"Local History/Global Designs" is one of the most important books in the historical humanities to have emerged since the end of the Cold War University. This is vintage Mignolo: packed with insights, breadth, and intellectual zeal.

This essay interprets changes in how "the political" was employed by a group of political theorists connected to the University of California, Berkeley, from the late 1950s up to the present. Initially, the political names both what students of politics ought to study and invokes a way of studying meant to have broad appeal. In later uses, however, the political takes on an evanescent quality compared to the solid realm of generality represented in earlier work. Also, only from the 1970s (...) on is the political explicitly identified with democracy. Finally, later uses of the political no longer invoke a mode of study with broad appeal but one that even most self-described political theorists fail to practice. Though the changes the author analyzes in how the political was conceived are specific to the work of a small group of theorists, they suggest a more general story about the late twentieth-century development of political theory in the American academy. In this study, we explored how high school students’ participation in a local history research project about a historically Black cemetery in the Southeast United States contributed to their demonstration of historical empathy. Major findings show that students displayed historical empathy in research activities that occur beyond the traditional classroom through their examination of perspectives concerning representations of race and diversity in the social studies curriculum, the historical contexts about the impact of enslavement and Jim Crow segregation in (...) their community, and affective connections they made to their identities as citizens. We recommend that future studies focus on how social studies teachers, community organizations, and other educational providers can collaborate to promote historical empathy in and outside of schools with equity frameworks and curricular initiatives such as the National Council for the Social Studies College, Career, and Civic Life (C3) Framework. The educational reform movement in social studies has focused on constructivist and inquiry-oriented approaches to the teaching of history. Since many social studies teacher education students have had little experience with such approaches in their own schooling, special attention needs to be given to these topics within teacher preparation programs if they are to be implemented in schools. One pathway for accomplishing this is through investigations of local history. This article presents an exploratory qualitative research study investigating (...) pre-service teachers' understanding of inquiry and the impact of a set of lessons in a methods class using local history in the service of inquiry-oriented learning. This book has two main and connected themes - the conception and articulation of time in the Greek world and the creation of history, especially in the context of the Greek city. Both how time is expressed and how the past is presented have often been seen as reflections of society. By looking at the construction of the past through the medium of local historiography, where we can view these issues in the relatively restricted world of individual city-states, (...) we can gain a clearer insight into how different versions of the past and different constructions of time were offered to the community for approval. Sheki is one of the most important Moslem provinces of the Southern Caucasia. A series of local histories have emerged in this region the first of which is A Brief History of the Sheki Khans by Karim Agha Fateh. For years, this work had existed in manuscript form and when it was introduced to the world of historiography science, inadequate and erroneous information were produced about it. ArgumentThis article contributes to a global history of relativity, by exploring how Einstein’s theory was appropriated in Belgium. This may sound like a contradiction in terms, yet the early-twentieth-century Belgian context, because of its cultural diversity and reflectiveness of global conditions (the principal example being the First World War), proves well-suited to expose transnational flows and patterns in the global history of relativity. The attempts of Belgian physicist Théophile de Donder to contribute to relativity physics during the 1910s (...) and 1920s illustrate the role of the war in shaping the transnational networks through which relativity circulated. The local attitudes of conservative Belgian Catholic scientists and philosophers, who denied that relativity was philosophically significant, exemplify a global pattern: while critics of relativity feared to become marginalized by the scientific, political, and cultural revolutions that Einstein and his theory were taken to represent, supporters sympathized with these revolutions. During the last few decades there has been an enormous increase in locally based historical plays in Norway. These are staged by amateurs, although professionals may hold important positions both on and behind the stage. The dramas have their origin in actual or invented historical events located in the area, and the stage is carefully selected to create an aura of authenticity to the performance. The environment creates dramatic scenery as they are mostly staged outdoor, and the audience frequently have (...) to make an effort to travel to the site of the performance. As the plays are staged annually or biennially, they constitute a regular ritual performance in the community. At the same time, minor changes are allowed for from year to year, and which are widely discussed and appraised by the audience and others. Although these dramas claim to represent historical events and period pictures, their underlying message is of current interest. They become mediums whereby the past is seen through the ideological and moral lenses of the present, and are also catalysts for creating selected memories for the future. As such, they should also be considered on the background of the wider social dramas surrounding the actual plays. (shrink)

