Zusammenfassung:
In der ausgehenden Republik wurden Creta und Cyrenaica zu einer Doppelprovinz vereint. Während ein provinziales koinon in Creta bereits für den Zeitpunkt der Provinzeinrichtung bezeugt ist, fehlen für Cyrenaica mit Ausnahme einer beschädigten Mosaikinschrift aus Kyrene des 2. Jh. n. Chr. explizite Belege einer solchen Institution. Aufgrund der sparsamen Quellenlage äußert ein Großteil der modernen Forschung Zweifel an der Existenz eines provinzialen koinon von Cyrenaica oder verneint eine solche gar gänzlich. Die vorliegende Studie versucht, alle relevanten literarischen, epigraphischen, numismatischen und archäologischen Quellen für die Zeit der Ptolemäer (Mitte des 3. Jh. v. Chr.) bis zur Spätantike (Ende 4. Anfang 5. Jh. n. Chr.) systematisch zusammenzutragen und in Bezug auf ein provinziales koinon kritisch zu hinterfragen. Eine Landtagsorganisation Cyrenaicas scheint in den Quellen mehrfach erwähnt zu sein: etwa als pentapolis oder, nach der Gründung von Hadrianopolis, als hexapolis und später als koinon, ethnos oder unter dem Ethnikon Cyrenenses. Als oberste Landtagsfunktionäre erscheinen Libyarchai und Archiereis. Neben den Zeugnissen zur politischen Vertretung der Provinzialen in Form von Gesandtschaften nach Rom, lassen sich gewichtige Indizien für ein provinziales koinon auch im Kontext der archäologischen Topographie der Polis Kyrene finden, so wie etwa deren Titel als Metropolis sowie provinzweite Kulte und Festspiele zu Ehren des Kaisers, der mit den traditionellen kyrenaischen Hauptgottheiten Zeus Ammon und Apollon assoziiert wurde.
Summary:
Towards the end of the late Republic, Crete and Cyrene formed a „double province“. From that time onwards a Cretan provincial koinon already existed, whilst for Cyrene, explicit attestations of an analogous organisation are still missing, with the exception of a damaged mosaic inscription from the late second century AD. The scarcity of documentary evidence has led most scholars to sceptical, negative or vague views on the existence of a provincial koinon of Cyrene. This paper constitutes the first attempt to collect and systematically analyse all sorts of literary, epigraphic, numismatic and archaeological sources related to a Cyreneian koinon in the period from the Ptolemaic Kingdom (mid 3rd century BC) to Late Antiquity (late 4th to early 5th century AD). A federal institution appears in various forms as pentapolis, or, after the founding of Hadrianopolis, as hexapolis, and further as koinon, ethnos or with the collective ethnic Cyrenenses. The highest officials are designated as libyarchs and, possibly, also archiereis. Besides the political representation of the provincials by sending embassies to Rome, other indications of a provincial koinon are traceable in the topographical context of Cyrene, such as the title metropolis as well as cults and festivals associated with the worship of the Emperor and the traditional divinities of Cyrene, Zeus Ammon and Apollo.

Alla fine dell'età repubblicana Creta e la Cirenaica furono assemblate in una „provincia doppia“. Mentre per Creta è documentato già da allora un koinon provinciale, per la Cirenaica mancano attestazioni esplicite di un'istituzione analoga, se si eccettua un'iscrizione a mosaico di Cirene della fine del II secolo d. C. Tale quadro ha portato la ricerca storica su posizioni scettiche, rinunciatarie o comunque vaghe riguardo alla sua esistenza. Questo contributo rappresenta il primo tentativo sistematico di raccolta e analisi critica di tutti i documenti letterari, epigrafici, numismatici e archeologici riferibili al koinon dall'età tolemaica (metà III secolo a. C.) alla tarda antichità (fine IV–inizio V secolo d. C.). L'istituzione federale è nominata variamente pentapolis o – dopo la fondazione di Adrianopoli nel II secolo d. C. – hexapolis, koinon, ethnos ovvero con l'etnico collettivo Cyrenenses. I suoi presidenti portano il titolo di libiarca e, verosimilmente, archiereus. Oltre alla rappresentanza diplomatica della provincia per mezzo di ambasciate a Roma, sono ricostruibili nel contesto topografico di Cirene, metropolis del koinon, culti, feste e agoni „federali“, il cui fulcro religioso era l'imperatore associato a Zeus Ammone e ad Apollo, divinità tradizionali della Cirenaica.
