Zusammenfassung

Der Terminus ›Wohlfahrtsstaat‹ (engl. welfare state; frz. l’état providence) wurde von William Temple, Erzbischof von Canterbury, in den 1920er Jahren eingeführt, später von ihm als Gegenbegriff zum nationalsozialistischen »warfare state« verwendet und dominiert bis heute in der international vergleichenden Wohlfahrtsforschung, wird aber in öffentlichen Debatten wegen seiner negativen Konnotationen eines allumsorgenden und bevormundenden »nanny state« eher vermieden (Nullmeier 2019, 58). In Deutschland herrschten nach 1945 der schon bei Lorenz von Stein in den 1870er Jahren zu findende Ausdruck ›Sozialstaat‹ und der Ausdruck ›soziale Marktwirtschaft‹ vor (Peterson/Peterson 2013).
