New technologies are the source of uncertainties about the applicability of moral and morally connotated concepts. These uncertainties sometimes call for conceptual engineering, but it is not often recognized when this is the case. We take this to be a missed opportunity, as a recognition that different researchers are working on the same kind of project can help solve methodological questions that one is likely to encounter. In this paper, we present three case studies where philosophers of technology implicitly engage (...) in conceptual engineering (without naming it as such). We subsequently reflect on the case studies to find out how these illustrate conceptual engineering as an appropriate method to deal with pressing concerns in the philosophy of technology. We have two main goals. We first want to contribute to the literature on conceptual engineering by presenting concrete examples of conceptual engineering in the philosophy of technology. This is especially relevant, because the technologies that are designed based on the conceptual work done by philosophers of technology potentially have crucial moral and social implications. Secondly, we want to make explicit what choices are made when doing this conceptual work. Making explicit that some of the implicit assumptions are, in fact, debated in the literature allows for reflection on these questions. Ultimately, our hope is that conscious reflection leads to an improvement of the conceptual work done. (shrink)

”Meaningful human control” is a term invented in the political and legal debate on autonomous weapons system, but it is nowadays also used in many other contexts. It is supposed to specify conditions under which an artificial system is under the right kind of control to avoid responsibility gaps: that is, situations in which no moral agent is responsible. Santoni de Sio and Van den Hoven have recently suggested a framework that can be used by system designers to operationalize this (...) kind of control. It is the purpose of this paper to facilitate further operationalization of ”meaningful human control”. -/- This paper consists of two parts. In the first part I resolve an ambiguity that plagues current operationalizations of MHC. One of the design conditions says that the system should track the reasons of the relevant agents. This condition is ambiguous between the kind of reasons involved. On one interpretation it says that a system should track motivating reasons, while it is concerned with normative reasons on the other. Current participants in the debate interpret the framework as being concerned with (something in the vicinity of) motivating reasons. I argue against this interpretation by showing that meaningful human control requires that a system tracks normative reasons. Moreover, I maintain that an operationalization of meaningful human control that fails to track the right kind of reasons is morally problematic.When this is properly understood, it can be shown that the framework of MHC is committed to the agent-relativity of reasons. More precisely, I argue in the second part of this paper that if the tracking condition of MHC plays an important role in responsibility attribution (as the proponents of the view maintain), then the framework is incompatible with first-order normative theories that hold that normative reasons are agent-neutral (such as many versions of consequentialism). In the final section I present three ways forward for the proponent of MHC as reason-responsiveness. (shrink)

Politicians and engineers are increasingly realizing that values are important in the development of technological artefacts. What is often overlooked is that different conceptualizations of these abstract values lead to different design-requirements. For example, designing social media platforms for deliberative democracy sets us up for technical work on completely different types of architectures and mechanisms than designing for so-called liquid or direct forms of democracy. Thinking about Democracy is not enough, we need to design for the proper conceptualization of these (...) values. As we see it, we cannot responsibly engineer and innovate and shape technology in accordance with our moral values without engaging in systematic and continuous conceptual engineering: This is not only an academic, or theoretical issue, it is also not simply an issue for public policy or politics, or regulators, it has become a central problem for engineering and the world of technology. In this paper, we present a framework for doing the necessary conceptual work in the context of requirement engineering. We draw on the literature on conceptual engineering to lay out a methodology to (1) assess different conceptions and (2) to develop new conceptions. Moreover, we integrate this methodology with extant approaches in the philosophy of technology which aim at designing technological artefacts ethically. In the final section we apply this integrated framework to freedom in the context of social media networks. (shrink)

