregation mechanism to improve text coding. The traditional model interaction layer has a simple structure, which leads to weak relevance between text and problems, and poor understanding ability of the model. Finally, the self-attention model is used to further enhance the feature representation of text. The experimental results show that the improved model in this manuscript is compared with the public AI human-computer interaction reading comprehension model. According to the data in the table, the accuracy of the model in this manuscript is better than that of the baseline model, in which the exact match value is increased by 1.4% and the F1 value is increased by 2.7%. However, compared with improvement point 2, the EM and F1 values of the model have decreased by 0.7%. It shows that the output layer has a certain impact on the effect of the model, and the improvement and optimization of the output layer can also improve the performance of the model. It is proved that AI human-computer interaction can effectively improve text reading ability. (shrink)

Issues related to research integrity receive increasing attention in policy discourse and beyond with most universities having introduced by now courses addressing issues of good scientific practice. While communicating expectations and regulations related to good scientific practice is essential, criticism has been raised that integrity courses do not sufficiently address discipline and career-stage specific dimensions, and often do not open up spaces for in-depth engagement. In this article, we present the card-based engagement method RESPONSE_ABILITY, which aims at supporting researchers (...) in developing their ability to respond to challenges of good scientific practice. The method acknowledges that what counts and what does not count as acceptable practice may not be as clear-cut as imagined and that research environments matter when it comes to integrity issues. Using four sets of cards as stimulus material, participants are invited to reflect individually and collectively about questions of research integrity from different perspectives. This approach is meant to train them to negotiate in which contexts certain practices can still be regarded as acceptable and where possible transgressions might begin. RESPONSE_ABILITY can be seen as fostering the creation of an integrity culture as it invites a more reflexive engagement with ideals and realities of good practice and opens a space to address underlying value conflicts researchers may be confronted with. Concluding the article, we call for caution that addressing issues of integrity meaningfully requires striking a delicate balance between raising researchers’ awareness of individual responsibilities and creating institutional environments that allow them to be response-able. IntroductionHearing loss in adults has a pervasive impact on health and well-being. Its effects on everyday listening and communication can directly influence participation across multiple spheres of life. These impacts, however, remain poorly assessed within clinical settings. Whilst various tests and questionnaires that measure listening and communication abilities are available, there is a lack of consensus about which measures assess the factors that are most relevant to optimising auditory rehabilitation. This study aimed to map current measures used in published studies (...) to evaluate listening skills needed for oral communication in adults with hearing loss.MethodsA scoping review was conducted using systematic searches in Medline, EMBASE, Web of Science and Google Scholar to retrieve peer-reviewed articles that used one or more linguistic-based measure necessary to oral communication in adults with hearing loss. The range of measures identified and their frequency where charted in relation to auditory hierarchies, linguistic domains, health status domains, and associated neuropsychological and cognitive domains.Results9121 articles were identified and 2579 articles that reported on 6714 discrete measures were included for further analysis. The predominant linguistic-based measure reported was word or sentence identification in quiet. In contrast, discourse-based measures were used in 2.7% of the articles included. Of the included studies, 36.6% used a self-reported instrument purporting to measures of listening for communication. Consistent with previous studies, a large number of self-reported measures were identified, but 60.4% of these measures were used in only one study and 80.7% were cited five times or fewer.DiscussionCurrent measures used in published studies to assess listening abilities relevant to oral communication target a narrow set of domains. Concepts of communicative interaction have limited representation in current measurement. The lack of measurement consensus and heterogeneity amongst the assessments limit comparisons across studies. Furthermore, extracted measures rarely consider the broader linguistic, cognitive and interactive elements of communication. Consequently, existing measures may have limited clinical application if assessing the listening-related skills required for communication in daily life, as experienced by