The study aims to review the literature that analyses the history andcurrent situation of Higher Education, henceforth known as HE, in Turkeyand to review HE agenda of the Government of Turkey in order to identify theextent to which it has responded to the sustainable development agenda. Thispaper recommends ways to improve and develop HE in Turkey so as to makeit a significant sector which prepares its stakeholders to achieve sustainabledevelopment goals. Multiple sources of information: documents onthe agenda of Turkey with (...) regard to the objectives of HE; the findings ofprevious studies undertaken on different aspects of Turkish HE system; anddocuments prepared by organizations such as YÖK, MEB and the World Bank.The analysis of relevant literature suggests that Turkey aims to upgrade theHE system in line with its goals of becoming a more powerful player in theworld. The initiatives to enhance enrolment of students at HE institutions;strengthen HE Education Curriculum, internationalise the Turkish HE arein line with the directions that support the attainment of SDGs. The findingsprovide an account of the HE system in Turkey, both strengths and weaknesses.It enhances understanding on the current situation of HE in Turkey vis a vis theSustainable Development Goals. Purpose Online violence has been rampant in the past decade, intensifying the victims’ suffering owing to its rapid dissemination to vast audiences. This study aims to focus on online gender-based violence directed against young Bedouin women who have left their male-dominated home territory for academic studies. This study examined how the backlash against these students, intended to stop changes in traditional gender roles, is reflected in offensive TikTok videos. Design/methodology/approach This research is based on a qualitative-thematic analysis of 77 questionnaires (...) and 30 semistructured in-depth interviews with first-year female Bedouin students aged 18–21 years. Findings The backlash was widespread, with young Bedouin men using offensive videos as “proof” that women have violated codes of honor and morality. The videos exhibited four types of gender-based violence: claims of immoral behavior, aggressive captions that take the footage out of context, allegations of immodest clothing and digital photo editing that produced fabricated results. Examining participants' reactions to the videos, this study revealed two patterns of response: passive acceptance of the situation and an active approach that included reaching out to powerful Bedouin men for solutions. Originality/value This research enriches the literature on online gender-based violence, particularly against women in traditional societies, and suggests practical steps: developing online media literacy in traditional societies, adopting a proactive approach and nurturing social self-competence in women who have been victims of online gender-based violence. Purpose At times, a traditional minority group that opposes a change in the patriarchal structure is violent toward women who wish to adopt modern lifestyles. This study aims to examine online comments regarding a shooting at a café in an Arab-Bedouin city in Israel, where women were employed as servers. The event was framed in Israeli media as an act of backlash by young men, who call themselves “The Modesty Guard.” Design/methodology/approach In this qualitative study, the authors collected 916 online (...) comments that were published on five main online news sites. A thematic and rhetorical analysis of online comments was conducted. Findings The findings uncovered five main themes: the expression of support for Bedouin women; ideas for dealing with the Modesty Guard; blaming Bedouin tradition for the shooting; comparison of the violent behavior to a parallel phenomenon among Charedim; and criticism of the lack of treatment by Israeli security forces. The responses reflected a supportive stance toward Arab-Bedouin women, who were open to progress. Conflict discourse, however, expressed alienation and increased social-national schism between the Jewish majority and Arab-Bedouin minority groups in Israel. Originality/value This study sheds light on the backlash phenomenon in Negev Bedouin society. Moreover, it exposes the lack of significant supportive actions and a lack of understanding of the deep processes unfolding in this traditional society. (shrink)

Background: The high public demand for healthcare services during the COVID-19 pandemic and strict infection control measures, coupled with threat of severe illness and death, and limited resources, led to many healthcare workers (HCWs) experiencing ethically challenging situations (ECSs). Objective: To systematically explore first-hand accounts of ECS-evoking moral distress among HCWs during this public health emergency. Research design: This was an open cohort study. All participants were asked whether they had been in ECS-evoking moral distress during the pandemic. Those who (...) had were asked to describe these situations. Answers were systematically analyzed according to three levels of root causes for ECSs, using thematic analysis. Participants and research context: In January 2022, 977 HCWs from four Norwegian university hospitals participated. Ethical considerations: The study received ethical approval from the Norwegian Ethical Review Authority (No. 130944). Results: In total, 508 participants (52%) reported that they had experienced ECS-evoking moral distress during the pandemic, whereof 323 provided a qualitative description. We found that while a few reported ECSs caused at the patient level, and some described situations at the unit/team level, the vast majority reported situations caused at the system level, predominantly related to resource scarcity, particularly poor staffing. Conclusion: Our findings strongly indicate that efforts to mitigate moral distress among HCWs should be targeted at the system level. More specifically, the study findings highlight resource limitations, particularly poor staffing, as a major cause of moral distress during the pandemic. (shrink)

