In the article, the authors have raised an urgent topic related to the provision of state support for rural areas. Attention is focused on the deficit of most of the budgets of both the municipal and regional levels, which does not contribute to the development of the infrastructure of the territories. In addition, the low investment attractiveness does not allow relying on private capital. The authors are confident in the rationality of the development of public-private partnership, as the most optimal (...) form of relationship between private capital and public authorities. (shrink)

The subject of the research in this article are certain aspects of the "philosophy of culture" of the prominent thinker, theologian, historian of Russian thought Georgy Vasilyevich Florovsky, which influenced the evolution of his worldview. Special attention is paid to the facts of the "European" period of his biography, the analysis of his "Eurasian" works, as well as his assessments of the philosophical concepts of some Russian thinkers and calls for the conversion of the process of cultural creativity to spiritual (...) principles. Particular attention is paid to the content of the discussion that unfolded between G.V. Florovsky, N.S. Trubetskoy and (in absentia) N.Ya. Danilevsky on the problem of the status of "universal culture" and the mutual influences of cultures. The study reveals the philosophical nuances of the evolution of G. Florovsky's views as a "Eurasian" author based on his own works and the assessments contained therein. Scientific literature often emphasizes the influence of Eurasian ideology on G. Florovsky, expressed, in particular, in his ideas about culture and cultural creativity. However, based on the analysis of the material presented in the article, the author comes to the conclusion that G.V. Florovsky, although he was a member of the Eurasian circle, on some significant issues differed from the main direction of development of the Eurasian ideology presented by E. Trubetskoy. (shrink)

The article analyzes the possibilities and limitations of artificial intelligence. The article considers the subjectivity of artificial intelligence, determines its necessity for solving intellectual problems depending on the possibility of representing the real world as a deterministic system. Methodological limitations of artificial intelligence, which is based on the use of big data technologies, are stated. These limitations cause the impossibility of forming a holistic representation of the objects of cognition and the world as a whole. As a tool for deterministic (...) description of the universe it is proposed to use empirical-metaphysical general theory of systems, which is an extension of existing general theories of systems due to ontological justification of the phenomenon of isomorphism and definition of a limited set of laws, rules, patterns and primitives of forms and relations of objects in the universe. The distinction of natural (human) and artificial intelligence is considered, including the realization of multisystem integration of intelligence in physical, biological, social and spiritual systems. A philosophically grounded approach to ensuring the evolutionary properties of artificial intelligence is formulated, based on the inclusion of non-equilibrium mechanisms through which stability is realized. The article is devoted to the study of the nature of consciousness within the framework of the information concept. The paper proposes a definition of consciousness as an informational environment in which an extended model of reality is realized. The process of realization of this extended model is defined as thinking. The result of thinking is information objects that form a system in the form of information environment. Information objects are reflections of the real world properties, not directly, but by (...) means of translation through a special object – a carrier of consciousness. In the case of human consciousness, such a carrier is a human being (represented in the form of his nervous system). As a result, consciousness can be qualified as a simulacrum of reality, i.e., a model of a model: an information model of the carrier of consciousness, which in turn is a means of physical modeling of the real "big" world. Possible mechanisms mediating thinking are considered. For this purpose, two new concepts are introduced: neural circuit and neurophysical pattern. An approach to the study of self-consciousness based on the localization of the consciousness carrier in the multidimensional space of states of initial real objects, as well as their reflections in the form of information objects is proposed. This localization is ensured by the presence of feedbacks. Summarizing the results of the study, the article states the following connection between consciousness, self-consciousness and subjectness: under certain conditions (when consciousness is localized in the state space of the carrier of consciousness), consciousness acquires the property of self-consciousness, a special case of which (when the initiator of changes determining localization is the carrier of consciousness) is self-consciousness endowed with subjectness. The article investigates the possibility of formation of creative competencies of students within the framework of scientific personnel training. It is noted that the available training courses within the framework of general training of scientific personnel allow to prepare a specialist who is able to use existing knowledge, but such a specialist is not trained in creativity. For the formation of creative competences it is necessary to take a training course of the general theory of systems, the purpose of which (...) is to create a universal methodology of reliable