Monetary intelligence theory asserts that individuals apply their money attitude to frame critical concerns in the context and strategically select certain options to achieve financial goals and ultimate happiness. This study explores the dark side of monetary Intelligence and behavioral economics—dishonesty. Dishonesty, a risky prospect, involves cost–benefit analysis of self-interest. We frame good or bad barrels in the environmental context as a proxy of high or low probability of getting caught for dishonesty, respectively. We theorize: The magnitude and intensity of (...) the relationship between love of money and dishonest prospect may reveal how individuals frame dishonesty in the context of two levels of subjective norm—perceived corporate ethical values at the micro-level and Corruption Perceptions Index at the macro-level, collected from multiple sources. Based on 6382 managers in 31 geopolitical entities across six continents, our cross-level three-way interaction effect illustrates: As expected, managers in good barrels, mixed barrels, and bad barrels display low, medium, and high magnitude of dishonesty, respectively. With high CEV, the intensity is the same across cultures. With low CEV, the intensity of dishonesty is the highest in high CPI entities —the Enron Effect, but the lowest in low CPI entities. CPI has a strong impact on the magnitude of dishonesty, whereas CEV has a strong impact on the intensity of dishonesty. We demonstrate dishonesty in light of monetary values and two frames of social norm, revealing critical implications to the field of behavioral economics and business ethics. (shrink)

This study explores the bright side of Monetary Intelligence and behavioral economics, frames money attitude in the context of pay and life satisfaction, and controls money at the macro-level and micro-level. We theorize: Managers with low love of money motive but high stewardship behavior will have high subjective well-being: pay satisfaction and (...) quality of life. Data collected from 6586 managers in 32 cultures across six continents support our theory. Interestingly, GDP per capita is related to life satisfaction, but not to pay satisfaction. Individual income is related to both life and pay satisfaction. Neither GDP nor income is related to Happiness. Our theoretical model across three GDP groups offers new discoveries: In high GDP entities, “high income” not only reduces aspirations—“Rich, Motivator, and Power,” but also promotes stewardship behavior—“Budget, Give/Donate, and Contribute” and appreciation of “Achievement.” After controlling income, we demonstrate the bright side of Monetary Intelligence: Low love of money motive but high stewardship behavior define Monetary Intelligence. “Good apples enjoy good quality of life in good barrels.” This notion adds another explanation to managers’ low magnitude of dishonesty in entities with high Corruption Perceptions Index. In low GDP entities, high income is related to poor Budgeting skills and escalated Happiness. These managers experience equal satisfaction with pay and life. We add a new vocabulary to the conversation of monetary intelligence, income, GDP, happiness, subjective well-being, good and bad apples and barrels, corruption, and behavioral ethics. (shrink)

Corruption involves greed, money, and risky decision-making. We explore the love of money, pay satisfaction, probability of risk, and dishonesty across cultures. Avaricious monetary aspiration breeds unethicality. Prospect theory frames decisions in the gains-losses domain and high-low probability. Pay dissatisfaction (in the losses domain) incites dishonesty in the name of justice at the individual level. The Corruption Perceptions Index, CPI, signals a high-low probability of getting caught for dishonesty at the country level. We theorize that decision-makers adopt avaricious love-of-money aspiration (...) as a lens and frame dishonesty in the gains-losses domain (pay satisfaction-dissatisfaction, Level 1) and high-low probability (CPI, Level 2) to maximize expected utility and ultimate serenity. We challenge the myth: Pay satisfaction mitigates dishonesty across nations consistently. Based on 6500 managers in 32 countries, our cross-level three-dimensional visualization offers the following discoveries. Under high aspiration conditions, pay dissatisfaction excites the highest- (third-highest) avaricious justice-seeking dishonesty in high (medium) CPI nations, supporting the certainty effect. However, pay satisfaction provokes the second-highest avaricious opportunity-seizing dishonesty in low CPI entities, sustaining the possibility effect—maximizing expected utility. Under low aspiration conditions, high pay satisfaction consistently leads to low dishonesty, demonstrating risk aversion—achieving ultimate serenity. We expand prospect theory from a micro and individual-level theory to a cross-level theory of monetary wisdom across 32 nations. We enhance the S-shaped Curve to three 3-D corruption surfaces across three levels of the global economic pyramid, providing novel insights into behavioral economics, business ethics, the environment, and responsibility. This article explores the ways in which suspects attempt to make putative victims/complainants at least partially responsible for the incidents for which they are investigated, transforming themselves into the victim and the other into the perpetrator. Drawing upon conversation analysis, I examine audio-recorded police interviews for low-level crimes in England and in which suspects have constructed what I refer as counter-denunciations. I argue that suspects accomplish these counter-denunciations through discursive practices that involve, for example (a) contrasting the complainant’s actions (...) with their own innocent conduct; (b) historicizing the event being investigated; and (c) discrediting the complainant’s character—stigmatizing. These practices have in common the suspects’ reliance on the relational and contextual character of the categories ‘offender’ and ‘victim’. (shrink)

