How Urban Administration Were Misled?

Abstract

City management and urban management in recent years a hot topic in academic research, but many scholars and managers to operate in the city's urban reality-based, meaning nature, followed by the basic theory and other aspects of the problems faced and did not achieve the same views. Although the city management demonstrated in many forms, but its meaning and essence is to enhance the competitiveness of the target city; the theoretical basis of urban management can be from the Tiebout model, reinventing government movement and Breton's concept of competitive government to find ; administered one-sided understanding of urban land and other cities will not only result in resource depletion, increasing the burden on enterprises and the masses and liabilities over the city, but easily induced financial risk; to prevent the city management to go astray, not only need to solve the local government and other powers, powers not problems, improve urban management, legislation, also need to reflect on the city's comprehensive land management ideas, and regulate government behavior and the market order of reconstruction. Urban management has become a hot issue of urban administration and academic studies in recent years. But among so many scholars and practicers, there are no all-agreed views about real conditions, basic topics, theories, and the problems faced to urban management. Although there are a great variety of managerial styles, the targets of them are same, that is to enhance the competitiveness of the cities. The fundamental theories of urban management can be found in the concepts like Modeter Model, Governmental Recreation Move and Britton Competitive Governments. Any short sight on urban management could cause waste or depriving use of resources, load too heavy burden on individuals and enterprises, or incur the city too much debts which will be easyly involved in financial risk. To prevent urban management moving into the wrong road, we have to solve the problems like unbalanced rights of finance and executive, perfect urban administrative legislation, adjust the plan of urban land management, standardize governmental behavior and rebuild market order, etc