Nineteenth-century natural history societies sought to address the concerns of a scientific and a local public. Focusing on natural history societies in late Victorian Scotland, this paper concentrates on the relations between associational natural history and local civic culture. By examining the recruitment rhetoric used by leading members and by exploring the public meetings organized by the societies, the paper signals a number of ways in which members worked to make their societies important public bodies (...) in Scottish towns. In addition, by narrating a number of disputes between members over how natural history societies should operate, the paper shows how civic science could occasion social discord rather than harmony. Overall, by investigating the presence of field clubs in different urban settings, and describing members' attempts to portray natural historical pursuits as a significant cultural endeavour, the paper seeks to map an important part of the historical geography of Scottish civic science. Branching theories are popular frameworks for modeling objective indeterminism in the form of a future of open possibilities. In such theories, the notion of a history plays a crucial role: it is both a basic ingredient in the axiomatic definition of the framework, and it is used as a parameter of truth in semantics for languages with a future tense. Furthermore, histories—complete possible courses of events—ground the notion of modal consistency: a set of events is modally consistent iff there (...) is a history containing that set. We will explain these roles of histories and highlight some critical aspects having to do with the fact that histories are global and, in a relevant sense, “big” objects. The notion of modal consistency, on the other hand, has both local and global aspects. We ask in how far a local notion of modal consistency can serve as an alternative to the common uses of histories, and work out two recent approaches to alternatives to histories. Combining these approaches, we develop a novel semantics for branching time. (shrink)

This commentary seeks to place Farah's (1994) arguments in the historical context of ideas about mind-brain relationships. It further seeks to draw a conceptual parallel between the issues considered by Farah in her target article and questions which have concerned neuroscientists since the nineteenth century regarding the functional organization of the brain. Specific reference is made to the relationship between use of the concept of in cognitive neuropsychology and use of the concept of in neuroscience.

The theme of the 10th Annual Research Ethics Conference organized by the Uganda National Council for Science and Technology (2018) was “Evolution of Research Ethics in Uganda and the Region: Past, Present and Future”. We were asked to address the topic: “The History of CIOMS and the recent changes in the international ethics guidelines: implications for local research”. The thrust of the conference was to track progress in ensuring ethical conduct of research, highlight challenges encountered, and to propose (...) strategies for effective and meaningful implementation of international ethical guidelines in local contexts. Consequently, the purpose of this paper is to comment on the implications of the history of CIOMS ethical guidelines and suggest strategies for their effective and meaningful implementation in the East African region, and perhaps the whole of Sub‐Saharan Africa. Inferring from the ‘evolutionary’, ‘flexible’, and ‘general’ nature of the CIOMS guidelines, we proposed a six‐point strategy for ensuring their effective and meaningful implementation in local contexts. This strategy is in the form of obligations for local research regulators and researchers, the fulfillment of which will go a long way towards their smooth and meaningful implementation in local contexts. These obligations are: ensuring evidence‐based adaptation of each individual guideline; ensuring sufficiently judicious and motivated RECs membership; acting proactively to ensure harmony between bioethics and local legal regimes; cultivating a ‘bioethics culture’ among the public; moving towards regional bioethics governance; and playing an active and meaningful role in future revisions of these guidelines. This essay was first presented at the 2010 Ludwig Holberg Prize Symposium in Bergen, Norway, where I, as the prize recipient, was asked to describe my work and its import for our period of globalization. The essay first traces the interconnected processes of “decentering” history in Western historiography in the half century after World War II: the move to working people and “subaltern classes”; to women and gender; to communities defined by ethnicity and race; to the study of non-Western (...) histories and world or global history, in which the European trajectory is only one of several models. Can the historian hold onto the subjects of “decentered” social and cultural history, often local and full of concrete detail, and still address the perspectives of global history? To suggest an answer to this question, I describe my own decentering path from work on sixteenth-century artisans in the 1950s to recent research on non-European figures such as the Muslim “Leo Africanus” . I then offer two examples in which concrete cases can serve a global perspective. One is a comparison of the literary careers of Ibn Khaldun and Christine de Pizan in the scribal cultures on either side of the Mediterranean in the late fourteenth and early fifteenth centuries. The other is the transmission and transformation of practices of divination, healing, and detection from Africa to the slave communities of Suriname in the seventeenth and eighteenth centuries. By looking at videogame production through a two-vector model of design – a practice determined by the interplay between economic and technological evolution – we argue that shared screen play, as both collaboration and competition, originally functioned as a desirable pattern in videogame design, but has since become problematic due to industry transformations. This is introduced as an example of what we call design vestigiality: momentary loss of a design pattern’s contextual function due to techno-economical evolution.

