We present a novel model of individual people, online posts, and media platforms to explain the online spread of epistemically toxic content such as fake news and suggest possible responses. We argue that a combination of technical features, such as the algorithmically curated feed structure, and social features, such as the absence of stable social-epistemic norms of posting and sharing in social media, is largely responsible for the unchecked spread of epistemically toxic content online. Sharing constitutes a distinctive communicative act, (...) governed by a dedicated norm and motivated to a large extent by social identity maintenance. But confusion about this norm and its lack of inherent epistemic checks lead readers to misunderstand posts, attribute excess or insufficient credibility to posts, and allow posters to evade epistemic accountability—all contributing to the spread of epistemically toxic content online. This spread can be effectively addressed if people and platforms add significantly more context to shared posts and platforms nudge people to develop and follow recognized epistemic norms of posting and sharing. My aim in this paper is to give a philosophical analysis of the relationship between contingently available technology and the knowledge that it makes possible. My concern is with what specific subjects can know in practice, given their particular conditions, especially available technology, rather than what can be known “in principle” by a hypothetical entity like Laplace’s Demon. The argument has two parts. In the first, I’ll construct a novel account of epistemic possibility that incorporates two pragmatic conditions: responsibility and (...) practicability. For example, whether subjects can gain knowledge depends in some circumstances on whether they have the capability of gathering relevant evidence. In turn, the possibility of undertaking such investigative activities depends in part on factors like ethical constraints, economical realities, and available technology. In the second part of the paper, I’ll introduce “technological possibility” to analyze the set of actions made possible by available technology. To help motivate the problem and later test my proposal, I’ll focus on a specific historical case, one of the earliest uses of digital electronic computers in a scientific investigation. I conclude that the epistemic possibility of gaining access to scientific knowledge about certain subjects depends (in some cases) on the technological possibility for making responsible investigations. David Chalmers thinks his iPhone exemplifies the extended mind thesis by meeting the criteria ‎that he and Andy Clark established in their well-known 1998 paper. Andy Clark agrees. We take ‎this proposal seriously, evaluating the case of the GPS-enabled smartphone as a potential mind ‎extender. We argue that the “trust and glue” criteria enumerated by Clark and Chalmers are ‎incompatible with both the epistemic responsibilities that accompany everyday activities and the ‎practices of trust that enable users to discharge them. Prospects (...) for revision of the original ‎criteria are dim. We therefore call for a rejection of the trust criterion and a reevaluation of the ‎extended mind thesis.‎. (shrink)

