The problem of truthmakers for negative propositions was introduced by Bertrand Russell in 1918. Since then the debate has mostly been concerned with whether to accept or reject their existence, and little has been said about what it is that makes a negative proposition negative. This is a problem as it is obvious that you cannot just read it off from the grammar of a sentence. The aim of this paper is to demonstrate that propositions may be negative or positive (...) in many ways: it offers a typology, and shows how the question of the existence of negative facts will receive a different answer depending on its relationship to that typology. This paper presents a typology of human actions, based on Aristotle’s kinesis–energeia dichotomy and on a formal elaboration (with some refinement) of the Vendler–Kenny classificatory schemes for action types (or action verbs). The types introduced are defined throughout by inferential criteria, in terms of what here are referred to as “modal-temporal expressions” (‘MT-terms’). Examples of familiar categories analysed in this way are production and maintenance, but the procedure is meant to offer a basis for defining various other commonsense categories. Among (...) the more theoretical categories introduced are “Aristotelian projects”, i.e. actions defined in terms of Aristotle’s conceptions of movement/change, as well as “abstract projects”, in which the agent ensures that something changes from not being a fact to being a fact, and “conditional agency”, which involves actions that are to be performed when/if certain conditions come to be fulfilled. A category like “starting an action” is itself inferentially defined here in MT-terms, and so, inter alia, are proceeding with, finishing, stopping and interrupting an action. There is also a demonstration of how actions of one type may be converted into those of other types, where this is a matter of the way they are “seen” or described. There is also an implication to the effect that some of these distinctions may be useful for formulating certain critical insights regarding modern life. (shrink)

Counterfactual reasoning has always played a role in human life. We ask questions like, “Could it have been different?,” “Under which conditions might/would it have been different?,” and “What would have happened if …?” If we do not find an answer, i.e., what we accept as an answer, we may start reasoning. Reasoning means introducing new information or assumptions, new questions, new answers to new questions, and so on. From a formal point of view, reasoning may be compared with moving (...) stepwise toward a destination in a path system without ever achieving an overview of the system. Seen in this way, reasoning is an activity with its own rationale, which must be studied from the agent’s own perspective. This paper explores the following query: Which conditions are necessarily fulfilled when the act of posing a specific question, or of introducing a particular piece of information or assumption, etc., may count as a step toward the answer to the initial question? The problem of the existence of negative facts as truthmakers for negative propositions was introduced by Bertrand Russell in 1918. In the debate since then, most writers have tended to reject their existence, Russell himself being the most conspicuous exception. Two other strategies have been offered. The first, usually called incompatibilism, actually goes back to Plato, whereas the second, the totality fact theory, was introduced by D. M. Armstrong in 1997. The aim of this paper is to show the problematic (...) character of some of the presuppositions shared by all three of the strategies mentioned above – presuppositions that figure in most of the current discourse on the subject. First, the concept of a negative proposition is not clear: one needs to make a distinction between grammatically negative propositions and “ontologically” negative ones. Second, it turns out that propositions may be ontologically negative in many ways, each of which may call for a different specific analysis with respect to the question of the existence of what would be the corresponding negative facts. Third, at the bottomline, it is shown that we need a concept of the existence or reality of facts that is not derived solely from their function as truthmakers. Such a concept, it is argued, is furnished by a theory that I shall call “ontological consequentialism”. (shrink)

When a philosophical or scientific project comes of age, it finds itself possessed of a tradition, and consequently of scope for a display of its classics. If Praxeology is such a project, then Jakob Meløe’s article The Agent and His World is just such a classic. It’s often no very long step from acquiring a tradition to becoming one. But a project that suffers this transformation stands in risk of losing its character as a project. It then remains only to (...) write the history of the tradition: this is how it all went. As Praxeology is not just a tale to be told, these notes will not be taking up The Agent and His World as the original and radical statement it so patently was within the analytic philosophy of action of the sixties. Nor will they deal with its significance for subsequent praxeological thinking. The aim is rather to enter into a dialogue with Meløe’s article — as one praxeologist to another, or as one piece of praxeology to another. (shrink)

