In the 21st century, as the peoples of the world grow more closely tied together, the question of real transnational government will finally have to be faced. The end of the Cold War has not brought the peace, freedom from atrocities, and decline of tyranny for which we hoped. It is also clearer now that problems like economic risks, tax havens, and environmental degradation arising with global markets are far outstripping the governance capacities of our 20th century system of distinct (...) nation-states, even when they try to work together through intergovernmental agreements and organized bureaucracies of specialists. This work defends a cosmopolitan approach to global justice by arguing for new ways to combine the strengths of democratic nations in order to prevent mass atrocities and to secure other global public goods. While protecting cultural pluralism, Davenport argues that a Democratic League would provide a legal order capable of uniting the strength and inspiring moral vision of democratic nations to improve international security, stop mass atrocities, assist developing nations in overcoming corruption and poverty, and, in time, potentially address other global challenges in finance, environmental sustainability, stable food supplies, immigration, and so on. Cosmopolitan justice calls for extensive institutional transformations at the international level. But in the absence of a global enforcing authority, such transformations are bound to be hampered by a range of obstacles, including non-compliance and coordination problems. What solutions can a cosmopolitan thinker offer to address these challenges? In answering this question, the paper focuses on the role that international cooperation between the world?s democracies can play in promoting cosmopolitan aspirations. It argues that such cooperation has a crucial role (...) to play in executing global justice reforms; and furthermore, that the world?s democracies have a moral duty to lead the way in implementing cosmopolitan justice. The paper then suggests that a ?League of Democracies? ? an intergovernmental organization which is open exclusively to the world?s democracies ? could potentially facilitate the type of democratic cooperation that is necessary for cosmopolitan justice. The objective of politics is not happiness, an affair to be left to the individuals, but it certainly is liberty understood as participation in the governance of the polity; it is also the pursuit of the common good, defined as the sum of the prerequisites and facilitations of individual autonomy depending on collective action, and as the realization of commonly agreed collective goals. The history of democracy is increasingly understood as not only the recovery of its practices and conceptualisations but also of its signifiers. In order to grasp the transition of the word “democracy” from a reviled to a revered term in Britain, this article focuses on socialist uses of the democratic idiom during the 1880s. Across a study of socialist publications, speeches and newspapers, three different uses of “democracy” emerge. First, the word could mean a political ideal to be materialised, through (...) universal suffrage but more widely by means of popular and direct control of Parliament. Second, the term was seen as a dangerous illusion that cast a veil over capitalist oppression. Third, “democracy” could denote a political reality already present in Britain, which needed to be reflected in the economic sphere. Although sometimes diverging, these uses can be linked to three important socialist organisations: the Social Democratic Federation (S.D.F.), the Socialist League (S.L.) and the Fabian Society (F.S.). Recovering these distinctive uses illuminates the relationship between “democracy” and “socialism” and offers a key with which to understand our current political landscape. (shrink)

This article explores how Britain’s Black Power movement challenged the political outlook of the anti-fascist left in the 1960s–70s. While the established left interpreted the National Front (NF) as an aberrant threat to Britain’s social democracy, Black political groups foregrounded the systemic racial violence of the British state. By addressing intensifying racial oppression during a critical early phase in the transition to neoliberalism, they prefigured Stuart Hall’s analysis of ‘authoritarian populism’. The British Black Power movement especially criticised the high-profile Anti-Nazi (...) League (ANL) for its singular focus on the NF, which was framed as a revived Hitlerite peril. For British Black radicals, the larger strategic problem was the populist racism, inflected by imperial nostalgia, which propelled Thatcher’s New Right to power. Instead of narrow Nazi analogies, they related the re-emergence of white nationalism to British social democracy’s racist treatment of Black immigrants, as well as its neocolonial role abroad. This study highlights various totalitarian and undemocratic practices in which Bangladesh’s current Awami League-led coalition regime engages. It shows that since its inception in early 2009, the regime has tried to mobilize and manipulate public support from within through—among other means—creating the discourse of “war crimes” and to obtain international support through the discourse of “Islamism” and terrorism. Although “a secular plan” to combat and replace “Islamism” may soothe the nerves of many in the international community, its deployment in (...) Bangladesh has paradoxically produced a dangerous culture of disappearances and extrajudicial killings, infringements on freedom of speech and the stifling of dissenting voices, and the interception of opposition programs and the torture of opposition leaders and activists. The regime has also made a mockery of the law and the country’s judicial system. Many commentators believe that the country’s law courts are now simply an extension of the regime’s political clout. In these circumstances, political repression continues unabated, and victims of persecution are left with inadequate legal recourse. In the name of combating “Islamic terrorism,” Bangladesh’s ruling regime has resorted to a reign of terror that is in many respects tantamount to what we know as fascism. (shrink)

