The principle of majority rule is a concept that is often employed both in normative democratic theory and in practical politics. But not only that there are relatively few academic studies focusing exclusively on this concept, it is also possible to claim that the existing discussions usually overlook different dimensions of majority rule. This article aims to outline some suggestions for what these dimensions might be, such as: the nature of the participants, the subject matter of the decision and the (...) context in which the decision is made. One underlying assumption in this study is that the normative prospects of the majority rule principle depend on the evaluation of these different dimensions. (shrink)

Birinci yorum, onun Ebedi Barış makalesinden türeyen ve ‘monolojik yorum’ olarak (...) adlandırılabilecek bir yaklaşımdır; ikinci yorum ise Aydınlanma Nedir makalesinden hareketle türetilebilecek alternatif bir okumayla şekillenen ‘diyalojik yorum’dur. Birinci yorumda aleniyet ilkesi, a priori nitelikte bir düşünce usulü olarak değerlendirilmektedir; ikinci yorumda ise aynı ilke kamuoyu önünde gerçekleşecek fiili bir tartışmaya işaret etmektedir. In this research we focus on ethnic minorities, one of the underserved groups in Europe. In particular, we address the internet use of Turkish ethnic children, aged 9 to 16, in several EU countries. We examine the extent to which they can be considered digitally disadvantaged when compared to the majority population in those countries. We also compare Turkish children living in Turkey to those in the diaspora as well as to the majority children living in those same European countries. (...) The data used for this analysis is part of the EU Kids Online research. Of the three groups of teenagers examined, those in the Turkish diaspora take a position in between their native European peers, who are the most fervent surfers on the internet, and the Turkish children living in Turkey, who use the internet least often. Generally speaking that is also true for online competencies and online activities. As far as exposure to online risks is concerned, European majority children are more familiar than the two other groups with receiving sex-related images and messages and with face-to-face meetings with online contacts. By contrast, children in the Turkish diaspora are relatively more familiar with cyberbullying. (shrink)

Across the countries of Europe and within the European Union, there seems to be no end to discussions of policies related to migrants – from the labor migrants who came to Europe more than 40 years ago to the continued requests from prospective migrants who want to immigrate for asylum and family formation. The discussions on what those policies should be, range from multiculturalism to integration and assimilation. Shifts in policies have occurred because of the slow economic and educational progress (...) made by some migrants; by the post-9/11 changes in attitudes and behavior among some Muslim migrants, and by concerns over the increased size of the migrant population. Since 9/11 it has become increasingly difficult to conduct primary research with Muslim migrant communities in Europe. In addition to the usual problems such as locating Muslim respondents that cross major demographic categories and preparing questions that are culturally and linguistically appropriate, the tensions between Muslims and non-Muslims that have followed violent incidents in Europe and North America have increased the likelihood of misunderstanding in the interview environment. Solchen Verdiensten und Erfolgen stehen zweifellos Fehlleistungen und Rückschläge gegenüber, die keinesfalls unbeachtet bleiben dürfen. Ihre neben der Friedenssicherung wichtigste Aufgabe, nämlich den sozialen Fortschritt und einen besseren Lebensstandard in grö erer Freiheit zu fördern und natürlich die Menschenrechte zu schützen, konnte die UNO bisher nicht erfüllen. Der Unterschied zwischen Arm und Reich hat sich seit 1960 nicht etwa verringert, sondern ungefähr verdoppelt. Das reichste Fünftel der Menschheit verfügt heute über mehr als vier Fünftel des Weltsozialprodukts. Für das ärmste Fünftel bleiben gerade einmal 1,4%. Der ökologisch unhaltbare Lebensstil vor allem der groen Industriegesellschaften hat sich nur unwesentlich verändert. Noch immer fehlt in den reichen Ländern des Nordens die Einsicht, dass Armut und Umweltzerstörung im Süden kein fernes,sondern ein gemeinsames globales Problem darstellt. Die Gro en Mächte des Sicherheitsrates und die Mitglieder der G 8 lenken über die Weltbank, den internationalen Währungsfonds und die Welthandelsorganisation die Weltwirtschaft zu wenig im Dienste der Uberwindung der globalen Unterentwicklung, dagegen immer wieder zum eigenen Nutzen. Das Wichtigste ist und bleibt es, Sicherheit nicht mehr allein militärisch zu definieren. Auch