Ethnic violence in Gujarat in 2002 killed at least a thousand Muslims. Compiling data from the Times of India, we investigate variation across 216 towns and rural areas. Analysis reveals the political logic of violence. Killing was less likely where the Hindu nationalist Bharatiya Janata Party was weakest, but was even less likely where the BJP was strong; it was most likely where the party faced the greatest electoral competition. Underemployment and Muslim in-migration also increased violence. The political logic is (...) confirmed by analysis of the subsequent election: the BJP’s vote increased most in districts with the worst violence. Police chiefs in districts where violence was severe were more likely to be promoted. (shrink)

Ever since humankind raised its head toward the heavens in search of universal understanding and spiritual fulfilment, wars, pogroms, persecution, prejudice, and contempt have been the means of resolving the many and varied disagreements that have arisen over matters religious. In his Letter Concerning Toleration, Locke offers a compelling plea for freedom of conscience and religious expression. He outlines the limits of social and political incursion into the realm of personal belief or non-belief, discusses the dangers of mixing church (...) and state, and strikes hard at those who would use the power of the state to fulfil religious or political goals. Rational persuasion is always to be encouraged in the hope that wayward souls may find a moral direction in life, but the use of force in such matters is unwarranted and unacceptable. Locke also addresses the question of denominational infighting and relations among the major religions. Talk of heresy and schism should be set aside in favour of understanding and co-operation to achieve mutually desirable social ends. (shrink)

In lieu of an abstract, here is a brief excerpt of the content:One True Ring or Many?Religious Pluralism in Lessing's Nathan the WiseChristopher AdamoIn the Central Scene of Nathan the Wise, Nathan responds to Saladin's pointed question pertaining to the "true religion" with the famous parable of the three rings.1 As John Pizer notes, Lessing deliberately crafts ambiguous fables to cultivate the reader's capacity for autonomous exercise of hermeneutic skill.2 That Gotthold Ephraim Lessing's Nathan the Wise evokes a wide variety (...) of interpretations, therefore, should be no surprise.3 However, for Pizer, Lessing's use of fable additionally represents a "key to his Enlightenment ideals, the inculcation of the idea that individuals are responsible for their own actions and for their own maturation as social beings, as later articulated by Kant" (Pizer, p. 101). If the genre of fable itself, for Lessing, serves as a pedagogic tool to cultivate in his readers the rational autonomy as envisioned by Kant in the opening lines of "What is Enlightenment?," then might that suggest Lessing's ring-parable is best read as an Enlightenment-humanist response to the theological and political problem of the plurality of revealed religions?Several recent Lessing scholars have taken this line. In his study Lessing's Philosophy of Religion and the German Enlightenment, Toshimasa Yasukata approvingly reads the parable of the rings as illustrative of Lessing's view of a "true religion" that "transcends all of the historical religions and yet underlies the truth of each.... [A] religion based on real and universal humanity."4 Astrid Oesmann, in her article "Nathan der Weise: Suffering Lessing's 'Erziehung,'" develops a similar interpretation but then, based upon it, turns a critical eye toward such a project as it requires Nathan to suppress his Judaic identity—not merely in his confrontation with Saladin but additionally by suppressing his suffering [End Page 139] at the hands of a Crusader pogrom that took the lives of his wife and seven children.5 For both these commentators, Lessing's Nathan the Wise champions a vision of a universal religion based on reason alone, for good or for ill.With this interpretation of Lessing's Nathan in the background, I intend to highlight moments in Lessing's Nathan that invite a more pluralistic reading. Both readings above interpret the ambiguous ending of the parable in light of the teleological history of revealed religion constructed by Lessing in "The Education of the Human Race" thus, implying there remains a singular, genuine, ring, i.e., a "true" religion that even may be identifiable with one of the three in question. The reading developed here interprets the ambiguous ending of the ring parable in light of the final scenes of Nathan, focusing on Recha's rich genealogical origins and her universal regard among persons of diverse faiths. The question as to which is the correct [recht] ring gives way to the question of which bearer(s) possesses a genuine [echt] ring, a significant shift in focus and reflective of Lessing's "primacy of ethics" over explanation in an approach to the plurality of revealed religions.6 Second, though both an Enlightenment reading and the present reading move the focus of religion away from orthodoxy towards a