Humanitarian organisations often work alongside those responsible for serious wrongdoing. In these circumstances, accusations of moral complicity are sometimes levelled at decision makers. These accusations can carry a strong if unfocused moral charge and are frequently the source of significant moral unease. In this paper, we explore the meaning and usefulness of complicity and its relation to moral accountability. We also examine the impact of concerns about complicity on the motivation of humanitarian staff and the risk that complicity may lead (...) to a retreat into moral narcissism. Moral narcissism is the possibility that where humanitarian actors inadvertently become implicated in wrongdoing, they may focus more on their image as self-consciously good actors than on the interests of potential beneficiaries. Moral narcissism can be triggered where accusations of complicity are made and can slew decision making. We look at three interventions by Médecins Sans Frontières that gave rise to questions of complicity. We question its decision-guiding usefulness. Drawing on recent thought, we suggest that complicity can helpfully draw attention to the presence of moral conflict and to the way International Non-Governmental Organisations can be drawn into unintentional wrongdoing. We acknowledge the moral challenge that complicity presents to humanitarian staff but argue that complicity does not help INGOs make tough decisions in morally compromising situations as to whether they should continue with an intervention or pull out. About a methodically ordered reconstruction of the theory of special relativity. One of the main results of the theory of special relativity is that our basic concepts concerning space and time must be revised, because there is new experimental evidence. But on the other hand it was meant to move in a circular procedure, if the usual methods of measuring distances and temporal durations are refused on the ground of experimental results that are based on even these measuring methods. Thus (...) a reconstruction of the theory of special relativity was demanded. It consists of a finite number of steps and basicly one may presuppose that each step may at best include the results of undertaken steps. This reconstruction will be discussed in this article. It begins with the socalled proto-physics (Protophysik) that reflects the production of measuring rods and clocks without recurring on the existence of other clocks or measuring rods. Then Newtonian mechanics, electrodynamics, the refinement of classical mechanics, the formalism of transforming according to the Lorentz Group and the construction of moved systems of reference are brought into a methodically correct order. IntroductionIn spring 2020, the first nationwide lockdown in response to the spreading COVID-19 pandemic came into effect in Germany. From March to May, gambling venues, casinos, and betting offices were forced to close. This study explores how land-based gamblers respond to short-term closures of higher-risk forms of gambling. Which gamblers are particularly susceptible to switching to online gambling? Which are more likely to use the lockdown as an opportunity to quit or pause gambling? Potential parameters for these switching or cessation (...) processes are identified using multivariate multinomial logistic regression analysis.MethodsThe research questions are analyzed on the basis of quantitative data. For this purpose, a survey was conducted among members of a comparatively large German online access panel. The sample of analysis consisted of 612 gamblers who had participated in at least one higher-risk form of gambling and had done so exclusively offline before the first lockdown.ResultsA total of 37.1% of sports bettors ceased participation in higher-risk forms of gambling, compared to 64.1% of casino gamblers. Switching to online gambling, on the other hand, was a rather rare event, regardless of the form of gambling: the proportions differ between 7.7% and 10.9%. In the multivariate model female gender, younger age, and a lower frequency of gambling before the first lockdown were found to be significant factors for quitting higher-risk offline gambling forms. Secondly, the analysis revealed that individuals with more pronounced cognitive distortions had an increased risk of switching to online gambling rather than staying offline.DiscussionA key finding of this study is that the temporary closure of offline venues does not result in a significant shift towards the online market. Instead, the results of this study show that these short, temporary closures of gambling venues were an appropriate opportunity to give individual groups of gamblers the opportunity to reflect, reduce or quit gambling. It is worth considering implementing such temporary closures as a preventive measure in the future – this should be investigated in advance in further evaluation studies. (shrink)

There are two principles which bear the name Frege''sprinciple: the principle of compositionality, and the contextprinciple. The aim of this contribution is to investigate whether thisis justified: did Frege accept both principles at the same time, did hehold the one principle but not the other, or did he, at some moment,change his opinion? The conclusion is as follows. There is a developmentin Frege''s position. In the period of Grundlagen he followed to a strict form of contextuality. He repeatedcontextuality in later (...) writings, but became less strict. From 1914 on,pushed by the needs of research, he comes close to compositionality. Buthe could never make the final step toward compositionality forprincipled reasons, therefore he always would reject compositionality. (shrink)

