In this essay, I will examine how technological progress affects the responsibilities of human agents. To this end, I will distinguish between two interpretations of the concept of responsibility, viz. responsibility as attributability and substantive responsibility. On the former interpretation, responsibility has to do with the idea of authorship. When we say that a person is responsible for her actions we mean that she is to be seen as the author of these actions. They can be attributed to (...) her, such that she can be normatively appraised – i.e. blamed, praised, etc. – on that basis. In discussing this kind of responsibility I will show that the responsibility of human agents tends to increase as their technologies progress. This claim is often taken for granted, but seldom clarified and argued for. I will give it a clear interpretation and provide a semi-formal reasoning that supports it. The second interpretation of responsibility that I will discuss is substantive responsibility. It has to do with the normative demands that confront us with what we are required to do. I will argue that technological change can affect, firstly, what our substantive responsibilities are on a case-by-case basis. Secondly, I will try to show that it can affect the way we think about our substantive responsibilities at the level of theoretical normative ethics. (shrink)

Nicholas Rescher examines a number of controversial social issues using the intellectual tools of the philosopher, in an attempt to clarify some of the complexities of modern society, technology, and economics. He elucidates his thoughts on topics such as: whether technological progress leads to greater happiness; environmental problems; endangered species, costly scientific research on the frontiers of knowledge, medical/moral issues on the preservation of life; and crime and justice, among others.

As the world of technology increasingly intersects with humanity, one name stands out as a guide in this complex and ever-changing territory: James Hughes. In this interview, we had the opportunity not only to learn more about the author’s thinking and expertise, but also to explore the perspectives he brings on the technological future.

The rural general, work, polytechnic school holds a prominent place in the life of the modern socialist village. As one of the sources from which collective and state farms get trained personnel, equipment operators, for example, the rural school is meant to train a comprehensively developed younger generation capable of creatively applying to its work the latest achievements of science, engineering, and progressive technology and of presenting models of a communist attitude toward work.

The new gene-editing tool, CRISPR-Cas9, been described as “revolutionary” This paper takes up the question of what sense, if any, might this be true and why it matters. I draw from the history and philosophy of technology to develop two types of technological revolutions, 1985). One type of revolution involves a technology that enables users to change a generatively entrenched structure. The other type involves a technology that works within a generatively entrenched structure, but as a result of incremental (...) improvement becomes the “new normal” technology for a community, 1985). In what follows, I argue that if CRISPR-Cas9 is revolutionary at all – and I do not take a stand on the issue – it is in becoming the “new normal” molecular technology across biology labs. By contrast, a technology that has the potential of being revolutionary in Wimsatt’s sense is the orthogonal tRNA technique developed by Peter Schultz’ synthetic biology lab. Whether or not CRSIPR-Cas9 or the orthogonal tRNA technologies are revolutionary, I propose to treat these two types of putative revolutions as distinct types of technological innovation. I argue further that observing distinctions between types of technological innovation can be useful for tracking the epistemic and normative consequences that technology raises. (shrink)

The basis of our economic power is coming to be industry with its numerous branches and a socialist agriculture organized on a large scale, advanced science, and skilled corps of workers, experts in (...) technology, and managers. Incomparably higher levels of the economy, of socialist social relationships, of culture, and of the consciousness of the broad masses of the workers are being attained. The article investigates the significance of time, the nature of capital, and the role of technological progress in economic processes. The presented analysis of the three economic categories makes use of the theoretical achievements of notable representatives of the Austrian School of Economics, for whom a creative entrepreneur was the main protagonist of the interactions taking place in the economy. The above-mentioned economic categories, taken together, are for him the foundation of human activity. The time factor is of (...) great importance for man – individuals constantly analyse historical events so as to attain success in contemporary economic reality, and in the future. Capital is the basis for economic calculation, which underpins all entrepreneurial activity. Humanity at the Crossroads attempts to answer questions regarding the effect of technological progress on our lives. This book concludes that the very technology which threatens to destroy us, not merely its more favorable offshoots, is itself the catalyst for that better world we may yet hope to inhabit.