adults with hearing loss. Michael Otsuka sets out to vindicate left-libertarianism, a political philosophy which combines stringent rights of control over one's own mind, body, and life with egalitarian rights of ownership of the world. Otsuka reclaims the ideas of John Locke from the libertarian Right, and shows how his Second Treatise of Government provides the theoretical foundations for a left-libertarianism which is both more libertarian and more egalitarian than the Kantian liberal theories of John Rawls and Thomas Nagel. Otsuka's libertarianism (...) is founded on a right of self-ownership. Here he is at one with 'right-wing' libertarians, such as Robert Nozick, in endorsing the highly anti-paternalistic and anti-moralistic implications of this right. But he parts company with these libertarians in so far as he argues that such a right is compatible with a fully egalitarian principle of equal opportunity for welfare. In embracing this principle, his own version of left-libertarianism is more strongly egalitarian than others which are currently well known. Otsuka argues that an account of legitimate political authority based upon the free consent of each is strengthened by the adoption of such an egalitarian principle. He defends a pluralistic, decentralized ideal of political society as a confederation of voluntary associations. Part I of Libertarianism without Inequality concerns the natural rights of property in oneself and the world. Part II considers the natural rights of punishment and self-defence that form the basis for the government's authority to legislate and punish. Part III explores the nature and limits of the powers of governments which are created by the consensual transfer of the natural rights of the governed. Libertarianism without Inequality is a book which everyone interested in political theory should read. (shrink)

Despite widespread support for the idea of measuring EI as an ability based on Mayer and Salovey’s model, only a few performance-based EI tests have been developed. I argue that both the original and updated ability EI model provide little guidance for a theory-driven generation of items and their scoring, as the functions and processes associated with high and low EI are not specified in enough detail. One solution is to draw on theories from other fields (...) when creating a measurement rationale for a new EI test. I illustrate this approach by describing two new tests measuring emotional understanding and emotion management. (shrink)

Rapid individual cognitive phenotyping holds the potential to revolutionize domains as wide‐ranging as personalized learning, employment practices, and precision psychiatry. Going beyond limitations imposed by traditional lab‐based experiments, new efforts have been underway toward greater ecological validity and participant diversity to capture the full range of individual differences in cognitive abilities and behaviors across the general population. Building on this, we developed Skill Lab, a novel game‐based tool that simultaneously assesses a broad suite of cognitive abilities while providing (...) an engaging narrative. Skill Lab consists of six mini‐games as well as 14 established cognitive ability tasks. Using a popular citizen science platform (N = 10,725), we conducted a comprehensive validation in the wild of a game‐based cognitive assessment suite. Based on the game and validation task data, we constructed reliable models to simultaneously predict eight cognitive abilities based on the users’ in‐game behavior. Follow‐up validation tests revealed that the models can discriminate nuances contained within each separate cognitive ability as well as capture a shared main factor of generalized cognitive ability. Our game‐based measures are five times faster to complete than the equivalent task‐based measures and replicate previous findings on the decline of certain cognitive abilities with age in our large cross‐sectional population sample (N = 6369). Taken together, our results demonstrate the feasibility of rapid in‐the‐wild systematic assessment of cognitive abilities as a promising first step toward population‐scale benchmarking and individualized mental health diagnostics. Much of the current imaging literature either denies the existence of wakeful non-mental imagers, views non-imagers motivationally as 'repressors' or 'neurotic', or acknowledges them but does not fully incorporate them into their models. Neurobiologists testing for imaging loss seem to assume that visual recognition, describing objects, and free-hand drawing require the forming of conscious images. The intuition that 'the psyche never thinks without an image.... the reasoning mind thinks its ideas in the form of images' (Aristotle) has a long tradition (...) in philosophical psychology, from Aristotle through the British empiricists to the British-empiricist-inspired introspection paradigm of Titchener. The massive shift in early experimental psychology to the introspective-antagonistic paradigm of Watson's behaviourism, may have sprung from the contrary intuition that no one thinks in mental images. In both cases, people seemed to assume that what is in one's own mind is in everybody's mind. A third, mediating, intuition - that some people do not think with conscious mental imagery -- seems to be confirmed by empirical studies on many levels. From the early imagery interviews of Francis Galton through many modern surveys, including my own, a consistent diversity of self-reports on ones own mental imagery abilities suggests that some 2-5% of people are very poor- or non-visual- imagers who, yet, maintain normal visual recognition abilities. Comparable estimates have been made in auditory and other imagery modalities. (shrink)

