In order to maximize human performance, defence forces continue to explore, develop, and apply human performance enhancement (HPE) methods, ranging from pharmaceuticals to (bio)technological enhancement. This raises ethical, legal, and societal concerns and requires organizing a careful reflection and deliberation process, with relevant stakeholders. We discuss a range of ethical, legal, and societal aspects (ELSA), which people involved in the development and deployment of HPE can use for such reflection and deliberation. A realistic military scenario with proposed HPE application can (...) serve as a starting point for such an iterative and participatory process. Stakeholders can discuss this application, modify its features, and design appropriate processes around it – for instance, procedures for informed consent. We propose that organizing aspects into these three categories – ethical, legal, and societal – can help involve appropriate interlocutors at different moments: legal aspects with people in strategy or management roles, from the start of a project; ethical aspects with people in operations and medical roles, during development; and societal aspects with people in communication and personnel roles, during deployment. Bioethics became applied ethics when it was assimilated to moral philosophy. Because deduction is the rationality of moral philosophy, subsuming facts under moral principles to deduce conclusions about what ought to be done became the prescribed reasoning of bioethics, and bioethics became a theory comprised of moral principles. Bioethicists now realize that applied ethics is too abstract and spare to apprehend the specificity, particularity, complexity and contingency of real moral issues. Empirical ethics and contextual (...) class='Hi'>ethics are needed to incorporate these features into morality, not just bioethics. The relevant facts and features of problems have to be identified, investigated and framed coherently, and potential resolutions have to be constructed and assessed. Moreover, these tasks are pursued and melded within manifold contexts, for example, families, work and health care systems, as well as societal, economic, legal and political backgrounds and encompassing worldviews. This naturalist orientation and both empirical ethics and contextual ethics require judgment, but how can judgment be rational? Rationality, fortunately, is more expansive than deductive reasoning. Judgment is rational when it emanates from a rational process of deliberation, and a process of deliberation is rational when it uses the resources of non-formal reason: observation, creative construction, formal and informal reasoning methods and systematic critical assessment. Empirical ethics and contextual ethics recognize that finite, fallible human beings live in complex, dynamic, contingent worlds, and they foster creative, critical deliberation and employ non-formal reason to make rational moral judgments. The unprecedented growth and demand for Applied Ethics since the last quarter of the previous century, has opened up a range of new opportunities for the discipline of Philosophy. While these new opportunities have been enthusiastically seized upon by some philosophers, others have frowned upon them or rejected them outright. In order to make sense of this demand for Applied Ethics training, I will first explore in general why this demand for Applied Ethics developed. (...) I will then use the example of Business Ethics to demonstrate and discuss some of the suspicions contemplated by philosophers who regard Applied Ethics as a dangerous and deceitful temptation that potentially can corrupt Philosophy, and that philosophers should at best avoid or at least be very careful of. I will assess the legitimacy and seriousness of these concerns and objections with regard to Business Ethics and then outline an Aristotelian approach to Business Ethics that I believe can be practised with philosophical integrity. Given the tremendous proliferation of student plagiarism involving the Internet, the purpose of this study is to determine which theory of ethical reasoning students invoke when defending their transgressions: deontology, utilitarianism, rational self-interest, Machiavellianism, cultural relativism, or situational ethics. Understanding which theory of ethical reasoning students employ is critical, as preemptive steps can be taken by faculty to counteract this reasoning and prevent plagiarism. Additionally, it has been demonstrated that unethical behavior in school can lead to unethical behavior in (...) business; therefore, correcting unethical behavior in school can have a positive impact on organizational ethics. To meet this objective, a content analysis was conducted on the written records of students formally charged with plagiarizing at a large West Coast university. Each case was classified according to the primary ethical reasoning that the student used to justify plagiarism. Results indicate that students predominately invoke deontology, situational ethics, and Machiavellianism. Based on these findings, specific recommendations are offered to curb plagiarism. (shrink)

