국가권력에 저항하는 로컬공동체의 '울력'

본 연구는 호모 사케르의 양상을 통해 국가권력의 폭력적인 통치 논리를 증명하는 연구에서 나아가 호모 사케르를 국가권력에 의한 로컬 해체라는 측면에서 접근하고자 한다. 이를 위해 본 연구는 용산, 거제, 밀양에 주목한다. 로컬은 각각의 역사, 경제, 문화에 따라 서로 다르게 존재해 왔고 그에 따라 국가권력을 내면화하기도, 저항 지점을 마련하기도 하기 때문이다.
용산참사는 국가에 의해 ‘좋은 국민’, 즉 임의로 처분 용이한 개인만 남은 현실을 증명한 것이다. 황정은의 ‘그림자’는 국가권력에 우회해 저항한다. 하지만 ‘그림자’의 저항은 물리적 실체를 갖지 못한다. 로컬은 그림자들이 저항할 수 있는 가장 기본적인 토대이다. 그러나 로컬의 현실은 더욱 열악하다. 국가 경제 성장의 중추인 조선소에 전적으로 의존하고 있는 거제는 오늘날과 같은 경제 위기 상황에 ‘거제 엑소더스’를 피할 길이 없다. 국가독점자본주의, 신자유주의의 폐해는 국가가 공간에 대한 독점적 권력을 행사함으로써 로컬의 공간 주도권, 자율적 능력을 상실하게 만든 것이다. 이제 우리에게 주어진 급선무는 국가독점자본주의의 연장선상(경제환원주의)에 놓인 로컬의 맥락을 전환하는 일이다.
송전탑이 들어서기 전까지 밀양 마을은 한 번도 국가의 중심을 구성하는 내부에 포섭되어 본 적이 없었다. 그러나 국가로부터 ‘내던져짐’과 무관하게 마을 주민들의 삶은 오랜 시간 ‘울력’으로 이어 왔다. 울력은 ‘밀양 할매’들의 송전탑 투쟁이 전 세계적인 ‘탈핵’, ‘탈원전’ 운동과 연대할 수 있는 힘이자 밀양 시민의 주체성을 구성하는 데 크게 영향을 끼치고 있다. 밀양 시민의 주체적 행위는 지자체의 태도, 언론의 보도 방향을 변화시키며 국민을 호모 사케르에서 시민이라는 국가의 핵심 주체로 전환시키고 있다.

This study aims to develop the study aiming to prove aggressive governing logic imposed by state power through the aspects of Homo Sacer further to approach Homo Sacer as local deterioration. In order to achieve such goal the study turns its eyes to Yongsan, Geoje, and Miryang. Locals have existed differently depending on the history, economy, and culture. Oftentimes they would internalize state power or establish a resistance base.
Yongsan disaster is the proof of the reality where disposable individuals randomly selected by state power remain. For the ‘shadow’ to resist it needs a local space for a foundation. Geoje which is the city that relies entirely on ship building industry(state, huge capital) is faced with the risk of local hollow out. The harmful consequence of state monopoly capitalism and neoliberalism is the state wielding exclusive authority over space. Thus the locals are losing their lead and autonomous power. What we need to do is to liberate locals from the grasp of neoliberal sate monopoly capitalism.
Before the introduction of transmission towers the villages of Miryang has never been seized by the inner circle that forms the center of the state. However, the lives of the villagers have continued on as ‘ullyeok’ regardless of being ‘thrown away’ from the state. ‘Ullyeok’ is exerting a significant influence in empowering ‘Miryang’s Grandmas’ to ally with global ‘antinuclear’ movements in their fights against the installation of transmission towers as well as in forming the identity of the citizens of Miryang. The autonomous actions taken by the citizens of Miryang are transforming the people from Homo Sacer to the citizens who are the key players within the state by changing attitude of local government and the direction of the media reports.
