This ambitious and lively book argues for a rehabilitation of the concept of 'human needs' as central to politics and political theory. Contemporary political philosophy has focused on issues of justice and welfare to the exclusion of the important issues of political participation, democratic sovereignty, and the satisfaction of human needs, and this has had a deleterious effect on political practice. Lawrence Hamilton develops a compelling positive conception of human needs: the evaluation of needs must be located within a more (...) general analysis of institutions, but can in turn help to justify forms of coercive authority that are directed toward the transformation of political and social institutions and practices. It demonstrates how freedom depends upon power, and contends that liberty for all citizens is best maintained if conceived as power through political representation. Against those who de-politicise freedom through a romantic conception of 'the people' and faith in supposedly independent judicial and political institutions, Lawrence Hamilton argues that real modern freedom can (...) only be achieved through representative and participative mechanisms that limit domination and empower classes and groups who become disempowered in the conflicts that inevitably pervade politics. I elicit some of Foucault’s insights to provide a more realistic picture than is the norm in social and political theory of how best to identify and overcome domination. Foucault’s vision is realized best, I argue, by combining his account with two related conceptions of domination based on human needs and realistic accounts of politics that focus on agency, power and interests. I defend a genealogical, inter-subjective account of how the determination of needs and interests forms the basis of ascertaining, (...) on a continuum, the extent to which relations of power generate states of domination. To that end I propose institutional changes that would empower citizens in positive and negative ways: power over legislation in district assemblies and via veto and repeal; real control over representatives through various means; and decennial constitutional plebiscites. In this interview, the previous editor-in-chief of Theoria, Lawrence Hamilton, describes the evolution of Theoria to become a journal with more Southern political theory scholars and ideas, and how this was inspired by the limitations of Northern theory alone in understanding real world political problems in South Africa especially. He traces the evolution of this thought in becoming a more ‘decolonial’ type thinker through his own work, and how this intersected with Theoria's focus, with specific reference to special issues of (...) the journal including ‘Freedom and Power’ in 2013, ‘Empire and Economics’ in 2016 and a series of African-focussed editions in 2018, 2019 and 2021. At the heart of this lived experienced of intellectual development is a validation of the importance of context-based theory and theorising that is nevertheless still engaged with northern thought and global issues. This article compares the ideas of Amílcar Cabral and Amartya Sen on capability, freedom, resistance and political change, thereby revealing the importance of radical realism in political thought and development studies. Sen’s path-breaking work has been transformative for multiple disciplines, not least development. Yet, reading Sen alongside the ideas of one of Africa’s most successful anti-colonial political leaders is revelatory: it provides the basis for the argument that radical realism is most valuable if it is action-guiding, comparative and about context-specific (...) change. This involves a distinction between realistic political theory and realism in political thought where only the latter demands utopian thinking. What follows from this regarding democracy, impartiality and justice? In answering this with reference to some social movements, the article then defends the political potential of conflict, partisan positions, resistance and political change directed towards overcoming domination. What is virtuous citizenship? Is it possible to be a virtuous citizen whatever the form of one's state? Is it possible to be a virtuous citizen in the new South Africa? In this article I defend some Republican ideas on civic virtue and popular sovereignty, especially as found in the writings of Jean-Jacques Rousseau, to suggest that popular sovereignty is a necessary condition for active and virtuous citizenship. For it is only under conditions of popular sovereignty that the right kind (...) of political agency is possible. I discuss these ideas in the context of modern constitutional democracies, and argue that constitutional democracy in South Africa is not an instance of popular sovereignty and thus does not provide the possibility for virtuous citizenship. I end the article with a proposal for addressing these deficiencies: effective citizen control over the constitution by means of a decennial plebiscite—a carnival of citizenship. (shrink)

ABSTRACTIn this article, I argue that resistance and radical democracy can be used to the good of representative democracy. I submit that resistance is about the popular power – the freedom as power – to create better institutions. I argue that the conflict and resistance that is at the core of radical democracy enables freedom and democracy and resists domination best if it is institutionalized. This counterintuitive claim is substantiated by an argument for freedom as power through representation and how (...) the power to resist is linked to at least four domains of freedom. This builds on the work of Machiavelli, Marx and Foucault, amongst others, and insights drawn from resistance struggles across the globe. I end by proposing institutional changes to representative democracy that, I suggest, would allow us to conceive of democracy as both a form of government and a constantly destabilizing transgressive practice.