Leading prescriptions for addressing the spread of fake news, misinformation, and other forms of epistemically toxic content online target either the platform or platform users as a single site for intervention. Neither approach attends to the intense feedback between people, posts, and platforms. Leading prescriptions boil down to the suggestion that we make social media more like traditional media, whether by making platforms take active roles as gatekeepers, or by exhorting individuals to behave more like media professionals. To one side of the wide third-floor hallway of Victoria College, just outside the offices of the Institute for the History and Philosophy of Science and Technology, lies the massive carcass of a 1960s-era electron microscope. Its burnished steel carapace has lost its gleam, but the instrument is still impressive for its bulk and spare design: binocular viewing glasses, beam control panel, specimen tray, and a broad work surface. Edges are worn, desiccated tape still feebly holds instructive reminders near control (...) dials; this was once a workhorse in some lab. People increasingly form beliefs based on information gained from automatically filtered Internet ‎sources such as search engines. However, the workings of such sources are often opaque, preventing ‎subjects from knowing whether the information provided is biased or incomplete. Users’ reliance on ‎Internet technologies whose modes of operation are concealed from them raises serious concerns about ‎the justificatory status of the beliefs they end up forming. Yet it is unclear how to address these concerns ‎within standard theories of knowledge and justification. (...) To shed light on the problem, we introduce a ‎novel conceptual framework that clarifies the relations between justified belief, epistemic responsibility, ‎action, and the technological resources available to a subject. We argue that justified belief is subject to ‎certain epistemic responsibilities that accompany the subject’s particular decision-taking circumstances, ‎and that one typical responsibility is to ascertain, so far as one can, whether the information upon which ‎the judgment will rest is biased or incomplete. What this responsibility comprises is partly determined by ‎the inquiry-enabling technologies available to the subject. We argue that a subject’s beliefs that are ‎formed based on Internet-filtered information are less justified than they would be if she either knew how ‎filtering worked or relied on additional sources, and that the subject may have the epistemic ‎responsibility to take measures to enhance the justificatory status of such beliefs.‎. Information providing and gathering increasingly involve technologies like search ‎engines, which actively shape their epistemic surroundings. Yet, a satisfying account ‎of the epistemic responsibilities associated with them does not exist. We analyze ‎automatically generated search suggestions from the perspective of social ‎epistemology to illustrate how epistemic responsibilities associated with a ‎technology can be derived and assigned. Drawing on our previously developed ‎theoretical framework that connects responsible epistemic behavior to ‎practicability, we address two questions: first, given the different technological ‎possibilities available (...) to searchers, the search technology, and search providers, ‎who should bear which responsibilities? Second, given the technology’s ‎epistemically relevant features and potential harms, how should search terms be ‎autocompleted? Our analysis reveals that epistemic responsibility lies mostly with ‎search providers, which should eliminate three categories of autosuggestions: those ‎that result from organized attacks, those that perpetuate damaging stereotypes, and ‎those that associate negative characteristics with specific individuals.‎. Internet Alley is much more a book about regional history than about politics, economics, or history of technology, yet it draws extensively on all of these fields. The book is stronger for its interdisciplinarity, but as a result does not sit comfortably within any traditional historical discourse. Historians of science or technology not dealing with northern Virginia in the twentieth century will find little of help in this book.

BackgroundA fundamental ethical challenge in conducting genomics research is the question of what and how individual level genetic findings and aggregate genomic results should be conveyed to research participants and communities. This is within the context of minimal guidance, policies, and experiences, particularly in Africa. The aim of this study was to explore the perspectives of key stakeholders' on returning genomics research results to participants in Kenya.MethodsThis qualitative study involved focus group discussions (FGDs) and in-depth interviews (IDIs) with 69 stakeholders. (...) The purposively selected participants, included research ethics committee (REC) members (8), community members (44), community resource persons (8), and researchers (9). A semi-structured interview guide was used to facilitate discussions. Six FGDs and twenty-five (IDIs) were conducted among the different stakeholders. The issues explored in the interviews included: (1) views on returning results, (2) kind of results to be returned, (3) value of returning results to participants, and (4) challenges anticipated in returning results to participants and communities. The interviews were audio-recorded, transcribed verbatim, and coded in Nvivo 12 pro. Thematic and content analysis was conducted.ResultsParticipants agreed on the importance of returning genomic results either as individual or aggregate results. The most cited reasons for returning of genomic results included recognizing participants' contribution to research, encouraging participation in future research, and increasing the awareness of scientific progress. Other aspects on how genomic research results should be shared included sharing easy to understand results in the shortest time possible and maintaining confidentiality when sharing sensitive results.ConclusionsThis study identified key stakeholders’ perspectives on returning genomic results at the individual and community levels in two urban informal settlements of Nairobi. The majority of the participants expect to receive feedback about their genomic results, and it is an obligation for researchers to see how to best fulfil it. (shrink)

Morbidity of birth asphyxia has been estimated to be 42 million disability-adjusted life years. The study sought to assess the impact of the use and completion of partograph during labour on reducing birth asphyxia at the St Anthony’s Hospital, Dzodze, in the Volta Region of Ghana. A retrospective study design using a quantitative approach was adopted for the study. A simple random sampling technique was used to select a total of 200 folders of labouring women who were admitted and delivered (...) at St Anthony’s Hospital, Dzodze, between 1st May 2015 and 30th April 2016. A structured checklist, which was developed by using labour and foetal monitoring parameters based on the standards of the World Health Organization partograph usage, was used to review all the 200 existing maternal records. The findings revealed that partographs were used by midwives at St Anthony’s Hospital with the majority of the maternal folders fully completed. The use and completion of partograph were found to be associated with less non-asphyxiated birth outcomes. Labours which were monitored with partograph were 4.29 times less likely to result in birth asphyxia [AOR 4.29 ], and those that were monitored with a completed partograph were 5.3 times less likely to result in birth asphyxia [AOR 5.31 ]. Midwives used partographs during labour at St Anthony’s Hospital. The use and completion of partograph were significantly associated with a reduced incidence of birth asphyxia at the hospital. Birth asphyxia could be reduced if partographs are used and completed by midwives during labour in all cases. (shrink)