The subject of the article is conducting as typically known from the classical symphonic practice. The question to be discussed is: In what respect is the conductor’s beat properly to be understood as ”signing” within the frames of a sign language, and as such a proper object of semiotic analysis. My approach to the topic is primarily phenomenological. It makes analytical comments on the task of the conductor; to the very nature of the cooperative and communicative framework embedding the conductor (...) and the musicians; and hence to the constitutional conditions for conducting. The conclusion is that in many important respects conducting is not a matter of signing and there is no such thing as a conductor’s sign language. It will be outlined how the connection between music, musicians and conductor is based on analogies between music, corporeality and onto-temporality. (shrink)

Public “upstream engagement” and other approaches to the social control of technology are currently receiving international attention in policy discourses around emerging technologies such as nanotechnology. To the extent that such approaches hold implications for research and development (R&D) activities, the distinct participation of scientists and engineers is required. The capacity of technoscientists to broaden the influences on R&D activities, however, implies that they conduct R&D differently. This article discusses the possibility for more reflexive participation by scientists and engineers in (...) the internal governance of technology development. It reviews various historical attempts to govern technoscience and introduces the concept of midstream modulation, through which scientists and engineers, ideally in concert with others, bring societal considerations to bear on their work. In recent years, it has become commonplace among the Global Burden of Disease study authors to regard the disability-adjusted life year primarily as a descriptive health metric. During the first phase of the GBD, it was widely acknowledged that the DALY had built-in evaluative assumptions. However, from the publication of the 2010 GBD and onwards, two central evaluative practices—time discounting and age-weighting—have been omitted from the DALY model. After this substantial revision, the emerging view now appears to be that the (...) DALY is primarily a descriptive measure. Our aim in this article is to argue that the DALY, despite changes, remains largely evaluative. Our analysis focuses on the understanding of the DALY by comparing the DALY as a measure of disease burden in the two most significant phases of GBD publications, from their beginning to the most recent releases. We identify numerous assumptions underlying the DALY and group them as descriptive or evaluative. We conclude that while the DALY model arguably has become more descriptive, it remains, by necessity, largely evaluative. (shrink)

This co-edited volume compares Chinese and Western experiences of engineering, technology, and development. In doing so, it builds a bridge between the East and West and advances a dialogue in the philosophy of engineering. Divided into three parts, the book starts with studies on epistemological and ontological issues, with a special focus on engineering design, creativity, management, feasibility, and sustainability. Part II considers relationships between the history and philosophy of engineering, and includes a general argument for the necessity of dialogue (...) between history and philosophy. It continues with a general introduction to traditional Chinese attitudes toward engineering and technology, and philosophical case studies of the Chinese steel industry, railroads, and cybernetics in the Soviet Union. Part III focuses on engineering, ethics, and society, with chapters on engineering education and practice in China and the West. The book’s analyses of the interactions of science, engineering, ethics, politics, and policy in different societal contexts are of special interest. The volume as a whole marks a new stage in the emergence of the philosophy of engineering as a new regionalization of philosophy. This carefully edited interdisciplinary volume grew out of an international conference on the philosophy of engineering hosted by the University of the Chinese Academy of Sciences in Beijing. _Systematic public vaccination constitutes a tremendous health success, perhaps the greatest achievement of biomedicine so far. There is, however, room for improvement. Each year, 1.5 million deaths could be avoided with enhanced immunisation coverage. In recent years, many countries have introduced mandatory childhood vaccination programmes in an attempt to avoid deaths. In Norway, however, the vaccination programme has remained voluntary. Our childhood immunisation programme covers protection for twelve infectious diseases, and Norwegian children are systematically immunised from six weeks to sixteen (...) years of age. In this article, we address the question of whether our country, Norway, should make the childhood vaccination programme mandatory. This question has received considerable public attention in the media, yet surprisingly little academic discussion has followed. The aim of the article is to systematically discuss whether it is morally justified to introduce a mandatory childhood vaccination programme in Norway. Our discussion proceeds as follows: We begin by presenting relevant background information on the history of vaccines and the current Norwegian childhood vaccination programme. Next, we discuss what we consider to be the most central arguments against mandatory childhood vaccination: the argument from the standpoints of parental rights, bodily integrity, naturalness, mistrust, and immunisation coverage. After that, we examine the central arguments in favour of mandatory childhood vaccination from the standpoints of harm, herd immunity, and as a precautionary strategy. We conclude that there are convincing moral arguments in favour of adopting a policy of mandatory childhood vaccination in Norway._ _Keywords_: autonomy, harm principle, herd immunity, parental rights, precautionary approach. Priority setting in health care is ubiquitous and health authorities are increasingly recognising the need for priority setting guidelines to ensure efficient, fair, and equitable resource allocation. While cost-effectiveness concerns seem to dominate many policies, the tension between utilitarian and deontological concerns is salient to many, and various severity criteria appear to fill this gap. Severity, then, must be subjected to rigorous ethical and philosophical analysis. Here we first give a brief history of the path to today’s severity criteria in (...) Norway and Sweden. The Scandinavian perspective on severity might be conducive to the international discussion, given its long-standing use as a priority setting criterion, despite having reached rather different conclusions so far. We then argue that severity can be viewed as a multidimensional concept, drawing on accounts of need, urgency, fairness, duty to save lives, and human dignity. Such concerns will often be relative to local mores, and the weighting placed on the various dimensions cannot be expected to be fixed. Thirdly, we present what we think are the most pertinent questions to answer about severity in order to facilitate decision making in the coming years of increased scarcity, and to further the understanding of underlying assumptions and values that go into these decisions. We conclude that severity is poorly understood, and that the topic needs substantial further inquiry; thus we hope this article may set a challenging and important research agenda. (shrink)

