This book advocates for the philosophical import of care in re-evaluating problems of humanitarianism in the context of the ongoing international refugee and forced migration situation. In doing so, it rethinks the human capacity to care about the suffering of distant others. At a time when emotional resources are running low, there is a need to recast what it means to care, with the aim of generating a productive movement against the rise of value fundamentalism globally—embraced in mantras of (...) ‘good and evil’ and ‘us and them’—and to confront xenophobia and oppressive politics. The author draws upon a wide array of rich traditions, including historical and contemporary writings on self-care and care of the other, to re-examine the intersection of care ethics and justice. She also rethinks the relationship between care and contestation, here analyzed in the aesthetic, ethical, political, and religious domains of human experience. From within the context of this contingent historical repetition of political oppression, the book constructs a reminder not only of what it feels like to care, but how and why we should act upon our care. Care Ethics and the Refugee Crisis is an important contribution to the growing literatures on care ethics and immigration/forced migration in philosophy. According to the UN, 65.3 million forcibly displaced people languish in camps and slums or making desperate journeys toward safety. The global community has not only failed to help many of these people; in many cases it has actively obstructed them from finding security and a new home for themselves and their families. Moral responsibilities to refugees are not exhausted by policies and actions. They also extend to how to think about the refugee crisis. Pundits, politicians, and political (...) philosophers have failed to live up to these responsibilities by perpetuating populist myths, the causes of refugees’ flight, and the policies that prevent them from resuming their lives. This article provides an introduction to what the Old Testament has to say regarding displacement and displaced people – refugees, migrants and the marginalized members of society. It surveys the instructions regarding the correct attitude and protective actions owed to ‘the stranger’ found in the Old Testament Law and it points to the divine preference to side with the suffering and the vulnerable evident in the Old Testament Prophets. Although not an exhaustive treatment of Old Testament passages tackling this topic, (...) the discussion helps make clear the fact that God is particularly concerned with justice and care for the disadvantaged members of the society, including aliens, refugees and migrants. The conclusion of the article calls the readers to consider some of the missiological-ethical implications of such concern in our contexts today. (shrink)

"Our grandparents, refugees; Our parents, immigrants; We, racists?" The slogan that prefaces the paper provides the theoretical caveat for the tensions, limitations, and contradictions of academic discourses in conjuring the daily realities of the era of the 'refugee crisis' in Greece. This paper has the form of a dialogue between a visual sociologist (Myrto) and a political theorist (Anna) who investigate different forms of the ways the 'refugee crisis' is changing the socio-political landscapes in Greece. The (...) multiple aspects of our identities provide valuable tools with which we unpack the multiple and contradictory narratives of researching, learning, and disseminating in the current milieu. In particular, we are interested in the ways we shape knowledge and the tension between the episte-mological and the ontological ways of knowing. In other words, by moving from theory to praxis and back, we are attempting to reconcile the problem of knowing and the problem of being part of a specific crisis milieu. For example, how can we use crisis as a research methodology? What can we learn from the ongoing 'refugee crisis' in relation to issues of citizenship, belonging, and the future of the European project? Furthermore, the paper attempts to transcend discursive borders between social sciences and the humanities by analysing the deeply performative, situated and embodied practices of doing research in moments of crisis. This article considers the current global trend of Internally Displaced Persons and the Refugee Crisis, which have become serious concerns for most nations of the world and for the Church. While not limiting the discussion to the current refugee situation, the article focuses more on the circumstances faced by IDPs in Nigeria and the factors that led to this situation. The article brings a Biblical perspective to the situation, as it also looks at the role that theological (...) education can play in stemming the migration tide. Bibliographic and ethnographic tools used in eliciting data reveal that theological education has a role in critically assessing the IDP situation and finding a way out of it. Also, theological education can be a prophetic voice for the Church and society in condemning the factors that lead to crises, and even in urging and encouraging both the government and the Church to fulfil their responsibilities. Ben Canaan fools a commanding officer into signing off on the transport of recent holocaust survivors out of detention in Cyprus, making the officer believe the survivors would be shipped back to Germany.