Compatibilist libertarianism claims that alternate possibilities for action at the agential level are consistent with determinism at the physical level. Unlike traditional compatibilism about alternate possibilities, involving conditional or dispositional accounts of the ability to act, compatibilist libertarianism offers us unqualified modalities at the agential level, consistent with physical determinism, a potentially big advance. However, I argue that the account runs up against two problems. Firstly, the way in which the agential modalities are generated talks past the (...) worries of the incompatibilist in the traditional free will problem. As such, it fails to dispel the worries that determinism generates for the incompatibilist. Secondly, in spite of the ingenious use of the supervenience thesis and multiple realizability, the position still allows us to generate the old worry that determinism at the physical level would mean no alternate possibilities at the level of agency. In particular, I develop a new example, the ‘atomic slit case’ that demonstrates how physical level information is salient to what is possible at the agential level, motivating incompatibilism. Previous studies have confirmed that the temporal attentional control created by the repetition of stimulus-response compatibility (SRC) tasks was transferred to shooting skills in lacrosse players. In the current study, we investigated whether combining motor imagery training with SRC tasks could enhance the scoring ability of lacrosse players. We grouped 33 male lacrosse players into three groups: an SRC task and motor imagery group (referred as to SRC+Image), an SRC task group, and a control group. Players in the first (...) two groups underwent five sessions of 200 SRC task trials. In addition, the SRC+Image group completed five sessions of motor imagery training. The control group underwent no training interventions. All three groups performed a lacrosse shooting test and a Simon task before and after training sessions to assess the magnitude of the interference effects of the various types of training they underwent. The results of the Simon task showed that repetition of 1,000 trials was enough to create a short-term representation with the incompatible special mapping being transferred to a dynamic activity like lacrosse shooting. Moreover, combination of a computer-based Type 2 task and motor-imagery training could effectively increase players’ scoring ability in a field of large spatial conflict. (shrink)

Facial perception plays a key role in various social interactions, including formidability assessments. People make relatively accurate inferences about men’s physical strength, aggressiveness, and success in physical confrontations based on facial cues. The physical factors related to the perception of fighting ability and their relative contribution have not been investigated yet, since most existing studies employed only a limited number of threat potential measures or proxies. In the present study, we collected data from Czech Mixed Martial Arts (MMA) (...) fighters regarding their fighting success and physical performance in order to test physical predictors of perceived fighting ability made on the basis of high-fidelity facial photographs. We have also explored the relationship between perceived and actual fighting ability. We created standardized 360° photographs of 44 MMA fighters which were assessed on their perceived fighting ability by 94 raters (46 males). Further, we obtained data regarding their physical characteristics (e.g. age, height, body composition) and performance (MMA score, isometric strength, anaerobic performance, lung capacity). In contrast to previous studies, we did not find any significant links between the actual and perceived fighting ability. The results of a multiple regression analysis have, however, shown that heavier fighters and those with higher anaerobic performance were judged as more successful. Our results suggest that certain physical performance-related characteristics are mirrored in individuals’ faces but assessments of fighting success based on facial cues are not congruent with actual fighting performance. Log-file data from computer-based assessments can provide useful collateral information for estimating student abilities. In turn, this can improve traditional approaches that only consider response accuracy. Based on the amounts of time students spent on 10 mathematics items from the PISA 2012, this study evaluated the overall changes in and measurement precision of ability estimates and explored country-level heterogeneity when combining item responses and time-on-task measurements using a joint framework. Our findings suggest a notable increase in precision (...) with the incorporation of response times and indicate differences between countries in how respondents approached items as well as in their response processes. Results also showed that additional information could be captured through differences in the modeling structure when response times were included. However, such information may not reflect the testing objective. (shrink)