representation of models of objects, based on the similarity (isomorphism) of the forms and laws of the universe. A detailed argumentation of the connection between creativity and holistic representation of being, the empirical manifestation of which is isomorphism, is given. The mechanism of knowledge translation within the framework of the mechanism of multisystem integration of human being, the mechanism of knowledge borrowing by human being from sensually comprehended forms of reality is investigated. It is stated that in order to meet the set tasks of cognition, a version of the general theory of systems, extended by the metaphysical component, is required. Further, starting from the metaphysical description of the foundations of the phenomenon of isomorphism observed in the practice of cognition, it is possible to form complete collections of patterns – typical forms, templates of objects and their relations. At present, the work on such a version of the general theory of systems is being finalized. The article concludes with a discussion of the problematics of teaching general systems theory. It emphasizes two components: the issue of positioning the training course "General Theory of Systems" in relation to other courses, as well as taking into account the specifics of the subject area of students in different specialties (directions). In the work of the Russian symbolist Andrej Belyj (1880-1934) the question concerning the essence of personality [ličnost'] plays an important role throughout his life and is developed in both his literary and philosophical-theoretical writings. Although Belyj wrote no text specifically devoted to this notion, it is nonetheless possible to reconstruct genetically a more or less cohesive theory of personality. In the case of Aleksandr Blok (1880-1921), who left behind relatively few works of a theoretical nature, the situation (...) is different. In these works, moreover, the problems involved in the notion of personality are hardly touched upon and are not philosophically deepened. The most important figure among Russia's radical Marxists was A.A. Bogdanov (the pseudonym of Aleksandr Aleksandrovich Malinovskii). Not only was he the prime exponent of a proletarian cultural revolution; it was Bogdanov's ideas which provided justification for concern for the environment. And his ideas are not only important to environmentalists because they were associated with this conservation movement; more significantly they are of continuing relevance because they confront the root causes of environmental destruction in the present, and offer (...) what is perhaps the only way to overcome these causes. Your field of (...) research is the theory of knowledge and the philosophy of science or, to be more specific, the cultural-historical analysis of knowledge from the point of view of the activity approach. As far as I know, the psychological aspect of the activity approach to the study of consciousness and knowledge was developed by the psychologists Lev Semenovich Vygotsky, his student Aleksei Nikolaevich Leontiev, Aleksandr Romanovich Luria, and Petr Iakovlevich Galperin. Leontiev, Luria, and Galperin were professors at the Philosophy Faculty of MGU at the time you were studying there. At the turn of the century an intimate alliance of philosophers, poets and theologians discovered the incarnation of their aspirations for a spiritually transformed world in the symbol of Sophia, the Divine Wisdom of God. Under her various aliases as the Divine Feminine, the Wisdom Clothed in the Sun and the Beautiful Lady, this feminine archetype usurped the traditional role of Christ as the mediator between heaven and earth. She was, however, primarily the inspiration of the Russian philosopher-poet, Vladimir Solov’ev (...) (1853–1900), who created of her the cornerstone for both his metaphysical and aesthetic systems. This spiritual courtship of the Divine Sophia deeply patterned the literary works and interrelationships not only of such prominent symbolist writers as Aleksandr Blok and Andrej Belyj, but brought to light religious eccentrics like Anna Schmidt in a scandalous fashion. Sophia’s influence ranged far beyond the narrower confines of literature and eventually provoked one of the most fascinating debates within the modern émigré Russian Orthodox Church through the offices of Sergej Bulakov, an apparent student of Solovev’s Sophiology. In the article, the author shows how the government and the opposition interact in the political process. Actors representing opposition constantly produce political texts illustrating their alternative views. The existence of the opposition subject in a critical state in regards to the existing institutions of power is historically predetermined, which proves an active reflection from prominent theorists of political thought. A free dialogue of the government and the opposition is hardly possible in every single political system. In the case of (...) totalitarian and authoritarian regimes, this dialogue may be difficult. The consequences of free will for the subject of opposition can be quite severe. The author analyzes the political discourse of opposition as exemplified by the Soviet culture. The author is interested in the metaphors of opposition and their political context, which seems to be an inevitable condition and framework limiting creativity of one or another intellectual. The author studies a number of texts of the Soviet culture representatives, who used metaphors of opposition, and had a reputation of troublemakers. Such position of an intellectual generates sanctions of the repressive machine and predetermines very specific forms of presenting texts of opposition and apophasis. One of the major problems in contemporary philosophy of