Holography, the three-dimensional imaging technology, was portrayed widely as a paradigm of progress during its decade of explosive expansion 1964–73, and during its subsequent consolidation for commercial and artistic uses up to the mid 1980s. An unusually seductive and prolific subject, holography successively spawned scientific insights, putative applications and new constituencies of practitioners and consumers. Waves of forecasts, associated with different sponsors and user communities, cast holography as a field on the verge of success—but with the dimensions of success (...) repeatedly refashioned. This retargeting of the subject represented a degree of cynical marketeering, but was underpinned by implicit confidence in philosophical positivism and faith in technological progressivism. Each of its communities defined success in terms of expansion, and anticipated continual progressive increase. This paper discusses the contrasting definitions of progress in holography, and how they were fashioned in changing contexts. Focusing equally on reputed ‘failures’ of some aspects of the subject, it explores the varied attributes by which success and failure were linked with progress by different technical communities. This important case illuminates the peculiar post-World War II environment that melded the military, commercial and popular engagement with scientific and technological subjects, and the competing criteria by which they assessed the products of science. The themes and topics of these eight essays are various. Two common threads run through them, though, and provide a tenuous unity. One thread, the basis for their claim to unpopularity, is their emphasis upon negative aspects of technological progress. The other is their philosophical character which, as described by the author, is not so much to resolve problems as "to raise questions, to sharpen our focus on the issues, and to indicate considerations that must be taken into (...) account". In the 17th-19th centuries human society formed the understanding of scientific and technological progress as continuous improvement of society and nature on the basis of the growing capacity of scientific knowledge of the world. This belief in continuous scientific and technological progress, absolutisation of a value-free scientific research, illusion of actual «creatability» of the world on the basis of the obtained knowledge resulted in emergence of a scientific religion, based mostly on the belief in the power (...) of scientific knowledge and the progressive character of technological activity, grounded on this knowledge. There appeared an illusion that if technology has made the Man of an animal, then, combined with science, it could make God of the Man, the Creator of not only artefacts but of the matter, nature and life as well. There is no insuperable barrier, neither in experimental physical science nor in engineering, between the Natural and the Artificial (the "second nature" created by human activity). From the Natural point of view, any natural or technical system is regarded as a self-contained object, an organismdeveloping in accordance with its own internal laws, whereas the Artificial point of view considers it a mechanism designed as a result of human activity. The task of philosophy is to open new possible worlds, new understanding of the world, to make them the people’s outlook and then embody them in reality. This fact inevitably influences philosophy of technology that is due to become not only a philosophic study of scientific and technological progress but also a new philosophy of technological sustainable development in the global world. The purpose of the article is to study the importance of Pushkin's work in the age of scientific and technological progress, to identify and analyze the moral values that accompany the work and personality of Alexander Pushkin and are particularly relevant to our time. The article discusses the moral values of honor and dignity, the ratio between good and evil, concepts of duty, justice, love and friendship, happiness, freedom, creativity, patriotism, national idea, peoples’ friendship and the problem of (...) preserving Russian language in modern Russia. The article is written through the prism of interpretation of Pushkin’s creativity by Russian philosophers abroad and modern philosophers. The article deals with the problem of using neural networks that make it possible to reproduce the style of A. S. Pushkin. The author concludes about the relevance of the work of A. S. Pushkin in our days. The issues of preserving spirituality, moral values, national identity, and optimistic Renaissance perception of the world, of understanding the beauty of life, remain relevant and in demand in modern age of rapid scientific and technical progress, both in Russia and in the world. In recent decades, more and more works have appeared, the authors of which are trying to predict possible scenarios for the future development of mankind. This article discusses 5 such scenarios: F. Fukuyama believes that all peoples and countries of the globe in the XXI century will develop in the direction of building a liberal-democratic society; Representatives of the Club of Rome in their latest report, based on statistical data of industrial development, substantiate the idea that by the middle of (...) the XXI century. the Earth’s biosphere will become unsuitable for human life and humanity will begin to die out; representatives of the transhumanist movement in their “Manifesto” set themselves the goal of replacing the human biological body with an artificial body by 1245 and thereby saving people from diseases, from old age and even from death itself; English economist D. Susskind in his book “The Future Without Jobs” predicts that in the next two to three decades, robots and artificial intelligence will force people out of all areas of production and discusses the question of how people who are deprived of the opportunity to work will live; Finally, the Israeli historian Yu.N. Harari in his extensive work “Homo Deus” paints a picture of the fact that scientific and technological progress will turn “reasonable man” into “divine man” in the near future. Assessing all these scenarios for the future development of mankind, one involuntarily comes to the conclusion that they all speak of the death of mankind in the near future. (shrink)

