У статті розглянуто концептуальні основи політики Японії щодо пострадянських країн та проаналізовано еволюцію її зовнішньої політики в регіоні з моменту розпаду Радянського Союзу до часів уряду прем'єр-міністра С. Абе, тобто з 1991 р. до 2016 р. Основну увагу приділено зовнішньополітичним ініціативам Японії "Євразійська дипломатія", "Центральна Азія плюс Японія" та "Арка свободи та процвітання", а також фінансовій допомозі країнам регіону. Визначені проблемні сфери та перспективи подальшого розвитку відносин Японії з пострадянськими країнами.

У статті з'ясовано особливості застосування інновацій у банківській сфері України як реальної вимоги сучасного висококонкурентного банківського ринку України. Для цього визначено основні поняття інновацій та інноваційної діяльності. Побудовано модель структурного підходу до інноваційної діяльності банку. Подано класифікацію банківських інновацій та виявлено найактуальніші інновації, які сьогодні впроваджують банки, а саме: мобільний банкінг та інтернет-банкінг. Окреслено важливість застосування таких інформаційних інновацій, як додатки на смартфони.

Poverty is a global problem that is not only about material deprivation, but also a lack of agency and power. A Kantian response, with its focus on supporting the conditions of agency and empowerment, seems well suited to providing individuals with normative guidance on what their obligations are. The problem is that the guidance one finds within Kantian ethics is focused on the individual duty to aid or the duty to rescue, both of which have limited application in the context (...) of a complex, wide-ranging and structural problem like poverty. Individuals, on their own, are unable to end poverty and they cannot adopt this as an end of theirs. But if they get together with enough others, things look a lot more promising. Even though a fully Kantian response to poverty requires exploring his legal philosophy and the role of the state, I focus here on the moral obligations of individuals, particularly the idea that by joining together we have increased capacity to respond and make a difference. If we start with certain assumptions about capacity and agency; namely that “ought implies can” and “only agents are duty-bearers”, it is not clear that collectives that are not (yet) agents—such as “humanity” or “the affluent” or “the poor”—are possible duty-bearers. The aim of this paper is to support a more expansive account of Kantian moral obligations in which unstructured collectives have moral duties and their individual members have duties both to help form effective collective agents, and also to fulfill their shares of the collective duty to end poverty. How much are we morally required to do to aid others? After articulating some of the main contributions to this debate, I defend the position that we are sometimes morally permitted to spend our time and resources satisfying our own interests and needs rather than using them to aid others who are in desperate need. I argue that the duty to aid the needy should not always take priority over every other end we have. Whatever else we value, we most (...) highly value the ability and opportunity to live our lives on our own terms; this grounds both our obligation to aid others and places limits on how far these obligations ought to extend. Persons ought to respect others and fulfill their moral obligations but they must also be given the moral space to set ends and pursue those ends just because they are theirs. (shrink)

The current COVID-19 pandemic has affected the entire globe, including the world of high-performance sports. Accordingly, it has been widely assumed that the thereby caused postponement of the Tokyo 2020 Olympic Games could have negative psychological impacts for aspirants, since they were halted abruptly in the pursuit of their Olympic endeavors and their daily lives drastically altered. Considering the sudden nature of the pandemic, few researchers, if any, have yet scrutinized the individual experience of Olympic aspirants. This qualitative study examines (...) the subjective perceptions of the Tokyo 2020 Olympic Games postponement among Austrian Olympic athletes and coaches. To this end, 21 Austrian athletes (13 male, 8 female; mean age = 26.67 ± 4.93 years) and six male coaches were recruited through a criterion-based purposive sampling strategy. Five athletes had already qualified for the Olympic Games in Tokyo 2020 and 15 athletes were still in an ongoing qualification process. Data was collected by means of short written statements, elicited via open-format questions on an anonymous online survey platform. In order to infer meaning from the text, a qualitative content analysis with an interpretative focus was conducted inductively, which allowed for deriving alternative explanations of findings. The results support the notion that the Olympic postponement was experienced in myriad ways by affected participants. Three general themes comprised of several meaning units of different levels of abstraction were created from the text data. Many respondents experienced an immediate emotional reaction to the postponement characterized by confusion, disappointment and/or relief. Participants associated multiple consequences with the postponement, such as the prolongation of physical and psychological pressure, a lack of motivation, concerns about future performance, living and their occupational career, but also the opportunity for performance improvement and recovery. Respondents displayed various coping strategies, such as distancing themselves from sports, cognitive reframing, appealing for acceptance, and planning behavior. This study gleans first insights into the idiosyncratic experience of the Olympic Games 2020 postponement among Austrian aspirants. The findings could serve to assist sport psychologists in their applied practice by informing them about athletes’ and coaches’ needs in their Olympic preparation during the ongoing pandemic. In Poverty, Solidarity, and Poor-Led Social Movements, Monique Deveaux criticizes and reframes the traditional, moral (and often individualistic) response to poverty in favor of a political and collective one that centers the role of the poor and poor-led groups in the anti-poverty agenda. I have two aims in this review, a supportive one and a more critical one. On the supportive side, I examine the advances Deveaux makes by 1) expanding the category of agents of justice; 2) putting the poor (...) at the center of an effective response to poverty; and 3) changing the emphasis from individual duties to a collective response. On the critical side, I revisit Deveaux’s critique of the traditional approach and argue that she unnecessarily shifts the moral burden away from the affluent whose complicity and capacity remain important grounds of obligation. In conclusion, I consider some remaining challenges that are (helpfully) exposed by Deveaux’s account. (shrink)