This article explores the construction of offences as ‘accidental’ in police-suspect interactions. The data comprise audio-recorded investigative interviews, which were analysed using conversation analysis. In these interviews, suspects often do not explicitly state the nature of their defence when answering police officers’ questions; instead, suspects’ defensive practices or techniques are embedded in the narrative accounts they give of what happened, thus exhibiting rather claiming their ‘innocence’. My focus here is on a particular type of defence, namely, one in (...) which suspects portray an event as having been ‘accidental’. I show that this defence of ‘accident’ is associated with several discourse features including: building a plausible and trivial context in which the untoward incident occurred, describing the untoward action or series of actions, using impersonal or agentless constructions, and representing the disproportionality between the putative victim’s reaction and the aggressor’s untoward conduct. The accountability of these descriptions, however, does not rely on one unique feature, but rather on suspects’ ability to combine these features in such a way that each establishes the grounds for others. Violence against women is a crime that causes countless victims all over the world. Specially when it occurs within the domestic and familiar environment, usually at home and perpetrated by people who are intimately related to the victims, calling the police might not be an option. Despite that, the Military Police of Rio de Janeiro State answers around five thousand calls every month reporting cases of domestic violence against women. But how can the police improve the prevention (...) of such invisible crimes? How to prevent repetition? How to interrupt the cycle of violence? Based on a collaborative approach with stimuli to the behavioral change, the Motivational Interviewing has been broadly used in several areas, including domestic violence. Considering that this approach may contribute to the interruption of the domestic violence cycle, this research how it can be used by the police to tackle and prevent these crimes. Rio de Janeiro State – Brazil, was chosen as the scenario of research considering its leading position in reports of violence against women in the country. The Military Police of this state, is the subject of research, playing an interventive role in the response to emergency calls but also providing the follow-up of the applicable protective measures. Over 30 million people worldwide have taken a commercial at-home DNA test, because they were interested in their genetic ancestry, disease predisposition or inherited traits. Yet, these consumer DNA data are also increasingly used for a very different purpose: to identify suspects in criminal investigations. By matching a suspect’s DNA with DNA from a suspect’s distant relatives who have taken a commercial at-home DNA test, law enforcement can zero in on a perpetrator. Such forensic use of consumer DNA data has (...) been performed in over 200 criminal investigations. However, this practice of so-called investigative genetic genealogy raises ethical concerns. In this paper, we aim to broaden the bioethical analysis on IGG by showing the limitations of an individual-based model. We discuss two concerns central in the debate: privacy and informed consent. However, we argue that IGG raises pressing ethical concerns that extend beyond these individual-focused issues. The very nature of the genetic information entails that relatives may also be affected by the individual customer’s choices. In this respect, we explore to what extent the ethical approach in the biomedical genetic context on consent and consequences for relatives can be helpful for the debate on IGG. We argue that an individual-based model has significant limitations in an IGG context. The ethical debate is further complicated by the international, transgenerational and commercial nature of IGG. We conclude that IGG should not only be approached as an individual but also—and perhaps primarily—as a collective issue. There are no data in this work. (shrink)

