Communities of nuclear workers have evolved in distinctive contexts. During the Manhattan Project the UK, USA and Canada collectively developed the first reactors, isotope separation plants and atomic bombs and, in the process, nurtured distinct cadres of specialist workers. Their later workplaces were often inherited from wartime facilities, or built anew at isolated locations. For a decade, nuclear specialists were segregated and cossetted to gestate practical expertise. At Oak Ridge Tennessee, for example, the informal ‘Clinch College of Nuclear Knowledge’ (...) aimed to industrialise the use of radioactive materials. ‘We were like children in a toy factory’, said its Director: ‘everyone could play the game of designing new nuclear power piles’. His counterpart at Chalk River, Ontario headed a project ‘completely Canadian in every respect’, while the head of the British project chose the remote Dounreay site in northern Scotland because of design uncertainties in the experimental breeder reactor. With the decline of secrecy during the mid-1950s, the hidden specialists lauded as ‘atomic scientists’ gradually became visible as new breeds of engineers, technologists and technicians responsible for nuclear reactors and power plants. Mutated by their different political contexts, occupational categories, labour affiliations, professional representations and popular depictions, their activities were disputed by distinct audiences. This chapter examines the changing identities of nuclear specialists and the significance of their secure sites. Shaped successively by Cold War secrecy, commercial competition and terrorist threats, nuclear energy remained out of site for wider publics and most nuclear specialists alike. The distinctive episodes reveal the changing working experiences of technical workers in late-twentieth and early twenty-first century environments. (shrink)

Over the past 30 years, computer engineering has developed a lot. Currently, computer and software applications have a central role in business, medicine, security, communications, industry, education, and everyday life. Software developers, peoples who manage computer networks, data security analysts can do well, but they also have the potential to cause suffering and harm to the clients or ordinary peoples, willingly or not. For this reason, IT activities must be regulated by specific laws. From the beginning, we argue that (...) the law is not the same thing as ethics, even if both promote the good. Certain ethical principles can be strengthened by law. In the field of computer science and technology, can exists theft, privacy violations, violence and harassment. To combat and punish such actions and behaviors, law is needed. But is software engineering a profession? If so, are there codes of professional ethics whereby specialists in the field can regulate their professional activity, as is the case, for example, in areas such as justice or medicine? In relation with that, Gibbs and Ford have identified 8 components of a professional infrastructure. Some of that is: initial vocational training, professional accreditation, licensing, continuous vocational training, the existence of code of ethics.. With the fact that software engineering is a profession, in this article we present the main principles of behavior. The principles are not legally binding. This are grouped by interest categories depending on who or what is involved in the interaction with software engineering. (shrink)

This paper seeks to examine the roles and identities of engineers constituting one of the fundamental, but a completely indescribable community in modern big science with particle accelerators. Large communities of accelerator and detector specialists, which replaced experimenters and instrumentalists of the middle of the last century, themselves exhibit a complex structure and are divided. However, this division is in turn grounded on the division of those whose activities focus on the phenomena of nature considered independent of human beings (...) and those who design processes and phenomena of an artificial, technical nature. Nevertheless, in terms of their modus operandi and identity, the kinship between engineers and experimental scientists is considerable. I argue that such exclusion of the engineering community from epistemic practices can serve as an example of participatory injustice. As one of the ways to transcend participatory injustice, I suggest that the communities should be encouraged to work together in epistemically tantamount roles while structural hindrances to the mobility between communities need to be alleviated. Between 1942 and the late 1950s, atomic piles (nuclear chain-reactors) were industrialized, initially to generate plutonium for the first atomic weapons and later to serve as copious sources of neutrons, radioisotopes and electrical power. These facilities entrained a new breed of engineering specialist adept at designing, operating and maintaining them. From the beginning, large companies supplied the engineering labor for this new technology, and played an important role in defining the nature of their nuclear expertise. In the USA, (...) the most influential company of the period was DuPont, which assumed responsibility for the first plutonium production reactors at Oak Ridge TN and Hanford WA between 1942-6, and of the postwar production facilities at Savannah River SC 1950-87. This paper explores the transition of authority from so-called “atomic scientists” to nuclear engineers at these sites, and the role played by DuPont in consolidating this new technical profession. The emergence in Britain of chemical engineering, by mid‐century the fourth largest engineering specialism, was a hesitant and drawn out process. This article analyses the organisational politics behind the recognition of the technical occupation and profession from the First World War through to the end of the 1920s. The collective sense of professional identity among nascent ‘chemical engineers’ developed rapidly during this time owing to associations which promoted their cause among potential patrons. -/- .

