SummaryThis paper explores how nineteenth-century Liverpool became such an advanced city with regard to public timekeeping, and the wider impact of this on the standardisation of time. From the mid-1840s, local scientists and municipal bodies in the port city were engaged in improving the ways in which accurate time was communicated to ships and the general public. As a result, Liverpool was the first British city to witness the formation of a synchronised clock system, based on an invention by Robert (...) Jones. His method gained a considerable reputation in the scientific and engineering communities, which led to its subsequent replication at a number of astronomical observatories such as Greenwich and Edinburgh. As a further key example of developments in time-signalling techniques, this paper also focuses on the time ball established in Liverpool by the Electric Telegraph Company in collaboration with George Biddell Airy, the Astronomer Royal. This is a particularly significant development because, as the present paper illustrates, one of the most important technologies in measuring the accuracy of the Greenwich time signal took shape in the experimental operation of the time ball. The inventions and knowledge which emerged from the context of Liverpool were vital to the transformation of public timekeeping in Victorian Britain. (shrink)

In the context of the telegraphic distribution of Greenwich time, while the early experiments, the roles of successive Astronomers Royal in its expansion, and its impacts on the standardization of time in Victorian Britain have all been evaluated, the attempts of George Biddell Airy and his collaborators in constructing the Royal Observatory's time signals as the authoritative source of standard time have been underexplored within the existing historical literature. This paper focuses on the wide-ranging activities of Airy, his assistant astronomers, (...) telegraph engineers, clockmakers and others, which served to increase the reliability of the Royal Observatory's time service between the 1850s and 1870s. Airy and his collaborators aimed to mechanize and automate their telegraphic time distribution system in order to improve its accuracy and reliability. The accomplishment of such technological innovations was disseminated via public lectures, journal articles and correspondence with experts, secondary distributors of standard time and the general public. These communications were used to build public trust in the Greenwich time service. However, the unexplored archival material used in the present paper provides fresh insight into the unstable nature of the Greenwich time system, including its clear limits in terms of its scale of automation and degree of accuracy. According to the poetician Vāmana, a genitive ending can denote not only a direct relation but also an indirect relation. For example, in kamalasya kandaḥ ‘the bulb of the lotus flower’ the genitive ending Ṅas introduced after the word kamala denotes the indirect relation between the lotus flower and the bulb, the relation established through the intermediary of the lotus plant that has a direct relation with both of them. Is such a view acceptable to Pāṇinian grammarians? Careful scrutiny of (...) Patañjali’s discussions in the Mahābhāṣya concerning what the affix matUP signifies reveals that he does not accept that a genitive ending occurs to denote an indirect relation: he considers that Aṣṭādhyāyī 2.3.50: ṣaṣṭhī śeṣe, which provides for introducing a genitive ending, has for its domain a direct relation alone. For Vāmana, on the other hand, the poetic expression kamalasya kandaḥ and the like serve to testify to the fact that a genitive ending can be used to signify an indirect relation. What is important is that Aṣṭādhyāyī 2.3.50 as it stands does not exclude this. Just as Patañjali accepts a direct relation as the domain of Aṣṭādhyāyī 2.3.50 on the basis of the usage of model speakers, so does Vāmana accept an indirect relation as its further domain on the basis of the usage of great poets. To examine whether anticipatory attention or expectancy is a cognitive process that is automatic or requires conscious control, we employed a paired-stimulus event-related potential paradigm during the transition to sleep. The slow negative ERP wave observed between two successive stimuli, the Contingent Negative Variation , reflects attention and expectancy to the second stimulus. Thirteen good sleepers were instructed to respond to the second stimulus in a pair during waking sessions. In a non-response paradigm modified for sleep, participants then fell asleep (...) while tones played. As expected, N1 decreased and P2 increased in amplitude systematically with the loss of consciousness at sleep onset; the CNV was increasingly more positive. Sleep onset latency was correlated with the amplitude of the CNV. The systematic attenuation of the CNV waveform at sleep onset and its absence in sleep indicates that anticipatory attention requires endogenous conscious control. (shrink)