The judgement of human ability is ubiquitous, from school admissions to job performance reviews. The exact make-up of ability traits, however, is often narrowly defined and lacks a comprehensive basis. We attempt to simplify the spectrum of human ability, similar to how five personality traits are widely believed to describe most personalities. Finding such a basis for human ability would be invaluable since neuropsychiatric disease diagnoses and symptom severity are commonly related to such differences in performance. (...) Here, we identified four underlying ability traits within the National Institutes of Health Toolbox normative data (n= 1, 369): (1) Motor-endurance, (2) Emotional processing, (3) Executive and cognitive function, and (4) Social interaction. We used the Human Connectome Project young adult dataset (n= 778) to show that Motor-endurance and Executive and cognitive function were reliably associated with specific brain functional networks (r2= 0.305 ± 0.021), and the biological nature of these ability traits was also shown by calculating their heritability (31 and 49%, respectively) from twin data. A standard natural rights argument for libertarianism is based on the labor theory of property: the idea that I own my self and my labor, and so if I "mix" my own labor with something previously unowned or to which I have a have a right, I come to own the thing with which I have mixed by labor. This initially intuitively attractive idea is at the basis of the theories of property and the role of government of (...) John Locke and Robert Nozick. Locke saw and Nozick agreed that fairness to others requires a proviso: that I leave "enough and as good" for others. The same considerations apply to legitimate acquisition by voluntary exchange, gift, or bequeathal. -/- This sort of argument has been critiqued for the purely hypothetical and counterfactual nature of its premises, for the coherence of the idea of self-ownership, for the notion that mixing what I own with what I do not gives me a right in what I do not rather than wasting what I own, and for the unacceptably cruel and heartless consequences of adopting it, among other reasons. -/- However, I accept the premises and waive (though note) these objections, and formulate a new objection, showing that to give me a right in what I do not own, the labor theory of property requires a commitment to a right to what I need. I distinguish several senses of need and show that the sense of need the argument requires is "use need," the need I have to to use something to exercise my labor on it. This turns out to have a startling counter-intuitive result: the libertarian principle, so understood, turns out to be "to each according to his needs," which Marx identified as the principle of the highest phase of communism as he understood it. If communism is understood as in some sense egalitarian, this argument for libertarianism turns itself inside out into an argument for egalitarian communism. Libertarians therefore cannot use the Labor Theory of Property to defend the positions they typically wish to hold. (shrink)

The ability to reason and problem‐solve in novel situations, as measured by the Raven's Advanced Progressive Matrices (RAPM), is highly predictive of both cognitive task performance and real‐world outcomes. Here we provide evidence that RAPM performance depends on the ability to reallocate attention in response to self‐generated feedback about progress. We propose that such an ability is underpinned by the basal ganglia nuclei, which are critically tied to both reward processing and cognitive control. This hypothesis was implemented (...) in a neurocomputational model of the RAPM task, which was used to derive novel predictions at the behavioral and neural levels. These predictions were then verified in one neuroimaging and two behavioral experiments. Furthermore, an effective connectivity analysis of the neuroimaging data confirmed a role for the basal ganglia in modulating attention. Taken together, these results suggest that individual differences in a neural circuit related to reward processing underpin human fluid reasoning abilities. (shrink)