La présente étude se propose de mettre en perspective ces projets de réforme en s’interrogeant sur le point de savoir si le maintien de l’ordre public à Paris est ou non spécifique. This article explores the case of informal car parkers in Mexico City, to whom drivers regularly entrust the keys to their vehicles. In contrast to literature on social trust that expects institutional trust and interpersonal trust to support one another, the article shows that interpersonal trust improbably arises in the context of corrupt and inefficient institutions. Coercive and market dynamics undergird the interactions among car parkers, police officers, and drivers, making possible the emergence of an informal market and noncontractual (...) agreements. The exchange between car parkers and drivers depends on the performance of class—a performance that becomes legible and formulaic enough to appear safe, precisely because it coalesces classist tropes that are clearly distinct and recognizable. Interpersonal trust becomes possible not only despite class cleavages and institutional shortcomings but, paradoxically, because of them. (shrink)

This paper outlines a multi-agent architecture for regulated information exchange of crime investigation data between police forces. Interactions between police officers about information exchange are analysed as negotiation dialogues with embedded persuasion dialogues. An architecture is then proposed consisting of two agents, a requesting agent and a responding agent, and a communication language and protocol with which these agents can interact to promote optimal information exchange while respecting the law. Finally, dialogue policies are defined for the individual agents, (...) specifying their behaviour within a negotiation. Essentially, when deciding to accept or reject an offer or to make a counteroffer, an agent first determines whether it is obligatory or permitted to perform the actions specified in the offer. The late 60s of the twentieth century, in Sergipe, was marked by the outbreak of a series of conflicts over land tenure and lack of work. In a period in which social movements were seen as subversive demonstrations, the struggle of the peasants of the region Cotinguiba was treated as a police matter, through repression and arrest of leaders. This article seeks to analyze the process of negotiation between the peasants of Sergipe Cotinguiba and the political and agrarian elites (...) in the land reform process institution in the state under the mediation of the Roman Catholic Archdiocese of Aracaju. This negotiation resulted in the creation of the Promotion of Sergipe Field Man and the formation of community farms under the supervision of the Metropolitan Archbishop of Aracaju, Dom Luciano Duarte. With this, it becomes possible to understand the actions of the clergy in the negotiation between peasants and landowners. (shrink)

Há subjetividades circulando entre nós nos espaços educativos que convocam os corpos, os gêneros e as sexualidades ao direito de nascerem, crescerem, florescerem e coabitarem o mundo, as escolas, as memórias e as narrativas hegemônicas das políticas curriculares na literatura infanto-juvenil. Exercitando perguntas que não se conformam com as histórias contadas, apresentadas e curricularizadas diariamente, o artigo faz problema sobre os modos de ler heterocêntricos que privilegiam o cérebro. For an open world reading policy: the black hole and the end of the world as a possibility for births of childhoods: This article is the result of sharp conversations woven into nonconformities and rebellion from the margins of black holes in dissenting lives. The text seeks to tension the holes closed by the sex-gender police in maintaining their privileges and that does not allow us, through public policy, to access stories in genres and sexualities different from traditional narratives made for boys and girls of a certain type. There are subjectivities circulating among us in the educational spaces that call the bodies, genders and sexualities to the right to be born, grow, flourish and cohabit the hegemonic world, schools, memories and narratives of curriculum policies in children's literature. Exercising questions that do not conform to the stories told, presented and curricularized daily, the article questions the heterocentric ways of reading that privilege the brain. Despite the fact that common sense taxes emotions with irrationality, philosophers have, by and large, celebrated their functionality. They are credited with motivating, steadying, shaping or harmonizing our dispositions to act, and with policing norms of social behaviour. It's time to restore emotion's bad rep. To this end, I shall argue that we should expect that some of the “norms” enforced by emotions will be unevenly distributed among the members of our species, and may be dysfunctional at the individual, social, (...) moral, or even species levels. I”ll adduce three considerations in support of that pessimistic view: The fallacy of adaptive fixation, the moral randomness of group selection, and the lack of fit between “natural norms” set up by evolution and those moral and social norms we would like philosophy to justify. With growing public health and health equity challenges brought to the forefront — following racialized health inequities resulting from COVID-19 and a national reckoning around the deaths of unarmed Black victims at the hands of police — an antiracist health equity agenda has emerged naming racism a public health crisis.