The N ational Assembly held in the Frankfurt Paulskirche in 1848, which opened w ith high hopes for the unification o f Germ any on parliam entary constitutional principles, was left to die a year later, in the telling phrase o f D onoso Cortes, ‘like a street w om an in the gu tter’. In the period o f reaction that followed, during w hich the Paulskirche convention came to be described as the ‘parliam ent o f pro­ fessors’, (...) one o f its m em bers, Georg G ottfried Gervinus, was accused, in a trial for high treason, o f attem pting to prove the historical inevitability o f the supersession o f monarchical forms by republican forms. This was Gervinus’s second experience as a professorial m artyr. In 1837 he had been one o f the professors at the U niversity o f G ottingen, the ‘Gottingen Seven’, w ho protested the revocation o f the H anoverian constitution. For this he had been banished and given three days to leave the kingdom. The lesson he, and m any other liberal thinkers, learned from these experiences was that the Germ an middle classes were incapable o f perform ing the historical role assigned to them; they lacked the political will to establish a republican order. Protophysics and Special Theory of Relativity. First, a proposal for a constructive foundation of the Special Theory of Relativity by M. Buth is criticized and confronted with an alternative proposal by the author. The main idea is to solve the problem of transforming coordinates between inertial systems in terms of the General Theory of Measurement. Regarding transformations of co-ordinates as transformations of thecorresponding “functions of measurement” these functions have to meet two demands. 1. To identify measured values which are related (...) to different inertial systems and measuring procedures as the same magnitude, the ratio scale of length and duration has to be defined with respect to the whole class of inertial systems. 2. Using the concept of a certain physical magnitude, propositions about measuring devices are made which are invariant with respect to measuring procedures. As aconsequence every transformation between functions of measurement has to be an equivalence relation. The first demand leads to linearity, the second one reduces the set of permissible transformations between inertial systems to the alternative of Galilei- and Lorentz-transformation. The (im)possibility of putting an absolute simultaneity into practice decides between these transformations. (shrink)

It is definitely a welcome contribution to Nietzsche scholarship that a volume on Beyond Good and Evil has been published in the German series Klassiker Auslegen, established by Ottfried Höffe. The series aims at providing cooperative commentaries by leading scholars in the field on the most important works in the history of philosophy. As with the other “classics” that have been covered, the order of contributions follows the order of the original publication; in the case of Beyond Good and (...) Evil, there is one contribution for each of the nine chapters, plus one contribution each analyzing the “preface” and “aftersong” and a general introduction by the editor. Some of the best instances of bioethics are applications of ethical conceptual analysis to real-world cases that is done in a way that prompts both reflection on the part of the practitioners involved in the real-world case and reflection by the bioethicist on the way in which the field of bioethics understands the concept in question. Buth et al ’s paper in this issue is a fine example of just this. Their paper brings together three important concepts that straddle the (...) worlds of politics and ethics and are to some extent under-theorised in applied settings. These three concepts – moral narcissism, moral complicity and dirty hands – raise particular problems for the activities of researchers, aid workers and others from richer countries working in poorer or conflict-torn parts of the world. Buth et al set out a general account of these concepts and their relationship. Their focus is substantially on complicity largely because Médecins Sans Frontières have been accused of it in each of the three cases they go on to discuss. These three cases involve MSF interventions in Myanmar, Libya and on the border between Syria and Jordan. Each are importantly different: from the involvement of MSF with the wrongdoers varies from not speaking out and continuing to operate in other parts of the country to being used as a coercive pawn providing aid. The situations are complex and, in the end, Buth et al see the analysis of them in terms of complicity as a useful first step but that is all. There are some important nuances embedded in the paper that are worth bringing out. International non-governmental organisations face a dilemma when deciding whether to intervene in crisis situations where their efforts can be exploited or co-opted by others: intervene and risk becoming complicit with wrongdoing or sit on the sidelines and consign vulnerable people to the ravages of neglect or oppression. In “‘He who helps the guilty, shares the crime’? INGOs, moral narcissism and complicity in wrongdoing,” Buth et al argue that concerns about complicity often stifle ethical debate and encourage moral narcissism. We argue (...) that neglecting concerns about complicity can foster a different form of moral narcissism and that where worries of complicity are present, aid efforts face three types of risk: risks to others created by contributing to wrongful acts or bad outcomes; risks to the moral integrity of the INGO and its personnel; and risks to social trust in the INGO. In the end, we challenge the assumption that there is a unique, ethically best way to reconcile these values. We suggest that the causes of justice and humanity might be better served by a diverse community of INGOs who each gives different weight to these concerns, than if each INGO adopts the same framework for reconciling these competing demands.
