In der Debatte um den wissenschaftlichen Realismus gewinnt zunehmend der Strukturenrealismus - dessen Auffassung zufolge der Realgehalt wissenschaftlicher Theorien in deren mathematisch-logischer Struktur liegt - an Bedeutung. Die vorliegende Arbeit untersucht diese These anhand der in unserer fundamentalen Physik bedeutsamsten Klasse von Theorien, den Eichtheorien, die durch spezielle lokale Symmetriestrukturen gekennzeichnet sind. Die Arbeit bietet dem Leser in ihren ersten Kapiteln einen Einstieg in die zentralen Themen Symmetrien, wissenschaftlicher Realismus und Eichtheorien. In den im Mittelteil durchgeführten Analysen werden Quanten- und (...) Gravitations-Eichtheorien in konzeptioneller Hinsicht - vor allem bezüglich der zugrundeliegenden Prinzipien - und ontologischer Hinsicht - mit Blick auf die Unterbestimmtheit der Entitäten und verschiedener Lokalitätsannahmen - im Detail untersucht. Resultierend ergibt sich eine Stützung des Strukturenrealismus, jedoch nicht in dessen radikaler ontischer Variante, sondern in der moderateren epistemischen oder allenfalls intermediären Spielart, bei der sowohl Strukturen als auch deren Träger existieren, wobei letzterer jedoch amorph und und mithin epistemisch unverfügbar ist. ZusammenfassungLokale, religionsbezogene Ereignisse werden vermehrt global diskutiert – auch die „Handschlag-Affäre“. Bauend auf Forschung zu Öffentlichkeit, zusammenfallenden Kontexten und islamfeindlichen Online-Diskursen argumentiert der Beitrag, dass in der medialen Verbreitung der Affäre geografische, zeitliche und soziale Räume zusammenfielen, was die negativen Folgen für die involvierten Akteure miterklärt. Das geografische und zeitliche Zusammenfallen wird anhand von Metadaten von 279 Nachrichten- und 152 Webseiten-/blog-artikeln (dt. und engl.; veröffentlicht 2015–2017) veranschaulicht. Das soziale Zusammenfallen wird durch eine thematische Analyse von 45 Webseiten-/blog-artikeln der islamfeindlichen Online-Öffentlichkeit (...) illustriert. Ergebnisse zeigen eine mediale Ausbreitung von lokal zu global (geografische Räume), eine Zeitverzögerung zwischen Ereignis und Skandalisierung (zeitliche Räume) und eine ideologische Rekontextualisierung in der islamfeindlichen Öffentlichkeit (soziale Räume). Ernst Cassirer’s epistemological trilogy – Substanzbegriff und Funktionsbegriff (1910), Zur Einsteinschen Relativitätstheorie (1921) and Determinismus und Indeterminismus (1937) – is well known to Western scholars, some of whom recently devoted a number of in-depth and interesting studies to Cassirer’s epistemology. Nonetheless, they overlooked aspects of Cassirer’s concept of idealisation and his model of science as found in his last epistemological work: Determinismus und Indeterminismus. From the analysis of the local and provincial elected people in the province of East-Flanders during the period 1946-1991 one can conclude that there are barriers for women, lower social classes and certain age categories preventing them from moving up the local and provincial political! elites.Clear differences between local and provincial elected people are present when comparing professional backgrounds with the composition of the total working population in East-Flanders. Workers are neither on the local, nor on the provincial level very (...) numerous. However the large absence with the provincial elected people bhs to be emphazised. Secondly farmers, intellectual and free professions, employees, self-employed and employers are on both levels constantly overrepresented. However the overrepresentation of farmers can mainly be situated on the local level until the mergers of 1976. For intellectual and free professions, till the mid-sixties the overrepresentation can mainly be situated on the provincial level, from then onwards on the local level. The employees' overrepresentation has always been most important on the provincial level white the self-employed and employers are mainly overrepresented on the local level from 1970 onwards. Finally till about 1970 teaching personnel was underrepresented on both levels white from then onwards there is an overrepresentation. (shrink)

The local security policy aims at improving the quality of life and the security ofthe local community, based on the expectations of that community. One ofthe instruments for the local authorities to reach this aim is the local police force's assistance. Police strategies exist on the levels ofprevention, intervention, tracing of criminals, preservation of the public order, victim treatment and neighbourhood development. Sense of responsibility in the field, job rotation and smooth internal communication act quite stimulatingly, both in the community-aimed (...) first-line care and in public assistance. The changing police structure in Belgium through which the state police are allowed to take up basis police tasks produced a number of bottlenecks as well asa number of opportunities.Municipalities play a major role in matters of public order and security in which the municipal police occupy a central place. Fluid cooperation between the major and the corps commander in a permanently innovating structure will certainly lead to a thorough and excellent community policing. (shrink)