Thomas Scanlon and Derek Parfit have recently defended a meta-ethical view that is supposed to satisfy realistic intuitions about morality, without the metaphysical implications that many find hard to accept in other realist views. Both philosophers argue that truths in the normative domain do not have ontological implications, while truths in the scientific domain presuppose a metaphysical reality. What distinguishes Scanlon and Parfit’s approach from other realistic meta-ethical theories is that they maintain that normative entities exist in a way that (...) is different from (some) non-normative entities. Moreover, they think that this view about the way normative entities exist helps to answer the metaphysical worries that are often thought to plague non-naturalism. To make sense of this idea, I develop their view as a version of alethic pluralism: the position that there is more than one truth property. I argue, however, that when their view is developed in this way it fails to satisfy realistic intuitions about morality. This shows that on a plausible and initially promising reading of what it takes for a normative entity to exist in a way that is different from non-normative entities, Parfit’s and Scanlon’s non-metaphysical moral realism fails to be more realistic than contemporary versions of anti-realism. Conceptual engineering is the enterprise of evaluating and improving our representational devices. But how should we conduct this enterprise? One increasingly popular answer to this question proposes that conceptual engineering should proceed in terms of the functions of our representational devices. In this paper, we argue that the best way of understanding this suggestion is in terms of normative functions, where normative functions of concepts are, roughly, things that they allow us to do that matter normatively (for example, things in (...) virtue of which we have normative reasons to have these concepts). Not only does this introduce a novel view about functions to the literature. This proposal also fits more naturally than the alternatives with conceptual engineering as a normative enterprise, and it allows functions to play all of the explanatory roles assigned to them in the conceptual engineering literature. Our discussion of the explanatory advantages of normative functions also advances the understanding of the ways in which concepts can be authoritative, what this means for conceptual engineering, and highlights the importance of political philosophy for thinking about conceptual engineering in practice. Furthermore, the paper explicates what kind of role considerations about function can and should actually play in conceptual engineering. (shrink)

Metasemantic inferentialismhas gained popularity in the last few decades. Traditionally, inferentialism is combined with a deflationary attitude towards semantic terms such as truth and reference, i.e., many inferentialists hold that when we use these semantic terms we do not purport to refer to substantive properties. This combination makes inferentialism attractive for philosophers who see themselves as antirealists. Although the attractions of combining inferentialism and deflationism are easy to see, deflationism is also a controversial position. For one, deflationists maintain that truth (...) is an insubstantive property, but it is not altogether clear what an insubstantive property is. Secondly, as deflationists maintain that truth does not play an explanatory role, it is incompatible with the position that truth can explain the normativity of truth talk. Given that deflationism faces these objections, it would be preferable if the success of inferentialism did not depend on the deflationist’s ability to respond to these objections. I argue that someone attracted to inferentialism for its ability to accommodate antirealist intuitions about a domain (e.g. morality) is not committed to deflationism about truth. More specifically, I will show that inferentialism combined with a straightforward account of inferentialist truth-conditions is compatible with a version of truth pluralism. I call this position Inferentialist Truth Pluralism. (shrink)

Users of sociotechnical systems often have no way to independently verify whether the system output which they use to make decisions is correct; they are epistemically dependent on the system. We argue that this leads to problems when the system is wrong, namely to bad decisions and violations of the norm of practical reasoning. To prevent this from occurring we suggest the implementation of defeaters: information that a system is unreliable in a specific case (undercutting defeat) or independent information that (...) the output is wrong (rebutting defeat). Practically, we suggest to design defeaters based on the different ways in which a system might produce erroneous outputs, and analyse this suggestion with a case study of the risk classification algorithm used by the Dutch tax agency. Responsibility gaps concern the attribution of blame for harms caused by autonomous machines. The worry has been that, because they are artificial agents, it is impossible to attribute blame, even though doing so would be appropriate given the harms they cause. We argue that there are no responsibility gaps. The harms can be blameless. And if they are not, the blame that is appropriate is indirect and can be attributed to designers, engineers, software developers, manufacturers or regulators. The real problem (...) lies elsewhere: autonomous machines should be built so as to exhibit a level of risk that is morally acceptable. If they fall short of this standard, they exhibit what we call ‘a control gap.’ The causal control that autonomous machines have will then fall short of the guidance control they should emulate. Now, it seems reasonable to require that formal models of human reasoning be empirically adequate if they are to be viewed as models of the phenomena in question. How are formal models of human reasoning typically put to empirical test? One way (...) to do so is to isolate a number of key principles of the system, and design experiments to gauge the extent to which participants do or do not follow them in reasoning tasks. Another way is to take relevant existing results and check whether a particular formal model predicts these results. The present investigation provides an illustration of the second kind of empirical testing by comparing two formal models for reasoning – namely the non-monotonic logic known as preferential logic; and a particular version of belief revision theories, screened belief revision – against the reasoning phenomenon known as belief bias in the psychology of reasoning literature: human reasoners typically seek to maintain the beliefs they already hold, and conversely to reject contradicting incoming information. The conclusion of our analysis will be that screened belief revision is more empirically adequate with respect to belief bias than preferential logic and non-monotonic logics in general, as what participants seem to be doing is above all a form of belief management on the basis of background knowledge. The upshot is thus that, while it may offer valuable insights into the nature of human reasoning, preferential logic is ultimately inadequate as a formal model of the phenomena in question. (shrink)

