Parkinson's Disease (PD) is a long-term degenerative disorder of the central nervous system that mainly affects the motor system. The symptoms generally come on slowly over time. Early in the disease, the most obvious are shaking, rigidity, slowness of movement, and difficulty with walking. Doctors do not know what causes it and finds difficulty in early diagnosing the presence of Parkinson’s disease. An artificial neural network system with back propagation algorithm is presented in this paper for helping doctors in identifying (...) PD. Previous research with regards to predict the presence of the PD has shown accuracy rates up to 93% [1]; however, accuracy of prediction for small classes is reduced. The proposed design of the neural network system causes a significant increase of robustness. It is also has shown that networks recognition rates reached 100%. (shrink)

Responsible AI (RAI) guidelines aim to ensure that AI systems respect democratic values. While a step in the right direction, they currently fail to impact practice. Our work discusses reasons for this lack of impact and clusters them into five areas: (1) the abstract nature of RAI guidelines, (2) the problem of selecting and reconciling values, (3) the difficulty of operationalising RAI success metrics, (4) the fragmentation of the AI pipeline, and (5) the lack of internal advocacy and accountability. Afterwards, (...) we introduce a number of approaches to RAI from a range of disciplines, exploring their potential as solutions to the identified challenges. We anchor these solutions in practice through concrete examples, bridging the gap between the theoretical considerations of RAI and on-the-ground processes that currently shape how AI systems are built. Our work considers the socio-technical nature of RAI limitations and the resulting necessity of producing socio-technical solutions. (shrink)

L'usage du monde numérique, et plus particulièrement de l'Internet, crée des traces qui constituent la source de services que les utilisateurs contribuent à personnaliser eux-mêmes. En échangeant leurs favoris, leurs photos, leurs informations de toutes sortes, les utilisateurs révèlent leurs préférences et renforcent l'utilité du service qu'ils sont en train d'utiliser. Une première génération de services s'appuie sur les mécanismes d'une rationalité exploratoire, tirant bénéfice du savoir collectif . Une seconde génération de services va plus loin en utilisant les préférences (...) déclarées pour connecter des individus « qui se ressemblent » . Ces évolutions suggèrent le passage d'une économie de stock à une économie de flux où le bien rare est moins l'information que l'attention nécessaire pour la traiter. Elles ont des conséquences sur la gestion de l'identité numérique des individus et rend de moins opérant la notion juridique de la privacy.Using the digital world, and especially the Internet, generates traces that become the basis for services which are customised by the contributions of users themselves. As they share their favourites, photos and information of all kinds, users not only disclose their preferences but also strengthen the utility of the service they are using. Some first-generation services rely on mechanisms based on exploratory rationality and drawing on collective knowledge . A second type of service goes a step further by using displayed preferences to connect people who are "alike" . These trends suggest a switch from a stock-based economy to a flow-based economy, where the most valuable asset is not information as such but the attention it attracts. These developments are creating issues relating to the management of individual digital identities, and bringing the relevance of the legal notion of privacy into question. (shrink)

Can democracy be at once radical and Islamic? In this paper I argue that it can. My argument is based on a comparison and contrast of certain aspects in the social-political thought of two contemporary authors: Axel Honneth who defends a particular conception of radical democracy, and Rached al-Ghannouchi who defends a particular conception of the Islamic state. I begin with Honneth’s early articulation of his model of radical democracy as reflexive cooperation, which he presents as an alternative that reconciles (...) Arendtian republicanism and Habermasian proceduralism while avoiding their weaknesses. I also refer to his more mature conception of democracy by way of highlighting his understanding of democracy as a process of constituting civil society. This is significant for the purposes of this paper since it forms the most important link between Honneth’s radical democracy and Ghannouchi’s Islamic model of political rule. I then introduce Ghannouchi’s theoretical account of the Islamic state with a focus on his conception of shura (consultation) in order to bring to the fore both the similarities and dissimilarities with Honneth’s theory of democracy. By this point I will have identified Islamic resources for a conception of democracy that, like Honneth’s democracy as reflexive cooperation, shares with proceduralism an instrumental view of democratic procedures, and with republicanism a strong connection between the pre-political social level and politics. Next, I ask whether this conception of radical Islamic democracy can square its dual commitment to pluralism and Islamic unity. Again, I draw on Ghannouchi’s thought to respond to the challenge, doing so in a way that brings out the agonistic dimension in radical Islamic democracy. I conclude by making explicit how radical Islamic democracy carves out a conceptual space in which proceduralist, republican and agonistic features are combined. (shrink)

