Governance theory in political science and international relations has to adapt to the onset of an increasingly digital society. However, until now, technological advancements and the increasing convergence of technologies outpace regulatory efforts and frustrate any efforts to apply ethical and legal frameworks to these domains. This is due to the convergence of multiple, sometimes incompatible governance frameworks that accompany the integration of technologies on different platforms. This theoretical claim will be illustrated by examples such as the integration of technologies (...) on the “human platform” as it is referred to in the case of enhanced soldiers. Hence, successful governance might require new approaches borrowed from a distant relative, namely cybernetics. Insights gained from cybernetics for governance theories might be able to give guidance for a more efficient and adaptive governance approach that is able to deal with increasing complexity caused by technology and governance convergence. While cybernetics itself might be considered a governance approach, it has had surprisingly little reception in the wider field of governance within the area of social and political sciences. This article will develop cybernetic governance as a set of expandable governance principles that are applicable to an increasingly complex digital and smart society. It thereby tries to further galvanise what could be termed cybernetic governance theory as a subject of worthwhile insights from the combination of otherwise largely the disjoined fields of cybernetics and governance. According to Larry Hickman, John Dewey’s general philosophical project of analyzing and critiquing human experience may be understood in terms of technological inquiry (Hickman 1990, 1). Following this, I contend that technology provides a model for Dewey’s analysis of language and meaning, and this analysis suggests a treatment of linguistic metaphor as a way of meeting new demands of experience with old tools of a known and understood language. In debate with John Caiazza, we clarify the meaning of the terms technology and secular, arguing that technology is not really secular. Only when combined with antireligious secularism do we get the modern techno‐secular worldview. Science is not secular in the strong sense, nor does its practice automatically lead to the techno‐secular. As a complete worldview, techno‐secularism is antireligious, but it also is dehumanizing and destructive of our environment. As societies become increasingly technologised, the need for careful and critical assessment rises. However, attempts to assess or normatively evaluate technological development invariably meet with an antinomy: both structurally and historically, technologies display multistable possibilities regarding uses, effects, side effects and other outcomes. Philosophers, usually expected to play applied ethics roles, often come to the scene after these effects are known. But others who participate at the research and development stages find even more difficulties with prognosis. Recent work on ‘revenge’ (...) effects (Tenner) and negative side effects (Kevles) are examined, as well as several cases of philosophers in ‘R&D’ roles. This book offers a systematic framework for thinking about the relationship between language and technology and an argument for interweaving thinking about technology with thinking about language. The main claim of philosophy of technology—that technologies are not mere tools and artefacts not mere things, but crucially and significantly shape what we perceive, do, and are—is re-thought in a way that accounts for the role of language in human technological experiences and practices. Engaging with work by Wittgenstein, Heidegger, (...) McLuhan, Searle, Ihde, Latour, Ricoeur, and many others, the author critically responds to, and constructs a synthesis of, three "extreme", idealtype, untenable positions: only humans speak and neither language nor technologies speak, only language speaks and neither humans nor technologies speak, and only technology speaks and neither humans nor language speak. The construction of this synthesis goes hand in hand with a narrative about subjects and objects that become entangled and constitute one another. Using Words and Things thus draws in central discussions from other subdisciplines in philosophy, such as philosophy of language, epistemology, and metaphysics, to offer an original theory of the relationship between language and technology centered on use, performance, and narrative, and taking a transcendental turn. _Ever since Descartes singled out the ability to use natural language appropriately in any given circumstance as the proof_ _that humans – unlike animals and machines – have minds, an idea that Turing transformed into his well-known test to_ _determine whether machines have intelligence, the close connection between language and cognition has been widely_ _acknowledged, although it was accounted for in quite different ways. Recent advances in natural language processing, as_ _well as attempts to create “embodied conversational agents” which couple (...) language processing with that of its natural_ _bodily correlates (gestures, facial expression and gaze direction), in the hope of developing human-computer interfaces_ _based on natural – rather than formal – language, have again brought to the fore the question of how far we can hope_ _machines to be able to master the cognitive abilities required for language use. In this paper, I approach this issue from a_ _different angle, inquiring whether language can be viewed as a “cognitive technology”, employed by humans as a tool_ _for the performance of certain cognitive tasks. I propose a definition of “cognitive technology” that encompasses both_ _external (or “prosthetic”) and internal cognitive devices. A number of parameters in terms of which a typology of_ _cognitive technologies of both kinds can be sketched is also set forth. It is then argued that inquiring about language’s_ _role in cognition allows us to re-frame the traditional debate about the relationship between language and thought, by_ _examining how specific aspects of language actually influence cognition – as an environment, a resource, or a tool. One of the central factors influencing the process and the outcome of technology transfer is the nature of the technology being transferred. This paper identifies and discusses the main characteristics of Artificial Intelligence (AI) technology from the point of view of international technology transfer. It attempts to indicate the peculiarities of AI in this context and move towards a framework to assist recipient decision makers in optimising the formulation of their policies on AI technology transfer.