Within the context of fierce global economic competition, school diversification and specialist schools have been seen by governments as cornerstones of education policy to engineer school improvement in both England and Singapore for more than a decade. In both systems, the policy has manifested in different school types, school names and sometimes buildings-in England, specialist status schools, academies and most recently free schools; and in Singapore, specialist schools and niche schools. Diversification is promoted by each school emphasising distinctiveness in its (...) curriculum-often with implications for its funding and degree of autonomy-which differentiate it from others. There is normally the intention to scale-up curricular innovations school-wide. The paper addresses three aims in respect to both countries: first, it profiles the evolution of specialist schools' policies in both states in relation to school improvement and secondly, social justice; thirdly, it undertakes a comparative policy analysis in order to draw conclusions as to how the relationship between central government and schools has re-configured in both countries-arguing that the policy in England is radical, that in Singapore, conservative. In here, philosophical-literate thinking on the way is mainly tried. On one side, making a philosophical analysis of Heraclitus’ fragment 60 is aimed. The different views on what Heraclitus might have meant in this article which is generally translated as the way up and the way down are one and the same are examined. On the other side, with a reading of Robert Frost’s famous poem of Road Not Taken, it has been tried whether a phenomenological interpretation of the way (...) based on passenger is possible or not. It has been researched if there is a common ground or not where this fragment and poem -which exhibit two different views on the way- have met each other. In March 1986, a public symposium took place in Heidelberg about the “unresolved potential dangers of genetic engineering”. The event was organized by institutions affiliated with the environmental movement. Choosing this symposium as an example, the article shows how the public appearance of scientists can be understood as a form of political activism. The article shows how specialists from fields as diverse as biology, chemistry, physics, law and political sciences tried to place political messages by putting themselves in (...) the limelight as independent scientists. I argue that the symposium was both: a place of science communication intertwined with political agitation that, as should be noted, happened in a time when the West German government was working on the legislation of genetic engineering, legitimated by relying on independent expertise. It can be concluded that the discourse of scientific independence became a strategic tool in the controversial debate about the uses and dangers of genetic engineering. Thus, it draws attention to a dimension of political-scientific activity which cannot be fully grasped by the concept of ‘the expert’ that is established in the history of science. (shrink)

The institutionalization of nuclear engineering—channelled into new national laboratories and corporate design offices during the decade after the war, and hurried into academic venues thereafter—proved unusually dependent on government definition and support. This paper contrasts the distinct histories of the new discipline in the USA and UK (and, more briefly, Canada). (...) In the segregated and influential environments of institutional laboratories and factories, historical actors such as physicist Walter Zinn in the USA and industrial chemist Christopher Hinton in the UK proved influential in shaping the roles and perceptions of nuclear specialists. More broadly, I argue that the State-managed implantation of the new subject within further and higher education curricula was shaped strongly by distinct political and economic contexts in which secrecy, postwar prestige and differing industrial cultures were decisive factors. In this article, the difference between human and animal in philosophy is mainly handled. This difference is thought over the concept of “the other” and Heidegger’s phenomenological distinction between human and animal. With respect to especially the views of Derrida and Levinas regarding to this matter, it has been attempted to exhibit this difference. Therefore, the two approaches -which were represented as the opposition of Derrida and Levinas- have been tried to clarify. After this, as a new approach to this (...) opposition, the concept of “embrace” is philosophically problematized. This examination which also can be read under the main heading of philosophy of body makes especially the dorsal and more generally the whole back surface of human body subject matter of philosophical interpretation. The concepts of dorsal and embracing which can also be considered from the angle of phenomenology of the body- are approached from evolutionary and psychologically. With this, the concept of embracing deepens the thought of being-together-with-others in a specific context. A special relation is constructed between the meaning that is giving to embracing and rubbing of the back and existing. (shrink)