Recorded in Nirukta 1.15–16, the controversy between Kautsa and Yāska on whether the Vedic mantras are meaningful or not represents a turning point in the traditional interpretation of the Veda. While references to this controversy are often found in literature, a systematic discussion of the whole episode has not to our knowledge been undertaken. This paper offers a detailed analysis of this controversy. We first review previous scholarship and elucidate the structure and rationale of the controversy. This article applies Karl Polanyi’s concept of a double movement to the trajectory of rural state policies in China since 1949. It argues that Chinese socialism created a contradictory social contract that has fueled an ongoing struggle between state and peasantry over the surplus generated from rural land. This struggle has shaped a historical oscillation between state policies that facilitate extraction of agricultural surpluses and policies that introduce social protections in the form of household farming and revitalized collective ownership. Based (...) on secondary sources, this article compares the arc of rural policies during the Mao era and in the transition to and during the current state capitalist period. Then, based on original interview-based and ethnographic fieldwork undertaken in rural Sichuan Province, it analyzes the current introduction of urban and agrarian capital into the rural economy, revealing dynamics of a current countermovement from state-led extraction to compromise. Since 1993, coalition governments have replaced the 38-year-long, one-party dominance of the Liberal Democratic Party (the LDP) in Japan. Except for one year, from 1993 to 1994, the LDP has remained a key party in successive governing coalitions, but the dynamics of party competition has been completely transformed since the period of the LDP's dominance. Although the LDP has survived to form a variety of coalitions ranging from a minority to an over-sized majority, since 1998 the Democratic Party of Japan (...) (DPJ) has continued to counter the LDP governments. The transformation of party systems in Japan accompanies the party switching of legislators and the mergers, breakups, extinctions, and formations of parties. In this regard, the Japanese case provides an interesting example to show how parties attempt to change the dynamics of policy competition by switching and reorganizing. Parties also attempt to shift their policy positions to attract public support and to gain a competitive edge in government formation. Using expert survey data about the policy positions of parties, this study explicates the dynamics involved in the reorganization of parties and the formation of governments. (shrink)

Haptic-based vibrotactile biofeedback (BF) is a promising technique to improve rehabilitation of balance in stroke patients. However, the extent to which BF training changes temporal structure of the center of pressure (CoP) trajectories remains unknown. This study aimed to investigate the effect of vibrotactile BF training on the temporal structure of CoP during quiet stance in chronic stroke patients using detrended fluctuation analysis (DFA). Nine chronic stroke patients (age; 81.56±44 months post-stroke) received a balance training regimen using a vibrotactile BF (...) system twice a week over four weeks. A Wii Balance board was used to record five 30 s trials of quiet stance pre- and post-training at 50 Hz. DFA revealed presence of two linear scaling regions in CoP indicating presence of fast- and slow-scale fluctuations. Averaged across all trials, fast-scale fluctuations showed persistent dynamics ( = 1.05 ±.08 for ML and  = 0.99 ±.17 for AP) and slow-scale fluctuations were anti-persistent ( = 0.35 ±.05 for ML and  = 0.32 ±.05 for AP). The slow-scale dynamics of ML CoP in stroke patients decreased from pre-training to post-BF training ( = 0.40 ±.13 vs. 0.31 ±.09). These results suggest that the vibrotactile BF training affects postural control strategy used by chronic stroke patients in the ML direction. Results of the DFA are further discussed in the context of balance training using vibrotactile BF and interpreted from the perspective of intermittent control of upright stance. (shrink)

ABSTRACT Studies on development and fairness judgments in resource allocations have mainly addressed the distribution of reward. However, the distribution of responsibility also requires exploration in the context of research on development and distributive justice. For an integrated understanding of reward and responsibility distributions, we briefly reviewed the studies on children’s fairness judgments in reward and responsibility distributions. We then discussed the theoretical basis and methodological framework to further our understanding. After reviewing a study which considered both reward and responsibility (...) distributions in the same experiment, we also discussed the questions to be solved to understand children’s fairness judgments in both types of distributions. Individual developmental process of fairness judgments, (in)consistency of judgments in reward and responsibility distributions, and generous judgments in allocations were discussed by referring to theoretical discussions of culture and reciprocity. Both W9 and OP3‐4 were known to bind the receptor activator of NF‐κB ligand (RANKL), inhibiting osteoclastogenesis. Recently, both peptides were shown to stimulate osteoblast differentiation; however, the mechanism underlying the activity of these peptides remains to be clarified. A primary osteoblast culture showed that rapamycin, an mTORC1 inhibitor, which was recently demonstrated to be an important serine/threonine kinase for bone formation, inhibited the peptide‐induced alkaline phosphatase activity. Furthermore, both peptides promoted the phosphorylation of Akt and S6K1, an upstream molecule (...) of mTORC1 and the effector molecule of mTORC1, respectively. In the in vivo calvarial defect model, W9 and OP3‐4 accelerated BMP‐2‐induced bone formation to a similar extent, which was confirmed by histomorphometric analyses using fluorescence images of undecalcified sections. Our data suggest that these RANKL‐binding peptides could stimulate the mTORC1 activity, which might play a role in the acceleration of BMP‐2‐induced bone regeneration by the RANKL‐binding peptides. En seguida, el ensayo comenta los enlaces culturales y lingüísticos ancestrales que mantienen tradiciones comunes —irreconocidas por nacionalismo cívico— entre el suroeste de los EE.UU. y el triángulo norte de Centroamérica.