The basic thesis of this paper is that communication is a fundamental activity of all human practices and that identity is constructed with the help of communication. Defining identity cannot be explained and understood exclusively from the standpoint of philosophy, sociology, political science or psychology. Given that the Latin root of the word communication, communio, refers to community, we can say that communication as a science best covers the relationships that people establish within the community such as schools, families, work (...) environment, social networks and forums. The activity of communication is the establishment of a community, i.e., sociability. To communicate means to unite something - to bring one?s actions into harmony with the community and with social life. In that sense, communication is in its essence a transition from the individual to the collective. In addition, any specific form of communication depends on the wider cultural and socio-political environment in which modern people operate. This paper aims to explore the impact of technology on individual identity, to answer questions about whether robots can have the same characteristics as personalities, and whether, and in what way, machines have an impact on people. The reason for asking such questions is the decision of the Committee on Legal Affairs of the European Parliament to pass a law that will grant autonomous robots the status of?electronic personalities?. Gunter Anders' Philosophy of Technology is the first comprehensive exploration of the ground-breaking work of German thinker Gunter Anders. The empirical turn, understood as a turn to the artifact in the work of Ihde, has been a fruitful one, which has rightly abandoned what Serres and Latour call “the empire of signs” of the postmoderns. However, this has unfortunately implied too little attention for language and its relation to technology. The same can be said about the social dimension of technology use, which is largely neglected in postphenomenology. This talk critically responds to Ihde and Stiegler, and sketches (...) a Wittgensteinian inroad to a more holistic and transcendental revision of postphenomenology which does not turn away from the artifact but places it in a wider social context and asks the question regarding the relation between language and technology. Finally, since the earth may be the ultimate condition of possibility, it is asked what this language-sensitive and transcendental approach may imply for rethinking our human position and agency in the Anthropocene. An analysis of Heidegger’s philosophy of technology.

BackgroundDecision-making in initiating life-sustaining health technology is complex and often conducted at time-critical junctures in clinical care. Many of these decisions have profound, often irreversible, consequences for the child and family, as well as potential benefits for functioning, health and quality of life. Yet little is known about what influences these decisions. A systematic review of reasoning identified the range of reasons clinicians give in the literature when initiating technology dependence in a child, and as a result helps (...) determine the range of influences on these decisions.MethodsMedline, EMBASE, CINAHL, PsychINFO, Web of Science, ASSIA and Global Health Library databases were searched to identify all reasons given for the initiation of technology dependence in a child. Each reason was coded as a broad and narrow reason type, and whether it supported or rejected technology dependence.Results53 relevant papers were retained from 1604 publications, containing 116 broad reason types and 383 narrow reason types. These were grouped into broad thematic categories: clinical factors, quality of life factors, moral imperatives and duty and personal values; and whether they supported, rejected or described the initiation of technology dependence. The majority were conceptual or discussion papers, less than a third were empirical studies. Most discussed neonates and focused on end-of-life care.ConclusionsThere is a lack of empirical studies on this topic, scant knowledge about the experience of older children and their families in particular; and little written on choices made outside ‘end-of-life’ care. This review provides a sound basis for empirical research into the important influences on a child’s potential technology dependence. (shrink)

The ongoing debate on the ethics of self-driving cars typically focuses on two approaches to answering such questions: moral philosophy and social science. I argue that these two approaches are both lacking. We should neither deduce answers from individual moral theories nor should we expect social science to give us complete answers. To supplement these approaches, we should turn to political philosophy. The issues we face are collective decisions that we make together rather than individual decisions we make in light (...) of what we each have reason to value. Political philosophy adds three basic concerns to our conceptual toolkit: reasonable pluralism, human agency, and legitimacy. The decolonial theory understands that Western Modernity keeps imposing itself through a triple mutually reinforcing and shaping imprisonment: coloniality of power, coloniality of knowledge, and coloniality of being. Technical design has an essential role in either maintaining or overcoming coloniality. In this article, two main approaches to decolonizing the technical design are presented. First is Yuk Hui’s and Ahmed Ansari’s proposals that, revisiting or recovering the different histories and philosophies of technology produced by humankind, intend to decolonize the minds (...) of philosophers and engineers/architects/designers as a pre-condition for such decolonial designs to take place. I call them top-down approaches. Second is some technical design initiatives that, being developed alongside marginalized/subalternate people, intend to co-construct decolonial sociotechnical solutions through a committed, decolonizing, and careful dialog of knowledge. I call them bottom-up approaches. Once that is done, the article’s second half derives