This chapter develops the concept of heterogeneous political space as an alternative to the exclusively human political sphere which dominates Western political thinking about collective action and justice. The aim is to make evident that capacities for action are constituted in heterogeneous milieus and to argue that insofar as political thought does not register this it is inadequate to thinking justice and flourishing in a world where ecological change renders human and nonhuman modes of life (...) increasingly precarious. Heterogeneous political spaces are constituted by compositions of material, affect and desire which are occluded by humanist and individualist theories of action that theorise collective action at the register of a macro-political order made up of unified rational subjects with clear intentions and commitments. Gilles Deleuze and Félix Guattari’s concepts of following and assembling enable accounts of a molecular or micro-political register composed of het- erogeneous collectivities in processes of composition. In their insistence that human action cannot be separated from the productions of nature, we find that heterogeneity, rather than human plurality, is given as a condition of action. Conceiving of political action in terms of heterogeneity brings into view the processes by which capacities for political action are constituted by non- human forces, entities and elements. It focuses attention on that in virtue of which political action occurs, rather than on the intentional aspect of actions which aim to achieve an individualised interest (whether it be the interests of a human individual or individuated group). Heterogeneous political space complexifies our thinking about political action and diffuses the agency of political subjects so as to render our thinking more adequate in several sig- nificant regards. It provides a conceptual resource that brings the diverse human-nonhuman entanglements to the fore and thus acknowledges the differing ways that capacities for political action are constituted in different assemblages that always cmprise nonhumans. This disrupts the liberal, humanist view of politics where nonhumans are excluded from the domain of action and appear only as passive resources to be exploited for human plans and actions. Further, by challenging the view of the more-than-human world as passively ‘standing-reserve’ for the purposes of human agents, the concept of heterogeneous political space invites a critical questioning whether the conception of political space as exclusively human is capable of attending to issues of ecological justice where the well-being of humans and ecosystems is inextricable. In short, when the more-than-human world is excluded from conceptions of political space neither the needs of nonhumans (plants, animals, ecosystems, waterways) nor the constitution of human cap- acities in relation with nonhumans (co-habitation, dependence, care) register as politically significant. This, in effect, obscures the ways that different human-nonhuman assemblages increase and diminish capacities for action. (shrink)

This scientific article is devoted to the study of the features of mediatization of the socio-political sphere in modern Ukrainian society. Using methodological approaches, the author proposes to clarify the main theoretical principles underlying the study of mediatization.The article identifies and classifies the key factors that influence the process of mediatization in Ukrainian society. Special attention is paid to the impact of the Internet, information warfare, media space and “new media” on the socio-political sphere.Applying content analysis (...) of reports of analytical centers of Ukraine, the author identifies and systematizes specific signs of mediatization of Ukrainian society. Analyzing these features, the article examines the impact of mediatization on the socio-political landscape of the country and identifies potential challenges and opportunities that arise in connection with this process. It has been proven that the progress of the technical component of the mediatization process entails both the emergence of new opportunities and significant threats to national security. It was established that the development of “new mass media” leads to a gradual increase in the role of messengers as sources of reliable information and the displacement of other (non-digital) ways of information dissemination. Initiatives unrelated to state intervention and self-regulation mechanisms in the information sphere are singled out as one of the most effective means of combating disinformation.The final part of the article provides recommendations regarding state regulation of the mediatization process in Ukrainian society. The author reveals the essence of the institution of public diplomacy as a potential means of strengthening national security in the context of the information society. The author points to the need for effective regulation, balanced protection of the rights and freedoms of citizens in the media environment, and also emphasizes the importance of developing media literacy among the population. The article offers a valuable contribution in the context of understanding the process of mediatization of the socio-political sphere in Ukrainian society and provides practical recommendations aimed at ensuring the sustainable development of this process.Keywords: Inte. In modern democratic societies, the plurality of differing and conflicting moral doctrines stands alongside a commitment to resolve political disputes through the use of moral reasoning. Given the fact of moral pluralism, how can there be moral resolutions to political disputes? What type of moral reasoning is appropriate in the public sphere? These questions are explored through a close and critical analysis of the work of Alasdair MacIntyre and Rawls. In this book it is argued that the (...) anti-Enlightenment work of Alasdair MacIntyre, along with post-modernists, fails on epistemological, ethical, and political grounds, while in contrast, Rawls's 'core