One of the justifications offered by European imperial powers for the violent conquest, subjection, and, often, slaughter of indigenous peoples in past centuries was those peoples’ violation of a duty of hospitality. Today, many of these same powers—including European Union member states and former settler colonies such as the United States and Australia—take increasingly extreme measures to avoid granting hospitality to refugees and asylum seekers. Put plainly, whereas the powerful once demanded hospitality from the vulnerable, they now deny it to (...) them. This essay examines this hypocritical inhospitality of former centers of empire and former settler colonies and concludes that, given that certain states accrued vast wealth and territory from the European colonial project, which they justified in part by appeals to a duty of hospitality, these states are bound now to extend hospitality to vulnerable outsiders not simply as a matter of charity, but as justice and restitution for grave historical wrongs. This article maps and analyzes quantitatively how the Scandinavian news press covered the 2015 Syrian refugee crisis. Our analysis shows that in the coverage of the migration events, Denmark and Sweden occupy polar positions in terms of their newspapers’ emphasis, with the former appearing more negative towards the refugees, and the latter more positive. The Norwegian case is found in between these. Danish print media more often mention the negative economic consequences of the arrivals, and Swedish the positive (...) moral ones, while Norway appears to occupy a middle ground in the Scandinavian discourse. We also find that the Scandinavian press writes less often about the negative consequences of refugees coming than the European press in general. However, the humanitarian aspects of the crisis became less prominent in the Scandinavian press over time, as in the rest of Europe. (shrink)

All migration politics are reproductive politics. The nation-state project of controlling migration secures the racialised demographics of the nation, understood as a reproducible fact of the social and human body, determining who is differentially included, who is excluded, and who is exalted. In this commentary, we put forward a provocation about methodological heteronormativity and its omnipresence in the discourse surrounding the so-called “refugee crisis.” By methodological heteronormativity, we refer to the ways states, supranational organisations, hegemonic ideologies, but also (...) solidarity movements and critical scholars construct the figure of the (un)deserving “refugee.”. Frontier Justice is a gripping, eye-opening exploration of the world-wide refugee crisis. Combining reporting, history and political philosophy, Andy Lamey sets out to explain the story behind the radical increase in the global number of asylum-seekers, and the effects of North America and Europe’s increasing unwillingness to admit them. He follows the extraordinary efforts of a set of Yale law students who sued the U.S. government on behalf of a group of refugees imprisoned at Guantánamo Bay; he recounts (...) one refugee family’s harrowing journey from Saddam Hussein’s Iraq to contemporary Australia via the world’s most dangerous ocean crossing; and he explores the fascinating case of Ahmed Ressam, the so-called Millennium bomber who filed a refugee claim in Canada before attempting to blow up the Los Angeles airport. Lamey casts new light on a host of broader subjects, from the reasons why terrorists who pose as refugees have an overwhelming failure rate to the hidden benefits of multiculturalism. Throughout Lamey’s account, he focuses on the rights of people in search of asylum, and how those rights are routinely violated. But Frontier Justice does not merely point out problems. This book offers a bold case for an original solution to the international asylum crisis, one which draws upon Canada’s unique approach to asylum-seekers. Media coverage of migration and migrants can exert considerable influence on the public’s understanding of and attitudes towards migration. During the peak of what has been called ‘the refugee crisis’ in 2015, heated discussions about immigration and its possible impact filled the media landscape. This study focuses specifically on the news framing of insecurities regarding immigration, exploring what we have termed ‘uncertainty frames’ in the coverage of refugees, asylum seekers and immigrants. This study will thus lend empirical support (...) to a novel attempt to combine the concepts of uncertainty, risk, and framing. These frames were analyzed within French and Austrian media from 2015 to 2016. Drawing on a content analysis of tabloid and broadsheet articles, different types of uncertainty frames (economy, values, society, etc.) as well as different types of solution frames (the kind of solutions provided for the issue of immigration) were examined. Results suggest that even though all frames decrease in salience over time, important variations in different types of uncertainty frames do appear. It is argued that frames related to abstract issues seem to stay more salient throughout time in both countries. (shrink)