The main goal of this work is to place the Regional History of Education into the broader context of general history and to create a theoretical structure that includes its main approaches and characteristics while avoiding the frequent confusions and oversights with which it is often associated. Our outline of regional history alludes to its conceptual foundations, defines the object of its analysis and also identifies the convergence of factors that shape this area of study, such as (...) genealogy, multicentrism, comparison and social synthesis. Once these different aspects have been described it will be easier to understand that the past is not only a dependent variable of time but also, to a great degree, of space. (shrink)

In the past two decades academic and research literature on “corruption” has flourished. During the same period organizations and initiatives fighting against corruption have also significantly expanded, turning “anti-corruption” into a new research subject. However, despite a few exceptions there is a division of labor between scholars who study corruption itself and those who study the global anti-corruption industry. Juxtaposing corruption’s local discourses and anti-corruption international practices, this article is an attempt to bring together these two intertwined research dimensions (...) and explore how an ethnographic approach might contribute to framing them together. Firstly, it describes how corruption in Romania is often conceptualized and explained in terms of national heritage, something related to old and recent cultural history, including traditional folklore. Secondly, it explores how anti-corruption works in practice, focusing on international legal cooperation projects monitoring the progress and shortcomings both prior to and post Romania’s accession to the European Union. Finally, revealing the articulations of these two apparently unrelated research fields, the article argues that corruption’s local explanations and the circular logic of auditing observed within the anti-corruption industry share a common developmental ideology mirroring the crypto-colonialist structure of power relations and dependency among European nation-states emerging out of the Cold War. A conventional wisdom about the progress of physics holds that successive theories wholly encompass the domains of their predecessors through a process that is often called reduction. While certain influential accounts of inter-theory reduction in physics take reduction to require a single "global" derivation of one theory's laws from those of another, I show that global reductions are not available in all cases where the conventional wisdom requires reduction to hold. However, I argue that a weaker "local" form of (...) reduction, which defines reduction between theories in terms of a more fundamental notion of reduction between models of a single fixed system, is available in such cases and moreover suffices to uphold the conventional wisdom. To illustrate the sort of fixed-system, inter-model reduction that grounds inter-theoretic reduction on this picture, I specialize to a particular class of cases in which both models are dynamical systems. I show that reduction in these cases is underwritten by a mathematical relationship that follows the broad prescriptions of Nagel/Schaffner reduction, and support this claim with several examples. Moreover, I show that this broadly Nagelian analysis of inter-model reduction encompasses several cases that are sometimes cited as instances of the "physicist's" limit-based notion of reduction. Background: Centralization of IRB reviews have been increasing in the US and elsewhere, but many questions about it remain. In the US, a few centralized IRBs (CIRBs) have been established, but how they do and could operate remain unclear. Methods: I contacted 60 IRBs (every fourth one in the list of the top 240 institutions by NIH funding), and interviewed leaders from 34 (response rate = 55%) and an additional 12 members and administrators. Results: These interviewees had often interacted with (...) CIRBs, but supported local reviews, and offered advantages and disadvantages of each. Interviewees argued that local IRBs can provide "local knowledge" of subjects and PIs, and "curbside consults" with PIs, facilitating mutual trust. PIs may interact more fully and informally, and hence effectively with local IRBs. IRBs also felt additional responsibility to protect "their own" subjects. Respondents mentioned a few advantages of CIRBs (e.g., CIRBs may streamline reviews), though far more rarely and cursorily. Overall, interviewees were wary of CIRBs, which they saw as varying widely in quality, depending on who happened to be members. Both local and centralized IRBs appear to have unintended consequences. For instance, discrepancies arose between IRBs that appeared to reflect differences in institutional culture and history, and personalities of chairs and/or vocal members, more than in local community values per se, and thus do not seem to be the intent of the regulations. While some critics see CIRBs as solutions to many IRB problems, critical tradeoffs and uncertainties emerge. Conclusions: These data have critical implications for future policy and research. Debates need to evolve beyond simply a binary discussion of whether CIRBs should replace local IRBs, to examine how and to what degree different models might operate, and what the relative advantages and disadvantages of each are. While some critics see CIRBs as panaceas, certain problems appear likely to continue. Careful consideration needs to be given to whether the advantages of local IRBs outweigh the problems that result, and whether a system can be developed that provides these benefits, while avoiding the disadvantages of local IRBs. Photography is clearly not a mirror of daily life: that images are constructions is especially obvious in 19th-century studio portrait photography. This book explores how indigenous Iranian photographers constructed their own realities in contrast to howforeign photographers constructed Iranians' realities. Through an in-depth comparative visual analysis of 19th-century Iranian portrait photography and Persian painting, the author arrives at the insight that aesthetic preferences correlate with socio-cultural habits and practices in writing, reading and looking. Subsequently, she advocates for a place in (...) a global history of photography for those unknown, local photo histories and for the indigenous photographers who produced them. (shrink)