primacy of ethics, the present reading would be better equipped to respond to a charge like Oesmann's that defusing inter-religious tensions in a multicultural polity can come only by the sacrifice of one's cultural and historical particularity as Jewish, Muslim, Christian.INathan the Wise is set in Jerusalem during the close of the Third Crusade (1189–1192). A cease-fire has just been breached by the Knights Templar. Each side prepares to resume the hostilities. Previous acts of internecine violence reverberate throughout the play. Marginalization has emerged as a powerful and central theme in the history of Germany in the later Middle Ages. In many ways, Jews appear to have been the quintessential marginalized people – the victims of restrictive legislation, theological demonization, expulsions, violent attacks, and pogroms. Recent scholarship suggests that the position of the Jews in late medieval and early modern Germany may be more complex, and at times more constructive, than once thought. This article, therefore, suggests that the notion of (...) marginalization can be usefully applied not only to the issue of Jewish and Christian relations but also to the internal dynamics of the late medieval German Jewish community itself. Considering who was marginalized, for what reasons, and in what ways can tell us a great deal about the needs and concerns of late medieval Jews and Jewish communities. (shrink)

When talking about the identity of a certain community, we are inclined to appeal to essentialist, almost metaphysical notions. This often results in a unitary, deeply rooted and stable perception of the analyzed community. But this view is not always accurate enough, for it does not offer an account of a specific history. By offering a short history and a structural presentation of the Jewish community from Transylvania, before and shortly after the Second World War, our article’s purpose is to (...) overpass, by questioning, the shortcomings of an essentialist interpretation of the discussed community. Taking into account the long history of pogroms, applied anti-Semitism and persecutions on religious or ethnic grounds that took place along the 20th century, our work aims at depicting whether religion was and remained a major characteristic, i.e. an unique communal specificity in the re(creation) of Jewish identity in Transylvania, before and after the Second World War. Tolerance is an ambivalent attitude. It allows living in plurality but not in equality. The tolerant tradition of the Ottoman Empire, for example, is based on a very clear political and social hierarchy between different religions. Dominants boast of their tolerant tradition. Tolerance is also about imposing limits on the other in a unilateral way. In Republican Turkey where theoretically all citizens are equal, the majority of Turkish-speaking Sunnis tolerate non-Muslim minorities, Alevis, Kurds. It is the ‘liberal’ currents of this (...) ethno-religious majority that pronounce themselves tolerant of others. However, minorities do not demand tolerance but equality because the history of Turkey for more than a century with the genocide of Armenians, pogroms, massacres, deportations have shown those who say they are tolerant can switch to each moment in extreme violence against those whom they now consider intolerable. Rwanda witnessed devastating conflicts leading to genocidal attacks in 1994 with active participation of the police in the pogrom. Various reports implicated the police in high-handedness, torture, extra judicial killings, intimidation, rape, and other heinous crimes during the conflicts. The police force was reformed for optimal performance. This paper examines the impact of the post-conflict reconstruction of the police on internal security management in Rwanda. Findings from the study, which relied on secondary data, are that reform impacted positively on the (...) performance of the police, sharpening its skills in crime detection and prevention and leading to improved security for lives and property in Rwanda. Over-reliance on dwindling external sources and dysfunctional equipment still undermines maximum performance by the police. There should be adequate provision of advanced security devices and better funding of the police for the optimal discharge of their constitutional mandates of securing lives and property in Rwanda. The first section of this chapter illustrates that the pogrom in Rostock-Lichtenhagen in 1992 has not been categorized sufficiently as a substantial milestone of right-wing violence in postwar Germany. This pogrom led to historically significant limitations in the right to asylum, ultimately resulting in a change to the German constitution. We propose to look at Rostock-Lichtenhagen as an example to explain that practices of remembering right-wing violence, a process that we describe with the term ‘Doing Memory on right-wing violence’, is (...) a central part of creating a society’s basic story. This basic story, in turn, contributes to how a society understands itself. In this chapter’s second section, we argue first that analyzing practices of memory of