Afetler doğal ve insan orijinli olay ve olguların sonucu olarak ortaya çıkan ve insan toplumları ve yerleşim yerleri üzerinde can ve mal kaybı yaratarak zararlar meydana getiren olaylardır. Afetlerden topyekun kaçış söz konusu olmasa bile afete neden olan olay ve olgulara karşı yürütülecek risk azaltma önlemleri ile afet yönetimi mümkün olabilecektir. Yüksek düzeyde risk ile mücadelede başarı şansı düşük iken azaltılmış risk ile mücadelenin başarısı daha yüksek olacaktır. Diğer yandan, toplumu oluşturan bireylerin eğitimi ve bu konuda toplumsal direncin, (...) class='Hi'>afet direncinin artırılması, sürdürülebilir toplum yaşamı ve hayatta kalma düzeyini arttıracaktır. Afetler ile mücadele bütüncül bir süreç olduğuna göre bu mücadeleye toplumun tüm düzeyleri katılmak zorundadır. Özellikle halka en yakın birim olan belediyelerin bu konudaki rolleri son derece önemlidir. Yerel yönetimler düzeyinde ele alınacak bu çalışmada da toplum içerisinde afetlere karşı direnci en düşük kesim olarak savunmasız kesimlerden yaşlılar ve engelliler ile belediyelerin rolü irdelenecektir. Çünkü hangi tür afet senaryosuna hazırlanmak söz konusu olursa olsun hazırlık çalışmaları bu kesim göz önüne alınarak yapılmalıdır. Özellikle afet sonrası kaosun oluşturacağı olumsuzluklar bu kesimleri çok ciddi zararlarla yüz yüze bırakmaktadır. Bu nedenle gerek potansiyel gerekse reel afet tehlikesine yönelik risk azaltmada ve mücadelede yerel düzeyde belediyelerin özellikle savunmasız kesimlere yönelik gerçekleştireceği roller ulusal ve uluslararası başarının da teminatını oluşturacaktır. Tüm dünyayı etkisi altına alan koronavirüs pandemisinin siyasi tutumlarla ilişkisini öğrenmek ve siyasetin kriz durumlarında halkın tutum ve davranışlarını yönlendirip yönlendirmediğini öğrenmek amacıyla 767 kişiyle çevrimiçi anket yapılmıştır. Yapılan nicel araştırma sonucunda, alınan önleyici tedbirlere uymanın, bu tedbirlerin yerinde oluşuna/haklılığına olan tutumun, aşı olma niyetinin ve aşının koruyuculuğuna olan inancın siyasi görüşlere göre farklılaştığı bulunmuştur. Ayrıca katılımcıların yapılan Covid-19 açıklamaları bakımından siyasi partilerine, parti temsilcilerinden daha çok güvendikleri, alınan önlem ve tedbirleri kısmen yerinde/haklı buldukları ve çok büyük çoğunluğun bu önlemlere (...) uyduğu görülmüştür. Araştırma sonucunda virüsün kökenine yönelik inançlar bakımından virüsün gerçek olduğuna inanıldığı, ortaya çıkış nedeni bakımından ise ülkelerin ekonomilerini kötüleştirmek ve dünya nüfusunu azaltmak için ortaya çıktığına inanıldığı görülmüştür. Araştırmadan çıkan bir başka sonuç ise katılımcıların televizyon, dergi ve gazetelerin ideolojik nedenlerle ve siyasi yanlılıklarına bağlı olarak virüs haberlerini halka farklı yansıttığını düşündükleridir. Sosyal medyadaki haberlerin ise yanıltıcı, yanlış olduğu görüşündelerdir. Bu çalışma sonucunda salgın hastalık, afet, savaş, ekonomik krizler gibi olağanüstü durumlarda siyasetin, siyasi görüşlerin dikkate alınmasının hem krizin üstesinden gelmede hem de toplumun tüm üyelerini kapsamada önemli bir rol oynayacağı vurgulanmaktadır. Argumentos evolutivos debunking (AEDs), de maneira geral, têm o objetivo de danificar o status epistêmico de um domínio de crenças ao se apelar para suas origens evolutivas. No horizonte da metaética, AEDs normalmente são direcionados a teses realistas da moralidade e consistem essencialmente em afirmar que se nossas crenças morais sofreram influência significativa de pressões seletivas durante nossa história evolutiva, então se segue algum tipo de ceticismo moral. Um dos argumentos paradigmáticos articulados nessa direção é o Dilema Darwiniano de Sharon (...) Street. Nossa proposta no artigo presente é colocarmos o argumento evolutivo contra o naturalismo (AECN) de Alvin Plantinga – um AED oriundo da filosofia analítica da religião – como possível resposta ao problema do ceticismo moral proposto por Street. Dessa forma, Plantinga pontua que considerações evolutivas tomadas dentro do framework do naturalismo ontológico acarretam em um conflito epistêmico para o sujeito que deseja manter em seu sistema doxástico tanto a crença na teoria contemporânea da evolução, quanto a crença no naturalismo ontológico. Argumentamos, a partir dessa questão, que o Dilema Darwiniano sofre de um problema estrutural por causa do seu comprometimento com a ontologia naturalista, o que faz com que o dilema se generalize em seu escopo e afete, de maneira nociva, crenças não-morais, se tornando autorreferencialmente incoerente. When surgery is performed on pregnant women forthe sake of the fetus (MFS or maternal fetalsurgery), it is often discussed in terms of thefetus alone. This usage exemplifies whatphilosophers call the fallacy of abstraction: considering a concept as if it were separablefrom another concept whose meaning isessentially related to it. In light of theirpotential separability, research on pregnantwomen raises the possibility of conflictsbetween the interests of the woman and those ofthe fetus. Such research should meet therequirement of equipoise, i.e., a (...) state ofgenuine uncertainty about the risks andbenefits of alternative interventions ornoninterventions. While illustrating thefallacy of abstraction in discussions of MFS,we review the rationale for explicitacknowledgment of the essential tie betweenfetus and pregnant woman. Next we examinewhether it is possible to meet the requirementof equipoise in research on MFS, focusing on afetal condition called myelomeningocele. Weshow how issues related to equipoise innonpregnant populations appear also in debatesregarding MFS. We also examine evidence insupport of claims that the requirement ofequipoise has been satisfied with respect to``the fetal patient'' while considering risks andbenefits to gestating women only marginally ornot at all. After delineating challenges andpossibilities for equipoise in MFS research, weconclude with a suggestion for avoiding thefallacy of abstraction and achieving