One of the interesting aspects of Russian self‐definition in opposition to the West is its attitude toward Western science. Russian distrust of scientific and technological progress in the West is an important force shaping contemporary Russian identity. This article touches on these issues in four parts. The first section characterizes two main conservative circles that are active in today's disputes over the significance of scientific development for Russian identity. The second demonstrates certain Russian contemporary concerns related to scientific (...) and technological progress, which will enable us to explain the position of the Russian Orthodox Church. The third section presents the political, religious, and identity context for the suspicion toward science expressed by Russian conservatives. The final section, on the other hand, discusses the way in which Russian Orthodox neoconservatism uses Orthodox anthropology to raise suspicion toward scientific and technological achievements. How should we handle ethical issues related to emerging science and technology in a rational way? This is a crucial issue in our time. On the one hand, there is great optimism with respect to technology. On the other, there is pessimism. As both perspectives are based on scarce evidence, they may appear speculative and irrational. Against the pessimistic perspective to emerging technology, it has been forcefully argued that there is a status quo bias (SQB) fuelling irrational attitudes to emergent (...) science and technology and greatly hampering useful development and implementation. Therefore, this article starts by analysing the SQB using human enhancement as a case study. It reveals that SQB may not be as prominent in restricting the implementation of emergent technologies as claimed in the ethics literature, because SQB (a) is fuelled by other and weaker drivers than those addressed in the literature, (b) is at best one amongst many drivers of attitudes towards emergent science and technology, and (c) may not be a particularly prominent driver of irrational decision‐making. While recognizing that SQB can be one driver behind pessimism, this article investigates other and counteracting forces that may be as strong as SQB. Progress bias is suggested as a generic term for the various drivers of unwarranted science and technology optimism. Based on this analysis, a test for avoiding or reducing this progress bias is proposed. Accordingly, we should recognize and avoid a broad range of biases in the assessment of emerging and existing science and technology in order to promote an open and transparent deliberation. A new argument has been made against moral enhancement by authors who are otherwise in favour of human enhancement. Additionally, they share the same evolutionary toolkit for analysing human traits as well as the belief that our current morality is unfit to deal with modern problems, such as climate change and nuclear proliferation. The argument is put forward by Buchanan and Powell and states that other paths to moral progress are enough to deal with these problems. Given the likely (...) costs and risks involved with developing moral enhancement, this argument implies moral enhancement is an unpromising enterprise. After mentioning proposed solutions to such modern problems, I will argue that moral enhancement would help implement any of them. I will then detail Buchanan and Powell’s new argument disfavouring moral enhancement and argue that it makes too bold assumptions about the efficacy of traditional moral progress. For instance, it overlooks how that progress was to achieve even in relatively successful cases such as the abolition of slavery. Traditional moral progress is likely to require assistance from non-traditional means in order to face new challenges. (shrink)

The middle of the century witnessed a new revolution in science and technology which brought about radical changes in economic production and everyday life, which brought nature under further control on our planet and ventured into outer space. This volume collects selected papers delivered at the 15th Conference of the International Society for Utilitarian Studies, which was held at Karlsruhe Institute of Technology in July 2018. It includes papers dealing with the past, present, and future of utilitarianism – the theory that human happiness is the fundamental moral value – as well as on its applications to animal ethics, population ethics, and the future of humanity, among other topics.

This article examines the social, technological, and energy limits to growth from a historical perspective. Various suggestions to surmount these limits are evaluated and found to be wanting, especially in the face of a rapidly evolving energy crisis as the era of oil comes to an end. It concludes that there are genuine reasons to be concerned about the human prospect.