conception of reasonableness,' which is a type of political reasoning carried out 'in the manner of' the Enlightenment, is better placed to successfully respond to the moral disputes of contemporary politics. Spheres of Global Justice analyzes six of the most important and controversial spheres of global justice, each concerning a specific global social good. These spheres are democratic participation, migrations, cultural minorities, economic justice, social justice, and intergenerational justice. Together they constitute two constellations dealt with, in this collection of essays by leading scholars, in two different volumes: Global Challenges to Liberal Democracy and Fair Distribution. These essays illustrate each of the spheres, delving into their differences, commonalities, collisions and interconnections. Unlike (...) many writings on global justice, Spheres of Global Justice does not content itself with describing the painful and advantageous effects of the globalization process as being inches per secondo facto a global injustice or a just global order. Rather, this multidisciplinary collection of essays, from a pluralist inspiration, combines empirical analysis with theoretical approaches and ethical principles, paying close attention to two aspects of the effects of the globalization process. These aspects are the causal relationships that lead to such effects and the kinds of obligations, or of normative relationships between global rights and correlative duties, that applies to each specific individual case. This volume illustrates how diverse global obligations are, and how they can be, grounded in diverse relationships (identity, ability to provide help, causal responsibility, past injustices, protection of agency and promotion of independence, et cetera). The paper offers an analysis of the interview data collected in the project "Politics and everyday life: Three years later" in terms of three main topics: attitudes to the political sphere, change of social system, and the democratic public sphere. The analysis focuses on ambivalences expressed in the responses which, under the surface of overall disappointment and discontent, may contain preserved results of the previously achieved "social learning" and their positive potentials. The main objective was to examine (...) to what extent the processes of political maturation of citizens, identified in the 2002 study, have continued. After pointing to a number of shifts in people?s views of politics which generally do not contradict the tendencies outlined in 2002, it is argued that the process of rationalization of political culture has not stopped, but it manifests itself differently in changed circumstances. The republican euphoria of 2002 has been replaced by resignation, with a stronger individualist orientation and a commitment to professional achievement. Posle izdvajanja jednog broja pomaka u odnosu na stavove prema politickoj sferi iz 2002, koji u osnovi ne protivrece tada ocrtanim tendencijama, zakljucuje se da proces racionalizovanja politicke kulture nije prekinut, ali se u novim uslovima ocituje na drugaciji nacin. From around the world, cities and regions, civil society networks and businesses, nongovernmental organizations and institutions for research and learning, and many others, are taking action on climate change. The role of these nonstate and substate actors is increasingly being recognized in the new facilitative climate regime. Political theory to date has been surprisingly silent about the scale and prospects of these actions for low-carbon, climate-resilient, and sustainable transformations. Idil Boran argues provocatively for the need for a widened scope (...) of vision, one that has a broader public life of climate action at its centre. While acknowledging the role of the state and the multilateral process, Boran maintains that social transformation is as deeply and more continuously influenced by the engagement of a wide range of actors below and above the state, whose actions are often locally anchored and inescapably interwoven across borders. This paper argues that ambivalence can serve as a proxy for consensus-based debates in public discourse as it allows for individuals to maintain flexible and analytic perspectives on matters that otherwise appear contradictory. In particular, an affirmative understanding of ambivalence will be presented to supplement the highly influential Habermasian approach by drawing from sociological theories of ambivalence found in the work of Simmel, Bauman and Kołakowski. While the theme of ambivalence is not completely absent from Habermas’s work on the public (...) sphere, it is typically described as a structural consequence of contradiction rather than a form of action that is capable of working with and around inconsistencies in ethics, knowledge and social values. This allows for participation to be sustained through contradiction, rather than being withdrawn in frustration, while also encouraging open-minded judgements capable of avoiding forms of fanaticism. This article connects the previously isolated literatures on corporate citizenship and corporate political activity to explain how firms construct political influence in the public sphere. The public engagement of firms as political actors is explored empirically through a discursive analysis of a public debate between the mining industry and the Australian government over a proposed tax. The findings show how the mining industry acted as a corporate citizen concerned about the common good. This, in turn, legitimized (...) corporate political activity, which undermined deliberation about the common good. The findings explain how the public sphere is refeudalized through corporate manipulation of deliberative processes via what we term corporate citizenspeak—simultaneously speaking as corporate citizens and for individual citizens. Corporate citizenspeak illustrates the duplicitous engagement of firms as political actors, claiming political legitimacy while subverting deliberative norms. This contributes to the theoretical development of corporations as political actors by explaining how corporate interests are aggregated to represent the common good and how corporate political activity is employed to dominate the public sphere. This has important implications for understanding how corporations undermine democratic principles. (shrink)