In this paper, I investigate intergroup relations between natives and asylum seekers during the European refugee crisis, and contribute to the reemerging methodological debate on the measurement of stereotypes and prejudices as individual and collective constructs. Drawing on data from the Norwegian Citizen Panel, I examined how Norwegians stereotyped asylum seekers at the height of the refugee crisis and the emotional prejudices asylum seekers as a group elicited. By experimentally manipulating the survey question format, I examined (...) whether and how stereotypes and emotional prejudices toward asylum-seekers differed depending on their measurement as individual or collective constructs. A subset of respondents had reception centers for asylum-seekers established in their local community during the crisis. These participants reported their behaviors toward the asylum seekers in their neighborhood. In this subsample, I investigated how individual facilitating and harming intergroup behavior was related to individual and collective conceptualizations of stereotypes and prejudices. The results showed that both low warmth and low competence stereotypes, as well as negative emotions toward asylum seekers, were rated as stronger when measured as collective as compared to individual-level constructs. In the individual condition, respondents reported feeling more admiration and sympathy than respondents in the collective condition attributed to others. Individual stereotypes and prejudices correlated systematically with individual facilitating and harming intergroup behaviors. The perception that others hold more negative stereotypes of asylum seekers, and the perceived anger and fear of others, did correlated with individual harming behaviors. Perceptions of others’ anxiety correlated negatively with facilitating behaviors. Implications and future directions for the conceptualization and measurement of stereotypes and emotional prejudices are discussed. (shrink)

Drawing from extensive, eye-opening first-person accounts, No Refuge puts a spotlight on the millions of refugees worldwide who have to leave home but find nowhere to resettle. As political philosopher Serena Parekh argues, this is not just a problem for politicians. Citizens also have a moral duty to help resolve the global refugee crisis and to end the suffering and denial of human rights that refugee are forced to endure, often for years. While the media usually focus (...) on the challenges that Western states have with the arrival of large numbers of asylum seekers and refugees, the real problem is that millions are stuck in inhumane conditions in refugee camps and urban centers, with little chance of finding a more permanent solution. The purpose of this paper is to present the findings of an investigation into missionary-refugee relationships in Europe. The main research question guiding this study was: How do missionaries understand and describe their relationship with the refugees they serve? The data for this study were collected at an international consultation on ministry with refugees held in the fall of 2017 from 21 missionaries using semi-structured interview protocols. Findings demonstrate that missionaries shared a liminal identity with the refugees in their (...) ministry, viewed hospitality as a Christian lifestyle, perceived Christianity to be an inclusive faith, and discussed the challenges and opportunities in their ministry with refugees. Based on the findings we offer implications for mission theorizing and practice in the 21st century church. (shrink)

The European refugee crisis is an important topic on media, political, and public agendas. Due to its scope and impact, its continuing prevalence on the media-agenda and the divisiveness of public debate, new research is needed to understand the media’s framing of the issue. This study inductively analyzes framing of the refugee crisis of 2015–2016 by two Dutch newspapers. Portrayal of the refugee crisis consists of ten different frames and counter frames. The frames are (...) communicated on the level of the refugee, on the level of the crisis as an event, and on a societal level. Results show that recent reporting on the refugee crisis is relatively nuanced and portrays the crisis from a variety of perspectives. Framing changes following certain transitory events, but only slight differences were found between popular and quality papers. (shrink)