Herman Cappelen investigates how language and other representational devices can go wrong, and how to fix them. We use language to understand and talk about the world, but what if our language has deficiencies that prevent it from playing that role? How can we revise our concepts, and what are the limits on revision?

The standard view of philosophical methodology is that philosophers rely on intuitions as evidence. Herman Cappelen argues that this claim is false: it is not true that philosophers rely extensively on intuitions as evidence. At worst, analytic philosophers are guilty of engaging in somewhat irresponsible use of 'intuition'-vocabulary. While this irresponsibility has had little effect on first order philosophy, it has fundamentally misled meta-philosophers: it has encouraged meta-philosophical pseudo-problems and misleading pictures of what philosophy is.

Cappelen and Dever present a forceful challenge to the standard view that perspective, and in particular the perspective of the first person, is a philosophically deep aspect of the world. Their goal is not to show that we need to explain indexical and other perspectival phenomena in different ways, but to show that the entire topic is an illusion.

I call the activity of assessing and developing improvements of our representational devices ‘conceptual engineering’.¹ The aim of this chapter is to present an argument for why conceptual engineering is important for all parts of philosophy (and, more generally, all inquiry). Section I of the chapter provides some background and defines key terms. Section II presents the argument. Section III responds to seven objections. The replies also serve to develop the argument and clarify what conceptual engineering is.

The beginning of the twenty-first century saw something of a comeback for relativism within analytical philosophy. Relativism and Monadic Truth has three main goals. First, we wished to clarify what we take to be the key moving parts in the intellectual machinations of self-described relativists. Secondly, we aimed to expose fundamental flaws in those argumentative strategies that drive the pro-relativist movement and precursors from which they draw inspiration. Thirdly, we hoped that our polemic would serve as an indirect defence of (...) a traditional and natural picture concerning truth. According to this picture, what we call ‘Simplicity’, the fundamental structure of semantic reality is best revealed by construing truth as a simple monadic property of propositions that serve as the objects of belief, assertion, meaning and agreement. Our project was not a straightforward one. So-called relativists are not uniform in their key ideology, are often sloppy, casual, obscure or confused in their self-characterization, and differ in their argumentative emphasis among themselves and over time, thereby presenting a target that is both amorphous and shifty. This is an area where parties will frequently claim not to understand each other and where certain parties will sometimes accuse others of failing to make any sense at all. In such a situation, any effort to impose order will inevitably strike some parties as tendentious and unfair. That said, we felt that we had enough of …. (shrink)

This paper evaluates arguments presented by John Perry (and Ken Taylor) in favor of the presence of an unarticulated constituent in the proposition expressed by utterance of, for example, (1):1 1. It's raining (at t). We contend that these arguments are, at best, inconclusive. That's the critical part of our paper. On the positive side, we argue that (1) has as its semantic content the proposition that it is raining (at t) and that this is a location-neutral proposition. According to (...) the view we propose, an audience typically looks for a location when they hear utterances of (1) because their interests in rain are location- focused: it is the location of rain that determines whether we get wet, carrots grow, and roads become slippery. These are, however, contingent facts about rain, wetness, people, carrots, and roads – they are not built into the semantics for the verb 'rain'. (shrink)

Bad Language is the first textbook on an emerging area in the study of language: non-idealized language use, the linguistic behaviour of people who exploit language for malign purposes. This lively, accessible introduction offers theoretical frameworks for thinking about such topics as lies and bullshit, slurs and insults, coercion and silencing.

In this Introduction, we aim to introduce the reader to the basic topic of this book. As part of this, we explain why we are using two different expressions (‘conceptual engineering’ and ‘conceptual ethics’) to describe the topics in the book. We then turn to some of the central foundational issues that arise for conceptual engineering and conceptual ethics, and finally we outline various views one might have about their role in philosophy and inquiry more generally.