equipoiseso that research on MFS may be ethicallyconducted. In this article, disasters as a factual reality will be discussed within the framework of Allah's justice and human responsibility on the basis of husn-qubh. In this context, the ontic structure of man and the universe, man's being in the process of being tested, the definition of good-bad/goodness-evil that enables this process, the evaluations in the literature, and the meaning of taklīf within the scope of Allah's justice (‘adl) will be discussed. The problem of evil is the problem of reconciling (...) a God who is omniscient, omnipotent, and does good deeds with a universe in which evil exists. As a problem of evil, disaster is a phenomenon that must be addressed in relation to God, the universe, and human beings. While its relation with God in terms of creation appears as the legality of the universe, its relation with human beings in terms of dealing with the phenomenon and responsibility is within the scope of being subject to the offer. Therefore, a correct understanding of creation and justification of the reasonableness of the offer will answer many questions regarding disasters. The aforementioned issues and concepts in the theological literature have been discussed thoroughly (dakīk) in the schools of theology. Theologians defined God and divine action, human beings and human actions, and the universe in accordance with the paradigm of their discourse groups, and they made discussions based on the meaning they gave to these definitions and concepts. The basic determinants of the discussions are God's possession of knowledge, power, will, wisdom, and justice, and the creation of human beings in the nature of reason (‘akl). These concepts and definitions have been understood differently by the discourse groups, and the debates have moved back and forth between determination/compulsion and free will. It makes sense here that a person who experiences the phenomenon and wants to know what is happening theologically should know the Qur'anic conception of God and man. The relationship between God and man needs to be right and moral. Therefore, it is necessary to evaluate the topics that have been studied many times in terms of each concept together. In this respect, the article aims to seek answers to some questions about the human profile and the conception of Allah. There are three aspects to be questioned here: First, an ontological inquiry into the nature of the concepts of existence that contain moral value; second, an epistemological inquiry into whether moral value is determined by reason or revelation. In this context, the last inquiry is moral. Accordingly, what is good-bad and goodness-evil? What determines good and evil as a value? Who is the agent of the good-evil action? What is the position of the divine will if the perpetrator (fā‘ıl) is human? What is the relationship or boundary between divine will and human responsibility? What is the theological status of the perpetrator? On this basis, what is a disaster? What is the value judgment of disasters? What is the relation of disasters to God's actions? Who is the perpetrator of disasters? Are disasters a test? Are disasters a divine warning? Are disasters a divine punishment? If they are a divine punishment, what is the possibility of knowing it? These questions will be answered in the article, sometimes explicitly and sometimes implicitly. (shrink)

In society, people need some properties themselves (the same) or for their own benefits. According to Islamic law, while people acquire the same properties they need through a bay' (sale) contract, they gain access to the benefits of the properties as a means of contracts such as idjâra (rent) or âriyya (lending). Muslims must conclude all kinds of contracts in accordance with the principles and conditions determined within the framework of the Quran and Sunnah. Otherwise, the contracts will be invalid (...) or void. In terms of Islamic law, in a sales contract, the location which subjects to the contract must be existing, and possible to deliver. Since the sale of something that does not exist is prohibited, such a sales contract is void. However, some types of contracts, including the idjâra contract, are exempt from this rule based on some special evidence. Because the idjâra contract, which has been implemented since the time of legislation, is a mandatory need in human life, and also occupies an important place. For this reason, according to some jurists, the idjâra contract was not considered within the scope of the sale of the non-existent through istihsân, contrary to the general rule, and was accepted as legitimate on the grounds of istihsân. The fact that the İdjâra contract is established in a way that is contrary to analogy does not make it possible to compare other contracts with this contract. Since the contract of idjâra is one of the most frequently referred contracts after the contract of sale, it has been discussed in all its aspects by Islamic jurists and examined under separate headings. In this context, the impact of natural disasters on the idjâra contract has not been disregarded. In principle, a rent contract duly established with its provisions and conditions, as well as a sales contract, is binding on both parties. However, in unforeseen circumstances, especially during unexpected disasters, legal problems such as continuation of the rent contract, benefiting from the benefit of the rented property and refund of the paid fee arise. In our study, first of all, after briefly presenting what natural disasters mean in Islamic law literature, the nature of the idjâra contract will be focused on, and then only the consequences of natural disasters on the rent contract will be detailed. As a result, in such disasters cause partial or total loss to the rented property, the possibility of continuation of the contract and the responsibilities of the parties will be revealed. (shrink)