This article presents an approach to how to make reasonable social choices when independent criteria (e.g., prioritarianism, religious freedom) fail to fully determine what to do. The article outlines different explanations of why independent criteria sometimes fail to fully determine what to do and illustrates how they can still be used to eliminate ineligible alternatives, but it is argued that the independent criteria cannot ground a reasonable social choice in these situations. To complement independent criteria when they fail to fully (...) determine what to do, it is suggested that society must engage in public deliberation by way of generating new reasons that can determine how to rank the alternatives. It is suggested that the approach to social choice presented here reveals a way of accepting the relevance of independent criteria for social choice without letting go of the idea that the attitudes of affected parties matter. In this paper we draw on the munāẓara tradition to intervene in the debate on whether argument assessment should be agent- or act-based. We introduce and deploy the notion of _sequencing_ – the ordering of the antagonist’s critical moves – to make explicit an ambiguity between the _agent_ and the _act_ of arguing. We show that sequencing is a component of argumentation that inextricably involves the procedure as well as the agent and, therefore, its assessment cannot be adequately undertaken if (...) either agent- or act-based norms are ignored or demoted. We present our intervention through a challenge that virtue argumentation needs to address for it to be considered an alternative to existing theories of argument assessment (Section 2 ). We then briefly introduce munāẓara and focus on its notion of sequencing to explicate the interdependence between the agent and the procedure (Section 3 ). Next, we address the challenge by offering an account of the virtuous arguer as a virtuous sequencer (Section 4 ). In conclusion, we reflect on the implications of sequencing on virtue argumentation and the norms of argumentation. (shrink)

The aim of this paper is to highlight an interdependence between procedural and agential norms that undermines their neat separation when appraising argumentation. Drawing on the munāẓara tradition, we carve a space for sequencing in argumentation scholarship. Focusing on the antagonist’s sequencing of critical moves, we identify each sequence’s corresponding values of argumentation: coalescence, reliability, and efficacy. These values arise through the mediation of virtues and simultaneously underpin procedural as well as agential norms. Consequently, an ambiguity between procedure and agent (...) becomes apparent. This ambiguity hints at the potential for a virtue theory of argumentation that draws on procedural norms. (shrink)

The main aim of this study is to undertake a critical examination of the ethical and developmental performance of an Islamic bank as communicated in its annual reports over a period of 28 years. Islami Bank Bangladesh Limited’s ethical performance and disclosures are further analyzed through interviews conducted with the bank’s senior management. The key findings include an overall increase in ethical disclosures during the study period. However, the focus on various stakeholders’ needs has varied over time reflecting the evolving (...) nature of the Islamic finance industry over the last three decades. Based on a secular economy, IBBL focused in the first two decades on the “Particular” Shariah compliance disclosure as a way of establishing its reputation and differentiating itself from conventional banks in a dual banking system. Post 2005, the ethical performance and disclosure shifted to more “Universal” disclosures such as sustainability, charity, employees, and community related disclosures signaling responsible conduct and the bank’s adoption of a “wider stakeholder approach.” However the bank is still failing to provide full disclosure on certain significant categories such as sources and uses of disposable income, thereby contradicting the principles of full and comprehensive disclosure and accountability. In addition, the structure of IBBL’s investment portfolio reveals an overreliance on debt-based financial instruments and a shortcoming in fulfilling the developmental and social objectives of Islamic finance. This is evidenced by the “qualified” Shariah Supervisory Board reports that the bank consistently received. This research provides further evidence that Islamic banking and Finance in its current practices reflect the “global” and the “local” influences in an era dominated by global conventional finance.
