The promotion of ‘Global Citizenship’ (GC) has emerged as a goal of schooling in many countries, symbolising a shift away from national towards more global conceptions of citizenship. It currently incorporates a proliferation of approaches and terminologies, mirroring both the diverse conceptions of its nature and the socio-politico contexts within which it is appropriated. This paper seeks to clarify this ambiguity by constructing a typology to identify and distinguish the diverse conceptions of GC. The typology is (...) based on two general forms of GC: cosmopolitan based and advocacy based. The former incorporates four distinct conceptions of GC – namely, the political, moral, economic and cultural; the latter incorporates four other conceptions – namely, the social, critical, environmental and spiritual. Subsequently, we briefly illustrate how the typology can be used to evaluate the critical features of a curriculum plan designed to promote GC in England. The typology provides a novel and powerful means to analyse the key features of the very diverse range of educational policies and programmes that promote GC. (shrink)

This paper argues for a postcritical praxis in global citizenship education (GCE) and peace education (PE). The paper begins by critiquing the interlocking fields of GCE and PE as problematically framed around the three key pillars of liberal peace. Then, drawing on postabyssal thinking the paper illustrates that the Western-centricity of liberal peacebuilding is not only colonialist/imperialist but that it is an erasure of the other. The paper argues that in light of this realization epistemological pluralism as a (...) transformative response is wanting. Instead new responses must focus on other ontological possibilities grounded in a postcritical response to postabyssal thought. This paper discusses the process of designing a quantitative measure of student beliefs and attitudes about social responsibility, global competence, and global civic engagement. First, it includes an overview of the development of a global citizenship Q-sort, the tool used in Q methodology, for assessment. Second, it involves an explanation of the validation process of the Q-sort in three phases to include feedback from scholars in the field, high school teachers, and high school students. A conception of global citizenship should not be viewed as separate from, or synonymous with, the cosmopolitan moral orientation, but as a primary component of it. Global citizenship is fundamentally concerned with individual moral requirements in the global frame. Such requirements, framed here as belonging to the category of individual cosmopolitanism, offer guidelines on right action in the context of global human community. They are complementary to the principles of moral cosmopolitanism — those to (...) be used in assessing the justice of global institutions and practices — that have been emphasised by cosmopolitan political theorists. Considering principles of individual and moral cosmopolitanism together can help to provide greater clarity concerning individual duties in the absence of fully global institutions, as well as clarity on individual obligations of justice in relation to emerging and still-developing trans-state institutions. Scotland and South Korea are experiencing novel challenges in educating for and about migrant populations. Through a critical discourse analysis of these nations’ national curricula, we consider the guidance educators are offered in teaching about issues related to migration in increasingly diverse classrooms. Framed by theories of critical global citizenship, our analysis suggests that both curricula use ambiguous approaches to global citizenship education. These curricula acknowledge the presence of migrants without disturbing stable visions of Korean and (...) Scottish national identities. This research analyzes global children's literature from the National Council for Social Studies Notable Trade book lists from the past three years. The authors studied primary level texts that were either written by or about people and cultures from outside the United States. Using critical content analysis, the authors identified what aspects of global citizenship these books promote. The authors also analyzed the texts for dangers of representation as presented through various stereotypes or problematic tropes. This research (...) critiques the NCSS Notable Trade book lists to provide social studies educators with guidance in selecting and using international and global children's literature. Findings suggest NCSS recommended trade books promote a Cosmopolitan discourse (Gaudelli, 2009) and a soft approach (Andreotti, 2006) to Global Citizenship Education. We offer both nuanced critiques of specific books as well as guidance for teachers, librarians and organizations for selecting texts. (shrink)

