In convential democratic decison making, a contradiction has evolved between the demands of long term planning and democratic participation. In this article I will analyse, in how far new modes of decison making, such as national ethics committees, consensus conferences and participatory policy making on the basis of a precautionary principle, has been succesfull in coping with this contradiction. I will conclude that only participatory policy making could meet.

Praised as a panacea for resolving all societal issues, and self-evidently presupposed as technological innovation, the concept of innovation has become the emblem of our age. This is especially reflected in the context of the European Union, where it is considered to play a central role in both strengthening the economy and confronting the current environmental crisis. The pressing question is how technological innovation can be steered into the right direction. To this end, recent frameworks of Responsible Innovation (RI) focus (...) on how to enable outcomes of innovation processes to become societally desirable and ethically acceptable. However, questions with regard to the technological nature of these innovation processes are rarely raised. For this reason, this paper raises the following research question: To what extent is RI possible in the current age, where the concept of innovation is predominantly presupposed as technological innovation? On the one hand, we depart from a post-phenomenological perspective to evaluate the possibility of RI in relation to the particular technological innovations discussed in the RI literature. On the other hand, we emphasize the central role innovation plays in the current age, and suggest that the presupposed concept of innovation projects a techno-economic paradigm. In doing so, we ultimately argue that in the attempt to steer innovation, frameworks of RI are in fact steered by the techno-economic paradigm inherent in the presupposed concept of innovation. The identification of plausible epistemic approaches in science as well as the social problem definitions with which scientists implicitly work is essential for the quality of a deliberative public policy. While responding to the Nanofutures project, I will reflect on the essential elements of such a policy.

The concept of innovation defines our age. It fuels the global economy, promises a sustainable future, and stands at the heart of our interconnected society. On the one hand, the concept of innovation is widely presupposed in terms of the commercial value it generates. As claimed in the tradition of economic analysis, innovation is characterized by its competitive dynamics and primarily directed at developing marketable products and services. On the other hand, the reality of today’s global issues, such as climate (...) change and food security, urges innovation to generate societal value beyond mainstream economic incentive. To this end, the EU policy discourse has paved the way for Responsible Innovation. The core idea here is to steer innovation processes towards societally desirable outcomes, specifically in response to the ‘grand challenges’ of our time. Under the sway of ‘science with and for society’, the hypothesis is that innovation can only respond to the needs and ambitions of society by including all its actors throughout the process. However, while much effort is dedicated to governing innovation, little thought goes to what innovation itself means conceptually. What understanding of innovation underpins the framework of RI? What implications, if any, does this have for the ambition to achieve RI? These are important questions to raise as they enable critical reflection on the relation between responsibility and innovation, broadly speaking. Does the ‘R’ in RI entail an application of ethical keys to an already existing concept of innovation, or does it require us to rethink the concept of innovation altogether? After providing a general introduction in chapter 1 on the context of the dissertation and its main research objectives, chapter 2 shows how RI emerged from a longer history of efforts to incorporate ethical dimensions in new and emerging technologies, such as Technology Assessment and Science and Technology Studies. While similar to its precursors in prioritizing ethical concerns, RI clearly distinguishes itself by shifting from an ethics of constraints to an ethics of construction. The chapter continues to show that such an approach comes with an epistemic challenge, a political challenge, and a conceptual challenge. Through an extensive analysis of policy documents and academic literature, chapter 3 breaks open the concept of innovation in the RI discourse. Firstly, it demonstrates that the RI discourse tends to presuppose a techno-economic concept of innovation, as coined by the terms ‘technological innovation’ and ‘commercialized innovation’. Secondly, it provides a historical analysis to show that the concept of innovation was originally politically oriented and had little to do with the way in which it is commonly understood today. Thirdly, it discusses the implications of a techno-economic concept of innovation for achieving the ideal of RI and brings into question whether the political origins of innovation may inspire an alternative route. Chapter 4 engages with the philosophy of technology to assess the feasibility of RI at both an ontic and ontological level. While innovation at the ontic level refers to concrete innovative artefacts, innovation at the ontological level refers to the mode through which these artefacts are seen, understood, and created. At the ontic level, RI is shown to play a significant role in steering emerging technologies towards societally desirable outcomes. Even so, at the ontological level, the question is whether the ideal of RI is feasible insofar its scope is limited to governing a techno-economic concept of innovation. Parallel to Martin Heidegger’s view of technology as Enframing, this chapter denotes that in trying to govern a techno-economic concept of innovation, the RI discourse remains subject to its dominance. This in turn explains why, at the operational level, RI is often employed for mere strategic and instrumental purposes, while falling short on its promoted ambitions. Chapter 5 articulates an orientation shift from a techno-economic concept of innovation towards a political concept of innovation in the RI discourse. To this end, the chapter distinguishes between weak RI, which seeks to govern a techno-economic concept of innovation through an applied set of ethical dimensions; and strong RI, which seeks to conceive a political concept of innovation beyond techno-economic ideology and practice. Inspired by the work of Hannah Arendt, the chapter establishes a political concept of innovation that actualizes the human capacity for speech and action, inspires radical novelty, and empowers the public sphere. In doing so, the chapter concludes that strong RI is principally a plural undertaking which guards individual opinion from collective opinion; enables a physical and symbolic openness that genuinely activates citizenry; and stimulates performative speech. The final chapter, chapter 6, briefly recaps the main research objectives and takes stock of the insights gained. It concludes that the contribution of this dissertation does not reside in the concern with the techno-economic ideology of innovation as such – a concern which RI in fact already expressed when it first emerged – but more so in the ontological critique to the idea that this ideology can somehow be overpowered through governance and regulation. The rehabilitation of an ontological dimension in RI in turn provides a new perspective to the philosophy of technology, which over the years has taken a course away from ontological viewpoints. Moreover, the chapter elaborates on how a political concept of innovation adds depth to the foundational claims of RI. Based on these conclusions, the chapter reflects on a range of broader insights, particularly in relation to the philosophy of innovation and the ethics of socially disruptive technologies. In sum, this dissertation politicizes the RI discourse precisely in the way it was originally envisioned, that is, through conceptualizing innovation as a fundamentally political matter. In this view, politics is not merely an extension of RI but is itself the condition of RI; it is what enables innovation to genuinely serve the public good. (shrink)