This book explores how physicists, astronomers, chemists, and historians in the late nineteenth and early twentieth centuries employed ‘epistemic virtues’ such as accuracy, objectivity, and intellectual courage. In doing so, it takes the first step in providing an integrated history of the sciences and humanities. It assists in addressing such questions as: What kind of perspective would enable us to compare organic chemists in their labs with paleographers in the Vatican Archives, or anthropologists on a field trip with mathematicians poring (...) over their formulas? While the concept of epistemic virtues has previously been discussed, primarily in the contexts of the history and philosophy of science, this volume is the first to enlist the concept in bridging the gap between the histories of the sciences and the humanities. Chapters research whether epistemic virtues can serve as a tool to transcend the institutional disciplinary boundaries and thus help to attain a ‘post-disciplinary’ historiography of modern knowledge. Readers will gain a contextualization of epistemic virtues in time and space as the book shows that scholars themselves often spoke in terms of virtue and vice about their tasks and accomplishments. This collection of essays opens up new perspectives on questions, discourses, and practices shared across the disciplines, even at a time when the neo-Kantian distinction between sciences and humanities enjoyed its greatest authority. An introduction to relativism about truth.

Herman Philipse puts forward a powerful new critique of belief in God. He examines the strategies that have been used for the philosophical defence of religious belief, and by careful reasoning casts doubt on the legitimacy of relying on faith instead of evidence, and on probabilistic arguments for the existence of God.

The view defended in this paper - I call it the No-Assertion view - rejects the assumption that it is theoretically useful to single out a subset of sayings as assertions: (v) Sayings are governed by variable norms, come with variable commitments and have variable causes and effects. What philosophers have tried to capture by the term 'assertion' is largely a philosophers' invention. It fails to pick out an act-type that we engage in and it is not a category we (...) need in order to explain any significant component of our linguistic practice. Timothy Williamson (2000) defends a theory of type (i). He says that a theory of assertion has as its goal "[…] that of articulating for the first time the rules of a traditional game that we play" (p. 240). Among those who think we play the game of assertion, there's disagreement about what the rules are. Some think it's a single rule and disagree about what that rule is. Others think the rules change across contexts. According to the No-Assertion view we don’t play the assertion game. The game might exist as an abstract object, but it is not a game you need to learn and play to become a speaker of a natural language. (shrink)

If we don't know what the words 'democracy' and 'democratic' mean, then we don't know what democracy is. This book defends a radical view: these words mean nothing and should be abandoned. The argument for Abolitionism is simple: those terms are defective (...) and we can easily do better, so let's get rid of them. According to the abolitionist, the switch to alternative devices would be a significant communicative, cognitive, and political advance. The first part of the book presents a general theory of abandonment: the conditions under which language should be abandoned. The rest of the book applies this general theory to the case of 'democracy' and 'democratic'. Cappelen shows that 'democracy' and 'democratic' are semantically, pragmatically, and communicatively defective. Abolitionism is not all gloom and doom. It also contains a message of good cheer: we have easy access to conceptual devices that are more effective than 'democracy'. We can do better. These alternative linguistic devices will enable us to ask better questions, provide genuinely fruitful answers, and have more rational discussions. Moreover, those questions and answers better articulate the communicative and cognitive aims of those who use empty terms like 'democracy' and 'democratic'. (shrink)

In Insensitive Semantics (2004), we argue for two theses – Semantic Minimalism and Speech Act Pluralism. In this paper, we outline our defense against two objections often raised against Semantic Minimalism. To get to that defense, we first need some stage setting. To that end, we begin with five stage setting sections. These lead to the first objection, viz., that it might follow from our view that comparative adjectives are context insensitive. We defend our view against that objection (not, as (...) you might expect, by denying that implication, but by endorsing it). Having done so, we address a second objection, viz., that Semantic Minimalism makes it difficult to see what role semantic content plays in communicative exchanges. We respond and end with a reversal, i.e., we argue that even though the second objection fails against us, it works against those who raise the objection. In particular, we show that Recanati ends up with a notion of communicated content that fails various tests for psychological reality. (shrink)