die wirtschaftlichen, sozialen, kulturellen und ökologischen Ursachen von Konflikten müssen an der Wurzel behandelt werden. Am dringenden Reformbedarf der Vereinten Nationen kann nicht ernsthaft bezweifelt werden. Ziel der Reform ist, die menschliche Sicherheit in einem umfassenden, nicht nur militärischen Sinn zu begreifen. Aber ist die UNO überhaupt reformierbar? Wie lernen, uns nicht nur als Angehörige unseres Volks, unserer Familie, unserer Gemeinde, unserer Region, unseres Berufsverbands, unserer politischen Partei, unseres Staats, unserer überstaatlichen Gemeinschaft zu definieren, sondern vor allem als Angehörige der Menschheit,, als konkrete menschliche Wesen, deren individuelles Sein seinen primären natürlichen und zugleich universalen Ausdruck in seinem Status als Bürger findet. Kann dies, wie es Immanuel Kant bereits vor über 200 Jahren sah, mit Hilfe eines weltweiten "Weltbürgerrecht" verwirklicht werden? Muss dieses Weltbürgerrecht -wie Jürgen Habermas behauptet hat- die einzelnen Regierungen binden? Caring for hospitalized patients with COVID-19 raises ethical dilemmas in which clinicians must weigh the unknown value of an intervention against the unknown risk of viral transmission. Current guidelines for delivering high-value care in the time of the COVID-19 pandemic do not directly address ethical dilemmas that arise from the unique concerns of individual patients. We propose an “ethical pause” in which clinicians address ethical dilemmas by taking time to ask three questions that invoke the major bioethical principles of beneficence, (...) nonmaleficence, and distributive justice: will this intervention help my patient? Could this intervention harm my patient? Could this intervention harm or help others? Using two exemplar cases, we demonstrate how the process of deliberately asking and answering structured ethical questions is a mindful problem-solving strategy that facilitates delivery of high-value care. Migration was one of the most important issues in the 2016 U.S. presidential election. While Hillary Clinton promised an immigration reform that would create a path to citizenship, Donald Trump said he would deport illegal aliens, build a wall between the United States and Mexico, and suspend immigration from countries with a history of terrorism, capitalizing on some of the public’s fears through his rhetoric. We examine the ways mainstream national and regional press covered this issue from the Republican National (...) Convention through Election Day. This content analysis of 12 news outlets finds that political themes drove the coverage more than anything else, with Donald Trump or a member of his team most often serving as theme sponsor. Though about half of the stories were neutral or balanced in tone, negative stories were sponsored either by the Trump team or other actors. (shrink)

Purpose: The purpose of the study was to assess the role of the Faith Based Organizations in alleviating poverty in Western Kenya.Methodology: This study is a cross-sectional research that sought to give an examining and descriptive scrutiny of the death beliefs surrounding FBO’s activities in Emuhaya District. This study targeted Emuhaya District which has a population of 180,000 people who are members of the FBO’s. To obtain data for analysis, qualitative methods of data collection, which include in-depth oral interviews, focus (...) group discussion, observation and documentary analysis, were employed. Questionnaires were prepared and administered according to the information required from the specific groups of respondents. This study utilized secondary sources, which were derived from published books, minutes of developmental meetings in the FBO, reports of the development projects of the church, articles and records from Kenya National Archives. Data collected through the questionnaires and personal interviews, was synthesized systematically and logically compiled to determine the role of FBO in alleviating poverty in Emuhaya District. Data was coded manually and organized under different themes. The researcher then investigated the concepts of liberation and reconstruction in improving the well-being of the poor through an analysis and interpretation of the theological methods of induction (TMI).Results: Based on the findings the study concluded that the CoG-K’s teachings are largely pertinent in the development of FBO members and their participation in activities that are designed along people’s development needs. Also, the CoG-K has a role to play through her programs like Sisi kwa Sisi and Child Development Centres.Unique contribution to theory, practice and policy: This research recommends that if Emuhaya District is to develop, it has to place the FBO teachings and theology of option for the poor at the top of the agenda and to consider it as is so often the case, as adjunct to the real core of the work that is, development. The study proposes that for the FBO to improve her input in social concerns of the people, it should reshape its theology of development so that it can fully address the plight of the poor. (shrink)

