The article examines and analyzes the market of oilseeds, which is a variety and a hybrid of sunflower, rape, soybean. It is determined that selection and seed production play an important role in improving the efficiency of the domestic agrarian sector. The domestic seed industry has the potential for growth, which can be realized only through a scientific approach and specialization in the production of seeds. It is established that there are quite significant differences between the stages of seed (...) creation and priorities in state scientific institutions and private seed companies. Differences are due to strategic development plans and the financial mechanism of operational activities. Prospects are the need for fundamental changes aimed at strengthening the organizational and scientific provision of the industry, identifying new priorities for the development of the seed industry to create the final product in the form of selection innovation. As products of the "new biotechnology," genetically modified organisms have provoked a wide-ranging risk debate on potential harm, especially from herbicide-tolerant crops. In response to this legitimacy problem, the European Community adopted precautionary legislation, which left open the definition of environmental harm. When the U.K. proposed Europe-wide market approval of a herbicide-tolerant oilseed rape, the proposal encountered dissent from some countries and environmentalist groups. Further debate on normative judgments became necessary to implement the precaution ary legislation. In dispute were several (...) regulatory boundaries—of administrative re sponsibility, causality, acceptability, and evidence. The boundary disputes expressed divergentframings of biotechnological risk, each with its implicit model of the socionatu ral order. In this way, the disputes can illuminate the sorts of risk framings that have already become embedded and standardized in other regulatory sectors. (shrink)

Agriculture is defined normatively and, as such, is an area of research and practice where values are an inextricable constituent of research, where facts and values elide, and normative constraints generate new ethical categories. While discussions of normativity are part and parcel within agricultural ethics and play a prominent role in ethical discussions, I suggest that other areas of agricultural philosophy such as agricultural metaphysics or ontologies present valuable case studies for philosophical discussion. A series of case studies focusing on (...) how products are classified, graded, and measured illustrate conceptions of existence, causal relationships, and practice-oriented notions of category-making distinctive of agricultural practice. The first of these case studies shines a light on the process of knowledge integration in agriculture. I show how innovative integration, a process discussed within socially sustainable egg production, is an ineliminably normative process. The second case study, and the main focus of the chapter, concerns the normative role of agricultural standards. I discuss how standards and classes in use within egg production systems and the development and measuring techniques make AA eggs and transformed a highly toxic oilseed rape (used as a machine lubricant) into the non-toxic food-grade agricultural commodity, canola. I contend agricultural products like eggs, peanut butter, and canola oil are constituted by prescribed standards (like AA eggs and double-zero canola) that define not only the product, but also the activities related to its production and the practices that producers perform. Because standards and standardization define the categories of not only agricultural products but also agricultural practices, I suggest standards and standardization are best understood as “ontologizing activities.”. Genetically engineered organisms have been at the center of ethical debates among the public and regulators over their potential risks and benefits to the environment and society. Unlike the currently commercial GE crops that express resistance or tolerance to pesticides or herbicides, a new GE crop produces two bioactive nutrients and docosahexaenoic acid ) that heretofore have largely been produced only in aquatic environments. This represents a novel category of risk to ecosystem functioning. The present paper describes why growing oilseed (...) crops engineered to produce EPA and DHA means introducing into a terrestrial ecosystem a pair of highly bioactive nutrients that are novel to terrestrial ecosystems and why that may have ecological and physiological consequences. More importantly perhaps, this paper argues that discussion of this novel risk represents an opportunity to examine the way the debate over genetically modified crops is being conducted. (shrink)

Abstract.Mandatory risk assessment is intended to reassure concerned citizens and introduce reason into the heated European controversies on genetically modified crops and food. The authors, examining a case of risk assessment of genetically modified oilseed rape, claim that the new European legislation on risk assessment does nothing of the sort and is not likely to present an escape from the international deadlock on the use of genetic modification in agriculture and food production. The new legislation is likely to stimulate the (...) kind of emotive reactions it was intended to prevent. In risk assessment exercises, scientific uncertainty is turned into risk, expressed in facts and figures. Paradoxically, this conveys an impression of certainty, while value-disagreement and conflicts of interest remain hidden below the surface of factuality. Public dialogue and negotiation along these lines are rendered impossible. The only option left to critics is to resort to claims of fear and to call for new risk assessments to be performed, on and on again. Science is allowing itself to be abused by accepting the burden of proof in matters more suited to reflection and negotiation. The specific challenge to science would be to take care of itself – rethinking the role and the limitations of science in a social context, and, thereby gaining the strength to fulfill this role and to enter into dialogue with the rest of society. Scientific communities appear to be obvious candidates for prompting reflection and dialogue on this issue. (shrink)

The current study has mapped the impact of changes in different climatic parameters on the productivity of major crops cultivated in India like cereal, pulses, and oilseed crops. The vulnerability of crops to different climatic conditions like exposure, sensitivity, and adaptive indicators along with its different components and agribusiness has been studied. The study uses data collected over the past six decades from 1960 to 2020. Analytical tools such as the Tobit regression model and Principal Component Analysis were used for (...) the investigation which has shown that among climatic parameters, an increase in temperature along with huge variations in rainfall and consistent increase in CO2 emissions have had a negative impact by reducing crop productivity, particularly cereals and oilseed. Among various factors, adaptive factors such as cropping intensity, agricultural machinery, and livestock density in combination with sensitivity factors such as average operational land holding size and productivity of cereals, and exposure indicators like Kharif temperature, heavy rainfall, and rate of change in maximum and minimum Rabi temperature have contributed significantly in increasing crop vulnerability. The agribusiness model needs to be more inclusive. It should pay attention to small and remote farmers, and provide them with inclusive finance that can facilitate the adoption of climate-smart financial innovations, serve the underserved segments, and help them reach the target of a sustainable and inclusive agribusiness model. Though the social, technological, and economic initiatives can enhance the adaptive capacity of farmers, political measures still have a major role to play in providing a healthy climate for agriculture in India through tailored adaptive approaches like the adoption of craft climate adaptation program, dilating the irrigation coverage and location-centric management options. Hence, multidisciplinary and holistic approaches are worth emphasizing for evaluating the future impacts of change in climate on Indian agriculture. (shrink)