Budaya massa, dalam pengertian sederhana adalah “karya kreatif yang dimassalkan, yang diproduksi secara masif, yang ditunjang teknologi dan industri tinggi [...] termasuk model pakaian, fashion, film, televisi, musik pop, lifestyle atau gaya hidup” (hlm. xiii-xiv). Agama, atau lebih tepatnya “tafsir atas agama, atau tafsir atas ajaran agama” (hlm. xiv) dapat menjadi tema karya kreatif itu. Contohnya, terutama, sinetron-sinetron religi bernuansa Islami yang sekarang ini semakin banyak tampil pada layar televisi, tanpa menunggu bulan istimewa Ramadhan. Selain itu, agama juga dapat (...) menjadi sensor untuk menentukan karya kreatif yang pantas dimassalkan lewat media elektronik maupun media cetak. sense yang digunakan oleh para penyensor adalah moral dan ajaran agama, yang dalam keyakinan mereka harus dijaga. Para penyensor ini bukan hanya lembaga sensor, melainkan juga kelompok- kelompok yang menyebut diri pembela agama tertentu. Lembaga sensor menyampaikan larangan; kelompok-kelompok ini menyerukan protes. Mengemban misi menjaga moral dan ajaran agama, para penyensor dan pemrotes lebih sering mengajukan argumen sensor yang tidak masuk akal (doesn’t make sense) alias “ajaib” (hlm. 163) dan konyol. Lebih ajaib dan konyol, mereka, yang mengaku menjunjung agama dan moral, tidak punya sense mengenai ketidakadilan, khususnya yang dialami wanita. Produk budaya massa yang menciptakan image negatif wanita dibiarkan menjejali benak masyarakat. Wanita harus dikendalikan sebab ia binal, nakal—dengan cara diambil hak atas tubuhnya, dibung- kam suaranya, dipermalukan di hadapan publik, dan kalau perlu dira- jam oleh massa, yang adalah laki-laki dan (sama-sama) wanita. Ketidakadilan terhadap wanita, yang dipublikasikan oleh budaya massa dan ajaran agama menjadi sorotan utama Veven Sp. Wardhana di dalam buku ini. Dipublikasikan di sini berarti ditampilkan di ruang publik supaya diterima sebagai sesuatu yang wajar dan sewajarnya oleh masyarakat. Perempuan: seksualitas, sunat, syahwat; Puanografi: Yang Bukan Perempuan (Tak) Ambil Bagian; Televisi dan Fashionista atawa Perempuan Nista; Perempuan di Layar Televisi: Dari Losmen sampai sinema Relijius; dan Catatan sipil, Media Hiburan, dan Fatwa Haram adalah lima judul yang paling sarat dengan gugatan Wardhana atas perlakuan tidak adil terhadap wanita di negeri ini.................. Pembaca perlu mengingat bahwa buku ini merupakan kumpulan delapan belas tulisan Wardhana dari berbagai waktu dan ruang publi- kasi. Oleh sebab itu, ada beberapa pembahasan dan contoh kasus yang muncul berulang-ulang, antara lain, mengenai sensor film Yang Muda Yang Bercinta (1977) karya Sjuman Djaya dan isu perkawinan Bambang- Halimah. Dengan demikian, kedelapan belas judul pada buku tidak merepresentasikan sebuah rangkaian pemikiran yang sistematik. Na- mun, hal ini tidak mengurangi nilai karya Wardhana, tidak pula menum- pulkan kritiknya terhadap keempat penguasa ruang publik: budaya massa, agama, kapitalisme, dan politik. Akhirnya, menyajikan karyanya kepada masyarakat, Wardhana mengajak setiap warga negara ini untuk bersikap kritis terhadap karya- karya kreatif yang dipublikasikan lewat media cetak dan media elek- tronik. Masyarakat tidak perlu menunggu pemerintah dan para kreator budaya massa mengubah haluan dari pembodohan ke pencerdasan. Masyarakat sendiri harus mampu menghentikan proses pembodohan dengan menyeleksi bacaan dan tontonan yang mereka sajikan, dan me- milih hanya yang mencerdaskan dirinya. In his famous study,,Islam Observed," Clifford Geertz poses general critical questions for the study of religion. Taking Geertz's critique and the question,,what is Islam?" as starting points, this paper explores problems caused by misleading dichotomies such as,,great" and,,little" traditions,,,oral/literal,",,folk/orthodoxy," etc. Instead of perpetuating the idea of a,,true Islam," concepts such as,,discursive tradition,",,frame of reference," and,,translocalisation" are employed in order to dissolve the particularuniversal antagonism following several recent local studies of Islam.

