A Comparative Study On The Scope Of Chinese Government Officials

Abstract

Public opinion that the Chinese government "agencies large, overstaffed." By international comparison, the level of economic development, urban and rural social structure, government capacity and functions of the government, government financial resources, the level of civil service pay scale of government officials is a major constraining factor. The size of government officials in China's main problem is not the absolute size is too large, but the proportion of irrational structure and the "run of the excess." Scale study of government officials to break the "number of barriers" mindset, the development of a rational analysis of the government's deep-seated problems, short-term "moderately tight" conditional "moderate expansion", should pay attention to adjust civil servants in government departments the relationship between the ratio. There is a general opinion that Chinese government with bulky organization and overstaffed personnel. However, via international comparative study, this paper indicates that the scope of government servants are mainly affected by the following factors such as the stage of economic development, the structure of urban -rural ratio and social strata, the government capacity, as well as the function and responsibility of government, the constraint of fiscal resources, the payment level of public servant. Presently, the key problem about the scope of Chinese government officials is not oversized in an absolute term, but the irrationality in ratio, structure, and the "operational super-abound". Hence, to study the scope of government officials, we should break the "quantity barrier", conduct reasonable analysis on the deep-level issues of government development. A strategy of "moderately tight-control" in the short-run and "moderately expansion" in the long-run is suggested. Meanwhile, this paper thinks much of adjusting the ration relation of public officials among inter-government departments