right-wing violence, be they acknowledging, forgetting or suppressing those practices, actually make it possible to even expose the persistence of the basic story as a central element of political culture. Second, we want to uncover how potential and publicly effective interventions of and changes to the basic story might look like. Here, we build on Habermas’ model of democracy, utilize Susan Bickford’s work on listening as an important element in her political philosophy and refer to Benjamin Barber, who articulates that a participatory democracy requires political listening. As a result, our chapter’s third section demonstrates how listening can be conceptualized from a supra-individual perspective and how questions that are critical of existing hegemonic structures can prioritize a focus on hegemonic (non)listening. Lastly, we will sketch out strategies to intervene in hegemonic (non)listening. These strategies connect theoretically with concepts of ‘counter publics’ and ‘opinion forming publics’ and reference, among others, the work of Seyla Benhabib and Iris Marion Young, thus enabling the creation and execution of resistance practices of Doing Memory on right-wing violence. The Danish critic Georg Brandes (1842–1927) visited Warsaw in 1885 and 1886, with the pretext of lecturing—in French—on modern literature, making thereby the Polish cause for freedom his own. It was his endeavor not to take sides in the smoldering strife between radical and catholic circles, freedom from the brutal Russian regime being the chief common issue. During his second visit he lectured on Polish literature, though only knowing it through translations. This demonstration of solidarity was received with enthusiasm.In his (...) book Impressions from Poland—Danish 1888, in English, German and Polish 1898—he gives a vivid description of the Polish passion for freedom, not hiding more negative sides of the national character as he found them, such as improvidence and bohemianism. The book was understood as an act of solidarity, and during a visit to Krakow in 1898 he was hailed as the spokesman of freedom and one of the few West-European supporters of the Polish cause.When, by November 1914, Brandes learned about Polish religious pogroms he did not hesitate to condemn them in two articles born by indignation. The articles, immediately published in many languages, aroused much attention worldwide, at the same time costing him most of his Polish popularity. (shrink)

This article discusses the revival of Polish national thought from the nineteenth and early twentieth centuries. I demonstrate how the so-called Jewish question influenced the debate and the vision of Jewry in Poland after 1989 and how it was used to create a new national identity. I outline why the so-called Jewish question was so crucial in Polish national debates. Furthermore, I demon- strate how the Polish Jewish past was portrayed and commemorated in the Third Polish Republic. This research focuses (...) upon the period of Aleksander Kwasniewski’s presidency, during which the famous debate about the pogrom in Jedwabne took place. London and New York: Routledge, . Pp. xv, . .. his book is a joy to read. Brian McGuinness is among the foremost Tscholars of Wittgenstein’s life and work. For better than  years, his papers have given (...) perhaps the most clear and authoritative account of the complex intellectual and personal journey of Wittgenstein. The collection of these important papers in one book is an outstanding gift to all who are interested in early analytic philosophy. The papers are not presented diachronically, but topically, starting with McGuinness’s discussions of the interplay between Wittgenstein’s philosophy and his conception of himself, as Austrian patriot, as teacher, as Jew, as architect, as penitent. There is much controversy in all of this. It is upsetting to learn that Wittgenstein remarked (likely sometime shortly after the events of Pearl Harbor in ) that “Things will be terrible when the war is over, whoever wins. Of course very terrible if the Nazis won, but terribly slimy if the Allies win” (p. ). In spite of McGuinness’s attempts at charitable explanation, it is hard to excuse this remark. Wittgenstein should have recognized that it was imperative that the Allies win, for surely he could not, by then, have been blind to the pogroms of Nazism (if not the implementation of their Final Solution to the Jewish question). It is just disappointing to discover Wittgenstein’s dalliance with anti-Semitism or with Weininger’s deplorable Sex and Gender. Since the papers in this part do not come diachronically, it would be nice for each to have a date by its title, so that if there is an historical development of McGuinness’s ideas it could be more easily tracked. But evolving or not, the interpretations in McGuinness’s papers are of the very highest quality. I know of no one else who has come closer to unravelling the often cryptic entries in the Tractatus. Though some of McGuinness’s assumptions about Russell’s philosophy are now challenged by new interpretations —in particular, it seems that Russell never