In group discussions of any kind there tends to be an up and down in the level of deliberation. To capture this dynamic we coined the concept of Deliberative Transformative Moments (DTM). In deeply divided societies deliberation is particularly important in order to arrive at peace and stability, but deliberation is also very difficult to be attained. Therefore, we wanted to learn about the conditions that in group discussions across the deep divisions of such societies help deliberation. We organized such (...) group discussions between ex-guerrillas and ex-paramilitaries in Colombia, Serbs and Bosnjaks in Srebrenica, and poor residents and local police officers in the favelas (slums) of Brazil. We could identify factors that help to transform discussions from low to high deliberation and risk transformations in the opposite direction. We could also identify factors that help to keep a discussion at a high level of deliberation, and, in a next step, we could determine to what extent long sequences of deliberation had a positive impact on the outcomes of the discussions. Finally, we show how our research results can have a long term effect if it is used in schools of such deeply divided societies. (shrink)

Deliberative democracy is now an influential approach to the study of democracy and political behaviour. Its key proposition is that, in politics, it is not only power that counts, but good discussions and arguments too. This book examines the interplay between the normative and empirical aspects of the deliberative model of democracy. Jürg Steiner presents the main normative controversies in the literature on deliberation, including self-interest, civility and truthfulness. He then summarizes the empirical literature on deliberation and proposes methods (...) by which the level of deliberation can be measured rather than just assumed. Steiner's empirical research is based in the work of various research groups, including experiments with ordinary citizens in the deeply divided societies of Colombia, Bosnia-Herzegovina and Belgium, as well as Finland and the European Union. 'Deliberative politics' refers to the role of conversation and arguments in politics. Until recently discussion of deliberative politics took place almost exclusively among political philosophers, but many questions raised in this philosophical discussion cry out for empirical investigation. This book provides the first extended empirical study of deliberative politics, addressing, in particular, questions of the preconditions and consequences of high level deliberation. Using parliamentary debates in Germany, Switzerland, the United Kingdom and the United States as an empirical base, the authors (...) measure the level of deliberation by constructing a 'Discourse Quality Index'. Sartori (1970) warned a long time ago of the danger of concept stretching for effective and cumulative theory building. Such concept stretching has happened with regard to deliberation, which has become a very faddish term. For theoretically well-founded empirical research it is better conceptually to distinguish clearly between strategic bargaining and deliberation, although in the empirical political world the two concepts are usually heavily intertwined. Deliberative Transformative Moments (DTM) is a new concept that serves as an amendment to the DQI. With this new concept it is easier to get at the quick give-and-take of discussions of small groups of ordinary citizens. As an illustration, we apply the concept to discussions about the peace process among Colombian ex-combatants, ex-guerrillas and ex-paramilitaries. Specifically, we show how personal stories can transform a discussion from a low to a high level of deliberation and how they can have the (...) opposite effect. To increase the level of deliberation in the general population, we recommend that good illustrations of DTM’s should be part of the school programs from an early age on, so that children learn how to discuss with others who have different opinions and values. On the basis of Swiss decision cases it is investigated to what extent politicians are guided by their conscience about the common good or political self interest.

Sur la base de données empiriques, il est montré que les histoires personnelles ont également un rôle à jouer pour une bonne délibération, créant l’empathie à l’égard des besoins des autres. Plus généralement, les émotions ne devraient pas être exclues de la délibération.

To deliberate is a skill like any other that can be learned. The paper shows how schools can teach deliberative skills.