The purpose of this action research project was to examine the lived experience of university and community participants in ethical decision making in the setting of an interprofessional university-community partnership. The participatory framework for applied ethics presented by Prilleltensky, Rossiter, and Walsh-Bowers informed the research design. University and community participants in the 4-year-old partnership were interviewed about the ethical dilemmas faced in the partnership and ways of dealing with these dilemmas that often took place in the nexus of (...) meeting the community's and students' needs. abstract Normative argument is supposed to guide ways in which we might change the world, rather than to fit the world as it is. This poses certain difficulties for the notion of applied ethics. Taken literally the phrase ‘applied ethics’ suggests that principles or standards with substantial philosophical justification, in particular ethical and political principles with such justification, are applied to particular cases and guide action. However, the ‘cases’ which applied ethics discusses are (...) themselves indeterminate, and the relation of principles to these ‘cases’ differs from the relation of principles to cases in naturalistic, truth‐oriented inquiry. Writing in ‘applied ethics’, I shall argue, does not need elaborate case histories or scenarios, since the testing points for normative principles are other normative principles rather than particular cases. Normative principles and contexts to which they are applicable are indeed needed for any reasoning that is practical, but they are not sufficient. Practical ethics needs principles that can not merely be applied in certain cases or situations, but also enacted in certain ways, and requires an account of practical judgement and of the public policies that support that judgement. This article is the second one in a series dealing with mental health ethics in Cuba. It reports on ethical dilemmas, resources and limitations to their resolution, and recommendations for action. The data, obtained through individual interviews and focus groups with 28 professionals, indicate that Cubans experience dilemmas related to the interests of clients, their personal interests, and the interest of the state. These conflicts are related to power differentials among clients and professionals, professionals from various disciplines, and professionals (...) and organizational authorities. Resources to solve ethical dilemmas include government support, ethics committees, and collegial dialogue. Limitations include minimal training in ethics, lack of safe space to discuss professional disagreements, and little tolerance for criticism. Recommendations to address ethical dilemmas include better training, implementation of a code of ethics, and provision of safe space to discuss ethical dilemmas. The findings are discussed in light of the role of power in applied ethics. (shrink)

In Rethinking Applied Ethics Today, this paper would like to advance the concept of Ethics Consulting as a means of applying Applied Ethics in the practice of Bioethics. Applied Ethics is frequently described as a discipline of Philosophy that concerns itself with the application of moral theories such as deontology andutilitarianism to real world dilemmas. These applications however often remain restricted to the academic world and rarely reach the actual practice of those in (...) urgent need of ethical guidance. Ethics Consulting is an emerging concept in the field of Applied Ethics, but has already shown great potential in extending the gains of academic thought to everyday deliberations on ethical dilemmas. Connected to the Coherence and Common-Morality Theories in Bioethics, the focusof Ethics Consulting has since the mid-1980’s shifted from issues of content to those of process - from what the ethicist knows to what the ethicist does or enable. This shift not only remodelled the ethicist’s role to that of a facilitator in an inherently social process of moral inquiry, but also added the responsibility of keeping moral reflective spaces open where sound and shared processes of ethical deliberation can take place. Applying these developments in the Namibian context has already proved to be of great value to patients and Medical Aid Funds and also holds great potential in addressing the ethical demands placed on medical practitioners and clinics. ‘Applied ethics’, as that expression is now used, is a single rubric for a large range of different theoretical and practical activities. Such rubrics function partly as a protective device both within the academic community and outside it; a name of this kind suggests not just a discipline, but a particular type of discipline. In the case of ‘applied ethics’ the suggestive power of the name derives from a particular conception of the relationship of ethics (...) to what goes on under the rubric of ‘applied ethics’. Not everyone who conducts activities under that rubric owes allegiance to this conception and there are doubtless some who would repudiate it as strongly as I do. But it is that dominant conception from which most work in this area derives or aspires to derive its philosophical legitimacy. What is that conception? (shrink)

Artificial Intelligence (AI) is taking centre stage in economic growth and business operations alike. Public discourse about the practical and ethical implications of AI has mainly focussed on the societal level. There is an emerging knowledge base on AI risks to human rights around data security and privacy concerns. A separate strand of work has highlighted the stresses of working in the gig economy. This prevailing focus on human rights and gig impacts has been at the expense of a closer (...) look at how AI may be reshaping traditional workplace relations and, more specifically, workplace health and safety. To address this gap, we outline a conceptual model for developing an AI Work Health and Safety (WHS) Scorecard as a tool to assess and manage the potential risks and hazards to workers resulting from AI use in a workplace. A qualitative, practice-led research study of AI adopters was used to generate and test a novel list of potential AI risks to worker health and safety. Risks were identified after cross-referencing Australian AI Ethics Principles and Principles of Good Work Design with AI ideation, design and implementation stages captured by the AI Canvas, a framework otherwise used for assessing the commercial potential of AI to a business. The unique contribution of this research is the development of a novel matrix itemising currently known or anticipated risks to the WHS and ethical aspects at each AI adoption stage. (shrink)