People are not just isolated individuals but are connected in diverse ways with other persons within our natural and social environment which is part of the whole universe. The African philosophy of uBuntu or humaneness is re-emerging for its timely relevance and potential as indispensable (...) in our quest for global citizenship, peace, and mutual understanding in securing sustainable human development in the broader ecosystem. Comparative educationists have the challenge to devise theoretical frameworks, epistemological and pedagogical constructs as well as pragmatic, useful and effective ways of promoting the virtues of compassion and recognition of our common humanity in eliminating the ills of domination and control that are guided by greed, hatred, jealousy, and intolerance. Comparative Education for Global Citizenship, Peace and Shared Living through Ubuntu paves the way for a better understanding of the critical importance of the collective search and endeavor towards achieving the virtues of nonviolence, peace, shared values of living together, global citizenship, improved quality of life for all and a better appreciation of the positive implications of interdependence. This contribution develops a defence of a universalist conception of Global Citizenship Education against three prominent critiques, which are, among others, put forward by postcolonial scholars. The first critique argues that GCE is essentially a project of globally minded elites and therefore expressive both of global educational injustices and of the values and lifestyles of a particular class or milieu. The second critique assumes that GCE is based on genuinely ‘Western values’, which are neither universally accepted nor (...) universally valid and therefore unjustly forced on members of non-Western cultures and societies. GCE, according to this critique, is assumed to be another version of the educational justification of a hegemonic and unjust global Western regime. The third critique focuses on the epistemological preconditions of GCE. It assumes that GCE relies on a particular, culturally embedded ‘Western epistemology,’ which perpetuates historically grown global educational and epistemic injustices by dominating and subjugating alternative epistemological approaches. With respect to the first critique I argue that it is to a certain extent sociologically plausible, but wrong when it is applied to the educational and political legitimacy of GCE. The second critique overestimates the consensus within the ‘Western tradition’ and underestimates the transnational dissemination of universalist ideals and values as well as its own reliance on universalist validity claims. I argue that in order to provide a plausible criticism of historically grown global educational and political injustices, it is imperative for GCE to integrate central insights provided by the postcolonial critique, without giving up on universalist ideals and values. The third critique is, according to my argumentation, based on flawed epistemological assumptions, which do not withstand critical scrutiny. Instead of identifying epistemic and scientific claims as the expressions of a particular ‘culture’ or geographical location, I defend the position that philosophical and scientific research should ideally be conceived as a democratic and universalist project, whose emancipatory potential can only be realized on the basis of a universalist epistemology. In four studies we examine the associations between religiosity, global citizenship identification, and various kinds of values. Across the studies, general trends emerged showing that religiosity is unrelated to global citizenship identification, and positively related to exclusionary values. However, examination of the varied motivations to be religious showed that quest religious motivation is positively related to global citizenship identification, as well as inclusionary and prosocial values. This article gives a broad sense of existing debate about Global Citizenship Education to help situate and contextualize a novel case study. Scholars for Syria originated at a small university in southern Indiana. This grassroots response to the turmoil in Syria bridges the gap between a seemingly distant crisis and a midwestern city in the United States. The unique pedagogical and curricular dimensions of the case study work as a helpful framing device for facilitating exploration of debates about (...) the shape of GCE, as well as providing new ways in which to imagine GCE curriculum, pedagogy, and embedding ethics into wider university initiatives. In this novel account of global citizenship, Luis Cabrera argues that all individuals have a global duty to contribute directly to human rights protections and to promote rights-enhancing political integration between states. The Practice of Global Citizenship blends careful moral argument with compelling narratives from field research among unauthorized immigrants, activists seeking to protect their rights, and the 'Minuteman' activists striving to keep them out. Immigrant-rights activists, especially those conducting humanitarian patrols for border-crossers stranded in (...) the brutal Arizona desert, are shown as embodying aspects of global citizenship. Unauthorized immigrants themselves are shown to be enacting a form of global 'civil' disobedience, claiming the economic rights central to the emerging global normative charter while challenging the restrictive membership regimes that are the norm in the current global system. In an increasingly globalized world, empathy has been identified as a core competency of future global citizens and thus as an important skill to be fostered in global citizenship education (GCE). Despite this, however, what empathy is, and how it can play the pivotal role often claimed for it in the literature, have not been adequately explored. Here, Eirik Risberg argues that, pace the common conception of empathy, empathy should not be construed narrowly, as an affective concept, (...) but broadly, as a cognitive and epistemic concept. Drawing on recent work in philosophy and psychology, Risberg explores a suggestion that construes empathy as a complex self-directed perspective-taking of the situation of another. While this may constitute a conception of empathy that is more modest than the most ardent proponents of empathy would like, it has the benefit of avoiding the objections that have been leveled against empathy as a moral concept and thus allows us to maintain that empathy is a valuable skill to be cultivated in educating global citizens for the twenty-first century. The University of Michigan Business School's Global Citizenship Program is a two day action learning model conducted during orientation week. During these two days, teams of students, faculty and staff, along with corporate managers, work side-by-side on community projects. These projects are intended to help students understand the difficult issues and frustrations faced by community organizations. The students have opportunities throughout the year to continue to volunteer their business skills and time.