Democracy has been a flawed hegemony since the fall of communism. Its flexibility, its commitment to equality of representation, and its recognition of the legitimacy of opposition politics are all positive features for political institutions. But democracy has many deficiencies: it is all too easily held hostage by powerful interests; it often fails to advance social justice; and it does not cope well with a number of features of the political landscape, such as political identities, boundary disputes, and environmental crises. (...) Although democracy is valuable it fits uneasily with other political values and is in many respects less than equal to the demands it confronts. In this volume prominent political theorists and social scientists present original discussions of such central issues. The primary purpose of government is to secure public goods that cannot be achieved by free markets. The Coordination Principle tells us to consolidate sovereign power in a single institution to overcome collective action problems that otherwise prevent secure provision of the relevant public goods. There are several public goods that require such coordination at the global level, chief among them being basic human rights. The claim that human rights require global coordination is supported in three main steps. First, I (...) consider Pogge's and Habermas's analyses as alternatives to Hobbesian conceptions of justice. Second, I consider the core conventions of international law, which are in tension with the primacy of state sovereignty in the UN system. Third, I argue that the just war tradition does not limit just causes for war to self-defense; it supports saving innocent third parties from crimes against humanity as a just reason for war. While classical authors focused less on this issue, the point is especially clear in twentieth-century just war theories, such as those offered by the American Catholic bishops, Jean Elshtain, Brian Orend, and Michael Walzer. Against Walzer, I argue that we add intractable military tyranny to the list of horrors meriting intervention if other ad bellum conditions are met. But these results require us to reexamine the "just authority" of first resort to govern such interventions. The Coordination Principle implies that we should create a transnational federation with consolidated powers in place of a treaty organization requiring near-unanimity. But to be legitimate, such a global institution must also be directly answerable to the citizens of its member states. While the UN Security Council is inadequate on both counts, a federation of democracies with a directly elected executive and legislature could meet both conditions. (shrink)

If we don't know what the words 'democracy' and 'democratic' mean, then we don't know what democracy is. This book defends a radical view: these words mean nothing and should be abandoned. The argument for Abolitionism is simple: those terms are defective (...) and we can easily do better, so let's get rid of them. According to the abolitionist, the switch to alternative devices would be a significant communicative, cognitive, and political advance. The first part of the book presents a general theory of abandonment: the conditions under which language should be abandoned. The rest of the book applies this general theory to the case of 'democracy' and 'democratic'. Cappelen shows that 'democracy' and 'democratic' are semantically, pragmatically, and communicatively defective. Abolitionism is not all gloom and doom. It also contains a message of good cheer: we have easy access to conceptual devices that are more effective than 'democracy'. We can do better. These alternative linguistic devices will enable us to ask better questions, provide genuinely fruitful answers, and have more rational discussions. Moreover, those questions and answers better articulate the communicative and cognitive aims of those who use empty terms like 'democracy' and 'democratic'. (shrink)