To understand the relationship between kindergarten school-based research and preschool teachers’ teaching ability and identify the mechanism by which SBR affects teachers’ teaching ability, a survey of randomly sampled preschool teachers in Sichuan Province was conducted online using three scales assessing community learning, teaching ability and teaching philosophy. The survey results showed that the level of SBR reached the upper-middle level. The level of SBR positively predicted the teaching beliefs and teaching ability of preschool teachers. (...) SBR influenced teaching ability through direct and indirect effects, with indirect effects accounting for 23.5% of the total effect; however, only constructivist teaching beliefs played a mediating role in the relationship between SBR and teaching ability via an indirect effect. SBR focused on improvement in teaching ability should not only examine the connection between SBR and practical problems to promote improvement in teachers’ teaching ability but also should examine the role of teachers’ beliefs and influence teachers’ teaching abilities by changing teachers’ teaching beliefs. Humans in diverse cultures develop a capacity to recognize and share others’ emotional states. In this article, studies in adult and developmental populations are reviewed and synthesized to build a framework for understanding the neural bases and development of emotion recognition. It is proposed that foundations for the development of emotion recognition are provided by an experience-expectant neural circuitry that emerges early in life, biases infants to attend to biologically salient information, and is refined and specialized through experience for processing (...) species-typical signals of emotions. It is also discussed how genetic variations and experiences during sensitive periods of development can affect the developmental process and give rise to subtle individual differences in emotion recognition. In this book, Christopher Evan Franklin develops and defends a novel version of event-causal libertarianism. This view is a combination of libertarianism--the view that humans sometimes act freely and that those actions are the causal upshots of nondeterministic processes--and agency reductionism--the view that the causal role of the agent in exercises of free will is exhausted by the causal role of mental states and events (e.g., desires and beliefs) involving the agent. Franklin boldly counteracts a dominant theory that (...) has similar aims, put forth by well-known philosopher Robert Kane. -/- Many philosophers contend that event-causal libertarians have no advantage over compatibilists when it comes to securing a distinctively valuable kind of freedom and responsibility. To Franklin, this position is mistaken. Assuming agency reductionism is true, event-causal libertarians need only adopt the most plausible compatibilist theory and add indeterminism at the proper juncture in the genesis of human action. The result is minimal event-causal libertarianism: a model of free will with the metaphysical simplicity of compatibilism and the intuitive power of libertarianism. And yet a worry remains: toward the end of the book, Franklin reconsiders his assumption of agency reductionism, arguing that this picture faces a hitherto unsolved problem. This problem, however, has nothing to do with indeterminism or determinism, or even libertarianism or compatibilism, but with how to understand the nature of the self and its role in the genesis of action. Crucially, if this problem proves unsolvable, then not only is event-causal libertarianism untenable, so also is event-causal compatibilism. (shrink)

This study proposed a children’s digital art ability training system with artificial intelligence-assisted learning, which was designed to achieve the goal of improving children’s drawing ability. AI technology was introduced for outline recognition, hue color matching, and color ratio calculation to machine train students’ cognition of chromatics, and smart glasses were used to view actual augmented reality paintings to enhance the effectiveness of improving elementary school students’ imagination and painting performance through the diversified stimulation of colors. This study (...) adopted the quasi-experimental research method and designs the pre-test and post-test for different groups. The research subjects are the Grade 4 students of an elementary school in Taitung City, Taiwan. The test tools included an imagination test and an evaluation of painting performance ability. The test results of a total of 30 students before and after the experiment included the experimental group that received the children’s digital art ability training system with AI-assisted learning and 30 students in the control group that had not received the teaching were analyzed by covariance. These results were supplemented by the description and interpretation of student feedback, teachers’ reflection notes, and other qualitative data to understand the performance of the students in the experimental group in terms of imagination and painting performance. The sustainable development of the human settlements has become a global universal program. The comparison of cities in different countries is of great significance to provide international experience for future urban construction. Combined with the UN 2030 Sustainable Development Goals, this paper establishes an evaluation index system for the sustainable development ability of urban HS and constructs a three-dimensional research framework of “development-coordination-sustainability,” which compares the sustainable development ability of the HS of Dalian, China, and Kobe, Japan, from (...) 