The present work is substantially the same as the content of the second series of lectures, then advertised under the not very adequate title 'Values'. Die letzteren werden nicht durch Definitionen eingeführt, sondern durch Postulate zweier Arten, nämlich theoretische Postulate, zum Beispiel Grundgesetze der Physik, und Korrespondenzpostulate, die die theoretischen Terme mit Beobachtungstermen verbinden. Wie schon Hilbert gezeigt hat, können in dieser Weise sowohl die Mathematik als auch die theoretische Physik als ungedeutete Kalküle aufgestellt werden. Es wird hier kurz erklärt, dass durch diesen Aufbau auch den mathematischen Termen (...) eine Bedeutung beigelegt wird. Die theoretischen Terme erhalten durch die Korrespondenzpostulate wenigstens eine unvollständige Deutung. Es wird gezeigt, wie die Unterscheidung von analytischen und synthetischen Sätzen auch für die theoretische Sprache definiert werden kann.Among the non‐logical constants of the language of science two kinds are distinguished, the observation terms and the theoretical terms . The latter terms are introduced, not by definitions, but by postulates of two kinds, theoretical postulates, e.g., basic laws of physics, and correspondence postulates which connect the theoretical terms with observation terms. As Hilbert has explained, both mathematics and theoretical physics can in this way be constructed in the form of uninterpreted calculi. It is here briefly indicated that by this method of construction also the mathematical terms have meanings assigned to them. The theoretical terms obtain at least an incomplete interpretation by means of the correspondence postulates. It is shown how the distinction between analytic and synthetic sentences can be defined also for the theoretical language. (shrink)

The Hermotimus is Lucian’s longest piece of writing, surpassing even the two books of the True Tales, and at the same time his most successful effort to recreate the style and atmosphere of a Platonic dialogue, filled with a new—and for Lucian uncharacteristically serious—content, namely a sustained attack on “dogmatic” philosophical schools (the “haireseis” of its subtitle) and, inversely, a ringing endorsement of the tenets of Pyrrhonian Scepticism.... Dietrich von Hildebrand, widely regarded as one of the great Catholic philosophers of the 20th century, is well-known for his numerous books, but, until this present work, not much has been known of his remarkable and inspiring life. Written by his wife, Alice, also a highly respected Catholic thinker, this is a fascinating, moving and, at times, gripping account of a truly great man of the Church who suffered much for the faith. Based on a very long "letter" Dietrich wrote (...) to his wife late in his life, it tells his story from his glorious youth with a unique intellectual and cultural formation, his coversion to Catholisism, his great passion for truth and beauty, his extensive writing on Christian philosophy and theology, and his steadfast, determined opposition to Nazism that made him a marked man who miraculously escaped execution. This paper responds to the Radical Behavioral Challenge to normative business ethics. According to RBC, recent research on bounded ethicality shows that it is psychologically impossible for people to follow the prescriptions of normative business ethics. Thus, said prescriptions run afoul of the principle that nobody has an obligation to do something that they cannot do. I show that the only explicit response to this challenge in the business ethics literature is flawed because it limits normative business ethics to condemning (...) practitioners’ behavior without providing usable suggestions for how to do better. I argue that a more satisfying response is to, first, recognize that most obligations in business are wide-scope which, second, implies that there are multiple ways of fulfilling them. This provides a solid theoretical grounding for the increasingly popular view that we have obligations to erect institutional safeguards when bounded ethicality is likely to interfere with our ability to do what is right. I conclude with examples of such safeguards and some advice on how to use the research findings on bounded ethicality in designing ethical business organizations. (shrink)