In The Emotional Sphere of Politics, Justin MacCarthy explores the premise that there are four sets of conflicting emotions (Security versus Freedom, Property versus Communality, Equality versus Status and Order versus Nature) which are an integral part of the human condition. Having these four pairs of contradictory needs makes it extremely difficult for party politicians to meet our expectations, as each party has a particular focus on just one single need. These party politicians promise us that increased adherence to (...) their particular dogma will lead us to Nirvana, but in fact it usually leads to excess and hubris. The most notorious example of excess is fascism, which is an ultra form of nationalism. But there are two sides to every coin, and all of the ideological excesses can be matched by political virtues. For example, the capitalist vice of greed can be offset by the virtue of philanthropy. MacCarthy sets out to show how these political forces neatly fit together into what is quite literally The Emotional Sphere of Politics, in three-dimensional form. The interrelationship of eight major political movements of the 20th century with our basic human emotions are each examined individually, from how 'Authoritarianism promises us Security', to how 'The Communists claim to be the Organisers of our resources for the benefit of all'. Similar to The Righteous Mind by Jonathan Haidt, it examines why people feel so differently about political issues, making this book is a fascinating read for anyone interested in politics. (shrink)

Feminist epistemology and feminist art theory are characterized by an opposition to modernity's separation of art, politics, and knowledge into three autonomous spheres. However, this opposition is not enough to distinguish them from other philosophies. In this paper I examine parallels between the two fields of inquiry in order to discover what makes them distinctively feminist. Feminist epistemology sees interconnections between knowledge and politics, feminist art theory sees connections between art and politics. We need to explore as well connections between (...) art and knowledge. Compared to feminist epistemology, feminist art theory has had much less exposure, and in this paper I emphasize what the former can learn from the latter. In particular, I suggest that feminist art can answer a call made by feminist theories of knowledge for a kind of transformative knowledge. If we focus on the features of activist art explored by feminist art theories, we see that feminist art is particularly suited to engage emotions as well as the intellect. It is an example of nonpropositional knowledge, and is interactive rather than striving to pass down lessons from above. Feminist art celebrates the power of art to “make strange” and to unsettle fixed identities which can transform our understanding of the world. There is a tendency in some feminist art theory to separate the more concrete work (rediscovering women artists, recognizing women's crafts as art forms, and investigating sexist imagery in art), from the theoretical project of reenvisioning the relations of art to its sociopolitical context. I conclude by arguing that without an awareness of the dialectical relationship between the concrete and the theoretical, feminist art theories run the risk of losing their feminist specificity. They would then amount to little more than abstract pronouncements of the interconnections between art, politics, and knowledge. We need to maintain the feminist specificity of feminist politics in our theories of art and knowledge, and I use examples throughout the essay, drawn particularly from feminist activist art, with this goal in mind. The call for a more sociological approach to the study of the European Union, reflected in a number of recent survey works by sociologists and political scientists, offers exciting new prospects for rethinking the empirical terrain of ‘Europeanized’ politics beyond the nation state – whether in terms of governance, policy-making, parliamentary and legal politics, mobilization, or political communication. Via a survey of three kinds of leading sociological work on the EU, broadly split between three camps working with the (...) distinctive legacies of ‘Habermasian’, ‘Bourdieusian’ and ‘Foucauldian’ thinking, this article details the strengths and weaknesses of these paradigms. Focusing on a number of exemplary studies on the question of democratic legitimacy in the EU using each of these approaches, it offers a preliminary attempt to map their agendas, contributions, and blind spots, moving towards a synthesis that might identify commonalities and streamline a more coherent agenda for the political sociology of the European Union. The most promising line would appear to be one that moves away from purely theoretical/conceptual debates towards specific operationalizations able to combine elements of the various sociological approaches. The English translation of Habermas's The Structural Transformation of the Public Sphere converges with a recent trend toward the revival of the "political culture concept" in the social sciences. Surprisingly, Habermas's account of the Western bourgeois public sphere has much in common with the original political culture concept associated with Parsonian modernization theory in the 1950s and 1960s. In both cases, the concept of political culture is used in a way that is neither political (...) nor cultural. Explaining this peculiarity is the central problem addressed in this article and one to follow. I hypothesize that this is the case because the concept itself is embedded in an historically constituted political culture (here called a conceptual network)-a structured web of conceptual relationships