In a recent extended essay, philosopher Daniel Hausman goes a long way towards dismissing severity as a morally relevant attribute in the context of priority setting in healthcare. In this response, we argue that although Hausman certainly points to real problems with how severity is often interpreted and operationalised within the priority setting context, the conclusion that severity does not contain plausible ethical content is too hasty. Rather than abandonment, our proposal is to take severity seriously by carefully mapping the (...) possibly multiple underlying accounts to well-established ethical theories, in a way that is both morally defensible and aligned with the term’s colloquial uses. In Parkinson’s disease, the fronto-striatal network is involved in motor and cognitive symptoms. Working memory updating training engages this network in healthy populations, as observed by improved cognitive performance and increased striatal BOLD signal. This two-part study aimed to assess the feasibility of WM updating training in PD and measure change in cognition, movement and functional brain response in one individual with PD after WM updating training. A feasibility and single-subject study were performed in which patients with PD completed computerized (...) WM updating training. The outcome measures were the pre-post changes in criterion and transfer cognitive tests; cognitive complaints; psychological health; movement kinematics; and task-related BOLD signal. Participants in the feasibility study showed improvements on the criterion tests at post-test. FL displayed the largest improvements on the criterion tests and smaller improvements on transfer tests. Furthermore, FL reported improved cognitive performance in everyday life. A shorter onset latency and smoother upper-limb goal-directed movements were measured at post-test, as well as increased activation within the striatum and decreased activation throughout the fronto-parietal WM network. This two-part study demonstrated that WM updating training is feasible to complete for PD patients and that change occurred in FL at post-test in the domains of cognition, movement and functional brain response. Next, it is the responsibility of current (...) philosophers of explanation to go on where Hempel, Kitcher and Salmon failed. However, we should go on in a clever way. We call this clever way the pragmatic approach to scientific explanation and clarify briefly what this approach consists in. The third chapter (A Toolbox for Describing and Evaluating Explanatory Practices) elaborates the pragmatic approach by presenting a toolbox for analysing scientific explanation. In a 2008 paper, Walmsley argued that the explanations employed in the dynamical approach to cognitive science, as exemplified by the Haken, Kelso and Bunz model of rhythmic finger movement, and the model of infant preservative reaching developed by Esther Thelen and her colleagues, conform to Carl Hempel and Paul Oppenheim’s deductive-nomological model of explanation (also known as the covering law model). Although we think Walmsley’s approach is methodologically sound in that it starts with an analysis of scientific practice (...) rather than a general philosophical framework, we nevertheless feel that there are two problems with his paper. First, he focuses only on the deductivenomological model and so neglects the important fact that explanations are causal. Second, the explanations offered by the dynamical approach do not take the deductive-nomological format, because they do not deduce the explananda from exceptionless laws. Because of these two points, Walmsley makes the dynamical explanations in cognitive science appear problematic, while in fact they are not. (shrink)