: The founders of American pragmatism proposed what they regarded as a radical alternative to the philosophical methods and doctrines of their predecessors and contemporaries. Although their central ideas have been understood and applied in some quarters, there remain other areas within which they have been neither appreciated nor appropriated. One of the more pressing of these areas locates a set of problems of knowledge and valuation related to global citizenship. This essay attempts to demonstrate that classical American (...) pragmatism, because its methods are modeled on successes in the technosciences, offers a set of tools for fostering global citizenship that are more effective than the tools of some of its alternatives. First, pragmatism claims to discover a strain of human commonality that trumps the radical postmodernist emphasis on difference and discontinuity. Second, when pragmatism's theory of truth is coupled with its moderate version of cultural relativism, the more skeptical postmodernist version known as “cognitive” relativism is undercut. (shrink)

The Council for Education in World Citizenship has been working with Kingston University and the UK National Commission for UNESCO, taking advantage of global information technology developments in order to build new programmes for global citizenship education. The paper reports on practical experience, inviting new network partners. The IST-Africa 2007 conference provided an opportunity to build on these foundations, with initiatives in primary, secondary, further, adult and higher education, and continuing professional development for teachers.

The concept of transnationalism, despite a variety of earlier uses, has recently been used to describe the sociological phenomenon of cross-border migrants considering more than one place ‘home’. This can be in terms of identity and belonging, cultural expression, family and other social ties, visits, financial flows, organising working life in more than one nation-state or transnational political projects. In this paper I discuss the theory and practice of transnationalism to assess the practical, explanatory and normative strength of the concept. (...) I then introduce three different forms of cosmopolitan approaches and assess whether transnational migrants' practices contribute to a cosmopolitan outlook and active global citizenship. I show that the extent to which transnationalism contributes to various forms of global citizenship varies according to the different conceptualisations of transnationalism and cosmopolitanism. In conclusion I draw out the implications of these differences for the future protection of the rights of migrants. (shrink)

This book is an empirical study of global citizenship education in ten secondary schools in the United States and Asia. Proponents seek to equip students with the consciousness and competencies necessary to make a world of universal benevolence, peace, and prosperity. However, many of the moral assumptions of global citizenship education are more complex and contradict these goals, and are just as likely to have the unintended consequence of reinforcing a more particular Western individualism. After reviewing current proposals for standardized testing in K-12 education and for imposition of free-market economic and business models on higher education, I argue that both types of proposals rest on flawed pedagogical assumptions and tend to undermine educational practices that promote the development of global citizens. I suggest that John Dewey was aware of the type of challenges now faced by educators and that he provided tools for blunting the force of these proposals and moving educational practice toward (...) more desirable ends. Darrel Moellendorf argues that duties of justice have global scope. We share Moellendorf's rejection of statism and his emphasis on duties of justice arising out of association in Cosmopolitan Justice. Building on Moellendorf's view that there are cosmopolitan duties of justice, we argue that in education they are both negative and positive, requiring redistribution of educational resources and transnational educational intervention. We suggest what kinds of intervention are justifiable and required, the kinds of international structures that could regulate them, (...) and a conception of cosmopolitan citizenship to underpin education for global citizenship. T. H. Marshall described three stages of citizenship leading to full membership of the community in which one resides: civil, political, and social. This development takes place within the context of states. It is appropriate at this point in history to ask if there is a further change to citizenship that reflects the increasing globalization of the world, to look into the possibility of a global citizen and ask further if this possible global citizen requires also (...) a global or world state. This paper argues that states are not necessary for the concept of citizenship, and thus that a global state is not necessary for global citizenship. One quick objection to this de-coupling of the state and citizenship is the claim that citizenship is a legal status within a full-fledged legal system. Thus, one of the main goals of this paper is to argue that a legal status of “citizen” is neither necessary nor sufficient for citizenship. Citizenship should be understood as a moral concept, not a legal one. Further, for the same reason that a legal conception is insufficient, the traditional liberal view of citizenship is also insufficient; both the legal and liberal views of citizenship are too anemic, only a republican view of citizenship is sufficiently robust to satisfy the promise of citizenship. This article discusses issues of social and distributive justice in the context of global capitalism in the twenty-first century and the necessity of incorporating values-clarification and ethical leadership as part of the core curriculum for university graduates.

