The Challenge of European Union Security Governance

Abstract

On whether the EU is an effective security actors, can secure the three functions: conflict prevention, peace enforcement / peacekeeping, peacemaking, and peace and governance of the three core components: coordination, management, regulation to assess. Safety management is a useful analytical framework, it can be used to study a variety of interaction between actors, but also for the conceptualization of EU security policy is also important. The central aim of this article is to explore whether or not the EU is an effective security actor. To assess the strengths and weaknesses of the EU, three security functions and three core components of governance are applied. Security governance is seen as a helpful framework for studying the interactions between a diverse number of actors and for conceptualizing EU security policy-making in a meaningful way
