We propose a new Real-coded GA(RCGA) using the combination of two crossovers, UNDX-m and EDX. The search region of UNDX-m is biased to the inside area that the population of the RCGA covers. Because of this search bias, the GA using UNDX-m causes stagnation of its search if the cost function has a kind of structure, so called, a ridge structure or a multiple-peak structure. In order to overcome this stagnation, we propose a new crossover EDX, whose search is biased (...) toward extrapolative one. Experimental results show that RCGA with EDX can deal with both ridge-structure function whose dimension reaches more than hundreds and multiple-peak function whose optimum resides at the corner of the search area. This paper presents the Real-coded Genetic Algorithms(RCGA) which can treat with high-dimensional ill-scaled structures, what is called, k -tablet structure. The k -tablet structure is the landscape that the scale of the fitness function is different between the k -dimensional subspace and the orthogonal (n-k) -dimensional subspace. The search speed of traditional RCGAs degrades when high-dimensional k -tablet structures are included in the landscape of fitness function. In this structure, offspring generated by crossovers is likely to spread wider region than (...) the region where the parental population covers. This phenomenon causes the stagnation of the search. To resolve this problem, we propose a new crossover LUNDX- m, which uses only m -dimensional latent variables. The effectiveness of the proposal method is tested with several benchmark functions including k -tablet structures and we show that our proposal method performs better than traditional crossovers especially when the dimensionality n is higher than 100. This paper presents a kernel density estimation method by means of real-coded crossovers. Functions of real-coded crossover operators are composed of probabilistic density estimation from parental populations and sampling from estimated models. Real-coded Genetic Algorithm (RCGA) does not explicitly estimate probabilistic distributions, however, probabilistic model estimation is implicitly included in algorithms of real-coded crossovers. Based on this understanding, we exploit the implicit estimation of probabilistic distribution of crossovers as a kernel density estimator. We also propose an application of crossover kernels (...) to Expectation-Maximization estimation (EM) of Gaussian mixtures. (shrink)

SummaryThis paper explores how nineteenth-century Liverpool became such an advanced city with regard to public timekeeping, and the wider impact of this on the standardisation of time. From the mid-1840s, local scientists and municipal bodies in the port city were engaged in improving the ways in which accurate time was communicated to ships and the general public. As a result, Liverpool was the first British city to witness the formation of a synchronised clock system, based on an invention by Robert (...) Jones. His method gained a considerable reputation in the scientific and engineering communities, which led to its subsequent replication at a number of astronomical observatories such as Greenwich and Edinburgh. As a further key example of developments in time-signalling techniques, this paper also focuses on the time ball established in Liverpool by the Electric Telegraph Company in collaboration with George Biddell Airy, the Astronomer Royal. This is a particularly significant development because, as the present paper illustrates, one of the most important technologies in measuring the accuracy of the Greenwich time signal took shape in the experimental operation of the time ball. The inventions and knowledge which emerged from the context of Liverpool were vital to the transformation of public timekeeping in Victorian Britain. (shrink)

The paper explores the emergence and development of socially responsible investment (SRI) in Japan. SRI is a recent field in Japan. It is not clear which model it will follow: the European, American or its own model. Through the analysis of the historical roots of SRI, the key actors and motivations that have contributed to its diffusion, the paper provides explorative grounds to sketch the translation mechanisms of SRI in Japan and offers insight into its future path. Based on primary (...) and secondary sources of information, the paper shows that although SRI in Japan holds some similarities with the U.S. and especially with the European model, it remains unique. It highlights the importance of translation and re-interpretation in adopting a practice in a new context. SRI in Japan is still in a dynamic construction process. Although we expect it to develop further, it is difficult to depict its future shape and form. (shrink)