With regard to the handling of dual use research, the dominant approach in Germany aimed at mitigating dual use risks emphasizes the freedom of research and the strengthening of academic self-regulation. This article presents this approach as one example for a framework for handling security-relevant research, underlines the need for awareness-raising about risks of security-relevant research, and, more generally, highlights some of the dilemmas researchers and legislators face when dealing with security-relevant research. The article furthermore presents the key questions developed (...) by the German Joint Committee on the Handling of Security-Relevant Research to provide guidance for researchers and institutions when they address possible research of concern. It applies these key questions in a case study of a well-publicized experiment in which artificial intelligence and drug discovery technologies were used to determine their dual use potential in identifying highly toxic chemical substances. Moreover, it discusses the utility of the framework applied in Germany and concludes that this approach is practicable. Given the strong emphasis on the researchers’ own responsibility, however, awareness of dual use risks and risk mitigation strategies should be further enhanced and an academic culture of responsible handling of security-relevant research should be promoted. The present paper is a response to Gerald Gaus, who has argued that philosophers should not apply ethics. After a critical evaluation of Gaus's arguments, I present several ways which Sidney Hook has outlined for philosophers to bring their skills to bear fruitfully on public policy matters. Following Hook's list, I offer three of my own suggestions for further ways in which philosophers can positively contribute to the application of ethics and of philosophy generally. I argue that despite it being said often that the concept of personal autonomy is important for grounding moral responsibility and in applied ethics, a certain type of theories of autonomy and identification, descended from the work of Harry Frankfurt starting 1971, are not relevant in an obvious way to either moral responsibility or applied ethics.

While the subject matter and conclusions of scholarly meta-ethical debate are of great import, it is quite difficult to convey this material to students in applied ethics courses where the principal teaching goals are an introduction to pressing moral dilemmas and to the critical thinking skills needed to approach them. After a brief discussion of common obstacles to teaching applied ethics, this paper presents two strategies for teaching applied ethics which remain faithful to the (...) complexities of meta-ethical theory. Under the “advocate approach,” the instructor argues for one particular moral theory and teaches rival theories and moral issues with reference to the preferred theory. This allows for specific moral responses to moral questions studied and satisfies student desire for concreteness of answers in a philosophy course. Under the “outfitter approach,” the instructor refrains from committing to one ethical theory and spends more time addressing advantages and drawbacks of each position, thereby showing the limited scope of many moral theories and communicating to students the risk of taking up a moral position too hastily. The author relates both approaches to meta-ethical concerns such as the possibility of moral truths and moral certainty, the relationship between competing moral systems, and the status of a moral theory. This paper argues that applied ethics can itself be morally problematic. As illustrated by the case of Peter Singer’s criticism of social practice, morally loaded communication by applied ethicists can lead to protests, backlashes, and aggression. By reviewing the psychological literature on self-image, collective identity, and motivated reasoning three categories of morally problematic consequences of ethical criticism by applied ethicists are identified: serious psychological discomfort, moral backfiring, and hostile conflict. The most worrisome is moral backfiring: psychological (...) research suggests that ethical criticism of people’s central moral convictions can reinforce exactly those attitudes. Therefore, applied ethicists unintentionally can contribute to a consolidation of precisely those social circumstances that they condemn to be unethical. Furthermore, I argue that the normative concerns raised in this paper are not dependent on the commitment to one specific paradigm in moral philosophy. Utilitarianism, Aristotelian virtue ethics, and Rawlsian contractarianism all provide sound reasons to take morally problematic consequences of ethical criticism seriously. Only the case of deontological ethics is less clear-cut. Finally, I point out that the issues raised in this paper provide an excellent opportunity for further interdisciplinary collaboration between applied ethics and social sciences. It is argued, in this paper, that moral theories should not be discussed extensively when teaching applied ethics. First, it is argued that, students are either presented with a large amount of information regarding the various subtle distinctions and the nuances of the theory and, as a result, the students simply fail to take it in or, alternatively, the students are presented with a simplified caricature of the theory, in which case the students may understand the information they (...) are given, but what they have understood is of little or no value because it is merely a caricature of a theory. Second, there is a methodological problem with appealing to moral theories to solve particular issues in applied ethics. An analogy with science is appealed to. In physics there is a hope that we could discover a unified theory of everything. But this is, of course, a hugely ambitious project, and much harder than, for example, finding a theory of motion. If the physicist wants to understand motion, he should try to do so directly. We would think he was particularly misguided if he thought that, to answer this question, he first needed to construct a unified theory of everything. (shrink)

During the second half of the twentieth century, professional ethics became increasingly more important for philosophy, while the number of codes of ethics continues to grow. The latest philosophy of P. Ricoeur offers us the opportunity to articulate an ethic applied responsive to the challenges of our time. This proposal is basically collected in his book The fair 2, a compilation of work and consolidating core issues of practical philosophy. Part of an original sense of justice where "the rightthing" does not arise as a name or abstract category, but as a sustantivated adjective. This is not an abstract value but a value whose scope, accuracy (...) and meaning depends on its realization in the unity of human life. Retrieving the original sense already appeared in the Socratic dialogues of Plato, as just described, defines and conducts the practice of justice. This analysis is productive in applied ethics because it raises the "implementation" of an original and original is not a post or outside the foundation, but an exercise in interpretation and philosophical creativity morality. By understanding and applied ethics, through what we find just the issues central to the philosophy of Paul Ricoeur: an anthropology of the human being capable, a hermeneutics of action and imagination, a reconstruction of the history of practical philosophy, and also an ethic of fair distance.