Ce passage révèle comment al-Bīrūnī comprenait les régimes fluviaux, le comportement physique de l'eau, et quelques phénomènes naturels spéciaux. Al-Bīrūnī ne se contente pas d'une discussion sur la prévision météorologique et les régimes fluviaux saisonniers du Tigre, de l'Euphrate, de l'Oxus et du Nile. Il défend surtout le principe qu'en l'absence de force externe, l'eau se meut vers le bas. Ce faisant, le savant du Khwarezm touche à (...) l'origine de la salinité des mers et au fonctionnement des machines à syphon hydraulique, et il décrit un phénomène artificiel, qu'il rejette comme résultant d'observations erronées, mais qu'on pourrait reconnaître comme un cas de saut hydraulique. İslam düşüncesinde dillerin ortaya çıkışı konusu, dilbilimsel çalışma ve tartışmaların büyük bir bölümünü oluşturmuştur. Bu tartışmalarda en büyük pay usul ve kelâm âlimlerine aittir. Müslümanlar, dillerin ortaya çıkmasıyla ilgili iki teori öne sürmüşlerdir: Birincisi, tevkîf teorisidir. Buna göre dil ilahi bir mevhibe olup insana Allah tarafından öğretilmiştir. Çok kadim olan bu teori Yunan filozofları tarafından da savunulmuştur. İkinci teori ise tevfîk teorisidir. Bu teorinin sahipleri dilin toplumsal uzlaşı ile doğduğunu öngörürler. Bu teoriyi savunanların çoğu, delillerini aklî temele dayandıran Muʻtezile’ye mensup (...) olup metinleri kendi görüşlerine uygun bir şekilde yorumlamışlardır. Bazı âlimler ise bu iki teoriyi uzlaştırmaya çalışmışlardır. Buna göre Cenâb-ı Hak, insana kavram üretme yeteneği vermiş ve bunun için uygun mekanizmalar bahşetmiştir. Fakat yine de dilin ilk kökeninin tevkîfî olması gerekir ki sonradan insan dili gelişim gösterebilsin. Kādî Abdülcebbâr bu konuda farklı bir görüş ortaya atar. Ona göre ilk dil tevkîfî olamaz tam aksine Allah'ın hitabını anlamamız için tevfîkî olması gerekir. Allah'ın insana anladığı bir dille hitap etmesi gerektiği deliline istinaden, Kādî Abdülcebbâr bu teoriyi savunmuştur. Yukarıdaki tartışma dilin ilk kökeni ile ilgilidir. İlk dilden sonra gelen dillere gelince, Kādî Abdülcebbâr onların çıkışı hakkında kesin bir şey söylemez. Yani hem tevkîfî olabilir hem de tevfîkî olma ihtimali mevcuttur. Bu iki ihtimalin hiçbirini destekleyecek bir delil yoktur. Kādî Abdülcebbâr, Allah'ın iradesini anlamak için öngördüğü bu durumun nasıl olması gerektiğini bir örnekle açıklıyor. O, öncelikle bir kelimenin bir lafzı ifade-işaret etmesi gerektiğini ve bunun da mutlaka belli bir maksat için konulmuş olması gerektiğini savunur. İsim, konulduğu şeye niyete bir gayeye uygun olarak işaret etmelidir. Modern dilbilimde ise, yukarıdaki iki teori haricinde birkaç teori daha ortaya atılmıştır. Modern dilbilim kitaplarında büyük yer tutan ve on sekizinci yüzyılın sonunda ortaya çıkan ilk dilin kökeni teorisi; dilin insan türünün özel bir içgüdüsünden kaynaklandığını belirten ve onun doğuştan geldiğini savunan teoridir. Yani insanda, her duyusal ve ahlaki algısını bir kelime ile ifade etmesini sağlayan bir fıtratı vardır. Modern teorilerden biri de, kelimelerin ilk oluşumunun insanın duyduğu doğal sesleri taklit etmesiyle ortaya çıktığını ve bu seslerin kaynağının onlardan isimler türetmeye yönelttiğini savunan taklit teorisidir. Bu çalışmada Kādî Abdülcebbâr’ın dilin kökenine dair özgün teorisi ve teorisini desteklemek için ortaya koyduğu akli deliller ele alınmaktadır. (shrink)

This article argues that a fragment from a lost treatise by Abū Bakr al-Rāzī (d. 925) is preserved in the Book on Morphology Kitāb al-Taṣrīf) by Ps-Ǧābir ibn Ḥayyān. Paul Kraus reached the conclusion that the collection to which this book belongs was written between the end of the ninth and the beginning of the tenth century AD. This fragment represents the first attempt – to our knowledge – to analyze the logical structure of sign-based inference in Arabic, which is (...) known as istidlāl bi-al-šāhid ʿalā al-ġāʾib among theologians and philosophers. The author distinguishes between sign-inferences based on homogeneity (al-muǧānasa), course of habit (maǧrā al-ʿāda) and traces (āṯār). After providing a translation of the fragment, the first part of this paper argues that its author is Abū Bakr al-Rāzī. My argument is based on a comparison between this text and a passage from the Doubts About Galen, which is also by Abū Bakr al-Rāzī. I hypothesize that at least two other fragments from the same work or from different works by Abū Bakr al-Rāzī are preserved in the corpus attributed to Ps-Ǧābir. The second part of the paper aims to reconstruct Abū Bakr al-Rāzī’s theory of sign-inference. In so doing, I show the historical influence that Hellenistic debates on sign-inference might have had on al-Rāzī, and I situate al-Rāzī’s theory in the context of the prominent use that the theologians of the kalām made of the istidlāl bi-al-šāhid ʿalā al-ġāʾib. To offer a more comprehensive reconstruction of al-Rāzī’s theory of sign-inference, this article compares the critical approach presented in the newly identified fragment with the epistemological framework outlined in the Doubts About Galen. Finally, this article shows that Abū Bakr al-Rāzī’s theory of sign-inference had a strong influence on al-Fārābī’s logical developments especially in his Epitome of the Prior Analytics, even if he does not acknowledge this intellectual debt.