The orientation of this paper is that there is no special science of "business ethics" any more than there is one of "medical ethics" or "legal ethics". While there may be issues that arise in medicine or law that require special treatment, the ways of relating to such issues are derived from a basic ethical stance. Once one has evolved such an ethical stance and thus has incorporated a fundamental mode of relating to her or his fellow human beings, the (...) "how" to deal with various ethical "issues" will follow as a natural consequence of one's ethical stance or modality. It is not necessary, in the formation of one's fundamental ethical stance to know if one is a utilitarian or a deontologist. It is doubtful whether Buddha knew what kind of ethics he was practising. If one conceives of ethics as something extrinsic to various disciplines and attempts to first practise a discipline and then to apply ethics to modify the results of that discipline it is entirely possible that conflicts will result between what is perceived of as the proper pursuit of that discipline and the ethical considerations. The argument of this paper is that it is more efficacious (in addition to being more true) to take ethical considerations into account in the construction of the definition of the discipline. This paper is devoted to showing that business and ethics are not two different and competing fields of interest (thus requiring a discipline of business ethics to be grafted onto the study of business enterprise), but that ethical concerns are part and parcel of the very concept of a business enterprise and the internal operation of a business organization. For me the history of the battle for fundamental values of our civilization began in the mid-1990s. At that time three major conferences took place: the International Conference on Population and Development in Cairo in 1994, the 1995 World Conference on Women in Beijing and the Conference on Human Settlements in Istanbul in 1996. Surprisingly to most governments and international public opinion they became the battlefield of the war of ideas, which was especially significant during the conferences in Cairo and (...) Beijing. The liberal circles fiercely attacked traditional values which constitute the basis of the international order. Among others, it was the right to live and the institutional family which were especially attacked. There was even an attempt to replace the word family with partnership. The Polish delegation for the conference in Cairo was instructed not only to support the idea of strengthening the family as a basic unit of society, but also to insist on accepting the common definition of marriage as a union of a man and women and defend the position that abortion cannot be treated as a method of family planning or birth control. The discussion at the Cairo conference evolved into a battle for the right to kill unborn children as a method of family planning. Among the Holy See and Poland, it was the countries of Latin America and Muslim countries including African Muslim countries that spoke in defence of traditional values. At the Istanbul conference, also thanks to the Polish delegation, the family was acknowledged as a natural subject of housing policy. In the years 1999, 2000 and 2000 three UN special sessions were held: Cairo +5, Beijing +5 and Istanbul +5. The Polish representation played an important role and the instruction for the Cairo delegation was fulfilled and remains valid.Although the documents of UN Special Sessions are not legally binding for the UN member states they are important for UN policy agendas e.g. economic help for third world countries. It is possible to define the problem of famine as a one of the overpopulation and think of sending condoms to the starving as a solution. There is another consequence of such documents and their language: they influence the public opinion and, after some time, they have an impact on rules of law in the UN member states. That consequence indicates the importance of that battle for the quality of life in the contemporary world. (shrink)

Proposals to use organs from anencephalic infants to meet the growing need for transplantable ogans are well‐meaning but misguided. It would be unwise to amend the Uniform Determination of Death Act to classify anencephalics as “dead.” They are in the same situation as other patients (such as the permanently comatose). Likewise, amending the Anatomical Gin Act to permit organs to be removed from anencephalics would be unjust would set a bad precedent and would likely reduce overall success in this field.

