The role and the place of public organizations in the political system of Ukraine

The authors elucidate the role of NGOs in the political system of Ukraine. Defines the organization under which the author understands the social group that focuses on the achievement of specific objectives and interrelated the formation vysokoformalizovanyh structures based on specialization or division of labor. Presented by criteria of public organizations and their main features (nederzhavnist, government, voluntary, non­commercial (non­profit), public utility). Based on the analysis of scientific literature, summarizes the main characteristics of public organizations and given them the following definition: public organizations ­ voluntary, legal, organized associations, representing the interests of certain segments of the population are under the statute on the basis of government and law. Based on classical and modern views on democracy, the generalization that democratic political system, citizens participate in elections to prove its direct expression, and the government is aware of the need for fair and transparent elections as proof of the legitimacy of his power. It is concluded that the political system of modern Ukraine NGOs play a triple role, providing a steady realization of citizens’ rights, preventing any attempt to influence the process by the government and at the same time guaranteeing the fairness and transparency of the electoral process.