While the declared global “refugee crisis” has received considerable scholarly attention, little of it has focused on the intersecting dynamics of oppression, discrimination, violence, and subjugation. Introducing the special issue, this article defines feminist “intersectionality” as a research framework and a no-borders activist orientation in transnational and anti-national solidarity with people displaced by war, capitalism, and reproductive heteronormativity, encountering militarized nation-state borders. The global refugee crisis has posed severe challenges to social stability and sustainable development around the world. While the business sector is expected to shoulder social responsibility in crisis relief efforts, our initial assessment shows that refugee‐related corporate social responsibility (CSR) significantly diverged across the Global Fortune 500 corporations. To advance scholars and managers' understanding of this complex CSR issue, this study draws upon National Business System Theory to explore how country‐level factors influence the multinational corporations' (...) CSR communication about the refugee issue. Specifically, the study focuses on the strategic cross‐sector alliances between corporations, NGOs, and IGOs. The analysis shows that in this controversial global crisis, the following factors of corporations' countries‐of‐origin can significantly affect the level of cross‐sector CSR alliances: democracy levels, economic inequality levels, and unemployment rates. Findings of this study provide practical guidelines that can help managers to anticipate societal expectations when dealing with controversial social issues in an international setting. Our findings could also assist policymakers, NGOs, and IGOs to better design strategies to mobilize the corporate resources. (shrink)