that combine into Anglo-American citizenship theory. The method of an historical sociology of concept formation is introduced to analyze historically and empirically the internal constraints and dynamics of this conceptual network. The method draws from new work in cultural history and sociology, social studies, and network, narrative, and institutional analysis. This research yields three empirical findings: this conceptual network has a narrative structure, here called the Anglo-American citizenship story; this narrative is grafted onto an epistemology of social naturalism; and these elements combine in a metanarrative that continues to constrain empirical research in political sociology. Most students of politics are familiar with Carl Schmitt’s definition of politics as a friend–enemy distinction. Yet, only few know of alternative conceptions of politics in interwar Germany that emphasize cooperation and legality over confrontation and decisionism. To unlock such views, this article examines the work of Hermann Heller, a social-democratic constitutional theorist, and takes a close look at his conceptualization of politics as a sphere, activity and discipline. For Heller, ‘the political’ consists in turning human conflict into (...) social cooperation. For him, the political may be conflictual, but is also conditioned by shared norms and agreed rules. By consequence, to act politically means to order the antagonistic social relations that are typical of every human society. In this sense, politics is a purposeful activity, but one which leaves the content of every decision unconfined and the potentialities that follow endless. Like politicians, politics scholars must reflect on ethical and legal principles, while remaining focused on context-specific political problems. The study of politics cannot be disconnected from the study of law, ethics and social reality. Heller’s work showed that the way we conceive of politics is directly related to the way we study politics and vice-versa. (shrink)

RESUMO:O artigo discute a noção de esfera pública tematizada nos trabalhos habermasianos, defendendo que a íntima associação entre esfera pública e democracia permite pensar um modelo de política radical, no qual a aproximação entre Estado burocrático e partidos políticos profissionais com os movimentos sociais e as iniciativas cidadãs poderia superar a redução da práxis política a política partidária, concedendo a devida importância aos impulsos normativos e aos interesses generalizáveis advindos da sociedade civil rumo ao político, recuperando também uma concepção de (...) esfera pública não desvirtuada por formas de comunicação ideológicas ou distorcidas, inclusiva e crítica do poder. Para isso, entretanto, a práxis política necessitaria, correlatamente àquela aproximação, dar um passo além da própria esfera pública concentrada na mídia corporativa, adentrando nas esferas públicas informais desenvolvidas pelos movimentos sociais e pelas iniciativas cidadãs. Com efeito, as acusações, por Habermas, de subversão da esfera pública das democracias de massa contemporâneas somente poderiam ser superadas a partir de uma maior ênfase em tais esferas públicas informais, que também poderiam dinamizar uma organização administrativo-partidária atualmente marcada pelo distanciamento e pela sobreposição em relação à sociedade civil – situação possibilitada, em grande medida, pela mídia corporativa e pela burocracia e elitismo partidários. ABSTRACT:This paper discusses the Habermasian notion of public sphere. It is argued that the intrinsic association between the public sphere and democracy allows for the development of a model of radical politics in which the approximation between the bureaucratic state and professional political parties, along with social movements and citizen initiatives, could overcome the reduction of political praxis to partisan politics. This would include giving basic importance to normative impulses and universalistic claims coming from civil society. It would also involve regenerating a conception of the public sphere that is not undermined by ideological or distorted forms of communication, including the critique of power. For this, however, political praxis needs, along with such that approximation, to take a step beyond the public sphere concentrated in corporate media, focusing instead on the informal public spheres developed by social movements and citizen initiatives. In fact, Habermas’ claimed degeneration of the public sphere of contemporary mass democracies can only be overcome by a major emphasis on informal public spheres. This could energize administrative-party organizations, currently characterized by detachment and overlap in relation to civil society – a situation largely enabled by corporate media, the bureaucracy, and party elitism. Do philosophers have a responsibility to their society that is distinct from their responsibility to it as citizens? This edited volume explores both what type of contribution philosophy can make and what type of reasoning is appropriate when addressing public matters now. These questions are posed by leading international scholars working in the fields of moral and political philosophy. Each contribution also investigates the central issue of how to combine critical, rational analysis with a commitment to politically relevant public (...) engagement. The contributions to this volume analyse issues raised in practical ethics, including abortion, embryology, and assisted suicide. They consider the role of ethical commitment in the philosophical analysis of contemporary political issues, and engage with matters of public policy such as poverty, the arts, meaningful work, as well as the evidence base for policy. This article contains reflections on the further structural transformation of the public sphere, building on the author’s widely-discussed social-historical study, The Structural Transformation of the Public Sphere, which originally appeared in German in 1962 (English translation 1989). The first three sections contain preliminary theoretical