This paper will focus on the discussion of Tolstoy’s ideas in the late 1920s, right after the 100th anniversary of the writer’s birth, by the State Academy for the Study of Arts (GAKhN) (in a collective volume entitled Leo Tolstoy’s Aesthetics, 1929) and by Mikhail Bakhtin (in his two articles written specially for Tolstoy’s Collected Works). These interpretations were notably influenced by the official commemoration of Tolstoy during the anniversary year and by changes in the prevailing Marxist discourse regarding (...) the creative legacy and ideology of the author of War and Peace. The Anatoly Bakushinsky’s Seminarium (1917–1926) at the Tsvetkov gallery in Moscow became one of the first experimental and most influential venues to develop approaches to the perception of art in Soviet Russia. In it, Bakushinsky, an art critic and the head of the Physical-Psychological Department of the State Academy of Artistic Sciences (GAKhN), incorporated the practice of formal art history into a methodology based on materialism, psychology, and experimental aesthetics widely practiced at the GAKhN. Today, this combination of approaches (...) is perceived as an isolated historical example of an outmoded eclecticism. I argue, however, that Bakushinsky’s methodology should be studied in the context of the complex institutional structure of the Academy that was designed to ensure multidisciplinary work in art studies and its almost immediate implementation into art practice. This institutional and material nexus of the GAKhN’s history opens up a new direction in studying the intellectual legacy of Soviet humanities of the 1920s, which is otherwise often reduced to biographical narratives. The Networks of Centres of Excellence programme is perhaps Canada's most dramatic science policy innovation since theFirst World War. This article traces its development, using documentary analysis and interviews with the policy actors responsible for conceiving and implementing the programme.Established in 1989, the networks were explicitly designed to change the norms of science. The intention was to instil an approach to long-term fundamental research that considered possibilities of use from the start. School-based education in England has undergone significant changes since 2010, with a huge expansion of academies, schools outside local authority control, funded directly by central government. Academies and local authority (LA) maintained schools are subject to different legislative and regulatory frameworks. This paper focuses on the governance of LA maintained schools, single academy trusts (SATs) and schools that are part of multi-academy trusts (MATs). The research involved analysing legislative provision, policy documents, and documents addressing the governance arrangements of (...) a sample of 23 secondary schools. Our findings reveal a fragmented state-funded secondary school system as regards overall governance, school admissions, the curriculum, and the use of funding. Significantly schools in MATs, which are governed by the trust board, lack the autonomy of either SATs or maintained schools and are instead under the ultimate control of the trust board. The paper argues that there is a need for greater consistency regarding the governance of state-funded schools. (shrink)