In the context of the telegraphic distribution of Greenwich time, while the early experiments, the roles of successive Astronomers Royal in its expansion, and its impacts on the standardization of time in Victorian Britain have all been evaluated, the attempts of George Biddell Airy and his collaborators in constructing the Royal Observatory's time signals as the authoritative source of standard time have been underexplored within the existing historical literature. This paper focuses on the wide-ranging activities of Airy, his assistant astronomers, (...) telegraph engineers, clockmakers and others, which served to increase the reliability of the Royal Observatory's time service between the 1850s and 1870s. Airy and his collaborators aimed to mechanize and automate their telegraphic time distribution system in order to improve its accuracy and reliability. The accomplishment of such technological innovations was disseminated via public lectures, journal articles and correspondence with experts, secondary distributors of standard time and the general public. These communications were used to build public trust in the Greenwich time service. However, the unexplored archival material used in the present paper provides fresh insight into the unstable nature of the Greenwich time system, including its clear limits in terms of its scale of automation and degree of accuracy. According to the poetician Vāmana, a genitive ending can denote not only a direct relation but also an indirect relation. For example, in kamalasya kandaḥ ‘the bulb of the lotus flower’ the genitive ending Ṅas introduced after the word kamala denotes the indirect relation between the lotus flower and the bulb, the relation established through the intermediary of the lotus plant that has a direct relation with both of them. Is such a view acceptable to Pāṇinian grammarians? Careful scrutiny of (...) Patañjali’s discussions in the Mahābhāṣya concerning what the affix matUP signifies reveals that he does not accept that a genitive ending occurs to denote an indirect relation: he considers that Aṣṭādhyāyī 2.3.50: ṣaṣṭhī śeṣe, which provides for introducing a genitive ending, has for its domain a direct relation alone. For Vāmana, on the other hand, the poetic expression kamalasya kandaḥ and the like serve to testify to the fact that a genitive ending can be used to signify an indirect relation. What is important is that Aṣṭādhyāyī 2.3.50 as it stands does not exclude this. Just as Patañjali accepts a direct relation as the domain of Aṣṭādhyāyī 2.3.50 on the basis of the usage of model speakers, so does Vāmana accept an indirect relation as its further domain on the basis of the usage of great poets. Recorded in Nirukta 1.15–16, the controversy between Kautsa and Yāska on whether the Vedic mantras are meaningful or not represents a turning point in the traditional interpretation of the Veda. While references to this controversy are often found in literature, a systematic discussion of the whole episode has not to our knowledge been undertaken. This paper offers a detailed analysis of this controversy. We first review previous scholarship and elucidate the structure and rationale of the controversy. Since 1993, coalition governments have replaced the 38-year-long, one-party dominance of the Liberal Democratic Party (the LDP) in Japan. Except for one year, from 1993 to 1994, the LDP has remained a key party in successive governing coalitions, but the dynamics of party competition has been completely transformed since the period of the LDP's dominance. Although the LDP has survived to form a variety of coalitions ranging from a minority to an over-sized majority, since 1998 the Democratic Party of Japan (...) (DPJ) has continued to counter the LDP governments. The transformation of party systems in Japan accompanies the party switching of legislators and the mergers, breakups, extinctions, and formations of parties. In this regard, the Japanese case provides an interesting example to show how parties attempt to change the dynamics of policy competition by switching and reorganizing. Parties also attempt to shift their policy positions to attract public support and to gain a competitive edge in government formation. Using expert survey data about the policy positions of parties, this study explicates the dynamics involved in the reorganization of parties and the formation of governments. (shrink)

ABSTRACT Studies on development and fairness judgments in resource allocations have mainly addressed the distribution of reward. However, the distribution of responsibility also requires exploration in the context of research on development and distributive justice. For an integrated understanding of reward and responsibility distributions, we briefly reviewed the studies on children’s fairness judgments in reward and responsibility distributions. We then discussed the theoretical basis and methodological framework to further our understanding. After reviewing a study which considered both reward and responsibility (...) distributions in the same experiment, we also discussed the questions to be solved to understand children’s fairness judgments in both types of distributions. Individual developmental process of fairness judgments, (in)consistency of judgments in reward and responsibility distributions, and generous judgments in allocations were discussed by referring to theoretical discussions of culture and reciprocity. The atomic structure of a ‡ = 3, [110]/{112} grain boundary in a yttria-stabilized cubic zirconia bicrystal has been investigated by high-resolution transmission electron microscopy . It was found that the grain boundary migrated to form periodic facets, although the bicrystal was initially joined so as to have the symmetric boundary plane of {112}. The faceted boundary planes were indexed as {111}/{115}. The structure of the {111}/{115} grain boundary was composed of an alternate array of two types of structure unit: (...) {112}- and {111}-type structure units. HRTEM observations combined with lattice statics calculations verified that both crystals were relatively shifted by [110] along the rotation axis to form a stable grain-boundary structure. A weak-beam dark-field image revealed that there was a periodic array of dislocations along the grain boundary. The grain-boundary dislocations were considered to be introduced by the slight misorientation from the perfect ‡ = 3 orientation. The fact that the periodicity of the facets corresponded to that of the grain-boundary dislocations must indicate that the introduction of the grain-boundary dislocations is closely related to the periodicity of the facets. An atomic flipping model has been proposed for the facet growth from the initial ‡ = 3, {112} grain boundary. (shrink)

By the mid-19th century, an increasing number of Japan's political leaders and scholars realized that Japan had to adapt and incorporate some elements of Western-style industrialization into their own political and economic order as the necessary means to remain independent of Western imperialism. The Opium War in China, and later the Euro-American bombardments of the domain capitals in Choshu and Satsuma demonstrated that trying to defend the realm with only an increased emphasis on coastal defense would ultimately fail to keep (...) out the barbarians from the West. Sakuma Shozan, a samurai scholar from Matsushiro, proposed a dichotomous philosophy of 'Eastern ethics, Western science' as the means to strengthen Japan both internally and externally, and allow Japan to maintain its independence. In this paper, I argue that Sakuma's dichotomous approach can be interpreted within a Hegelian dialectical paradigm. After the traditional order of Japan (Eastern ethics as Idea/Thesis) came into contact with the industrializing order of the West (Western science as Nature/Anti-Thesis), Sakuma believed a new order would be created in Japan (Synthesis) that combined an increased knowledge on the Eastern ethics of Neo-Confucianism with the 'new' scientific knowledge of the West.
