    This paper addresses the issue of operationalizing, or quantifying, sustainable development as a practical guideline for day-to-day environmental policy-making. Specifically, it amplifies the concept with the nicotine utilization hypothesis (NUH), which opposes the nicotine withdrawal hypothesis (NWH).