held a theory of types of entities —there remain a great many gems in these papers. Among them are the following: Wittgenstein’s conception of solipsism is not Cartesian and epistemic, but concerns the limits of logical form and the proper ethical attitude towards life (p. ); the Notes on Logic were offered as satisfying the dissertation requirement for Wittgenstein’s .. degree (p. ); Wittgenstein included among the “logical constants” such notions as that of a “predicate” and a “dual complex”, not just logical particles such as “not”, “or”, “all” and “some” (p. ); Wittgenstein’s Grundgedanke was independent of his “picture theory” (p. ); Wittgenstein’s “logical atomism” was to be a purified form of Russell’s so that it forms “true logical atomism” with no differences of type and with the unification provided by neutral monism of mental and physical particulars (p. ); Wittgenstein and Russell had similar attractions to Spinozistic ethics, the conception of the world sub specie aeternitatis and the “mystical” as what inspires the scientific attitude (pp. , ); Hertz’s elimination of the concept of “force” in physics was an inspiration for Wittgenstein’s elimination of “classes”, “probability”, and the logical constants (p. ); structured variables were central to Wittgenstein’s Tractarian programme (p. ); Wittgenstein’s conception of philosophical analysis has important ties to Kuhn’s concept of a paradigm (pp. , , ). Zusammenfassung Religion in der Großstadt ist ein brennendes Thema, nicht nur für die Forschung. Der Blick auf die Stadt als Hort der Säkularisierung ist durch neue Formen religiöser Präsenz, Debatten um Religion als kulturelles Erbe, durch blutige Pogrome und Erfahrungen der „fundamentalistischen Stadt” erschüttert worden. Der Blick auf Religion und Stadt in der Antike durch die Linse von Numa Fustel de Coulange kann einen unerwarteten Beitrag zur gegenwärtige Debatte liefern: nämlich dann, wenn man einen verengten Blick auf Polisreligion als Staatsreligion (...) überwindet. Der Aufsatz will die These plausibilisieren, dass religiöse Praktiken und Vorstellungen wichtig für die Stabilisierung und weitere Verbreitung von Städten in der Antike waren und sich Religion und Urbanität als zwei Seiten einer Medaille entwickelt haben. In diesem Sinne wird eine Weiterentwicklung des Begriffs „urban religion” als „urbanisierte Religion“ vorgeschlagen. (shrink)

ArgumentThe article builds a case for the Society for the Protection of the Health of the Jewish Population (Obshchestvo Okhranenia Zdorov’ia Evreiskogo Naselenia [OZE]) as a project of medicalized modernity, a mass politics of Jewish self-help that relied on a racialized and medicalized vision of a future Jewish nation. Officially registered in 1912 in St. Petersburg, it created the space for a Jewish politics that focused on the state of the collective Jewish body as a precondition for Jewish participation in (...) any version of modernity. OZE futurism survived the years of World War I and the Russian Civil War, when the organization had to concentrate on rescue and relief rather than on facilitating the development of new bodies and souls. New archival evidence reveals how race science, medical statistics, and positive eugenics became composite elements of the Jewish anticolonial message and new subjectivity. (shrink)

This essay explores what Jewish ethics has to say about globalization in relation to the AIDS crisis. Special attention is paid to the consequences in affirming current intellectual trends to transcend traditional limits in both society and thought for rethinking traditional Jewish values. The discussion proceeds from two presuppositions. The first is that there is an intimate connection between ethics, science, and politics. The second is that the history of Jewish ethics involves three distinct forms that are generally correlated but (...) rarely identical in content and moral judgment. These three forms are law, wisdom or virtue, and covenant. The discussion considers related issues of accidental connections in time between the bubonic plague and Zionism and between AIDS and homosexuality in relation to moral–theological issues related to divine providence and distributive justice. The article examines a series of trials involving the November 1938 destruction of the synagogue in Lörrach, Germany, held between 1947 and 1949. The alleged ringleader of the pogrom was acquitted, as were some of his codefendants. These acquittals, together with the probationary terms offered to several of the defendants, suggest that the South Baden authorities had found they could censure Nazi violence toward Jews through criminal indictment and conviction, while simultaneously reintegrating compromised individuals – some of them now burdened (...) with a criminal record for crimes of violence against Jews – into the new West German polity. The article examines the case in light of Émil Durkheim’s normative-integrative theory of criminal law/criminal deviance, suggesting that the history of the trials requires qualification of Durkheim’s theory as applied to human rights abuses by agents of the nation-state.