The shift towards performance management is a key trend in pilot OECD countries. It implies that market type mechanisms are used, that managers appear inside administrations, that decentralisation results in more autonomy for organisations and policies. Flemish local governments are also subject to some of these trends. In this article a special focus is on the organisational proliferation and the related difficulties to consolidate policics and management. The development of financial instruments should facilitate this, but is not ready to cope (...) with most of the conditions to integrate management and policies. A significant international literature has shown that political fragmentation the existence of multiple parties in a governing body - affects policy-making. Indeed, an increase in the number of parties increases the number of viewpoints considered, but on the other hand may also lead to a decrease in government flexibility. This paper first of all shows that Flemish municipalities often have fragmented governments as measured by the number of parties represented in the municipal council and the College of Mayor and Alderman. The municipalities in the Capital Region of Brussels have the same legal statuts as the other Belgian municipalities. Yet the political reality is quite different, and requires a different approach. Three specific aspects of the Brussels municipalities are discussed. They are bilingual, which leads to very specific strategical problems. Moreover the power relations between parties fluctuate a lot in Brussels. And finally the small size of the Region leads to an incremental 'emptying' of a number of local competencies by the (...) powerfull political executive of the Region. (shrink)

In Belgian historical research a lot of attention is given to local politics, also by the activities of local amateur historians. This research mostly bas a very limited scientific finality because the local political past is taken in isolation. 'Glocal history' requires representative data. Within a broader perspective one can consider the local political past in a global context. This 'global history' sees the local level as a field in which to analyze the political, social, economic and cultural developments in (...) relation to each other. At the same time the local political sphere is considered a link between the individual citizen and higher political authorities. Local political structures act as a buffer between the citizen and national policy and are at the same time a grounds for experimentation. (shrink)

In Belgian political rhetoric municipalities are described as the cornerstone of a well-balanced government organization. However, this is not noticeable in the administrative language: municipalities are described as 'subordinate' administrations or 'administrations under tutelage'. Their share in total government expenditure is alarmingly low, 10.8%.The importance of local politics is determined by:- the political will to recognise the municipality as a 'civil society'- the interest in the democratic content of government and the necessity of policy differentiation- the recognition of local government (...) as a laboratory for policy and as a voice of the place community in the national politics.From the perspective of policy-making Belgian municipalities have a mixed profile. First of all, they are 'cultural municipalities': 28.5% of the expenditures are in the educational and cultural sector. Other important expenditures are: roads and utilities and security. Compared to different West-European countries, expenditures for social matters are rather limited. (shrink)

Among the interesting phenomena in Halmahera’s post conflict era are the permanently built tombs of victims in the courtyards of houses of worship (churches and mosques). An important question which arises from this phenomenon is: why were the tombs of victims built in the courtyards of the houses of worship? What is the meaning of this reality for promoting reconciliation and peace in Halmahera? According to the writer, an analysis on the way the Halmaherans comprehend this practice is important. By (...) understanding the way the Halmahera people view and live out the meaning of the tombs of the victims, we can understand and anticipate any further impact of this practice. Through this article, the writer offers a sociological and theological study so that a road to promote peace building in Halmahera can be paved. Pertanyaan penting yang perlu dikemukakan melihat fenomena ini adalah: mengapa pusara korban dibangun di halaman rumah ibadah? Apa arti realita itu bagi upaya rekonsiliasi dan pembangunan budaya damai di Halmahera? Menurut penulis, kajian dan analisis terhadap penghayatan dan pemahaman masyarakat Halmahera terhadap realita pusara korban menjadi hal yang penting untuk dilakukan. Dengan memahami penghayatan dan pemahaman masyarakat Halmahera terhadap realita pusara korban, maka dampak yang ditimbulkan olehnya dapat dipahami, dimengerti, dan diantisipasi. Melalui artikel ini penulis hendak menampilkan sebuah kajian sosiologis-teologis dalam rangka menemukan sebuah “jalan raya” bagi upaya membangun perdamaian yang sejati di era pasca konflik di Halmahera.
