Abstract

Colleges and universities how to use limited funds to do the work of public purchase, is the development of colleges and universities need to address a problem. System of public colleges and universities to purchase and implement the reform of Higher Education, "education" strategy in the context of start-up. Democratic participation in public colleges and universities to buy and supervision of public colleges and universities is an important part of buying the system, after several years of practice and exploration, has made ​​some achievements, there are some problems. From the reform of procurement management system, to expand democratic participation and supervision of the way, form, strengthen the supervision of the principal self-construction, to ensure accountability in place, etc., improve the university's democratic participation in public procurement and oversight mechanisms. How to deal with public purchase perfectly using the limited fund is a problem needing to be solved in the college development. The system of college public purchase came into being under the background of system reform of running a college and the strategy for revitalizing the nation through science and education. Democratic participation and supervision of college public purchase is an important component of the system of college public purchase. In the past few years, although we have obtained a few achievements, there are also some problems. To consummate the mechanism of democratic participation and supervision of college public purchase, we should improve on from the following four aspects: innovating the system of purchase management, expanding the ways and forms of democratic participation and supervision, strengthening the construction of supervising main body, guaranteeing the responsibility to be run, and so on.