In this work, it has been mainly aimed to make a research on origin, meaning and context of two terms [Apophasis and Aphairesis]. These two terms which have an important place within the negative theology that has been thought explicitly appeared first with Pseudo-Dionysos Areopagita –but if required, it can be started in Plotinus, Aristotle, Plato or Parmenides– in history of philosophy [terms which also have been a subject to a misunderstanding, to a problem due to their being understood as (...) synonymous with each other], are tried to be traced back within Greek thinking, culture and especially in Aristotle. With putting forth which sense and context these two terms were used and understood in Aristotle, the meaning and context changes these two terms had historically have been tried to be revealed. In this article, some theories about evolutionary progress of human mind are examined and criticised. Through a comparative reading of these theories -which are sometimes contradictory to each other- it has been tried to present the common missing parts of these theories. The meaning of these theories for philosophy has been thought and the presupposition of linearity in these theories is criticised. The relation of the concept of emotion with the terms like cognition, apprehension, comprehension, intellect, self-awareness, consciousness -which stand (...) forward within these theories- is emphasized. In this opinion piece, we present a synopsis of our findings from the last 2 years concerning cyber-attacks on web-based academia. We also present some of problems that we have faced and try to resolve any misunderstandings about our work. We are academic information security specialists, not hackers. Finally, we present a brief overview of our methods for detecting cyber fraud in an attempt to present general guidelines for researchers who would like to continue our work. The construction industry is typically characterized as a fragmented, multi-organizational setting in which members from different technical backgrounds and moral values join together to develop a particular business or project. The most challenging obstacle in the construction process is to achieve a successful practice and to identify and apply an ethical framework to manage the behavior of involved specialists and contractors and to ensure the quality of all completed construction activities. The framework should reflect a common moral ground for (...) myriad people involved in this process to survive and compete ethically in today’s turbulent construction market. This study establishes a framework for moral judgment of behavior and actions conducted in the construction process. The moral framework provides the basis of judging actions as “moral” or “immoral” based on three levels of moral accountability: personal, professional, and social. The social aspect of the proposed framework is developed primarily from the essential attributes of normative business decision-making models identified in the literature review and subsequently incorporates additional attributes related to professional and personal moral values. The normative decision-making models reviewed are based primarily on social attributes as related to moral theories. The professional and moral attributes are established by identifying a set of common moral values recognized by professionals in the construction industry and required to prevent common construction breaches. The moral framework presented here is the complementary part of the ethical framework developed in Part I of this article and is based primarily on the personal behavior or the moral aspect of professional responsibility. The framework can be implemented as a form of preventive personal ethics, which would help avoid ethical dilemmas and moral implications in the first place. Furthermore, the moral framework can be considered as a decision-making model to guide actions and improve the moral reasoning process, which would help individuals think through possible implications and the consequences of ethical and moral issues in the construction industry. The hypothesis of this paper is that writers with similar academic backgrounds express personal attitudes in English and in Spanish differently in research papers. Thus, the main objectives are, first, to study the differences in the use of attitude devices in Spanish and English academic discourse; second, to compare the results in the different sections of articles; and finally to study the positive or negative semantic implications of the lexical items by carrying out a sentiment analysis. To this end, fifteen (...) Spanish industrial engineering papers were compared with fifteen English industrial engineering papers. The results showed that there are in fact differences in the way academic writers communicate attitude, but the sentiment analysis revealed that neutral lexical items were the most commonly used in engineering research papers. Even though engineering researchers share the knowledge of the specialist content and the academic style of expressing their thoughts, personal attitudes were expressed in different ways in Spanish and in English. Online information intermediaries such as Facebook and Google are slowly replacing traditional media channels thereby partly becoming the gatekeepers of our society. To deal with the growing amount of information on the social web and the burden it brings on the average user, these gatekeepers recently started to introduce personalization features, algorithms that filter information per individual. In this paper we show that these online services that filter information are not merely algorithms. Humans not only affect the design of the (...) algorithms, but they also can manually influence the filtering process even when the algorithm is operational. We further analyze filtering processes in detail, show how personalization connects to other filtering techniques, and show that both human and technical biases are present in today’s emergent gatekeepers. We use the existing literature on gatekeeping and search engine bias and provide a model of algorithmic gatekeeping. (shrink)

It has been argued that the Internet and social media increase the number of available viewpoints, perspectives, ideas and opinions available, leading to a very diverse pool of information. However, critics have argued that algorithms used by search engines, social networking platforms and other large online intermediaries actually decrease information diversity by forming so-called “filter bubbles”. This may form a serious threat to our democracies. In response to this threat others have developed algorithms and digital tools to combat filter bubbles. (...) This paper first provides examples of different software designs that try to break filter bubbles. Secondly, we show how norms required by two democracy models dominate the tools that are developed to fight the filter bubbles, while norms of other models are completely missing in the tools. The paper in conclusion argues that democracy itself is a contested concept and points to a variety of norms. Designers of diversity enhancing tools must thus be exposed to diverse conceptions of democracy. (shrink)

