Republicanism gives non-domination a central role. However, the modes of domination change over time. Expertise and anticipation have gained growing relevance in this respect. An emergent form of anticipation is pre-emption. This represents a peculiar ‘politics of time’, whereby an eschatological event is set and continuously postponed, past, present and future are no longer sequentially connected, and change reproduces the ruling order. Mainly addressed in relation to the military and security, pre-emption plays a growing role in the environmental field. The (...) paper discusses three examples: human enhancement, responsible innovation and the ‘ecomodernist’ take on the Anthropocene thesis. In all cases, what is promised on one side – respectively, empowerment, participation and care for nature – is denied on the other, hampering a transformative green politics. To circumvent this deadlock the paper explores the connection between non-domination and inoperosity. The latter does not mean passivity, resignation, but action free from the compulsion to achieve and expand. Non-domination requires recognition of limits as constitutive of the relationship with oneself and the world. On this view, a promising terrain of inquiry for civic republicanism is offered by ‘prefigurative’ mobilizations. (shrink)

The relationship between knowledge and values, experts and lay people, represents a major issue of the debate involving environment and technology. There is a growing awareness that the connection between value commitments and technical solutions, scientific expertise and lay competence, is much more entangled than once was believed. The article deals with this issue by analysing Robert Dahl's `minipopulus' and Silvio Funtowicz and Jerry Ravetz's `extended peer communities' arguments. They are subsequently inserted into the sociological debate which is, at present, (...) considerably influenced by the reflexive modernization framework. As a result, Ulrich Beck's and Anthony Giddens' theories appear as one of four ideal-typical approaches to the social construction of the issues that can be outlined, according to the priority assigned to knowledge versus power and nature versus society. The idea of an `extended peer review' of problems and solutions is remarkably close to the deliberative democracy concept. However, the high level of uncertainty characterizing major environmental and technological questions suggests that a `strong' version of deliberative democracy, such as the Discourse Ethics proposed by Habermas, is untenable in its search for a universal, rational consensus on the normative grounds of action. Thus it is necessary to develop a `weak' interpretation of the extended peer review, exploring the possibility of fair and stable agreements on bounded, practical solutions to bounded, practical problems. Political consumerism is consumer choice beyond self-interest. Allegedly blurring the public–private threshold and overcoming the limits of traditional politics, it epitomizes in many respects late modern governance. Reflecting on the meaning and scope of consumer political agency, scholarship has engaged with the governmentality perspective. Important studies have ensued, together with irresolvable disputes and a neglect of the relationship that consumers establish with their objects of concern. To address this question, and drawing on the philosophical contributions of Roberto Esposito, the article (...) elaborates on the notion of immunization. Being immune means having nothing in common with others, no obligations towards them. This analytical register may significantly broaden our understanding of current changes in political agency. A review of three main issues (responsibility-taking, downshifting, and the public) shows that the paradox of political consumerism – like other forms of governance that replace political obligations with private autonomies – is that it endeavours to (re)establish or strengthen the communal ties while at the same time using immunization as its fundamental resource. Two features characterize new and emerging technosciences. The first one is the production of peculiar ontologies. The human agent is confronted with a biophysical world the contingent, indeterminate character of which does not hamper but expands the scope of purposeful action. Uncertainty is increasingly regarded as a resource for an expanding will rather than a drawback for a disoriented agent. The second feature is that ethics is increasingly considered as the core regulatory means of this messy, ever-changing world. The ambivalences (...) of the ethical government of contingent assemblages are discussed by focusing on the governmentality perspective. The latter helps to make sense of the regulatory alliance between ethics and technoscience. A reflection on Foucault’s account of ethics shows that the emancipatory role of the latter is today hampered by its embroilment with the instrumental reason it aims to govern, nor can older models of ethical commitment find any straightforward application. Mapping the issue in terms of mutual constitution of power, potentiality and possibility gives salience to a particular question: what we are able not to do. (shrink)

The modern outlook on emancipation has made its quest inseparable from a quest for endless enhancement, based on an ever-more intensive exploitation of the biophysical world. This accounts for how unsustainable ways of living are reiterated worldwide, in spite of evidence of their deleterious effects. The underpinnings of unsustainability, and a major impediment to conceiving alternatives, come from an account of the human as ontologically indeterminate, crushed on doing, both vulnerable and powerful towards the world. The impasse of such ambivalence (...) hampers social theory critique, from post-humanist ontologies to the case for degrowth and lifestyle politics. The article outlines a different take on emancipation. An account is provided of form-of-life as a doing tailored to being – not as a self-enclosed monad but as a result of the encounter between own ‘inclination’ and the world. This theoretical perspective discloses a research program on emergent mobilisations. (shrink)

Radical uncertainty plays a major role in the transformation of the social production of knowledge by questioning the centrality of scientific-technical expertise. Important changes are occurring in the discursive and social divisions characterizing the production and management of knowledge, but the ability of these innovations to cope with the challenge of radical uncertainty is doubtful. This seems to call for a reassessment of the forms of knowledge-related social cooperation, but the late modern public sphere does not provide favourable conditions for (...) this endeavour. Is there a way out of this impasse? The answer is difficult and conditional on many factors. However, Dewey's theory of inquiry and of the public sphere may offer a useful standpoint for further investigation. (shrink)

Recent criticisms of traditional understandings of risk, responsibility and the division of labour between science and politics build on the idea of the co-produced character of the natural and social orders, making a case for less ambitious and more inclusive policy processes, where questions of values and goals may be addressed together with questions of facts and means, causal liabilities and principled responsibilities. Within the neo-liberal political economy, however, the contingency of the world is depicted as a source of unprecedented (...) opportunities for human craftsmanship, rather than of possibly unmanageable surprises. Gene technologies offer a vantage point for reflecting on the consequences of the drift from discovery to invention as a master frame in the appraisal of human intermingling with the world. Biotech patenting regulations carve out a sovereign agency which, by crafting nature, also crafts the distinction between the manufactured and non-manufactured world. Difficulties in ascribing responsibility stem as a consequence. It is likely that politics and economy can be democratized and responsibilities rearranged not by ‘democratizing’ knowledge production, but rather the reverse. (shrink)