In On Liberty, Mill says that ‘the same causes which make … [a person] a Churchman in London, would have made him a Buddhist or a Confucian in Pekin’. Despite Mill's not having drawn it out, there is an argument implicit in his comments that is germane to both externalist and internalist understandings of the epistemic justification of religious beliefs, even though some of these understandings would not wish to use the term ‘epistemic justification’ to refer to whatever it (...) is that they suggest must be added to true belief for it to count as knowledge. In this paper, we shall articulate this argument; examine how it challenges those religious believers who would wish to claim their religious beliefs as knowledge; and consider what they may do to meet this challenge. On connaît peu la pensée chinoise contemporaine. Annie Boisclair s'intéresse ici tout particulièrement au philosophe Mou Zongsan (1909-1995) au parcours singulier. D'origine modeste, il quitte le milieu rural de Shandong pour aller étudier à l'université de Pékin en 1929. Juste avant la prise du pouvoir par les communistes en 1949, Mou fuit à Taïwan puis, plus tard, à Hong Kong. Il enseignera dans diverses universités et les turbulences sociales et politiques de la Chine seront intimement liées à l'approfondissement de sa (...) connaissance de la tradition intellectuelle chinoise qu'il mettra en relation avec les courants philosophiques occidentaux. C'est le dialogue entre les deux traditions et leur fécondation mutuelle que Annie Boisclair fait apparaître en suivant la pensée du philosophe. De tous les penseurs de ce courant, peu ont eu autant d'influence que Mou Zongsan. Mou supposait que les Chinois subiraient une perte d'identité culturelle s'ils ne valorisaient que le savoir étranger et, en même temps, que la civilisation chinoise ne survivrait pas à un enfermement sur elle-même. La pensée de Mou intégrait déjà plusieurs traditions fondamentales chinoises comme le confucianisme, le taoïsme et le bouddhisme, il était donc naturel d'y inclure des courants de philosophie occidentale. Rarement traduit en français, l'auteure propose en annexe de l'ouvrage quelques pages du philosophe. (shrink)

As religiões de matriz africana foram e ainda são intensamente estudadas buscando compreender sobre o seu funcionamento, as relações construídas entre os fiéis, assim como entre os fiéis e as entidades. Essa sociedade, enquanto sociedade não-europeia, é estudada com base nos conhecimentos eurocêntricos, o que torna possível compreender as formas de abordagem do conhecimento universal sobre o Candomblé, colocando assim, o conhecimento Europeu como nativo. Dessa forma, sigo o caminho proposto pela antropóloga Marimba Ani, para pensar a roça de Candomblé (...) e a herança africana, a partir das epistemologias oriundas do terreiro. Utilizo a poesia do ogan Wesley Correia, os pensadores negros em diáspora e os africanos enquanto uma encruzilhada de caminhos possíveis a ser construído em diálogo com o romance “O mundo se despedaça”, de Chinua Achebe para enriquecer a discussão de visão-de-mundo e produção de sentido. Résumé Vus de l’Ouest, les débats et événements politiques en Chine ne sont pas toujours faciles à déchiffrer. Au mois de mars 2012, la chute de Bo Xilai, le leader de la municipalité autonome de Chongqing (de près de 30 millions d’habitants), surprit moins que la découverte que Bo était le leader des « néomaoïstes » en Chine. En cet automne de l’année 2012, se tient le 18 e Congrès du Parti Communiste à Pékin. Même en interrogeant des gens bien (...) informés, au cours des derniers mois, il était presque impossible d’obtenir ne serait-ce qu’une vague intuition de ce qui pouvait résulter de la réunion. Cette interview doit être comprise comme une vaste fresque des principaux courants actuels qui sous-tendent les débats actuels en Chine. Le thème central est l’anticapitalisme, car, de manière assez surprenante, ce thème définit encore l’axe central autour duquel gravitent les controverses. (shrink)