mind is the dualism of first-person and third-person perspectives — the question of whether conscious experience is public and epistemically accessible or private and qualitative. Recognising the relevance of the arguments of both sides, naturalists and anti-naturalists, I attempt to resolve this dichotomy using Bruno Latour’s methodology on the theories of Immanuel Kant and Moritz Schlick. To do so, I propose not to reduce the theory of consciousness to one interpretation, but (...) to consider conscious experience as a “boundary object” between the spheres of the private and the public, the accessible and the qualitative, the unique and the reproducible. Through the “practice of translation” I demonstrate the failure of ontologies of conscious experience proposed by both naturalism and anti-naturalism, and propose an “intersectional theory” as an alternative theory of conscious experience that affirms, on the one hand, the uniqueness of the individual’s epistemic position and, on the other hand, its reproducibility and communicability. I introduce the term “intersectional locality” to denote the ontological status of conscious experience. In the next step, I return to the necessary (according to Latour) “practice of purification” of those epistemic zones whose fusion was outlined earlier, which allows me to recognise the intuition behind the dichotomy of the two perspectives as legitimate and requiring conceptualisation. The mediation of Schlick’s positivist theory and Kant’s transcendentalist theory allows us to present first-person and third-person perspectives as two epistemic registers, subordinated to the position of a historically specific conscious subject. I treat the first-person perspective as a reflective power of judgment, and the third-person perspective as a determinative power of judgment; doing so, I establish the connection between the qualitative interpretation of phenomenal experience and the aesthetic principle of the reflective power of judgment. I conclude that conscious experience as a subject matter of research is a hybrid object, and only the project of “nonmodern” science will make it possible to create a relevant theory of consciousness that does not resort to reduction. There exist important deductive systems, such as the non-normal modal logics, that are not proper subjects of classical algebraic logic in the sense that their metatheory cannot be reduced to the equational metatheory of any particular class of algebras. Nevertheless, most of these systems are amenable to the methods of universal algebra when applied to the matrix models of the system. In the present paper we consider a wide class of deductive systems of this kind called protoalgebraic logics. These include (...) almost all (non-pathological) systems of prepositional logic that have occurred in the literature. The relationship between the metatheory of a protoalgebraic logic and its matrix models is studied. The following results are obtained for any finite matrix model U of a filter-distributive protoalgebraic logic : (I) The extension U of is finitely axiomatized (provided has only finitely many inference rules); (II) U has only finitely many extensions. The current challenges of implementing responsible innovation can in part be traced back to the assumptions behind the ways of thinking that ground the different pre-existing theories and approaches that are shared under the RI-umbrella. Achieving the ideals of RI, therefore not only requires a shift on an operational and systemic level but also at the paradigm-level. In order to develop a deeper understanding of this paradigm shift, this paper analyses the paradigm-level assumptions that are being brought forward by the (...) different conceptualizations of RI. To this purpose it deploys a pragmatic stance on paradigms that allows discerning ontological and axiological elements shared by the RI community and an accompanying critical hermeneutic research approach that enables the profiling of paradigmatic beliefs and assumptions of accounts of RI. The research surfaces the distance of four salient RI accounts from the currently dominant techno-economic innovation paradigm RI seeks to shift. With this, our contribution helps to raise the self-awareness of the RI community about their presuppositions and the paradigm level barriers and enablers to reaching the RI ideal. This insight is needed for a successful transition to responsible research and innovation practices. (shrink)

Boston Studies in the Philosophy of Science are devoted to symposia, con gresses, colloquia, monographs and collected papers on the philosophical foundations of the sciences. It is now our pleasure to include A. A. Zi nov'ev's treatise on complex logic among these volumes. Zinov'ev is one of the most creative of modern Soviet logicians, and at the same time an innovative worker on the methodological foundations of science. More over, Zinov'ev, although still a developing scholar, has exerted a sub stantial (...) and stimulating influence upon his colleagues and students in Moscow and within other philosophical and logical circles of the Soviet Union. Hence it may be helpful, in bringing this present work to an English-reading audience, to review briefly some contemporary Soviet investigations into scientific methodology. During the 1950's, a vigorous new research program in logic was under taken, and the initial published work -characteristic of most Soviet pub lications in the logic and methodology of the sciences - was a collection of essays, Logical Investigations (Moscow, 1959). Among the authors, in addition to Zinov'ev himself, were the philosophers A. Kol'man and P. V. Tavanec, and the mathematicians and linguists, S. A. Janovskaja, A. S. Esenin-Vol'pin, S. K. Saumjan, G.