Cheating through the use of illegal performance enhancements (such as doping) is a persistent problem in sport. It has been suggested that one response to this problem is to separate sport into two parallel leagues. One league would resemble sport as it is currently practised ? i.e. with restrictions on use of particular enhancements ? and the other would not possess these restrictions, allowing those that wish to use currently illegal enhancements to do so. In this paper I articulate (...) the ?two leagues? proposal further and subject it to critical scrutiny. The proposal fails. It does so by failing to address conceptual confusion regarding enhancement use in sport; by replicating in the new league the current problems associated with enhancement-based cheating; and by creating new problems. In an attempt to revive it I describe other possible justifications for the proposal, based on its promotion of personal autonomy, and rights-based justifications. These fail, with the exception of a group right claiming provision of the enhanced league as a participatory good. I conclude that this latter use of the proposal is the only sensible one, but it nevertheless faces significant obstacles. (shrink)

Among his later works, Peter Lamborn Wilson—known to many as Hakim Bey—began performing ritual art pieces in Upstate New York, which he referred to as acts of “Endarkenment.” This paper explores Endarkenment from the beginning of its organic growth in the fertile soil of The Temporary Autonomous Zone, to its blossoming as fully‐realized ritual art, nourished by Bey's intention of returning enchantment back to the land. Through parallels in the works of antiquity, Surrealism, Georges Bataille, Giordano Bruno, Djuna Barnes, and (...) others, an adumbration of the body of Endarkenment comes into view at the very moment of its disappearance into Nature, giving an idea of what Endarkenment could be as a fully realized form of internal transformation. As is well known, Kojeve interpreted Hegel as having argued that in a meaningful sense history, as struggle and endeavour to achieve workable stasis in the mutual relations of selves and state-society collectivities, literally came to an end with Napoleon's 1806 victory at the battle of Jena. That victory led to the establishment or (...) consolidation of a European system which significantly embodied the conceptually ideal roles and mutual relations of individual, state, law, and culture (including religious culture), in the aggregated states ruled or presided over by Napoleon. For Hegel the universal structures which constitute the progression of the Absolute are importantly independent of the actual concrete historical individuals and doings which embody and implement them. Once realized upon the earth, the idea of a civil society living, under law, with a sustainable religious and national normative ideology is inexpungible. Even if it has for a time dimmed, it will resurface and re-present itself, and, for Kojeve, has done so, in the gradual articulation of European union and the formations of the League of Nations and its successor the United Nations, in the world that is still our present world. It is much of this model that Fukuyama adopted, and conceived, more explicitly than perhaps either Hegel or Kojeve had done, as a realized triangulation of democracy, liberal individual rights ideology, and capitalism. The realization came to the fore, in Fukuyama's view, in the matrix of the events set in motion by the fall of communism in the European world in 1989. Contrary to Fukayama, of course, there has been rather a lot of 'history' very dramatically in the years in and since 1989, and of course especially explosively in 2001. This recent history notwithstanding, the end of history thesis seems plausible and defensible. Four large geopolitical struggles may be identified, as constituting sequential clusters of argument aimed at determining the human telos, or end-state. They constitute also a sequence of reductios of blueprints that are rivals to the liberalism-democracy-capitalism complex. The four are World War I and the geopolitical struggles between Liberal modernism and fascism, communism, and Islamism. Analyses of these four struggles are offered and defended. (shrink)

Despite its short life and the nonexistence of either troops or strong authority, the League of Nations did manage to generate positive developments in the establishment of international protection.

Technologies of democracy are instruments based on material apparatus, social practices and expert knowledge that organize the participation of various publics in the definition and treatment of public problems. Using three examples related to the engagement of publics in nanotechnology in France (a citizen conference, a series of public meetings, and an industrial design process), the paper argues that Science and Technology Studies provide useful tools and methods for the analysis of technologies of democracy. Operations of experiments and public demonstrations (...) can be described, as well as controversies about technologies of democracy giving rise to counter-experiments and counter-demonstrations. The political value of the analysis of public engagement lies in the description of processes of stabilization of democratic orders and in the display of potential alternative political arrangements. Although similar in some respects, Rawls' and Kant' visions of world order fall apart on the question of sovereignty. Rawls never advocates of an international single state with international authority. Kant, on the other hand, inspired by the project of Enlightenment, as a final form of international sovereignty sees federative state of states as a provider for eternal peace among peoples.
