This article is a set of reflections on the question: ‘what is completely new in algorithmic governmentality compared to capitalism and neoliberalism?’ The following text is thus some preliminary, temporary and definitively uncertain intuitions in response to this question.

Cybernetic governmentality weakens the capacity of resistant subjectivities to struggle against neoliberal rationality because digitalized subjectivation processes are constantly pushed towards the logics of the market and into codifications of competitive evaluation. Despite the potential for new forms of collectivity contained in the concept of virtuality, technological evolution has disseminated a systemic form of digitality that operates not through collective procedures but through subjective-individualistic ones. Hence arises a danger that was indicated by Deleuze decades ago: that of confusing the virtual (...) with the possible. By constructing a genealogy that is built around Pierre Levy’s optimistic representation of cyberspace, Bernard Stiegler’s work on the contemporary disenchantment of the computerized world, Baudrillard’s metaphysics of code and Antoinette Rouvroy’s analysis of algorithmic governmentality, we will demonstrate that digitality is between us and that this amounts to an irreversible fact entailing a critical confrontation with its current manifestation. Deleuze has left to with two texts, ‘Post-scriptum sur les sociétés de contrôle’ and L’immanence: une vie.., which constitute his heritage. These two essays seem to stand far apart from each other, because while the first talks about the risk that individuals today will be reduced to a number by the machines that control our societies, the second is concerned with proposing the concept of an immanent and impersonal life. The aim of this article, however, is to connect these two (...) texts, in order to show, firstly, that contemporary society has indeed become a system of control, governed by machines and statistical methods. The concept of ‘algorithmic governmentality’, proposed by Antoinette Rouvroy, will be used to examine how today the individual is forced into anonymity. On the other hand, however, the second aim of this article is to rethink the Deleuzian notion of the impersonal, which is always associated with a life. In fact, impersonality stands in opposition to the Cartesian subject, which possesses its own unity and identity, yet in no way does it correspond to any anonymity imposed by forms of power. An impersonal life is, instead, a virtual multiplicity: today this seems to be the only strategy of resistance possible, against the regime of quantitative, digital truth that has been developed by our societies. L’articolo affronta il problema delle implicazioni politiche dei tumulti causati dalle ondate di cattivi raccolti e scarsità di cereali in Gran Bretagna nel XVIII secolo. Il dibattito e i documenti dell’epoca non sembrano convalidare le ipotesi critiche connesse con l’idea foucaultiana di governamentalità o con la difesa smithiana di libero commercio dei grani. Più feconde appaiono le tesi di E.P. Thompson e J. Bohstedt, entrambe legate al rapporto tra sussistenze, deferenza e stabilità sociale. A partire dalla tesi che nel neoliberalismo è all’opera una pratica di governo degli altri che si effettua tramite la sollecitazione di un modo particolare di governo di sé, nel presente contributo si tenterà di considerare lo specifico regime di verità che si profila in relazione a questa forma di esercizio del potere. Per comprendere questa particolare declinazione della veridizione come tecnica di sé atta ad assicurare il governo degli altri l’articolo si svilupperà in tre parti. In un primo momento (...) si tenterà di definire la nozione di regime di verità affinché sia possibile comprenderne la portata in relazione alla governamentalità neoliberale. Si avrà così modo, in un secondo momento, di analizzare il regime di verità neoliberale andando a definire il suo funzionamento e i suoi bersagli. Sarà possibile, infine, studiare gli effetti che tali pratiche veridizionali ingenerano nei processi di soggettivazione nella misura in cui producono un individuo imprenditore di sé, le cui scelte e comportamenti devono essere animati dalla logica del capitale umano. This essay is an attempt to deal seriously with the Foucauldian concept of governmentality. Instead of charting its emergence and its uses in Foucault’s disperse texts, the essay contends with governmentality as a concept able to refresh our very understanding of politics. Governmentality is described as the best concept through which to interrupt the “natural” relationship linking modern western States to sovereignty. This is why governmentality is coupled with apparently distant legal and political historically oriented lines of thought. L’articolo intende proporre una lettura del _Breve trattato sulle cause che possono far abbondare li regni d’oro e d’argento_ di Antonio Serra incentrata su una storia delle arti di governo. Ricostruendo il dibattito napoletano sulle cause della crisi monetaria degli inizi del XVII secolo e focalizzando l’attenzione sul problema delle pratiche di governo della moneta, l’obiettivo del saggio è quello di sottrarre il trattato di Serra all’ipoteca di una retrospettiva sulla scienza economica per inquadrarlo all’interno dei problemi politici del proprio (...) tempo. In the second half of the eighteenth century, in France there was an important attempt to renew the reflection on the practices of government of society. Opposing the Colbertist mercantilism of the previous century, the physiocracy is part of this debate by introducing a new way of rationalizing the political society and its practices of government, which develops around a notion of «natural order» which prescribes full freedom for economic subjects. Thanks to the support of the “regime of truth” in (...) the economic science, Quesnay and the physiocrats would propose an innovative form of modern “governmentality”, which in their thought is called despotisme. How can the notion of “despotism” coexist with the claim of maximum liberty for economic actors? The present article intends to answer this question, investigating the relationship that Quesnay and the physiocracy entertain with the birth of liberalism. (shrink)
