SH: "There's no problem with the reporting of inner states. The problem is that we feel them. The same source that generates the feeling (which, we feel, in turn generates the report of the feeling) can just generate the report directly. If not: how and why not?"

The same source that generates the feeling cannot generate the report of feeling directly because the brain mechanism that is able generate the feeling is significantly different than the brain mechanisms that are able to generate our reports of feelings/inner states/phenomenal content.