Global citizenship education (GCE) within schools in England is increasingly being reoriented to address a statutory duty to promote fundamental British values (FBV). This multi-method study investigates the influence of critical GCE within initial teacher education in reshaping awareness, understanding and disposition towards FBV amongst beginning teachers. Findings highlight a tension between growing confidence and understanding of how to implement the FBV agenda and the development of autonomous dispositions of the kind demanded for the practice of critical GCE. This article employs postcolonial perspectives to examine the possibilities and limitations of drawing on Pan-African ideas to establish practices and meanings for global citizenship education at an elite secondary school in Ghana. In this examination, the authors explore the ways in which the school’s interventions to reinforce sameness/unity produce different understandings of global citizenship between students from different social class backgrounds. The article addresses how the school attempts to dissociate students from their native cultures for the (...) purpose of teaching them the ways of knowing and doing necessary to live and work/study in the West. The authors illustrate the ways in which the lessons students are being taught about what it means to be a global citizen reinscribe hegemonic discourse through Pan-African rhetoric. This article explores local, national and global aspects of the new national curriculum in South Sudan as reflected in the lived experiences of secondary school teachers. We draw on analyses of the curriculum, semi-structured interviews with 21 secondary school teachers, and classroom observations. We emphasize the need for critical global citizenship education addressing inequity and oppression at national and global levels. We argue that the curriculum rhetoric fostering global citizens is strongly disconnected from the lived (...) experiences of the teachers, where ethnicity is at the centre of their identity and a main obstacle to a unifying national identity and citizenship. This article explores the tensions between different conceptions of “citizenship.” On the one hand, we point out the virtues and limitations of cosmopolitan citizenship in the terms in which Seyla Benhabib understands it in The Right of Others…; on the other hand, we delve into another notion of citizenship, namely, the localist, in a version that could be at odds with some cosmopolitan values, that is, localism as understood by some Mexican autonomous communities, particularly the Zapatistas. Although (...) Benhabib’s cosmopolitan federalism is inclusive in spirit, it is conceived within a preponderantly global perspective and ends up being asymmetrical. While her proposal has some positive aspects, it faces some difficulties in the case of Mexican autonomous communities. In this article, we shall introduce the notion of democratic confederalism as a form of sociopolitical organization that seeks to strengthen the self-organization of social actors and to recognize the practice of citizenship in the terms in which autonomous communities exercise it. We propose that democratic confederalism could be an alternative for decreasing tensions between global citizenship and the idea of citizenship within autonomous communities. (shrink)

This article addresses the demand for global content knowledge that the process of internationalization has placed on the preparation of social studies teachers. Drawing on scholarship about global perspectives in teacher education, this study examined what one cohort of preservice teachers learned about globalization during participation in a three-week, web-based, international relations simulation. The unit was part of a methods course designed to prepare preservice teachers to teach global issues and internationalize the curriculum. International simulations have long (...) been touted as a means for learning challenging knowledge about global issues yet are rarely studied in teacher education. This qualitative study drew on concept maps and written responses completed before and after the simulation to document the preservice teachers’ learning. The analysis generated two findings: (1) preservice teachers acquired a shared, conceptual vocabulary for globalization that included the events and actors represented in the simulation; and (2) they also demonstrated a more systematic and critical understanding of the ways that power and conflict shaped the events and actors. The study contributes to the question of what teachers need to know to teach with global perspectives and how efforts to internationalize teacher education programs can foster such knowledge. This paper assesses teachers’ and students’ self-perception as global citizens in the context of Alfred North Whitehead Process Philosophy. The aim of the paper is to identify the potential for global citizenship within pedagogy and learning. One hundred students and 50 teachers from Peaceland College of Education, Enugu, in Nigeria, were selected systematically and examined on their belief that an action in situ could pose global consequences or benefits. Respondents were also assessed on other dimensions of (...) globalization. Results showed that although more teachers believed themselves to be global citizens, there was little tendency to stimulate students in this regard. Students conversely exhibited their potential for global citizenship by listening more to foreign media than their teachers. For students, however, knowledge of current affairs and interaction with foreigners were significant determinants of self-perception as global citizens; for teachers, it was the motivation to teach and the level of education. The study concludes that adopting process philosophy in schools has much promise for skills, values, attitudes and dispositions needed to live in a global society. (shrink)