The present paper analyses discursive representations and standpoint-arguments pairs, realized in articles of four mainstream Italian newspapers that report on migrants’ and refugees’ mobilization at the perceived peak of the so-called ‘refugee crisis’. We draw on the scholarly agenda of Critical Discourse Studies, employing tools from corpus linguistic perspectives, which allow us to generalize over the way in which the relevant minorities are represented in our corpus. Then, focusing on a smaller sample of negative representations, we outline a (...) methodological synthesis in order to scrutinize instances of representational meaning in newspapers articles and trace what is argumentatively inferred in discursive representations. To that end we exploit tools from systemic functional and cognitive linguistics as well as the Argumentum Model of Topics for the analysis of inference. In this sense, we demonstrate how discriminatory representations do not only portray migrants and refugees in a negative light but also justify discrimination through the argumentative dynamic they develop. Being one of the largest movements of displaced people through European borders since World War Two, the Syrian refugee crisis of 2015 and 2016, tested the coordination of the states and international organizations, and as well as the strategies for response of the latter to such enormous fluxes of displaced people along the Balkan corridor. The quick on-time reaction of the specialized humanitarian international organizations made significant achievements by the international organizations in terms of humanitarian assistance for the (...) refugees and support for the governments of the region. Their approach mainly sought to create a partnership with the governments of the Balkan route in handling the serious humanitarian challenges, it showed how important is such coordination at the end, with an aim to avoid further human catastrophes along refugee routes, and to avoid major security repercussions for the countries of the region. With a comparative approach, the paper analyzes the response of the international organizations in terms of the strategies they have applied along the Balkan human corridor and their new innovative approaches used in terms of the coordination with the local authorities and governments of the Balkan route. Different to previous forms of humanitarian interventions and dynamics of the refugee crisis, the roles of the international organizations along the Balkan human corridor following the Syrian war of 2015 and 2016 have shaped many innovative dimensions, including firstly their advising orientation and support for refugees and local authorities. Apart from humanitarian activities for delivering direct aid, the major intergovernmental organizations following the implementation of border controls from very beginning of the refugee crisis have been focused in supporting the local authorities as well as on regulating the flow of migrants. The strategies of response by the international organizations in the latest case of the Balkan human corridor notably shifted from the classical humanitarian dimension of their reactions. These strategies have played as well an important role in advising, and especially in developing a partnership with the local authorities capacity building and legal support for both local institutions and refugees. However, through the comparative approaches the paper identifies that there are different models of management roles played by the specialized international organizations in various countries of the Balkan route and its frontiers. Many contributions to the philosophical debate about conceptual and normative issues raised by the refugee crisis fail to take properly account of the difference between ideal and nonideal theory. This makes several otherwise interesting and apparently plausible contributions to the philosophy of the refugee crisis problematic. They are problematic in the sense that they mix up ideal and nonideal aspirations and assumptions in an incoherent way undermining the proposed views. Two examples of this problem are discussed. (...) The first example is David Miller’s contribution to the conceptual debate about how we should understand refugeehood. The second example is a common argument from the normative debate about how states should discharge their duties to help refugees, namely the claim that states should help in neighboring countries rather than by taking in more asylum seekers. Both are examples of arguments about how we should understand or respond to the refugee crisis, which appear to offer coherent principles for the moral guidance of political actors but which are actually incoherent as principles of practical reasoning for the context they aim to address. The paper starts out from a debate that occurred in Germany in 2015, where interpreters claimed to be able to divine Immanuel Kant’s views of the contemporary refugee crisis. It does not attempt to give a substantive answer to the title question, i.e. it does not try to specify the conclusive extension of cosmopolitan right. In contrast, it outlines the systematic work that would have to be done in order to be able to answer the title question. I (...) start from cosmopolitan right as natural right and ask what kinds of transformations cosmopolitan right would have to undergo to form a legitimate part of public international law, in parallel to Kant’s move from provisional private law to peremptory public law in his Doctrine of Right. For that purpose, I introduce distinctions between trivial and non-trivial transformation, between strong and weak transformation, and between transformation based on historically blameworthy and historically blameless action. This introduction discusses some of the background assumptions and recent developments of the current refugee crisis. In this issue, the crisis is not viewed as a primarily European, Western or even Syrian, Afghan, or Iraqi crisis, but as a global crisis that raises complex ethical and political challenges for all humanity. The contributions to this thematic issue discuss a variety of questions relating to the rights and duties of different actors involved in the refugee (...) crisis, and assess some of the suggested responses to handling the crisis. Until recently, much of the philosophical literature on refugees has focused on what Serena Parekh (2020) in No Refuge: Ethics and the Global Refugee Crisis, calls the “first refugee crisis,” i.e., the refugee crisis as experienced from Europe, understood as the arrival of large numbers of asylum seekers and the political handling of this situation. This literature has therefore dealt primarily with questions about who really counts as a refugee and when states acquire (...) obligations to admit non-citizens. Rarely, however, do philosophers talk about the ethical implications of what Parekh calls “the second refugee crisis”: the crisis for refugees themselves, who “are unable to access the minimum conditions of human dignity while they wait for a more permanent solution.” In short, when philosophers debate the ethics of asylum and refugeehood, the conclusions or insights they come to will, at best, be applicable to about 10 percent of the world’s forcibly displaced. In this review essay, I briefly outline Serena Parekh’s (2020) argument, showing how her reframing of the refugee crisis provides a much-needed intervention in the current philosophical literature. I then extend these insights into questions concerning immigration enforcement. In doing so, I argue that in order to adequately deal with the second refugee crisis we must be more receptive to the open borders position than Parekh seems to allow. (shrink)

This article investigates how all the main quality and tabloid newspapers and the television newscasts of the main broadcasters in Czechia and Slovakia framed immigrants, what the tone of the employed frames was, and who the main framing actors were before and during the EU refugee crisis (2013–2016). Using quantitative content analysis (N = 7,910), we show that security and cultural frames are most commonly employed while the victimization frame is much less common. Whereas tabloids use the security (...) and cultural frames more often, the victimization, economic and administrative frames are more often invoked in quality media. We also show that the framing of immigrants is predominantly negative, and that the security and cultural are the most negatively valenced frames. Finally, we document a dominance of political actors and the practical invisibility of immigrants and refugees in the media coverage. (shrink)