Feng Youlan est l'un des grands philosophes du XXe siècle en Chine. Selon certains intellectuels de Pékin aujourd'hui, c'est même le plus important. Il fut aussi le plus exposé, car il a critiqué aussi bien les gardiens de la tradition que les iconoclastes, ceux du parti communiste ou ceux de certains mouvements libéraux. Ce Nouveau traité sur l'homme n'est pas une apologie ou une nouvelle version du confucianisme. Feng Youlan s'adresse à ses étudiants réfugiés avec lui au fin fond de (...) la Chine pour échapper à la guerre : après tous les bouleversements des dernières décennies, est-il encore possible de poser des repères objectifs? Quel est le sens de l'existence? Mettant en lumière différents niveaux de conscience de soi, Feng analyse les conditions d'une conduite morale authentique qui, totalement investie dans les tâches de la cité, est aussi ouverture à la transcendance. Cette réflexion, venue d'ailleurs, est une invitation à mesurer la particularité de notre propre discours sur des enjeux qui sont ceux de notre humanité commune. Malgré une démocratisation réussie, une économie florissante et un libre accès à Internet, Taïwan reste largement absent de l'espace public international. Cette absence résulte de la politique subtile menée par la Chine. La stratégie de Pékin consiste à concentrer l'attention des acteurs internationaux et dans le même temps à effacer toute trace de Taïwan dans l'espace public en tant que pays indépendant . L'article suggère que Taïwan ne renforcera sa position que par l'intensification des négociations directes avec la Chine continentale. (...) Çin, son dönemlerde Körfez Bölgesine yönelik izlediği aktif politika, Çin Devlet Başkanı Xi Jipping’in (Şi Cinping), 7-9 Aralık 2022 tarihinde Körfez’e gerçekleştirdiği kapsamlı ziyaretle birlikte daha fazla dinamizm kazanmıştır. Bu ziyareti takiben yapılan analizler Çin’in, Körfez açılımını ABD’nin bölgesel hegemonyasını zayıflatmaya yönelik bir girişim olarak değerlendirmektedirler. Aynı ziyaret sırasında Pekin ve Riyad yönetimleri arasında imzalanan kapsamlı anlaşmalar ise ABD’nin Körfezdeki uzun erimli güvenlik partneri Suudi Arabistan’a ilişkin “eksen kayması” tartışmalarını başlattı. Bu çalışma güncelliğini koruyan iki tartışmanın kapsamlı bir muhakemesini (...) yapmayı hedeflemektedir. Bu amaçla uluslararası ilişkiler disiplinin son dönem fenomen teorisi olan hiyerarşinin ilgili argümanları kullanılmaktadır. Bu teorik çerçeveden hareketle, çalışmada ilk olarak Çin’in Körfez siyasetini şekillendiren stratejilerin fiyat arttırma (oubidding) ve negatif dengeleme (negative balancing) olduğu ve bu stratejilerin Körfez Bölgesi ülkeleri açısından yeni imkânlar yarattığı tespitinde bulunulmaktadır. Bunun yanı sıra Suudi Arabistan’ın, Çin ile gelişen ikili ilişkilerini hâlihazırda ABD ile sürdürmekte olduğu ilişkisine bir alternatif olarak görmediği, aksine Çin’in bahsi geçen stratejilerinden maksimum kazanım elde ederek otonomisini arttırmaya çalıştığı ayrıca belirtiliyor. Le Christ récusait toute tentation d'exercice du pouvoir, mais cela n'empêcha pas la théocratie pontificale ; religion de paix et d'amour, le christianisme persécuta les païens et brûla les "hérétiques" qui reproduisaient eux-mêmes ce qu'ils dénonçaient. Quant au marxisme matérialiste, "scientifique", il engendra une "mystique religieuse", avec ses hérétiques, ses procès, ses mises à l'Index. Comment expliquer de tels paradoxes? Comment comprendre les troublantes ressemblances, tant dans leurs discours que dans leurs conséquences, entre des doctrines, des idéologies, des religions, éloignées (...) dans le temps et/ou l'espace, souvent