This article examines the municipal ID card programs in New Haven and San Francisco. With a municipal ID card, undocumented immigrants can access basic city services and identify themselves with police and other city officials. The article draws on twenty-eight interviews with key stakeholders to show that city officials navigated the conflicting demands of ID card supporters and opponents to create a local membership policy focused on improving city administration, not expanding the rights of undocumented immigrants. In capitalizing on (...) their discretionary administrative powers to develop programs that safeguard the health, safety, and welfare of all city residents, officials in New Haven and San Francisco managed to promote the integration of undocumented immigrants into city affairs without upsetting the federal monopoly over immigration and citizenship powers. This new form of local bureaucratic membership has implications for the urban citizenship literature and illustrates that city officials have some freedom to develop programs that benefit undocumented immigrants. We are living in a time of acute vulnerability. From climate change to drone warfare, terrorist attacks to mass shootings, safe spaces to trigger warnings, not to mention the COVID-19 pandemic, homo vulnerabilis is once again coming to terms with the fact that it can be wounded, or even killed. Against such finitude, sovereignty is now reasserting itself as a political power that might save us from our ontological state. The irony is, of course, that such sovereignty – for example (...) through camps, walls, police violence, or drones – is also the underlying, historical cause of many of our most intense contemporary experiences of vulnerabilization. Interrupting the dialectic by which sovereignty manages to be both the cause of our vulnerabilization and the phantasmatic tool of its prevention, in Being Vulnerable Arne De Boever explores how today’s experiences of vulnerabilization can be translated into a collective human power that dismantles the form of sovereignty that is producing this state of affairs. Focused on theories, paradigms, and alternative formations of sovereignty, Being Vulnerable reconsiders the tradition of thinking through a political concept in order to approach it anew. (shrink)

Judicial Deliberations compares how and why the European Court of Justice, the French Cour de cassation and the US Supreme Court offer different approaches for generating judicial accountability and control, judicial debate and deliberation, and ultimately judicial legitimacy. Examining the judicial argumentation of the United States Supreme Court and of the French Cour de cassation, the book first reorders the traditional comparative understanding of the difference between French civil law and American common law judicial decision-making. It then uses this analysis (...) to offer the first detailed comparative examination of the interpretive practice of the European Court of Justice. Lasser demonstrates that the French judicial system rests on a particularly unified institutional and ideological framework founded on explicitly republican notions of meritocracy and managerial expertise. Law-making per se may be limited to the legislature; but significant judicial normative administration is entrusted to State selected, trained, and sanctioned elites who are policed internally through hierarchical institutional structures. The American judicial system, by contrast, deploys a more participatory and democratic approach that reflects a more populist vision. Shunning the unifying, controlling, and hierarchical French structures, the American judicial system instead generates its legitimacy primarily by argumentative means. American judges engage in extensive debates that subject them to public scrutiny and control. The ECJ hovers delicately between the institutional/argumentative and republican/democratic extremes. On the one hand, the ECJ reproduces the hierarchical French discursive structure on which it was originally patterned. On the other, it transposes this structure into a transnational context of fractured political and legal assumptions. This drives the ECJ towards generating legitimacy by adopting a somewhat more transparent argumentative approach. (shrink)