Slavoj Žižek's fascinating and complex attempt at an appropriation of the authentic legacy of Christianity for a revivified politics of universality is traced in the light of certain affinities to concepts of Carl Schmitt's political theology. It is argued that these two thinkers not only share a similar canon of thinkers, but also an emphasis on the necessity of maintaining and/or reintroducing a distinction between friend and enemy for a properly political thought. _Slow Cures and Bad Philosophers_ uses insights from the philosophy of Ludwig Wittgenstein to rethink bioethics. Although Wittgenstein produced little formal writing on ethics, this volume shows that, in fact, ethical issues permeate the entirety of his work. The scholars whom Carl Elliott has assembled in this volume pay particular attention to Wittgenstein’s concern with the thick context of moral problems, his suspicion of theory, and his belief in description as the real aim of philosophy. Their aim is not (...) to examine Wittgenstein’s personal moral convictions but rather to explore how a deep engagement with his work can illuminate some of the problems that medicine and biological science present. As Elliott explains in his introduction, Wittgenstein’s philosophy runs against the grain of most contemporary bioethics scholarship, which all too often ignores the context in which moral problems are situated and pays little attention to narrative, ethnography, and clinical case studies in rendering bioethical judgments. Such anonymous, impersonal, rule-writing directives in which health care workers are advised how to behave is what this volume intends to counteract. Instead, contributors stress the value of focusing on the concrete particulars of moral problems and write in the spirit of Wittgenstein’s belief that philosophy should be useful. Specific topics include the concept of “good dying,” the nature of clinical decision making, the treatment of neurologically damaged patients, the moral treatment of animals, and the challenges of moral particularism. Adorno was the prototypical German Jewish non-Jew, Walter Benjamin vacillated between German Jew and Jewish German, Gershom Scholem was a committed Zionist, and Arnold Schönberg converted to Protestantism for professional reasons but later returned to Judaism. Carl Djerassi, himself a refugee from Hitler's Austria, dramatizes a dialogue between these four (...) men in which they discuss fraternity, religious identity, and legacy as well as reveal aspects of their lives-notably their relations with their wives-that many have ignored, underemphasized, or misrepresented. The desire for canonization and the process by which it is obtained are the underlying themes of this dialogue, with emphasis on Paul Klee's _Angelus Novus _, a canonized work that resonated deeply with Benjamin, Adorno, and Scholem. Basing his dialogue on extensive archival research and interviews, Djerassi concludes with a daring speculation on the putative contents of Benjamin's famous briefcase, which disappeared upon his suicide. This unique volume is intended first and foremost for legal scholars, but its approachable style makes it readily accessible for students and for those with a general interest in the application of the law and justice in today's multi-layered world. The collection of (...) essays is rather more philosophical and reflective as opposed to doctrinal. Each contribution focuses on the nature and operation of justice, the independence of the judiciary, and on judicial style primarily from the perspective of the judges themselves. This dissertation constructs a postnational citizenship model adequate to the European Union , drawing principally on the thought of French philosopher and public administrator Alexandre Kojeve. Its thesis is that citizenship, even as nation states decline in power, retains political elements not particular to nation states, including a conception of strict equality and the delineation between friends and enemies. ;The project is driven by three factors. The introduction of EU citizenship in the Maastricht Treaty of 1992 did not create a (...) new citizenship, but created a context for a discussion of the subject. Second, the dominant schools of contemporary thought on transnational citizenship, including cosmopolitanism, liberal nationalism and radical pluralism address it as an extension of civil society rather than as a political phenomenon. Third, Kojeve's work has been, in general, poorly interpreted and underread, particularly among English-speaking scholars. ;The rehabilitation of Kojeve is undertaken in two stages. First, Kojeve's Introduction a la lecture de Hegel is analyzed, along with his exchange with Leo Strauss. Kojeve emerges not as the complacent technocrat implementing global liberal democracy, as the Fukuyama thesis would have it, but as first and foremost a philosopher with a strong interest in rule. In the second, Kojeve's Esquisse d'une phenomenologie du Droit supports a model of citizenship with roots in the thought of G. W. F. Hegel, but also of Thomas Hobbes and the jurist Carl Schmitt. This model of citizenship incorporates "classic" Kojevean political elements, particularly the universal need for recognition and the resulting master-slave dialectic, but elaborates these basic elements to resemble citizenship in a familiar way: it includes accounts of citizenship as a relation between governors and the governed, as incorporating rights of different kinds, and as a measure of inclusion and exclusion through the friend-enemy concept developed by Schmitt. ;The closing chapter applies this model to the existing institutions of the EU most closely associated with citizenship. On the argument that an EU federation constitutes the minimum structure under which a corresponding citizenship would be possible, foreign and security policy is identified as the most pressing area requiring integration for the development of EU citizenship. Professor Baudenbacher has served the EEA Agreement and the parties to it for a long time—both in his role as judge and President of the EFTA Court, and also as an outspoken, forthright, creative ambassador of the Court and its case-law.