2005 to 2018 and explores the spatial evolution characteristics and obstacle factors of the HS of the two cities. The results show that the development degree of the HS of the two cities is on the rise. The development level of Kobe is always higher than that of Dalian, and the gap is gradually narrowing; Kobe has advantages in natural and residential environment, while Dalian has advantages in cultural and economic environment. The coordination degree of the development of the HS of the two cities has improved steadily, and the coordination degree of Kobe is better than that of Dalian. The sustainability of the development of the HS of the two cities is fluctuating, and the average sustainable growth rate of Dalian is higher than that of Kobe. The sustainable development space of the HS in Dalian presents a pattern of “high in the south and low in the north,” and the spatial characteristics of the subsystems are different; the main obstacles have changed from economic-natural to economic-natural-cultural-public services, and the obstacles to development in districts are different. The sustainable development space of the HS in Kobe has a high level of development in the southeast, radiating to the surrounding area, and the spatial characteristics of the subsystems are different; the main obstacles have changed from economic-cultural-natural to economic-natural-population, and the obstacles to development in districts are different. Finally, it puts forward targeted suggestions for the sustainable construction of Dalian. This paper can provide methodological reference for quantitative assessment of the sustainable development of HS and provide policy reference for scientific planning of the construction of HS. We explain libertarian thought about family and children, including controversial issues in need of serious attention. To begin our discussion of marriage, we distinguish between procedural and substantive contractarian approaches to marriage, each endorsed by various libertarians. Advocates of both approaches agree that it is a contract that makes a marriage, not a license, but disagree about whether there are moral limits to the substance of the contract with only advocates of the substantive approach accepting such. Either approach, though, offers (...) advantages over the current licensing system, so we discuss paths from that to a contractarian system. We also discuss the concept of marriage itself, the ages of consent for marriage, sexual activity, and reproduction, as well as how marriages can be dissolved, and coercion that sometimes occurs in marriage. We then turn to children. We first discuss reproductive freedom and then discuss the moral relationship between children and parents, especially considering stewardship, propertarian, and best interests approaches (we also touch on anti-natalism). One of the biggest issues facing parents is how to properly raise and educate children; we discuss this in depth and consider the sort of schooling that should be offered in a free society. Since children lack the requisite ability to consent, they cannot choose their education; how to respond to this is of the utmost importance for libertarians. As we note, the same issue of consent looms large for many forms medical treatment of children. (shrink)

The most prominent argument for the incompatibility of free will and determinism is Peter van Inwagen’s consequence argument. I offer a new diagnosis of what is wrong with this argument. Proponents and critics typically accept the way the argument is framed, and only disagree on whether the premisses and rules of inference are true. I suggest that the argument involves a category mistake: it conflates two different levels of description, namely, the physical level at which we describe the world from (...) the perspective of fundamental physics and the agential level at which we describe agents and their actions. My diagnosis is based on an account of free will as a higher-level phenomenon. I call this account ‘compatibilist libertarianism’, for reasons that will become clear. Although the paper addresses a primarily metaphysical question, it uses tools similar to those employed in philosophy-of-science work on determinism and indeterminism, higher-level phenomena, and dynamical systems. Libertarianism has long been known for its opposition to a right to welfare, In this paper, I will oppose this view of libertarianism, maintaining that the libertarian’s own ideal of liberty requires just such a right to welfare. I begin by showing that there are conflicts of negative liberty between the rich and the poor. I then argue that when these conflicts are evaluated by the “ought “ implies “can” principle, the liberty of the poor has priority over (...) the liberty of the rich, and it is this priority that provides the grounds for a right to welfare. Along the way, I argue that there are not two interpretations of libertarianism - an ideal based versionand a rights-based version - but only one and this interpretation supports a right to welfare. Event-causal libertarians maintain that an agent’s freely bringing about a choice is reducible to states and events involving him bringing about the choice. Agent-causal libertarians