How do states build a security apparatus after violent resistance against state rule? This article argues that in early periods of state building two main factors shape the process: the macro-strategic goals of the state and administrative challenges of personnel management. These dynamics are studied in the context of the establishment of police forces in the settler colony of German Southwest Africa, present-day Namibia. The empirical analysis relies on information about the location of police stations and a near (...) full census of police forces, compiled from the German Federal Archives. A mismatch is found between the allocation of police presence and the allocation of police personnel. The first was driven by the strategic value of locations in terms of extractive potential, political importance, and the presence of critical infrastructure, whereas the allocation of individual officers was likely affected by adverse selection, which led to the assignment of low-quality recruits to strategically important locations. White, All the Blacks Are Men, But Some of Us Are Brave: Black Women's Studies, I imagined a wealth of examples of the world and the work made possible by these two groundbreaking anthologies. I wondered what their editors and contributors were writing now. I wondered about the work of their students and people like me: those of us who understand everything we write as indebted to the path-making, silence-clearing, generative, and bodacious work of the participants in the miracles that are This Bridge Called My Back and But Some of Us Are Brave.But today as I reread the contributions that actually emerged from this process, I realize that my dream was too small. I imagined writing that would provide evidence of the ongoing impact made by these two anthologies. Instead, the creative writing in this special issue offers something more crucial and beautiful than I had imagined. These works are not mere evidence of a transformed world; these works are continuing to transform the world in urgent and visionary ways. As repeated again and again by participants in the 2022 celebration for the fortieth anniversary celebration of This Bridge Called My Back, the work that inspired these anthologies is not over. The writings featured in this issue not only show [End Page 198] how this work continues, but they feed, nurture, and provoke us as we honor our responsibility to transform this world.For example, when Akasha Gloria Hull, coeditor of But Some of Us Are Brave, shares her daily early morning meditative writing in "Writing and Rebirth: A Set of Journal Poems," we remember not only her fundamental work excavating the daily lives of Black women writers from the nineteenth century—most notably in Give Us Each Day, her edited book based on the diaries of poet Alice Dunbar Nelson—but also our own imperative. Hull's reflections on health challenges, interpersonal conflict, resurrection, collaboration, and writing itself remind us that our feminist praxis is impactful because of its dailyness. Those of us who wake up tomorrow will need to ask the same critical questions the editors of But Some of Us Are Brave asked of the fields of Black studies and women's studies. We will find surprises and repetitions in the days we meet, and then we will have to do it again.When we read two new prose poems by Cheryl Clarke, an original contributor to This Bridge Called My Back, we have an opportunity to time travel. In "Living as a Lesbian in the Archive of Style," we venture into a critical engagement with the term "hardcore lesbian," displacing the desires of the person who needs to classify others using that term with those of someone who has been hailed by it. Clarke's poem is a reminder that as we work in literary traditions and fields of study made possible by the revolutionary identity politics of an earlier era, we are still responsible for centering the experiences of those most impacted by our fluent and fluid naming practices. In "History," Clarke offers us a timely Black lesbian feminist lens on many iterations of responding to police violence, centering the perspective of a lesbian, her lover, and her lover's husband.The poem "On Being an hbcu Graduate, Teacher, Professor-Scholar at Stillman College, Tuscaloosa, AL, in May 2015" by doris diosa davenport—an original contributor to But Some of Us Are Brave—highlights the intimacy, hilarity, and poignancy of the daily work of intergenerational critical and creative praxis. For more than two centuries the constitutional State and the principle of legality have constructed a rampart against the selfsufficiency of police power, but the events of Summer zoo1 have brutally unveiled the porosity of this limit. Like the revolutionaries in the constituent and legislative Assembly , we are once again confronted by a dilemma barely modified by two centuries of juridical (...) positivism. Après avoir rappelé quelques éléments de l’histoire de la police et décrit ses fonctions administratives et judiciaires, l’auteur souligne les évolutions de nos modes de vie, de l’insécurité, et leurs réponses institutionnelles massivement répressives, punitives et onéreuses qui ont prévalu jusqu’à présent. Le sentiment d’insécurité est à la croisée de l’insécurité réelle et de l’insécurité subjective liée à des facteurs autres, tels l’effritement des liens sociaux, la précarité du travail ou l’aménagement urbain. Face à ces bouleversements, la police (...) doit négocier avec les populations mais aussi avec les contraintes institutionnelles et les réformes successives des organisations. Dans le même temps, elle subit un virage technologique important autour des numéros d’appels centralisés et du recours aux véhicules d’intervention. Ces réformes éloignent la police de la population et des lieux sensibles où les patrouilles à pied marquaient la présence de la force publique. La police communautaire ou la police de proximité tentent de remédier au problème. On attend d’elles polyvalence, responsabilité et résultats. Généralisée, présentée comme le remède à tous les maux, cette mise en œuvre fait pourtant face à de multiples difficultés techniques, comme au sein des partenariats locaux, et à des résistances internes. Désarçonnée, la police a besoin d’une vision politique qui lui permette de situer sa mission et ses fonctions dans une société complexe en perpétuel mouvement. (shrink)