This paper critically assesses existing accounts of the nature of difficulty, finds them wanting, and proposes a new account. The concept of difficulty is routinely invoked in debates regarding degrees of moral responsibility, and the value of achievement. Until recently, however, there has not been any sustained attempt to provide an account of the nature of difficulty itself. This has changed with Gwen Bradford’s Achievement, which argues that difficulty is a matter of how much intense effort is expended. But while (...) this account captures something important about the relationship between difficulty and achievement, it fails to account for the fact that part of what makes achievements great is that they are difficult in a moderately agent-neutral kind of way. Nor is this thought captured by any other extant account. I argue that to fill this gap we should think of difficulty in terms of low probability of success. (shrink)

According to the Market Failures Approach to business ethics, beyond-compliance duties can be derived by employing the same rationale and arguments that justify state regulation of economic conduct. Very roughly the idea is that managers have a duty to behave as if they were complying with an ideal regulatory regime ensuring Pareto-optimal market outcomes. Proponents of the approach argue that managers have a professional duty not to undermine the institutional setting that defines their role, namely the competitive market. This answer (...) is inadequate, however, for it is the hierarchical firm, rather than the competitive market, that defines the role of corporate managers and shapes their professional obligations. Thus, if the obligations that the market failures approach generates are to apply to managers, they must do so in an indirect way. I suggest that the obligations the market failures approach generates directly apply to shareholders. Managers, in turn, inherit these obligations as part of their duties as loyal agents. (shrink)

Unter den griechischen exegetischen Werken zu den Schriften des Aristoteles kommt dem von um 200 n. Chr. wirkenden Alexander von Aphrodisias (Bücher 1-5) und einem byzantinischen Gelehrten des 13. Jahrhunderts, bekannt als Pseudo-Alexander, (Bücher 6--?14) stammenden Kommentar zur Metaphysik des Aristoteles eine überragende Bedeutung zu. Der Wert des durch fundierte Kenntnisse der Philosophie des Aristoteles ausgezeichneten Kommentars ist sowohl für die denkerische Durchdringung der aristotelischen Metaphysik als auch für die Geschichte der griechischen Philosophie nicht genug hochzuschätzen. Den Denkern des Mittelalters (...) lag der Text aber nicht vor. Erst im Jahre 1527 machte der berühmte spanische Humanist Juan Ginés de Sepúlveda (1490?-1573) der breiten Öffentlichkeit den Kommentar zur Metaphysik erst zugänglich. Seine immer noch geschätzte, in gewissem Sinne auch unentbehrliche Übersetzung des Kommentars zu den ersten zwölf Büchern erstellte er aufgrund der Kollationierung der ihm zu Gebote stehenden Handschriften mit philologischer Gewissenhaftigkeit und ermöglichte auf diese Weise die immer noch nicht erforschte Rezeption des Textes in den folgenden drei Jahrhunderten bis zur ersten Edition des vollständigen griechischen Originals durch Hermann Bonitz 1847. Ein Nachdruck der 'editio princeps' dieser lateinischen Übersetzung, die 1561 zum fünften und letzten Mal erschienen ist, ist nicht nur ein Akt der antiquarischen Pietät, sondern kommt gerade im digitalen Zeitalter einer Forderung der Forschung nach. Initially, astrobiology subsumed into philosophy. However, philosophy has increasingly subsumed into astrobiology concurrent with it steadily becoming an observational and experimental activity that mainly focuses on the link between life and the cosmos, rather than on extra-terrestrial life per se. However, the steadily increasing probability of locating such extra-terrestrial life and the questions this will lead to might require a refinement of astrobiology, with a bifurcation into astrobiology and astrophilosophy. There are many reasons for the emergence and necessity of astrobiology. (...) One barely realized reason for its emergence, I will argue, is the dawning realization that biology, until now, has been under a geocentric limitation, which has unavoidably pervaded the perception of life. Additionally, as astrobiology can be said to be a long last movement away from this limitation, astrophilosophy represents a movement away from that limitation because philosophy has, strictly speaking, been restrained by the frames for one species, Homo sapiens. Thus, philosophy has, strictly speaking, been anthropomorphic. Thus, when philosophy, like astrobiology, incorporates the Copernican principle, assuming that terrestrial life, and the thinking of Homo sapiens, is not privileged in the universe, astrophilosophy emerges. Astrobiology and astrophilosophy are not competitors but are rather two distinct but complementary activities that address questions with their own well-defined methods and rigor while still informing each other in an inter-dependent manner. Astrophilosophy concerns questions that are philosophical in nature but are procured by an astrobiological perspective. By including scenarios procured by astrobiology, a number of questions regarding value, rights, communication and intelligence that could arise in the interaction between Homo sapiens and extra-terrestrial life can be addressed. This chapter focuses on the development of Gerhard Gentzen's structural proof theory and its connections with intuitionism. The latter is important in proof theory for several reasons. First, the methods of Hilbert's old proof theory were limited to the “finitistic” ones. These methods proved to be insufficient, and they were extended by infinitistic principles that were still intuitionistically meaningful. It is a general tendency in proof theory to try to use weak principles. A second reason for the importance of intuitionism (...) for proof theory is that the proof-theoretical study of intuitionistic logic has become a prominent part of logic, with applications in computer science.
