National branding of Ukraine as a vector of its political reform

Abstract

Are considered issues of the formation of the political system of Ukraine in the 1920-30’s of the XX century, analyzed the use of the class-party principle as the tеchnology of formation of representative bodies and implementation of public policy. Attention is paid to the original structure of the political system and the effect of the class-party technology resources on the development of higher education.