Telemedicine changes clinical practice and introduces new ways of distributing tasks between physicians and nurses, and particularly the delegation of sensory assessments during remote physical examinations. As nurses become more involved in patient assessment and clinical decision‐making, the quality of physician–nurse collaboration has been recognized as essential to ensure quality patient care. However, few studies have examined physician–nurse interactions during teleconsultations. This article presents the results of an empirical study of nurse–physician communication during remote physical examinations. In partnership with a (...) university‐affiliated hospital in Ontario, Canada, we observed and recorded 10 simulated postsurgical consultations in orthopedics (involving a physician, a patient, and an on‐site nurse) and conducted auto‐confrontation interviews with physicians. The results of the thematic analysis of the interviews informed the selection of consultation sequences for in‐depth interaction analysis. The findings demonstrate the nurse's essential role during remote physical examinations and reveal specific practices accomplished by the nurse to ensure successful nurse–physician collaboration. The interview data shows how physicians view the nurse's role and contributions. The findings contribute to our understanding of the collaborative nature of sensory assessments during remote physical examinations in telemedicine and can inform the development of training programs for professionals focusing on communication skills. As we age, many physical, perceptual and cognitive abilities decline, which can critically impact our day-to-day lives. However, the decline of many abilities is concurrent; thus, it is challenging to disentangle the relative contributions of different abilities in the performance deterioration in realistic tasks, such as road crossing, with age. Research into road crossing has shown that aging and a decline in executive functioning is associated with altered information sampling and less safe crossing decisions compared to younger adults. However, in (...) these studies declines in age and EFs were confounded. Therefore, it is impossible to disentangle whether age-related declines in EFs impact on visual sampling and road-crossing performance, or whether visual exploration, and road-crossing performance, are impacted by aging independently of a decline in EFs. In this study, we recruited older adults with maintained EFs to isolate the impacts of aging independently of a decline EFs on road crossing abilities. We recorded eye movements of younger adults and older adults while they watched videos of road traffic and were asked to decide when they could cross the road. Overall, our results show that older adults with maintained EFs sample visual information and make similar road crossing decisions to younger adults. Our findings also reveal that both environmental constraints and EF abilities interact with aging to influence how the road-crossing task is performed. Our findings suggest that older pedestrians' safety, and independence in day-to-day life, can be improved through a limitation of scene complexity and a preservation of EF abilities. (shrink)