aux antipodes les unes des autres, se combattant violemment, et engendrant pourtant les mêmes conséquences une fois le pouvoir conquis en leur nom? Pour Jean-Louis Martres, la réponse à ces interrogations ne pouvait se trouver dans l'approche par des "courants" qui traversèrent les siècles. La luxuriance des idées politiques ne saurait masquer l'identité profonde qui les unit. C'est dans le raisonnement, non dans le sujet, que réside l'explication fondée sur le concept de structure, sans écarter le changement, donnant à l'analyse politique une dimension originale et stimulante. La pensée martrienne conjugue nécessité et hasard, déterminisme et aléatoire, modèles et complexité. Elle ne manque pas de nous interroger sur le regard que nous pouvons porter sur la conquête et l'exercice du pouvoir. Jean-Louis Martres (1937-2013), agrégé de droit public (1964), professeur émérite des Universités, développa une approche inédite des idées politiques et enseigna les relations internationales (au sens de la science politique) à l'Université de Bordeaux. Dans la Chine de la fin du XVIIe siècle, les missionnaires jésuites français ont importé de Paris à Pékin une méthode de recherche scientifique typiquement française et aussi typiquement académique. Ce début prometteur a subi un infléchissement négatif dans le développement ultérieur des ambitions de la mission dans le champ des activités scientifiques del' Ancien Régime. On analyse ici les différences substantielles qui caractérisent la mission scientifique française jésuite à la fin du XVIIe siècle et au siècle suivant. À travers (...) une étude des éditions parisiennes de la production scientifique française jésuite en provenance de Chine, les Observations (1688, 1692, 1729), est expliqué le déclin de la mission scientifique française jésuite par la dissolution de ses liens avec l'Académie des sciences et par ses difficultés à construire et à maintenir une vision collective et une identité de corps dans l'analyse des phénomènes naturels. Au début du XXe siècle, si la Chine demeure encore largement une terre vierge pour les explorateurs occidentaux, elle fascine également les chercheurs. Qu'ils soient géographes, géologues, paléontologues ou préhistoriens, tous savent que de formidables découvertes restent à y faire. Suédois et Américains font rapidement le voyage vers l'Empire du Milieu, mais ce sont des Français qui, sur le terrain, vont écrire les plus belles pages de la découverte du Paléolithique de Chine, des premières industries lithiques à l'étude du gisement (...) de l'Homme de Pékin. Pierre Teilhard de Chardin est l'un d'entre eux, qui durant près de vingt ans va parcourir des milliers de kilomètres dans les campagnes et les déserts de Chine et de Mongolie, à la recherche des premiers hommes. Entre 1923 et 1940, il maintient une relation épistolaire avec son port d'attache à Paris, le Muséum national d'histoire naturelle, en la personne de son professeur de paléontologie, Marcellin Boule. Au fil de quatre-vingt-neuf lettres, interrompues par seulement une dizaine de retours vers l'Occident et par sa participation à la fameuse Croisière Jaune Citroën, il décrit, sur fond de rumeurs révolutionnaires évoquées ici et là, ses explorations et ses découvertes à son " Maître et ami ", de vingt ans son aîné, et à qui il voue une dévotion reconnaissante et quasi filiale - " [...] celui à qui je dois tout dans ma carrière scientifique [...] ". Au-delà de sa valeur scientifique, chacune de ces lettres - qu'elle soit écrite du désert de Gobi, des rives du Fleuve Jaune ou à bord d'un véhicule de la Croisière Jaune - est le reflet d'une formidable épopée. Véritable " Journal de bord " d'un savant, cette correspondance se révèle, tout autant que l'écho d'une extraordinaire aventure humaine, la découverte d'un pays prodigieux. (shrink)