IN the last decade deliberative democracy has developed rapidly from a “theoretical statement” into a “working theory.”1 Scholars and practitioners have launched numerous initiatives designed to put deliberative democracy into practice, ranging from deliberative polling to citizen summits.2 Some even advocate deliberation as a new “revolutionary now.”3 Deliberative democracy has also experienced the beginning of an empirical turn, making significant gains as an empirical (or positive) political science. This includes a small, but growing body of literature tackling the connection between (...) the normative standards of deliberation, how well they are met, and the empirical consequences of meeting them.4 This trend has, for instance, included the use of methods and frameworks borrowed from other fields, such as political and social psychology. The paper explores the main paradigmatic failures of structural functionalism in anthropology. Structural functionalism explains institutions and social behavior by their contribution to the reproduction of social structure. Starting from Radcliffe-Brown and Malinowski, who represent two main variants of functionalism in anthropology, its main paradigmatic problems are discussed: its inability to analyze social conflict and change, its reducing of society to norms and values as well as its mode of explaining social facts. These failures are illustrated by two functional theories (...) of tribal wars, by Evans-Pritchard and by Rappaport. Various theoretical alternatives emerge from the decline of functionalism in anthropology. Conflict theory as well as game theory, new institutionalism, theories of collective action and evolutionary economics represent true alternatives. This again is illustrated by a theory of tribal war, explaining cooperation both within local groups and between allies against the background of the warlike social environment in which local groups are interacting. The so called ‘Prose Edda’ or ‘Snorra Edda’, usually dated to the third decade of the 13th century, contains after a short prologue two substantial sections dealing mainly with mythography and poetics and a long concluding skaldic poem. In the extant medieval manuscripts from around 1300 and the beginning of the 14th century, additional material like genealogies, grammatical treatises, etc. is included. The present paper focuses on one of the earliest of these manuscripts, codex DG 11 4to, University Library Uppsala, (...) and analyses some central features of the specific way in which it presents different narrative layers. For the first time, this analysis combines a study of textual and visual aspects of the manuscript, and special attention is given to two of the many illustrations in this codex. Together with later scribal notes, the drawings contribute heavily to the process of framing, which is one of the main features of the ‘Prose Edda’. This process of creating potentially endless narrative and visual frames is part of the text‘s ambition to establish a distance to the traditional pagan myths and to facilitate new fictional possibilities. This study examines the consequences of computerization for women who do information work. Syntheses of research findings from both the general social science literature and the business and management periodical literature are compared with each other. The two bodies of research results converge with respect to employment consequences and shifts in work, but differ markedly when it comes to control of the labor process and training. In contrast to social scientists, management researchers pay scant attention to differential gender effects of (...) microcomputer deployment. Similarities and differences between the two research traditions show that social science and business research, if combined, yield a better understanding of the changes prompted by new information technology. Gary Steiner argues that ethologists and philosophers in the analytic and continental traditions have largely failed to advance an adequate explanation of animal behavior. Critically engaging the positions of Marc Hauser, Daniel Dennett, Donald Davidson, John Searle, Martin Heidegger, and Hans-Georg Gadamer, among others, Steiner shows how the Western philosophical tradition has forced animals into human experiential categories in order to make sense of their cognitive abilities and moral status and how desperately we need a new approach to (...) animal rights. Steiner rejects the traditional assumption that a lack of formal rationality confers an inferior moral status on animals vis-à-vis human beings. Instead, he offers an associationist view of animal cognition in which animals grasp and adapt to their environments without employing concepts or intentionality. Steiner challenges the standard assumption of liberal individualism according to which humans have no obligations of justice toward animals. Instead, he advocates a "cosmic holism" that attributes a moral status to animals equivalent to that of people. Arguing for a relationship of justice between humans and nature, Steiner emphasizes our kinship with animals and the fundamental moral obligations entailed by this kinship. (shrink)

In _Animals and the Limits of Postmodernism_, Gary Steiner illuminates postmodernism's inability to produce viable ethical and political principles. Ethics requires notions of self, agency, and value that are not available to postmodernists. Thus, much of what is published under the rubric of postmodernist theory lacks a proper basis for a systematic engagement with ethics. Steiner demonstrates this through a provocative critique of postmodernist approaches to the moral status of animals, set against the background of a broader indictment (...) of postmodernism's failure to establish clear principles for action. He revisits the ideas of Derrida, Foucault, Nietzsche, and Heidegger, together with recent work by their American interpreters, and shows that the basic terms of postmodern thought are incompatible with definitive claims about the moral status of animals--as well as humans. Steiner also identifies the failures of liberal humanist thought in regards to this same moral dilemma, and he encourages a rethinking of humanist ideas in a way that avoids the anthropocentric limitations of traditional humanist thought. Drawing on the achievements of the Stoics and Kant, he builds on his earlier ideas of cosmic holism and non-anthropocentric cosmopolitanism to arrive at a more concrete foundation for animal rights. This book throws light on many of the problems that face us today, problems that we cannot solve unless we take hold of the economic life in a conscious, human way and resist the temptation to defer to market forces alone. Seers do not usually have much concrete to say about economic life, beyond laments about its evils and injunctions that it be guided by some moral dimension. Rudolf Steiner, however, gave many lectures and wrote many articles about modern economic life, which he saw as the arena in which humanity has to find a new relationship to the spirituality that formerly came from above or outside -- from churches and external principles. Today the human being has to find morality within, which one cannot fully do unless one takes hold of the economic realm in a conscious, human way. Whether through concrete references to the meaning and working of money, or in attempting to give a fuller understanding of work or of the significance of market economics in our time, Steiner shows himself to be well versed in the subject. Homeotic genes are subject to transcriptional silencing, which prevents their expression in inappropriate body regions. Here, we shall focus on Drosophila, as little is known about this process in other organisms. Evidence is accumulating that silencing of Drosophila homeotic genes is conferred by two types of cis‐regulatory sequences: initiation (SIL‐I) and maintenance (SIL‐M) elements. The former contain target sites for transient repressors with a highly localised distribution in the early embryo and the latter for constitutive repressors that are likely to (...) be present in all cells. We discuss how SIL‐I elements may cooperate with SIL‐M elements to promote formation of a silencing complex. We propose that this complex consists of specific non‐histone proteins, the so‐called Polycomb group proteins, and that it is anchored at SIL‐M elements and at the promoter. (shrink)

. We explore a connection between different ways of representing information in computer science. We show that relational databases, modules, algebraic specifications and constraint systems all satisfy the same ten axioms. A commutative semigroup together with a lattice satisfying these axioms is then called an “information algebra”. We show that any compact consequence operator satisfying the interpolation and the deduction property induces an information algebra. Conversely, each finitary information algebra can be obtained from a consequence operator in this way.
