Laurence R. Simon is Director of Policy Analysis for Oxfam America, an international development and relief organization. His formal training has been in philosophy, economic geography and international relations. He is currently working in the area of rural development and agrarian reform and is involved in a 12 country evaluation of land issues. The first phase of this project began 8 months ago in Tanzania and Zimbabwe.
