In this essay I present a statement of Quine's indeterminacy thesis in its general form. It is shown that the thesis is not about difficulties peculiar to so-called "radical translation." It is a general thesis about meaning and reference with important consequences for any theory of our theories and beliefs. It is claimed that the thesis is inconsistent with Quine's realism, his doctrine of the relativity of reference, and that the argument for the thesis has the consequence that the concept of stimulus meaning is empty. The sense in which linguistic science, as a branch of behavioral science, is "part of physics" is discussed. An alternative to Quine's view of the nature and content of linguistic science is proposed. It is shown to be consistent with Quine's assumptions concerning the legitimate scope of behavioral science and not to involve the notions of analyticity, synonymy and "prevalent attitudes toward meaning, idea and proposition" ([9], p. 304) rejected by Quine.
This paper contains a discussion of Quine's thesis of indeterminacy of translation within the more general thesis that using and understanding a language are to be conceived of as a creative and interpretative-constructional activity. Indeterminacy is considered to be ineliminable. Three scenarios are distinguished concerning, first, the reasons for indeterminacy, second, the kinds of indeterminacy and, third, different levels of a general notion of recursive interpretation. Translational hypotheses are seen as interpretational constructs. The indeterminacy thesis turns out to be a consequence of the externalizing of language, meaning, and epistemology. By means of a three-leveled interpretation model one can substantiate the crucial aspects, first, that indeterminacy is not an indeterminacy of facts of the matter and, second, that there is a significant difference between indeterminacy and underdetermination. In addition, the relationship between indeterminacy, interpretation, and charity is elucidated. Indeterminacy is seen not as an obstacle to but as a condition for communication. Charity and empathy in dialogue are conditional upon indeterminacy. All three components reveal the interpretative-constructional character of the inseparable connection of meaning and experience.
Quine and Davidson are the topics of, respectively, parts five and six of volume II of Philosophical Analysis in the Twentieth Century.1 In chapter 10, Soames examines Quine’s arguments in Word and Object for the indeterminacy of translation; chapter 11 is devoted to the radical consequences of this thesis and an assessment of it. In chapter 12, Soames turns to Davidson’s claim that theories of truth are theories of meaning; and in chapter 13, to his argument against alternative conceptual schemes. Obviously this is to omit much (although Quine receives more attention in Soames’s volume I); in compensation we get Soames’s characteristically detailed, clear, and penetrating treatment of some central doctrines of both philosophers. Someone who associates analytic philosophy with mind-numbing wrangles about “ordinary language” might suppose that analytic philosophers spurn mind-boggling philosophical theorizing. Soames’s chapters on Quine and Davidson will quickly cure this misapprehension. For reasons of space, I will pass over Soames’s instructive discussion of Davidson on theories of meaning, sticking instead to Quine on indeterminacy, and Davidson on conceptual schemes.
The first part of this paper discusses Quine’s views on underdetermination of theory by evidence, and the indeterminacy of translation, or meaning, in relation to certain physical theories. The underdetermination thesis says different theories can be supported by the same evidence, and the indeterminacy thesis says the same component of a theory that is underdetermined by evidence is also meaning indeterminate. A few examples of underdetermination and meaning indeterminacy are given in the text. In the second part of the paper, Quine’s scientific realism is discussed briefly, along with some of the difficulties encountered when considering the ‘truth’ of different empirically equivalent theories. It is concluded that the difference between underdetermination and indeterminacy, while significant, is not as great as Quine claims. It just means that after we have chosen a framework theory, from a number of empirically equivalent ones, we still have further choices along two different dimensions.
This is a review of Peter Hylton's Quine (Routledge, 2007). The review highlights three aspects of the book that make are somewhat novel in the literature: (1) Hylton points out that Quine does not reject the analytic-synthetic distinction altogether, but merely its epistemological use by Carnap and others; (2) that the thesis of indeterminacy of translation is not a central doctrine in Quine's philosophy; and (3) that besides a naturalized epistemology, Quine's philosophy contains also a "naturalized metaphysics".
W. V. Quine (1908-2000) was quite simply the most distinguished analytic philosopher of the later half of the twentieth century. His celebrated attack on the analytic/synthetic tradition heralded a major shift away from the views of language descended from logical positivism. His most important book, Word and Object, introduced the concept of indeterminacy of radical translation, a bleak view of the nature of the language with which we ascribe thoughts and beliefs to ourselves and others. Quine is also famous for the view that epistemology should be naturalized, that is conducted in a scientific spirit with the object of investigating the relationship between the inputs of experience and the outputs of belief. The eleven essays in this volume cover all the central topics of Quine's philosophy: the underdetermination of physical theory, analycity, naturalism, propositional attitudes, behaviorism, reference and ontology, positivism, holism and logic.

This paper re-addresses Quine's indeterminacy of translation/inscrutability of reference thesis, as a problem for cognitive theories of content. In contradistinction with Quine's behavioristic semantics, theories of meaning, or content, in the cognitivist tradition endorse intentional realism, and are prone to be unsympathetic to Quine's thesis. Yet, despite this fundamental difference, I argue that they are just as vulnerable to the indeterminacy. I then argue that the vulnerability is rooted in a theoretical commitment tacitly shared with Quine, namely, the commitment to the view that the perceptual input to the cognitive system is extensional - differentiating objects, but not the aspects (or, properties) they manifest. Thus, input extensionalism, and not behaviorism, is what forces the indeterminacy. I conclude by suggesting that the solution to Quine's indeterminacy problem hinges on the elaboration of an intensional theory of perceptual input, and of content in general.
Some of Quine’s critics charge that he arrives at a behavioristic account of linguistic meaning by starting from inappropriately behavioristic assumptions (Kripke 1982, 14; Searle 1987, 123). Quine has even written that this account of linguistic meaning is a consequence of his behaviorism (Quine 1992, 37). I take it that the above charges amount to the assertion that Quine assumes the denial of one or more of the following claims: (1) Language-users associate mental ideas with their linguistic expressions. (2) A language-user can have a private theory of linguistic meaning which guides his or her use of language. (3) Language learning relies on innate mechanisms. Call an antecedent denial of one or more of these claims illicit behaviorism. In this paper I show that Quine is prepared to grant, if only for the sake of argument, all three of the above claims. I argue that his claim that there is nothing in linguistic meaning beyond what is to be gleaned from overt behavior in observable circumstances is unscathed by these allowances (Quine 1992, 38). And I show that the behaviorism which Quine does assume should be viewed as a largely uncontroversial aspect of his evidential empiricism. I conclude that if one sets out to dismiss Quine’s arguments for internal-meaning skepticism, this dismissal should not be motivated by the charge that his conclusions rely on the illicitly behavioristic assumptions that some have suggested that they do.