Intrauterine insemination is one of many treatments provided to infertility patients. Many factors such as, but not limited to, quality of semen, the age of a woman, and reproductive hormone levels contribute to infertility. Therefore, the aim of our study is to establish a statistical probability concerning the prediction of which groups of patients have a very good or poor prognosis for pregnancy after IUI insemination. For that purpose, we compare the results of two analyses: Cluster Analysis and Kohonen Neural (...) Networks. The k-means algorithm from the clustering methods was the best to use for selecting patients with a good prognosis but the Kohonen Neural Networks was better for selecting groups of patients with the lowest chances for pregnancy. Principal Component Analysis is one of the data mining methods that can be used to analyze multidimensional datasets. The main objective of this method is a reduction of the number of studied variables with the mainte- nance of as much information as possible, uncovering the structure of the data, its visualization as well as classification of the objects within the space defined by the newly created components. PCA is very often used as a preliminary step in data preparation through the (...) creation of independent components for further analysis. We used the PCA method as a first step in analyzing data from IVF (in vitro fertilization). The next step and main purpose of the analysis was to create models that predict pregnancy. Therefore, 805 different types of IVF cy- cles were analyzed and pregnancy was correctly classified in 61-80% of cases for different analyzed groups in obtained models. (shrink)

In 1792, with the aim of defending Kant's doctrine of freedom, Reinhold redefined freedom of will as the ability to decide for or against the moral law. Thus freedom of will represents a foundation of moral philosophy, if not of philosophy as a whole. The present volume seeks to reinterpret and to discuss this chapter of the post-Kantian discourse on freedom from various perspectives.

This article takes an intergenerational lens to the study of fathers. It draws on evidence from two economic and social research council-funded intergenerational studies of fathers, one of which focused on four-generation British families and the other which included new migrant (Polish) fathers. The article suggests both patterns of change and continuity in fatherhood across the generations. It demonstrates how cultural forces and material conditions need to combine to facilitate change in fathers? exercise of agency and how social class and (...) the conditions of being a migrant shape fathers? practices. It argues that in seeking to recast the public debate about parenting, it is necessary to penetrate below the discursive level of talk about parenting to examine the habitual nature of many family practices, an endeavour to which an intergenerational approach is well suited. This approach enabled us to tease out the horizontal pull of within-generation influences on fathers, the vertical pull of inheritance from older to younger generations and the material and cultural conditions of fathers? current locations, all of which shape their practices. This analysis also alerted us to changes in conceptual language ? not only from fatherhood to fathering ? but also to the historical resilience of the concept of childcare as reserved largely for the role and practices of mothers. Electrotherapy is a dynamically developing method of treatment of sinus node dysfunction and atrioventricular conduction disturbances. It is an extremely important method used in the treatment of heart failure. The aim of this paper was to use classification trees for the differentiation between patients implanted with one of the three electrotherapy devices, i.e. SC-VVI/aai, DC-DDD, ICD/crt. The analysed data concerned 2071 patients who underwent implantation or device replacement procedures in the years 2010–2018, hospitalized in a coronary care unit. CART-type classification (...) trees with 5-fold cross-validation were used for the analysis. The decision concerning the choice of a particular electrotherapy device is always made based on the latest guidelines and the patient’s clinical condition. The used classification trees may enable verification of the state of implementation of guidelines in real-life therapeutic decisions. (shrink)

In this article, I support the liberal claim that the state's fundamental responsibility is to ensure that persons are able to interact as equals, that is, on the basis of equal freedom. That persons must be treated as responsible agents leads to an obligation on the part of the state to ensure that its citizens have the necessary conditions (and resources) for responsible agency. I further suggest that this conception of equality and the requirement for responsible agency is the right (...) measure to use for setting limits on the state's obligation to redistribute its resources. I defend this claim by making a parallel argument in moral philosophy that distinguishes the duty to aid from the duty of beneficence and establishes a priority relationship between them. (shrink)

