Formation of the network of the Katerynoslav province’s authorities in the XIXth century

Abstract

The article is devoted to the history of the formation of the network of provincial institutions of Katerynoslav province in the 19th century. It was found out that the main goal of bringing the network of provincial institutions in line with the central Russian provinces was the elimination of any differences in the administrative structure of Katerynoslav province. The network of provincial institutions of Katerynoslav province formed in 1802 was constructed on the basis of its territorial division. It was found out that local authorities were formed in accordance with the legislation of the Russian Empire and the example of the central Russian provinces. It was established that the main purpose of the creation and functioning of these institutions was their integration into the state system of the Russian Empire. The article reveals that by the middle of the 19th century the network of provincial institutions has increased significantly. In general, local authorities, established in Katerynoslav province, with some exceptions conformed to the legal acts of the Russian Empire, but, however, had their own peculiarities, both in structure and in functions. In addition, the institutions, the creation of which was regulated by general imperial normative and legal acts, usually formed and began to work in a few years after most of the central Russian provinces. It was clarified that gradually for half a century of the existence of the Katerynoslav province the composition of its provincial institutions was standardized to the all-Russian model, but, however, some institutions were not created yet. The article proves that the provincial authorities of the Katerynoslav province formed throughout the first half of the 19th century, and the integration of the administrative system of the region failed to be implemented at a rapid pace. After the liquidation of Novorossiia gonernance-general, the governor-general in the management of Katerynoslav province took place processes that further equated it with the internal province of the Russian Empire.