The paper emerges from the debate between Carl Schmitt and Erik Peterson about the possibility of political theology. It begins by showing that Carl Schmitt uses the concept of political theology as the defense of an alliance between Church and State. Peterson’s rejection of its possibility lies in his refusal of the relation between Church and Total State, as proposed by the movement of German Christians in the context of Hitler’s Germany. It argues that this rejection is (...) the origin of Peterson’s attempt to conceive pure theology as theology free from politics, and of his criticism of Eusebius of Caesarea’s imperial political theology. The concept of economic theology in Giorgio Agamben appears as the attempt to conceive not a theology free of politics, but a theological foundation for politics against political-theological politics, based on sovereignty and authority. Finally, Schmitt’s late answer to Peterson shows that his conception of political theology is directed toward a politics based on rationality and the rejection of fanaticism. (shrink)

The dual character of acclamations, religious and political, makes of acclamations a perfect place to explore theological-political transferences. Acclamations were central in ancient times in order to constitute a community and to show its acceptance, whether they took place in a republic while deciding in assemblies or during the accession of an emperor. The Christian-Church adopted this imperial ceremonial style with the introduction of imperial laudes into the Church and accommodated it to its own needs. Modern times recovered the magic (...) of acclamations in order to give space to the vox populi in the constitution of the political community. The aim of the present article is to explore the centrality of acclamations in religious and political life through three key texts: Kantorowicz’s Laudes regiae, Peterson’s Heis Theos and Schmitt’s Volksentscheid und Volksbegehren. These texts are interrelated and could be considered a particular case of a broad hidden dialogue between these three authors. The theological-political character and evolution of the practice of acclamations in the West coming from the East shows that the line that divided the sacred from the secular has been always far from fixed, and was instead subject to fluctuation, pressures from every side, and constant renegotiation. There are several theses in political science that are usually explicitly called ‘laws’. Other theses are generally thought of as laws, but often without being explicitly labelled as such. Still other claims are well-supported and arguably interesting, while no one would be tempted to call them laws. This situation raises philosophical questions: which theses deserve to be called laws and which not? And how should we decide about this? In this paper we develop and motivate a strategy for thinking about (...) laws in political science which integrates two core concepts: spatio-temporal stability and social mechanisms. The proposed strategy is a set of guidelines that political scientists can use to reflect on and argue about specific cases within their discipline, not a clear-cut demarcation criterion. We defend and motivate this strategy and apply it to two cases (one with respect to state repression, one about parliamentary elections). After we have developed and motivated our strategy for political science, we show that our proposal is relevant for other disciplines in the social sciences. We explain how our views fit into critical realism and embed them in the debate on laws in general philosophy of science and in the philosophy of the social sciences. (shrink)
