Abstract
The article provides the characteristic of the establishment and development of local self-government since Ukraine’s independence and its correspondence to European legal standards. It is revealed that the current development of State of Ukraine is impossible without an effective functioning institution of local self-government as an essential element of the civil society and legal state. The very constitutional and legal basis of the local self-government is called to facilitate the functioning of an effective and competent local self-government that is considered to be a separate form of democracy and an instrument for satisfying Ukrainian citizens’ deeds through the establishment of necessary conditions that provide public services. It is established that the guideline and basis to implement the complex of reforms according to the modernization of the system of public administration, decentralization of state authority as well as functioning of an effective institution of local self-government have to be the European standards of local self-government. It is also established that bringing this long-term reform of local self-government to an end with account of the European legal standards will allow to speak about the confirmation of the realistic civil society and legal state in Ukraine.