In early nineteenth-century London audiences flocked to a variety of lectures and shows on astronomical topics. While the religious and social positions of the lecturers and showmen varied significantly, the vast majority adopted a Newtonian cosmology incorporating a belief in the plurality of worlds. This paper focuses on Isaac Frost's 1846 book Two Systems of Astronomy in an attempt to gain a fuller understanding of how some thinkers in plebeian London responded to and resisted this emergent astronomical orthodoxy. Central (...) to this analysis is research that reveals how changes in the intellectual world of Frost and his Muggletonian co-religionists prompted this formerly non-proselytizing Protestant sect to become increasingly vocal during the nineteenth century. This research is based upon a thorough examination of the Muggletonian archive in the British Library together with a collection of approximately thirty Muggletonian letters deposited in the Oxfordshire Records Office in 1993 and not examined by previous historians. It is concluded that the unorthodox or anti-Newtonian cosmologies advanced by several early nineteenth-century thinkers were often intellectually coherent and embodied in receptive social contexts. Isaac Beeckman was a master craftsman from the Zeeland town Middelburg who studied to become schoolmaster in the Holland towns of Rotterdam and Dordrecht. He was a strict Calvinist and a tireless observer and contemplator of natural phenomena. Foremost, he was the first mechanical philosopher in Europe who played a key role in the intellectual development of René Descartes and inspired pioneers of mechanistic thinking Marin Mersenne and Pierre Gassendi . We know this because Beeckman kept a journal throughout (...) his life in which he recorded his observations and ideas. The journal is a treasure trove of early modern knowing. Beeckman had a keen eye for the world around him and responded to what he saw, as well as the reflections of others, with a highly original mind. When artificial intelligence (AI) is used to make high-stakes decisions, some worry that this will create a morally troubling responsibility gap—that is, a situation in which nobody is morally responsible for the actions and outcomes that result. Since the responsibility gap might be thought to result from individuals lacking knowledge of the future behavior of AI systems, it can be and has been suggested that deploying explainable artificial intelligence (XAI) techniques will help us to avoid it. These techniques provide humans (...) with certain forms of understanding of the systems in question. In this paper, I consider whether existing XAI techniques can indeed close the responsibility gap. I identify a number of significant limits to their ability to do so. Ensuring that responsibility for AI-assisted outcomes is maintained may require using different techniques in different circumstances, and potentially also developing new techniques that can avoid each of the issues identified. For the past fifty years anxiety over naturalism has driven debates in social theory. One side sees social science as another kind of natural science, while the other rejects the possibility of objective and explanatory knowledge. _Interpretation and Social Knowledge_ suggests a different route, offering a way forward for an antinaturalist sociology that overcomes the opposition between interpretation and explanation and uses theory to build concrete, historically specific causal explanations of social phenomena.

Why would God institute the practice of efficacious petitionary prayer? Why would God not simply give us what we need before we ask? I examine recently proposed solutions to this puzzle and argue that they are inadequate to explain why an omniscient and perfectly good God would act differently in response to prayer. I propose that God has reasons to not always maximize a creature’s good, even in a sinless world, and that petitionary prayer functions as a means to reward (...) those who trust God, to enable us to actively love those we cannot otherwise help, and to give the petitioner personal evidence of God’s existence and care for her, creating a virtuous cycle of increasing faith. I refine this proposal by responding to several objections involving human responsibility and the epistemology of divine action. Along the way, I offer several ways petitioners can recognize God’s having answered a prayer and how God might help us with some common obstacles to prayer. (shrink)

An increasingly prevalent approach to studying human cognition is to construe the mind as optimally allocating limited cognitive resources among cognitive processes. Under this bounded rationality approach (Icard in Philos Sci 85(1):79–101, 2018; Simon in Utility and probability, Palgrave Macmillan, 1980), it is common to assume that resource-bounded cognitive agents approximate normative solutions to statistical inference problems, and that much of the bias and variability in human performance can be explained in terms of the approximation strategies we employ. In this (...) paper, we argue that this approach restricts itself to an unnecessarily narrow scope of cognitive models, which limits its ability to explain how humans flexibly adapt their representations to novel environments. We argue that more attention should be paid to how we form our cognitive representations in the first place, and advocate for pluralistic framework which jointly optimizes over both representations and algorithms for manipulating them. We identify several fundamental trade-offs that manifest in this joint optimization, and draw on recent work to motivate a unified formal framework for this analysis. We illustrate a simplified version of this analysis with a case study in social cognition, and outline several new directions for research that this approach suggests. (shrink)

Our decision-theoretic states are not luminous. We are imperfectly reliable at identifying our own credences, utilities and available acts, and thus can never be more than imperfectly reliable at identifying the prescriptions of decision theory. The lack of luminosity affords decision theory a remarkable opportunity — to issue guidance on the basis of epistemically inaccessible facts. We show how a decision theory can guarantee action in accordance with contingent truths about which an agent is arbitrarily uncertain. It may seem that (...) such advantages would require dubiously adverting to externalist facts that go beyond the internalism of traditional decision theory, but this is not so. Using only the standard repertoire of decision-theoretic tools, we show how to modify existing decision theories to take advantage of this opportunity. These improved decision theories require agents to maximize conditional expected utility — expected utility conditional upon an agent’s actual decision situation. We call such modified decision theories ‘self-confident’. These self-confident decision theories have a distinct advantage over standard decision theories: their prescriptions are better. (shrink)