Given that the practices and institutions of knowledge production commonly referred to as ‘science’ are believed to have ‘Western’ origins, their apparent proliferation entails negotiations and power dynamics that shape both science and diplomacy in specific locales. This paper investigates a facet of this co-production of science and diplomacy in the emergence of knowledge infrastructure in Japan during the Allied Occupation. It focuses on the 1947 delegation from the United States National Academy of Sciences to Japan and its role in (...) creating the Science Council of Japan (SCJ). While historians view this mission as having been dispatched to provide advice on the foundation of the SCJ, it was in fact an unintentional outcome. The original plan was to recruit long-term scientific advisers on science policy to Douglas MacArthur's headquarters. The creation of the SCJ was not the brainchild of any individual but the result of an unforeseen alteration of the original idea through negotiations among various actors. By examining the transnational aspects of this process and the complex social process underlying it, and drawing on Manuel DeLanda's assemblage theory, this paper proposes the concept of ‘techno-diplomatic assemblage’ for understanding the transnational construction of knowledge infrastructure such as the emergence of the SCJ. Academies were introduced by Labour in 2000 and first opened their doors in 2002, but during Labour’s time in power the nature of the Academies changed. At first they were designed to replace existing failing schools but, by 2004, the expectation had widened to provide for entirely new schools where there was a demand for new places. From 2010, under the coalition government, two new types of Academy were introduced. While the original Academies were based on the (...) idea of closing poor schools and replacing them by dramatically redesigned and restructured ones, the _2010 Academies Act _allowed existing highly successful state-maintained schools to apply to become Academies as well. Further, while Labour had restricted Academy status to secondary schools, the Coalition extended it to primary and special schools. The result is that there has been a dramatic increase in the number and diversity of Academies. In addition to this, the 2010 Act introduced Free Schools, wherein groups of parents, teachers, or other sponsors can apply to start their own state-maintained, but officially ‘independent’, schools. These schools can either be completely new or the result of existing private schools applying to become state-maintained. The results of these changes remain under-researched. This book puts forward new research that examines the history and nature of Academies and Free Schools, the processes by which they have come into existence, and their effects in terms of social justice. The contributors do not all speak with one voice, but rather present a diversity of views on these important topics. Included in the collection are the results of research on pupil outcomes and socio-economic segregation; issues of identity and ethos in church academies; the problems of establishing free schools; the history of policy on Academies; and a comparison between Swedish independent schools and Academies and Free Schools. The International Academy of Freedom of Religion and Belief was formed in July 1985 in England as a result of the meeting of the International Working Group on Religious Freedom in UNESCO with representatives of various religious traditions from different countries. The composition of MASRP includes, in the first place, experts and scientists from the departments of state-church relations of universities of different denominations and from different countries of the world - the USA, England, Italy, Spain, Greece, Belgium, Germany, (...) etc. Currently, among the members of the MSDP, there are already scholars and public figures from Ukraine, Russia, Bulgaria and other post-socialist countries. The head office of MASRP is located in Washington, DC. The President of the Academy is James Wood - Professor at Baylor University. The function of the head of the section on the organization of international scientific conferences on freedom of religion is organized by Cole Durem, professor at Bringam-Young University. One of the great virtues of Oxford is that most of its members are not academics, nor ever supposed that they sould be. They come to Oxford for three or four years and then go on their way to other occupations in "the service of God in Church and State". It is not that they were not good enough to become dons: it is simply that they had other fish to fry, and would rather be a barrister, a Member (...) of Parliament, a schoolmaster or a clergyman, and would not be tempted from their chosen vocation by any offer of a Fellowship or a life of ease and scholarship. The benefits of this are great. To have left Oxford of one's own accord and not on account of having failed to get an award or a post is to part from a friend with no sense of having been rejected. The Civil Servant who goes down with a first in Greats has no sense that he did not make it at Oxford, no need to shake its dust off his shoes because Oxford did not offer him a job, and in consequence he can easily look back on four golden years of widening horizons, untarnished by some final disappointment. And in general our alumni can feel warmly to their alma mater, because their going was of their choosing, and not because they were rudely pushed out of the nest. (shrink)

Existence of state-supported academies of science is a distinctive feature of the fundamental-science organization in Ukraine. Their research staff is divided into two groups: (i) personal members (academicians and corresponding members) and the rest of the researchers. First-group members have numerous economic and status privileges. It is officially purported that personal members are scientifically qualified than their colleagues. We analyzed this hypothesis on the basis of international indicators of the scientifi c activity (numbers of publications in the international (...) peer-reviewed journals and citations in them). The indicators testify that there are no distinctions between representatives of both groups being of the same age and qualifi cation. A conclusion is made that the lifelong privileges of the first group are ill-founded. (shrink)

This work is a historical study of the philosophical writings emerging from Imperial Russia's theological "academies" – Orthodoxy’s higher educational institutions that ran parallel to the secular universities – from their inception to the aftermath of the Bolshevik Revolution. Unlike with nineteenth century Russian revolutionary thought, there are few secondary studies of the philosophical works stemming from the academies. These philosophical works focused on ontology and, as such, stand in sharp contrast to the shift toward epistemology in that (...) century as happened in Germany. Another feature of the "academy" philosophies was the continual and explicit attempt to set themselves apart from the pervasive "subjectivism" of Western philosophical systems, although a largely unacknowledged influence persisted. At no time did the academy philosophers look to rational inquiry for more than an assist in understanding their theology. Instead they appealed to tradition and to an alleged direct insight into religious truths at the expense of logic and rational argument. The ultimate result was the pecular historical insularity of their community and concomitantly a subservience to the political state, traits that persist to this day. (shrink)

Contrary to the received wisdom, this article defends the idea of mandatory citizenship for immigrants. It suggests that the current asymmetry in the distribution of political obligations between native-born citizens and immigrants is unfair. It also argues that mandatory citizenship is required by the principle that those who persistently affect others should share a democratic setting. (...)