Refugee concerns may be perceived as controversial or outside the business domain, yet some corporations publicly engage these issues in corporate social responsibility (CSR) initiatives. This article relies on institutional and constitutive approaches to CSR to explore why organizations might declare their engagement in refugee issues, and utilizes decoupling to explore the relationship between reported CSR policy and CSR activity. We utilize a mixed-method, content analysis approach to draw on Fortune Global 500 CSR reports between 2012 and 2019, (...) a period in which refugee activity increased around the world. Our research suggests that few corporations offer refugee programming and fewer still feature programs that are “coupled” with either CSR policies or impacts. We introduce a typology that depicts these corporations as reactionary, recurring, relevant, or revelatory, and offer constitutive implications for CSR programming in response to other emerging social issues. This paper aims to study the argumentative basis on which the prevention of migration is justified and hatred politics is institutionalised in three Mediterranean settings, namely Greece, Malta, and Italy, that were at the centre of the so-called ‘refugee crisis’ in 2015–2017. Following the rubric of corpus-assisted Discourse-Historical Approach (DHA) to Critical Discourse Studies (CDS), we trace (a) the main meaningful patterns, and (b) discursive and argumentation strategies (topoi) in three balanced corpora of mainstream news portals aligned with (...) centre-right and centre-left political views. Among our main findings, the mobilisation of migrant populations is construed as an extremely polarised issue both in national and EU contexts and claims in favour of its prevention are justified on topoi of danger/threat, numbers and burdening/weighing down. This article presents findings of a research carried out among pro-refugee individuals in social media in Hungary. During the so-called refugee crisis that emerged in the summer of 2015, anti-immigrant sentiments in the Hungarian public were fueled by a strong governmental campaign. This unusually strong propaganda campaign created a strong hegemonic discourse. Nevertheless, a pro-refugee counterpublic opposing the hegemonic discourse also emerged. The article discusses existing scholarly literature on the phenomenon and how it appears in and (...) is shaped by the digital sphere. The empirical findings focus on two characteristics of the pro-refugee counterpublic. First, we look at the political affiliations of this counterpublic. Second, we ask if the different digital affordances used by the counterpublic and their combinations indicate the formation of a community. The methodological ambition of the article is to present a digital data-driven approach, based on data provided by Facebook, which allows the individual profiling of each user. The connections and schemata of these profiles provide the analytical background of the present research. We aim to illustrate that such a digital approach has a number of advantages over traditional sociological methods, especially in the research of subaltern counterpublics. (shrink)

This study compares the balance of newspaper and television news coverage about migration in two countries that were differently affected by the so-called “refugee crisis” in 2015 in terms of the geopolitical involvement and numbers of migrants being admitted. Based on a broad consensus among political elites, Germany left its borders open and received about one million migrants mainly from Syria during 2015. In contrast, the conservative British government was heavily attacked by oppositional parties for closing Britain’s borders (...) and, thus, restricting immigration. These different initial situations led to remarkable differences between the news coverage in both countries. In line with news value theory, German media outlets reported much more on migration than did their British counterparts. In line with indexing theory, German news coverage consonantly reflected the consensual view of German political elites, while British news media reported along their general editorial lines. ABSTRACTRemote interpreting, where the interpreter communicates with the interlocutors via technological solutions across geographical distance, enhances the availability of trained interpreters in the public sector and institutional discourse in general. In refugee crises, where new unexpected language needs may arise, access to skilled interpreters presents a particular challenge. RI is an apt solution in such cases. Yet, although the professionals who are in need of interpreting services within the legal and health systems embrace the option of RI, the interpreters (...) themselves seem less enthusiastic. They report to experience more challenges and stress in RI than in onsite interpreting. Research suggests that for RI to succeed, the interpreters’ working conditions require special attention and caution. Lending ears to the interpreters is therefore worthwhile in trying to identify what aspects should receive special attention during RI.Approaching RI in an action research mode, this article reports on interpreting students’ reflections on their experiences with RI via Skype in an online classroom setting, as well as their reflections on their real-life experiences with RI in legal and healthcare settings. The qualitative analysis draws on logs from text-only chat sessions, in which the students describe challenges with feedback signals, turn-taking and information overflow, leading to increased stress during RI. However, they also offer suggestions as to what can be done by those in charge of institutional encounters to address these challenges and improve the quality of the Remote interpreting. (shrink)