ontological, epistemological, and political consequences from the conjugation of top-down and bottom-up approaches. Such consequences challenge some established or not yet entirely overcome understandings in the philosophy of technology and, in so doing, are meant to represent some steps in PT’s decolonization. Even though both top-down and bottom-up approaches are considered, the article’s main contributions are associated with decolonial technical design practices, whose methodologies and outcomes are important study cases for PT and whose practitioners can be taken as inspiring examples for philosophers who want to decolonize/enlarge PT or make it decolonial. Martin Heidegger and Emanuele Severino reflected on the meaning of technology more than anyone else in the twentieth century. Their philosophies are irreconcilable. They converge on this simple recognition and its implications: techno‐science dominates our time. But they disagree even on the interpretation of this domination. Exploring this disagreement will help us understand the leading dynamics of our civilization. Therefore, the intention in this paper is to unveil, for English speakers, the value of Severino’s philosophy in relation to Heidegger (...) and the meaning technology. We will see that, ultimately, their disagreement concerns the originary truth of Being and has repercussions on how they conceptualize technology and the possibility of redemption from it. Heidegger indicated the letting‐be of beings in their freedom as the possible path beyond technology. Severino saw Heidegger’s indication as destined to remain trapped in technology itself. If we understand why this was so – from Severino’s point of view – this may open a new path for us: the path of day, the path that may truly lead beyond technology. The aim of this paper is, finally, to indicate one reason why delving into Severino’s works is truly worthwhile: if it is possible for the truth to unveil itself beyond willing – where Heidegger couldn’t see – then Severino’s works may the place where this possibility appears in coherent conceptual form. Information and communication technology is changing many aspects ofhuman endeavour and existence. This is beyond dispute for most. Whatare contested are the social and ethical implications of thesechanges. Possible sources of these disputes are the multiple ways inwhich one can conceptualize and interpret the informationtechnology/society interrelationship. Each of these ways ofconceptualization and interpretation enables one to see theinformation technology/society relationship differently and thereforeconstrue its social and ethical implications in a different manner. Atthe center of this technology/society interrelationship (...) we find manycomplex questions about the nature of the human, the technical,agency, autonomy, freedom and much more. This is indeed a vastintellectual landscape, which can obviously not be explored here inits fullness. This entry is about just one particular perspective onthis landscape. It is primarily concerned with the phenomenologicalapproach to interpreting information technology and its social andethical implications. It should be noted from the start that there isnot a unified phenomenological tradition or approach to informationtechnology in particular, or other phenomena more generally. Thephenomenological tradition consists of many different approaches thatshare certain characteristics but not all. We may however suggest, with Don Ihde,that they all accept that “phenomenology investigates theconditions of what makes things appear as such [as that which we takethem to be].” Differently stated, phenomenology suggests thatthere is a co-constitutive relationship between us and the phenomenawe encounter in our engagement with the world. In this sensephenomenologists would suggest that to understand thetechnology/society relationship we need to reveal how theyco-constitute each other—i.e. draw on each other for theirongoing meaning and sense. We will elaborate more precisely what thismeans in section 2 below. However, in order to understand the distinctiveness of thephenomenological approach other possible ways of interpreting thistechnology/society relationship will also be outlined brieflybelow., It can be said that information technology has become in a very realsense ubiquitous. Most everyday technologies such as elevators,automobiles, microwaves, watches, and so forth depend onmicroprocessors for their ongoing operation. Most organizations andinstitutions have become reliant on their information technologyinfrastructure to a lesser or greater degree. Indeed informationtechnology is seen by many as a cost-efficient way to solve amultitude of problems facing our complex contemporary society. One canalmost say that information technology has become construed as thedefault technology for solving a whole raft of technical and socialproblems such as health provision, security, governance, etc. Onecould also argue that it has become synonymous with society’sview of modernization and progress. For most it seems obvious thatinformation technology has made it possible for humans to continue toconstruct increasingly complex systems of coordination and socialordering—systems without which contemporary society would not beable to exist in its present form. To say the least, we, ascontemporary human beings, have our manner of being made possiblethrough a rather comprehensive entanglement with information andcommunication technology. Indeed, the economic, organizational andsocial benefit of information technology is not widely disputed. Thedispute is more often about the way information technology is changingor transforming the social domain, and in particular, the ethicaldomain. This dispute is largely centered around different ways ofconceptualizing and interpreting the nature of our entanglement withinformation technology. This debate is not merely an academic debateabout different and competing theoretical ‘models.’Rather, these different ways of conceptualizing it is central to ourunderstanding of how we go about managing our increasingly entangledrelationship with information technology.