demur, arguing that free will requires that the agent be irreducibly causally involved. Derk Pereboom and Meghan Griffith have defended agent-causal libertarianism on this score, arguing that since on event-causal libertarianism an agent’s contribution to his choice is exhausted by the causal role of states and events involving him, and since these states and (...) events leave it open which decision he will make, he does not settle which decision occurs, and thus “disappears.” My aim is to explain why this argument fails. In particular, I demonstrate that event-causal libertarians can dismantle the argument by enriching the reductive base in their analysis of free will to include a state that plays the functional role of the self-determining agent and with which the agent is identified. Theories of free agency based on indeterminism -- that is, libertarian theories -- are often accused of undermining an agent's integrity: If an action is due to indeterministic happenings, how can it be called the agent's action to begin with? Isn't a deterministic connection between an agent's circumstances and her action needed to maintain her integrity? We claim that a meaningful notion of agency does not need determinism. In this paper we introduce stochastic libertarianism, a novel theory of (...) free agency under indeterminism. Based on a physically motivated, stochastic model of the temporal evolution of a deliberation process, stochastic libertarianism views indeterminism as a core resource for meaningful agency rather than as a threat. We counter the supposed threat by explicitly discussing Van Inwagen's replay argument, exposing a flaw in the argument that is due to insufficient attention to temporal details. Our approach can also explain how a stochastically libertarian agent developing over time can exhibit highly realiable behavior. We claim, therefore, that integrity in action does not need determinism. (shrink)

The article is a reply to three reviews of my book Willensfreiheit which were published in a previous issue of this journal. In the book, I develop a libertarian account of free will that invokes neither uncaused events nor mind-body dualism nor agent causality. Against Bettina Walde′s criticism, I argue that a well-balanced libertarianism can evade the luck objection and that it should not be portrayed as positing tiny causal gaps in an otherwise deterministic world. Against Marcus Willaschek′s Moorean (...) compatibilism, I argue that our ordinary notion of agency commits us to genuine two-way abilities, i. e. to abilities to do otherwise given the same past and laws of nature. Against Christoph Jäger′s defence of van Inwagen′s consequence argument, I insist that this argument for incompatibilism is seriously flawed and that libertarians are well-advised not to base their position upon it. In this dissertation, I investigate the implications of libertarian morality in relation to the problem of climate change. This problem is explicated in the first chapter, where preliminary clarifications are also made. In the second chapter, I briefly explain the characteristics of libertarianism relevant to the subsequent study, including the central non-aggression principle. In chapter three, I examine whether our individual emissions of greenhouse gases, which together give rise to climate change, meet this principle. I do this based (...) on the assumption that we are the legitimate owners of the resources we use in those activities. In the fourth chapter, I question this assumption and scrutinize libertarianism’s restrictions on appropriations of climate-relevant resources, which leads me to distinguish between some different versions of the libertarian view. Toward the end of the chapter, I also examine libertarianism’s answer to the political question regarding how emission rights should be distributed. The fifth chapter investigates libertarianism’s verdicts for mere risks of infringement, as stemming from people’s emissions and acts of appropriations. In chapter six, I investigate the libertarian right to self-defense against both the effects of climate change and other people’s climate-relevant activities. In chapter seven, I discuss two intergenerational issues related to climate change: what libertarianism says concerning future generations and how libertarianism might deal with the problem of historical emissions. The eighth chapter explores the implications of libertarianism regarding collective moral wrongdoing in connection to climate change. In chapter nine, I take a look at the libertarian room for governmental responses for tackling climate change. The tenth and final chapter is a summary. The overall conclusion of the dissertation is that libertarianism recommends that we reduce our emissions and decrease our extraction of natural resources such as forests and fossil fuels. Furthermore, governments are permitted to undertake some quite substantial actions in order to fight the causes of climate change. I end with some bottom-up reflections on what these conclusions might say about the plausibility of libertarianism. I claim that although libertarianism after all manages to explain some of our moral intuitions regarding climate