Despite offering some protection for refugees, realpolitik in international affairs ensures that the paradigm of human security remains aspirational rather than practical. This paper begins by providing a brief snapshot of the current global refugee crisis, encompassing multiple local crises in the Middle East, Europe, Africa, and Latin America. It next details the international community’s response to these crises, highlighting the punitive policies used by the Australian government and the European Union to impede the asylum process. Lastly, the (...) paper will assess whether the framework of human security can support the right to asylum, a right that is enshrined in international law. Following a brief introduction to the concept of human security, the paper will explore its strengths and limitations, examining whether it offers a complementary source of protection to the right to asylum in the face of eroding refugee rights. I argue that human security is a useful but imperfect framework for protecting refugee rights. (shrink)

Integration policies are underpinned upon assumptions that are taken for granted but that condition both the causal diagnosis and the lines of action and programs devised to respond to social challenges associated with migration and refugees movements. The so-called “European refugees crisis” of 2015 is an example of how preconceived ideas affect the analysis of social problems and the design of solutions. This crisis is the context within which the paper, first, examines the root causes of the “problem”; (...) then, explores the notions of identity and participation and the implications they had for policy; and, finally, studies two cases of relative integration success where different assumptions inform different programs and strategies. The refugee phenomenon is indeed a shared human condition – affecting every sector of society. This article explores the meaning and relevance of hope in the lives of refugees. It analyses the extent to which hope features in their lived experiences and the impact of its role in empowering them to meet their manifold challenges. The study is a compendium of qualitative data collected through semi-structured interviews with refugee migrants in Cape Town, a wide range of existing scholarly (...) literature, and the author’s lived experiences as a refugee migrant in several African countries. The aim of this evidence-based information is to provide a platform for research, advocacy, and mobilisation of the refugee populations in order to optimise their care and establish hope as an empowering resource. In this chapter, Kelly Oliver argues that while risk-benefit analysis may be necessary in a crisis situation such as the Covid-19 pandemic, that does not make it ethical. To the contrary, risk-benefit analysis is antithetical to ethics defined as responsibility to the singularity of each living being. Triage medicine, developed for the battlefield during wartime, relies on risk-benefit calculations. For example, calculations about which patient has the best chance for survival, or which patient has the best chance of quality (...) of life or continued longevity. In the current pandemic, these calculations were based on population categories of health such as diabetes, coronary disease, obesity, and age, along with assessments of the individual patient’s condition. While such assessments may meet practical policy demands, ultimately, they are not ethical. In the end, she argues for what she calls “response ethics” as an alternative to utilitarian risk-benefit analysis. (shrink)

Different evocations of “crisis” create distinct categories that in turn evoke certain social reactions. Post-2008, Greece became the epicentre of the “financial crisis”; simultaneously, since 2015 with the advent of the “refugee crisis,” it became the “hotspot of Europe.” What are the different vocabularies of crisis? Moreover, how have both representations of crisis facilitated humanitarian crises to become phenomena for European and transnational institutional management? What are the hegemonically constructed subjects of the different crises? (...) The everyday reality in the crisis-ridden hotspot of Europe is invisible in these representations. It is precisely the daily, soft, lived, and unspoken realities of intersecting crises that hegemonic discourses of successive, overlapping, or “nesting crises” render invisible. By shifting the focus from who belongs to which state-devised category to an open-ended, polyvocal account of capitalist oppressions, we aim to question the state’s and supranational efforts to divide the “migrant mob” into discrete juridical categories of citizens (emigrants), refugees, and illegal immigrants, thereby undermining coalitional struggles between precaritised groups.