It is a commonly held view that we ought to help others when they are in peril or in need, at least when we can do so at little cost to ourselves. This means that we have a duty to aid the child drowning in the pool of water in front of us and that we also have a duty to aid hungry and needy people in distant places. I agree with this view, but I show that it does not (...) follow that the situation of the drowning child and the situation of the needy person bind us in the same way. ;Rescue and the Duty to Aid argues that there are two distinct types of duties to aid---a perfect duty to rescue and an imperfect duty to help the needy. Both are moral requirements, but they require different things. The duty to rescue demands a particular act of an agent. The duty to help the needy demands that the agent adopt a certain end---helping needy persons---and that she act to fulfill this end. In the former situation the agent is bound to do something specific, in the latter situation the agent has the latitude to choose how to best fulfill her end. My aim is not to show that one duty is necessarily stronger or more pressing than the other, but that they demand different things. ;Once I fill out the structure of our duties, we see that the duties have different fulfillment conditions. Perfect duties can be completely discharged by doing the required act. Imperfect duties are never completely discharged but we can do our share by contributing to the end. I show that there are limitations on the duty to aid but that these limitations apply differently to perfect and imperfect duties. With a greater understanding of how the limitations work, we are in a better position to understand what and how much these duties demand of us. (shrink)

This volume examines the remarkable conceptual affinity between Fichte and Sartre. Fichte thinks of freedom with respect to self-determination while Sartre sees humans as being thrust into freedom and responsibility that they must endure and bear. In terms of the current debate on the questionable nature of freedom, these two intense thinkers about freedom, subjectivity, and otherness are brought into dialogue.

September 2015 an der Universität Wien stattgefunden hat, versammeln die Ergebnisse dieses Kongresses. Mit dem Thema „Natur und Freiheit“ wurde zwei tragenden Begriffen des Kritischen Werks Kants Rechnung getragen. Kants Philosophie wird bis heute weltweit diskutiert, was sich auch in den Teilnehmerinnen und Teilnehmern des Kongresses spiegelte. Gleichwohl wurden und werden immer wieder Zweifel an der Berechtigung einer Philosophie der (...) Freiheit laut, wie sie insbesondere für Kants Moralphilosophie grundlegend ist. Spannung und Balance von Natur und Freiheit galt es, erneut zu diskutieren. Überdies sollte am Ort des Kongresses, in Wien, der in der Vergangenheit brüchigen, von Vorbehalten bestimmten Auseinandersetzung mit Immanuel Kant in Österreich durch neue Untersuchungen Aufmerksamkeit geschenkt werden. Der Kongress hat die Bedeutung Kants für die heutige internationale Philosophie erneut unterstrichen. Es konnten aber auch die historischen Filiationen der Philosophie Kants für Wien und Österreich herausgearbeitet und einer neuen Sichtung unterzogen werden. (shrink)

AbstractThe sculptor Olafur Eliasson produces works together with his team that have two main goals: first, he intends to sensitize our daily perception of the world and our surroundings, and second, Eliasson’s works are not only works of art, but they also explore nature, the physical properties of light, of energy, of water, and other elements. With the famous project Little Suns, small plastic lamps with LED light bulbs and solar cells, he contributes to the amelioration of daily life for (...) those who do not have access to electricity even today. In other works he focuses on elementary phenomena such as the movement of elements in a vortex of water or air, on the properties of light, of mirrored light, or the fascinating world of kaleidoscopes. Some of these works are very popular and often include visitors such as the Weather Project in the Turbine Hall of the Tate Modern in London created in 2003. This work is said to have provoked spontaneous meetings, celebrations, and even episodes of civil protest. The work turned the museum into a kind of agora, the public square in Ancient Greek cities that was at the heart of daily life, of politics, of democratic practices. (shrink)