reflections on the relationship between normative and empirical theory, the deliberative understanding of democracy, and the demanding preconditions of the stability of democratic societies under conditions of capitalism. The fourth section turns to the implications (...) of digitalisation for the account of the role of the media in the public sphere developed in the original work, specifically to how it is leading to the expansion and fragmentation of the public sphere and is turning all participants into potential authors. The following section presents empirical data from German studies which shows that the rapid expansion of digital media is leading to a marked diminution of the role of the classical print media. The article concludes with observations on the threats that these developments pose for the traditional role of the public sphere in discursive opinion and will formation in democracies. (shrink)

In this paper I discuss a cardboard dissected globe made in 1813 by Edward Mogg, a cartographer and map seller, to instruct children in the principles of astronomy. Since little is known about the maker or the specific object, I draw on evidence beyond the sphere itself to construct an account of how the object might have been used. In particular I address conversation as a key part of astronomical education and examine the way in which the cardboard plates (...) of the sphere, the presentation slipcase and the accompanying booklet would have prepared young learners for polite astronomical discourse around large instruments in later life.Keywords: Dissected globe; Edward Mogg; Educational toys; Astronomy; Conversation. The English translation of Habermas's The Structural Transformation of the Public Sphere converges with the revival of the "political culture concept" in the social sciences. Surprisingly, Habermas's account of the Western bourgeois public sphere has much in common with the original political culture concept associated with Parsonian modernization theory in the 1950s and 1960s. In both cases, the concept of political culture is used in a way that is neither political nor cultural. Explaining this (...) peculiarity is the central problem addressed in this article and its companion piece, which appeared in Sociological Theory, volume 3, number 2 (1995). I hypothesize that this is the case because the concept itself is embedded in an historically constituted political culture (here called a conceptual network)-a structured web of conceptual relationships that combine into Anglo-American citizenship theory. The method of an historical sociology of concept formation is used to analyze historically and empirically the internal constraints and dynamics of this conceptual network. The method draws from new work in cultural history and sociology, social studies, and network, narrative, and institutional analysis. This research yields three empirical findings: this conceptual network has a narrative structure, here called the Anglo-American citizenship story; this narrative is grafted onto an epistemology of social naturalism; and these elements combine in a metanarrative that continues to constrain empirical research in political sociology. The first section of this chapter illustrates that the pogrom in Rostock-Lichtenhagen in 1992 has not been categorized sufficiently as a substantial milestone of right-wing violence in postwar Germany. This pogrom led to historically significant limitations in the right to asylum, ultimately resulting in a change to the German constitution. We propose to look at Rostock-Lichtenhagen as an example to explain that practices of remembering right-wing violence, a process that we describe with the term ‘Doing Memory on right-wing violence’, is (...) a central part of creating a society’s basic story. This basic story, in turn, contributes to how a society understands itself. In this chapter’s second section, we argue first that analyzing practices of memory of right-wing violence, be they acknowledging, forgetting or suppressing those practices, actually make it possible to even expose the persistence of the basic story as a central element of political culture. Second, we want to uncover how potential and publicly effective interventions of and changes to the basic story might look like. Here, we build on Habermas’ model of democracy, utilize Susan Bickford’s work on listening as an important element in her political philosophy and refer to Benjamin Barber, who articulates that a participatory democracy requires political listening. As a result, our chapter’s third section demonstrates how listening can be conceptualized from a supra-individual perspective and how questions that are critical of existing hegemonic structures can prioritize a focus on hegemonic (non)listening. Lastly, we will sketch out strategies to intervene in hegemonic (non)listening. These strategies connect theoretically with concepts of ‘counter publics’ and ‘opinion forming publics’ and reference, among others, the work of Seyla Benhabib and Iris Marion Young, thus enabling the creation and execution of resistance practices of Doing Memory on right-wing violence. In the light of Markus’s notion of the decent society, this contribution examines the challenges facing public intellectuals in Australia’s contemporary political public sphere. It observes, firstly, that Australia has a distinctly Benthamite political culture that listens more to bureaucratic solutions than to metaphysics, history and arguments grounded in human rights. It explains, secondly, how public opinion gives voice to underlying norms and should thus be treated as the starting point for intellectual activism. Thirdly, the article looks (...) into confusion on the criteria for political deliberation in contemporary Australia. Consideration is then given to the growing constraints imposed on public intellectuals through various new forms of censorship and closure. The conclusion uses the gathering debates on adjustment to climate change to illustrate how public intellectual activism can break new ground. (shrink)