change, it is questionable whether libertarianism’s explanation is better than those offered by alternative moral theories. Michael Otsuka sets out to vindicate left-libertarianism, a political philosophy which combines stringent rights of control over one's own mind, body, and life with egalitarian rights of ownership of the world. Otsuka reclaims the ideas of John Locke from the libertarian Right, and shows how his Second Treatise of Government provides the theoretical foundations for a left-libertarianism which is both more libertarian and more egalitarian than the Kantian liberal theories of John Rawls and Thomas Nagel. Otsuka's libertarianism (...) is founded on a right of self-ownership. Here he is at one with 'right-wing' libertarians, such as Robert Nozick, in endorsing the highly anti-paternalistic and anti-moralistic implications of this right. But he parts company with these libertarians in so far as he argues that such a right is compatible with a fully egalitarian principle of equal opportunity for welfare. In embracing this principle, his own version of left-libertarianism is more strongly egalitarian than others which are currently well known. Otsuka argues that an account of legitimate political authority based upon the free consent of each is strengthened by the adoption of such an egalitarian principle. He defends a pluralistic, decentralized ideal of political society as a confederation of voluntary associations. Part I of Libertarianism without Inequality concerns the natural rights of property in oneself and the world. Part II considers the natural rights of punishment and self-defence that form the basis for the government's authority to legislate and punish. Part III explores the nature and limits of the powers of governments which are created by the consensual transfer of the natural rights of the governed. Libertarianism without Inequality is a book which everyone interested in political theory should read. (shrink)

Le présent essai soutient une position qui s’inscrit dans le courant dit « libertarien » tout en explorant les implications de la politique qui prône un revenu de base et suscite présentement un débat vivace à travers le monde, y compris au Japon. Il existe diverses formes d’éthique libertarienne. Ici, dans la lignée de Nozick, la « propriété de soi » et la clause lockéenne sont reconnus comme deux rouages essentiels de l’argumentation qui conduit à leur ajustement en vue d’une (...) éthique spécifique. Nous examinons comment Nozick défend la « propriété de soi » : son argumentation respecte la séparabilité des personnalités et elle accorde une grande importance à l’élaboration libre par chacun d’un mode de vie lui convenant. Une fois révisées la nature du droit dit « d’appropriation » et de la clause dite « lockéenne », nous réinterprétons cette position centrale des libertariens en considérant la position fondamentale de Nozick comme prenant appui sur une conception égalitariste de la notion de dispositions suffisantes. Les avantages de cette position sont dus non seulement à l’adéquation entre la théorie et un principe de distribution, mais encore à l’image de l’individu doté d’une propriété de soi réaffirmée, dans la vision libertarienne que Nozick déploie. Cette approche fournit les bases de la morale d’une activité libre exercée sur les marchés : ce point est essentiel pour les auteurs libertariens, qui refusent toute aliénation de la propriété privée et toute redistribution. Une version simplifiée du revenu de base une fois définie en l’adaptant à des cadres variés, dont le cadre japonais nous mène à conclure que le revenu de base, quoique séduisant, est partiellement conforme aux thèses libertariennes et qu’une version minimale serait à retenir. The aim of this study was to compare the learning effectiveness of peer tutored problem-based learning and conventional teaching of nursing ethics in Taiwan. The study adopted an experimental design. The peer tutored problem-based learning method was applied to an experimental group and the conventional teaching method to a control group. The study sample consisted of 142 senior nursing students who were randomly assigned to the two groups. All the students were tested for their nursing ethical discrimination (...) class='Hi'>ability both before and after the educational intervention. A learning satisfaction survey was also administered to both groups at the end of each course. After the intervention, both groups showed a significant increase in ethical discrimination ability. There was a statistically significant difference between the ethical discrimination scores of the two groups (P < 0.05), with the experimental group on average scoring higher than the control group. There were significant differences in satisfaction with self-motivated learning and critical thinking between the groups. Peer tutored problem-based learning and lecture-type conventional teaching were both effective for nursing ethics education, but problem-based learning was shown to be more effective. Peer tutored problem-based learning has the potential to enhance the efficacy of teaching nursing ethics in situations in which there are personnel and resource constraints. (shrink)