Infertility is a huge problem nowadays, not only from the medical but also from the social point of view. A key step to improve treatment outcomes is the possibility of effective prediction of treatment result. In a situation when a phenomenon with more than 2 states needs to be explained, e.g. pregnancy, miscarriage, non-pregnancy, the use of multinomial logistic regression is a good solution. The aim of this paper is to select those features that have a significant impact on achieving (...) clinical pregnancy as well as those that determine the occurrence of spontaneous miscarriage. Two multi-factor models were obtained, used in predicting infertility treatment outcomes. One of the models enabled to conclude that the number of follicles and the percentage of retrieved mature oocytes have a significant impact when prediction of treatment outcome is made on the basis of information about oocytes. The other model, built on the basis of information about embryos, showed the significance of the number of fertilized oocytes, the percentage of at least 7-cell embryos on day 3, the percentage of blasts on day 5, and the day of transfer. Friedrich Schiller’s aesthetics targets an education of the whole person, sense-wise and rationality-wise. Developing a culture of beauty, respecting the morality of the individual, but always striving towards a politically well-formed community. Freedom—of action, of aesthetics, of political freedom—is a key concept for Schiller, that profoundly shaped his thinking, poetry, and work. Schiller’s aesthetics emerged early with his playwriting and around 1791 from his intensive study of Kant’s aesthetics but also of other philosophies such as Fichte’s Wissenschaftslehre. He created a (...) transcendental poetology based on an active determinability—concerned with absolute freedom and openness in the aesthetic state of the play of all forces, and not merely with the spontaneity of reason. ABSTRACT This article presents a short history of the origin and creation of the Almanac “Women and Russia,” which began as a samizdat underground publication devoted to the problem of women and childrearing in the USSR. The idea for creating such an Almanac originated in the mid 1970s in the Leningrad circle of ‘unofficial culture’, at the initiative of the artist Tatyana Mamonova, religious philosopher Tatyana Goricheva, and the women author Natasha Malachovska. The women writers featured in the first edition (...) of the Almanac addressed not only questions about the social conditions prevailing in the USSR, but above all exposed the consequences for women living and functioning in a patriarchal social order, and ironically one where all the questions concerning ‘women’s rights’ were deemed to have been resolved in a progressive fashion much earlier. Not only is the substance of the Almanac important, but the circumstances surrounding its publication and the subsequent consequences related to its publishing also reveal the state of the ‘women’s movement’ in the USSR of that time. These include the reactions of the representatives of the dissident culture, the interventions of the security apparatus and the attendant repression of the women activists and its effect on their lives, and the support of feminist organizations from abroad. Each of the afore-mentioned reactions and consequences became an element of and shaped the everyday lives of the activists involved in the creation of the Almanac. The events related in this work confirm the opinion of those researchers who consider that the publication of the Almanac marked the beginning of the resurrection of the feminist movement in Russia. Log-linear analysis is a practical tool for examining relationships, successfully applied in many fields of science. This paper discusses the topic of estimation of the chance of getting pregnant in couples that underwent ART insemination. The authors focus on finding significant interactions between variables, on the basis of which statistical models are built. With the use of results of log-linear analysis, a model predicting the chances of achieving a clinical pregnancy that contained interactions was successfully built. Syphilis is a bacterial sexually transmitted disease (STD), whose main route of infection is through sexual contact. In order to diagnose syphilis, Treponema pallidum must be detected in the material sampled from a lesion and a blood test must be performed in order to detect serological response to syphilis. Since 1946, a statutory obligation to report all cases of syphilis has been in force in Poland, which is why data concerning the incidence is available. The aim of this paper is (...) to analyse trends in syphilis incidence in the years 1950–2017 using Joinpoint Regression and to present the impact of prophylaxis and education of society on syphilis prevention. The Joinpoint Regression method indicated the splitting time points of the trend corresponding to real changes in incidence, which corroborates the purpose of using the method in question in epidemiological studies. Preventive vaccination is one of the greatest successes of modern medicine. The SARS-CoV-2 epidemic, during which vaccination is the main method of prevention against death and severe disease, gave rise to a resurgence of anti-vaccine movements. The aim of this study was to analyse the attitudes of students towards vaccination and the COVID-19 pandemic. The statistical analysis was performed with the use of the following data-mining methods: correspondence analysis and basket analysis. The obtained results show that students of medicine are (...) characterized with the highest level of knowledge. Students of other medical faculties, on the other hand, have a significantly less uniform views, as do students of non-medical faculties. (shrink)

Techniques of text data analysis have been known for many years and commonly used in many areas of life. Text mining enables, among others, the acquisition of information from the text, its filtering, and studying of similarities and relationships. The aim of this paper is to design a method that would make it possible to assess the health quality of dietary supplements, on the basis of text mining techniques. A fictional plant-based product was used in the study, which was compared (...) with other products containing at least one of the tested ingredients registered in the years 2007–2019 in the register of dietary supplements kept by the Chief Sanitary Inspectorate (GIS), which were given either the “consistent” or “to be clarified” status. The obtained results concern the frequency of occurrence of the individual ingredients (St John’s wort/Hypericum, melissa, rose root/Rhodiola) in other products, considering their status in the register. The data thus obtained was subjected to classical statistical analysis in order to find correlations between the presence of a given ingredient and the product status. In view of the obtained results, the text mining analysis may be considered as a helpful tool in the process of internal risk assessment performed by manufacturers of dietary supplements. (shrink)

The traditional conception of human rights, or the orthodox conception (OC), has, over the last few years, been vigorously challenged by the political conception (PC) of human rights. I have two main aims in this paper: the first is to articulate and evaluate the main points of disagreement between the OC and the PC in order to provide a clearer picture of what is at stake in the debate.