Recent scholarship on the social history of health and medicine in colonial India has moved beyond enclavist or hegemonic aspects of imperial medicine and has rather focused on the role of Indian intermediaries and the fractured nature of colonial hegemony. Drawing inspiration from this scholarship, the article highlights the significance of the Indian subordinates in the lock hospital system in the nineteenth century Madras Presidency. This study focuses on a class of Indian subordinates called the “gomastah”, who were employed to (...) detect clandestine prostitution in Madras to control the spread of venereal disease. It also underlines the role of other native and non-native subordinates such as Dhais, Chowdranies and Matrons, the ways in which they became indispensable for the smoother operation of the Contagious Diseases Act and the lock hospitals on a day-to-day basis. By emphasising how Indian subordinates were able to bring in caste biases within colonial governmentality, adding another layer to the colonial prejudices and xenophobia against the native population, it underlines the fact that there was not a one-way appropriation or facilitation of the coloniser’s knowledge or biases by the colonised intermediaries. Rather, it argues for an interaction between them, and highlights the complexities of caste hierarchies and prejudice within the everyday colonial governmentality. Moreover, the article focuses on the consequent chaos and inherent power struggle between different factions of colonial staff.ZusammenfassungDie jüngere Forschung zur Sozialgeschichte der Gesundheit und Medizin im kolonialen Indien hat sich jenseits spezifischer hegemonialer Aspekte der imperialen Medizin mittlerweile verstärkt der Bedeutung ihrer indischen Vermittler und der gebrochenen Natur kolonialer Herrschaft zugewandt. Davon inspiriert beleuchtet der Beitrag die Rolle indischer Subalterner im System der Krankenhäuser für Geschlechtskrankheiten der Provinz Madras im 19. Jahrhundert. Er fokussiert auf die so genannten „Gomastah“, eine Klasse von indischen Untergebenen, die zur Aufdeckung der illegalen Prostitution in Madras eingesetzt wurden, um so die Ausbreitung von Geschlechtskrankheiten zu verhindern. Untersucht wird auch die Rolle anderer einheimischer und nicht einheimischer Untergebener wie der Dhais, Chowdranies und Matrons, die für die reibungslose Umsetzung des Contagious Diseases Act und das alltägliche Funktionieren dieser Krankenhäuser unverzichtbar waren. Indem herausgearbeitet wird, wie indisches Kastendenken in die koloniale Gouvernementalität einfließen konnte und so koloniale Vorurteile und Xenophobie stärkte, unterstreicht der Artikel die Tatsache, dass es keine einseitige Aneignung oder Vermittlung kolonialen Wissens und kolonialer Vorannahmen durch die kolonisierten Vermittler gab. Argumentiert wird vielmehr für deren Interaktion, betont wird die komplexe Bedeutung des Kastensystems und seiner Vorurteile für das alltägliche koloniale Regierungshandeln. Over the past decades, the psychological science has accumulated a large corpus of empirical knowledge about police interviews, deception detection, and suspects’ confessions. However, it is unclear whether European police forces’ practices and beliefs are consistent with recommendations derived from this empirical literature. The study described in this report is part of a larger research project examining European police investigators’ practices and beliefs. An online survey was administered to Guardia Civil (n = 89) and Policía Nacional investigators (...) (n = 126). The survey inquired about the length, frequency and electronic recording of interviews, the suspects’ use of their right to remain silent, investigators’ self-reported skills in distinguishing between truthful and deceptive statements, their estimates of the frequency of (false) confessions, and their use of specific interview tactics. The outcomes provide insights into investigators’ knowledge and practices, highlight specific needs, and allow for a comparison between European and North American police forces. (shrink)

Foucault coined the term biopolitics when thinking about political philosophy, this concept designates a double path: a) anatomo-politics (regulation of bodies) and b) biopolitics of the population (massification of behaviors). Among these notions, the police emerges: a device that is an apparatus of discipline and a state apparatus and characterizes modern political rationality as a “political technology of doctors” between the 17th and 18th centuries (Classical Era). This work, therefore, focuses on investigating the notion of police in Foucault’s (...) writings from the prism of a genealogy of the police as a bio-police and questioning whether this idea is born as 1) a device of repression, as one thinks, or 2) advocates a technique of improving state sovereignty and strengthening the state within the state.