There has recently been increasing interest in the possibility and ethics of lethal autonomous weapons systems (LAWS), which would combine sophisticated AI with machinery capable of deadly force. One objection to LAWS is that their use will create a troubling responsibility gap, where no human agent can properly be held accountable for the outcomes that they create. While some authors have attempted to show that individual agents can, in fact, be responsible for the behaviour of LAWS in various circumstances, this (...) will not be possible in all cases. This article argues, however, that by assigning responsibilities to group agents operating within the military‐industrial complex, as well as the military‐industrial complex as a whole, we may be able to close the responsibility gap, or at least reduce its costs. Insofar as the potential for responsibility gaps poses an ethical barrier to the development and deployment of LAWS, this argument, if sound, may show their use to be morally permissible in a greater range of cases. Las clases virtuales son una modalidad de estudio a distancia que ha sido aplicadas por más de 10 años. Son utilizadas principalmente en universidades para abarcar las necesidades de sus estudiantes que no pueden acceder al sistema presencial. Al encontrarnos en una emergencia sanitaria por el COVID-19, la aplicación de las clases virtuales alrededor del mundo se volvió una obligación para precautelar la vida de los estudiantes. Es por esto que la población universitaria tuvo que adaptarse a nuevas condiciones de (...) estudio como: las clases, trabajos y exámenes en línea con el fin de no detener su aprendizaje. Sin duda, esto desencadenó inconformidades e inquietudes al estudiar por primera vez bajo esta modalidad. En este trabajo se evaluó la satisfacción sobre clases virtuales tomadas el primer semestre del 2020 a estudiantes de la carrera de Ingeniería Industrial de la Universidad de las Américas con edades entre 18 a 20 años. Para ello se realizó una encuesta de 15 ítems los cuales evaluaron las distintas condiciones que se presentaron en las clases virtuales durante el periodo de pandemia, con datos validados por un alfa de Cronbach 0,92. En este trabajo se obtuvo como resultado que gran parte de las personas encuestadas aprobó el software aplicado para la realización de las clases virtuales debido a que es una herramienta de uso intuitivo y de fácil acceso, por otro lado, están en desacuerdo con la modalidad de evaluación del conocimiento adquirido. The Mathematical Principles of Natural Philosophy.

This article draws on the conceptual link between power and causality to develop an account of the relational, discursive, and performative dimensions of power. Each proposed dimension of power is grounded in a different understanding of social causes: relational-realist, discursive-hermeneutic, and performative-pragmatic. For the purposes of empirical analysis, this dimensional schema crosscuts the classic sources of power typology developed by Michael Mann and others, thus rendering the conceptual apparatus for pursuing sociological research on power more complex and explanatorily effective. The (...) schema is illustrated by an example from comparative-historical sociology: explaining the storming of the Bastille and its effects. A series of research questions for investigating the relative autonomy of performative power is proposed. Finally, the current schema is situated vis-à-vis classic sociological theories of power, including the arguments of Steven Lukes, Michel Foucault, and Pierre Bourdieu, among others. (shrink)

This chapter presents the story of successive generations of Multivacs, self‐improving superintelligent computers that serve as the custodians of humanity. The first part of the chapter ends with a question posed to the Multivac that whether mankind, one day, without the net expenditure of energy, be able to restore the sun to its full youthfulness even after it had died of old age. Some moments later, the computer replies that it is unable to provide an answer due to insufficient data. (...) This answer is repeated for other questions too by other computers, each more improved than the earlier one. The questions include whether stars, being power units, can be made to start again once their power drains out, whether entropy can be reversed, and whether stars could be kept from dying. (shrink)