In the post-Single European Act period, debates around European identity have intensified, particularly in the context of EU enlargement. The EU’s move to being a supranational political entity in the past two decades has caused serious concerns in some sections of the elite and people across the EU member states. While French and Dutch rejections of the constitutional treaty set an important milestone, Turkey’s quest for the EU membership has complicated to a great extent controversies on European identity. The reviewed (...) books here contribute to efforts to understand the extent to which European identity and Turkey’s bid for the EU membership has entangled. It is more likely to witness debates around both European identity and Turkey’s candidacy for the Union for many years to come; therefore, these books will more likely remain relevant for the academic and policy circles. This article aims to analyze the views of two pioneering Ḥanafī scholars, Abū Manṣūr al- Māturīdī and Abū Zayd al-Dabūsī, on the meaning of death and life in terms of their general doctrine of religion. In the first part, the general framework of Māturīdī and Dabūsī’s evidentialist conception of religion are drawn. In the second part, Māturīdī's views on the meaning of death and life and are explored. In the third part, the views of Abū Zayd al-Dabūsī on the meaning (...) of death and life, who establishes a striking connection between the divine order and existence, divine prohibition and non-existence, are examined, and a general evaluation is offered in the last section. Al-Māturīdī proposed a very original and systematic example of doing philosophy of religion, which still promising for the modern problems of the field, by opening the phenomenon of religion itself to discussion, and analyzing the nature and elements of religion. Māturīdī aims to place the problems on a universal and theoretical basis and to present a holistic, metaphysical understanding while discussing specific and particular issues in religion. Just as there are main notes in classical Western music that repeat throughout the symphony in baroque style, there are universal principles in al-Māturīdī’s metaphysics that cut all particular debates vertically. The basic principle of the al-Māturīdī’s metaphysics is based on this idea: God is a wise being, he does not do anything wise. Accordingly, it is absurd to create something to destroy; God did not create man to perish. The love of life and the fear of death are the deepest existential problems facing man as a finite being that goes towards death. Religion can be regarded as a powerful alternative to other worldviews to the extent that it provides a reasonable explanation for man’s deep concern about finitude. For al-Māturīdī, neither pessimistic understandings that emphasize only the fear of death nor hedonistic understandings that ignore death offer a reasonable solution. God created death as something that people fear the most and avoid, and life as something they love and desire. The testing of man is about being between the fear of death and the desire to live in the world. According to al-Māturīdī, this dilemma that man is facing also shows him the way out. If people do good and useful deeds because of their love for life, and avoid nonsense and ugly deeds because of their afraid of death, they can make their life eternal with their own efforts and escape from eternal/permanent death. The other Hanafī thinker, a philosopher of law Abū Zayd al-Dabūsī’s views on the meaning of death and life are parallel to Māturīdī's. According to al-Dabūsī, to test man, what God has placed in human nature is not only the soul and reason but also the spirit (al-nafs) and whim (al-hawa). While the spirit and whim invites man to the temporary by ignorance, it calls the soul and reason to the permanent by knowledge. The test for human beings is to choose between the temporary and the eternal life. For al-Dabūsī, man’s saving himself from falling into nothingness and gaining the eternal life depends on his use of reason. In other words, the reason binds human beings to life, and the whim leads them to nothingness. Drawing a parallel between reasoning and existence, ignorance and absence, Dabūsī defines the terms divine command and divine prohibition in a very original way. For him, the divine command is the things that must exist, and the divine prohibition is the things that must not exist. If the man helps exist the things that God wills to exist, he can make his own existence eternal. If the man helps exist the things that God does not will to exist, he puts himself into nothingness. Lastly, both for al-Māturīdī and al-Dabūsī, life is a divine grace bestowed on human being to gain eternal life through the good deeds he does at any moment. In short, reason is necessary in religion because its use is a preference of existence to non-existence. This metaphysical system, which sees goodness as a bridge from this finite world to heaven and eternity and makes a connection between faith and deeds on the ontological and ethical level is the essence of the worldview of the Hanafī-Māturīdī tradition. When humanism is thought, especially within the borders of 20th century philosophy, one of the things that first comes to mind is the statements which have occurred in 1950s between Martin Heidegger and Jean-Paul Sartre, can be named as Heidegger-Sartre Controversy on Humanism and mainly based on two texts. Sartre, in one of his speeches, builds an essential connection between humanism and existentialism and in here he defines Heidegger as an existentialist like himself. In return, Heidegger, probably as a criticism (...) to Sartre's attribution to him, told about his thoughts on humanism within the expanded version of one of his earlier letters. By this controversy the context and content humanism had been expanded, the understanding of humanism is deepened. The aim of this article is to manifest if there are some things that the controversy between Heidegger and Sartre could contribute to the terms -as a problematic humanism has nowadays- like post-humanism, trans-humanism, meta-humanism, super-humanism, alter-humanism whose terminological meanings aren't quite well-defined. It is to investigate if there are any solutions that humanism -which is being shaped again and obtaining new contexts through these terms- could gain by this controversy against this current terminology problem. The article which is presented here includes an analysis of concept of “care” which mostly has found itself a place in history of philosophy in different forms. Even though thinkers who gave a place to this concept in their works, the main interest is about what Herder and Heidegger said. It has been tried to show how concept of “care” is understood throughout the history of philosophy. Lastly, it has been tried if there is a possible and genuine interpretation.

This article mainly aims to make an examination over the holy. It has been inquired into how something being ascribed holy can have a meaning in philosophy. As the article's research area, the differences in both opinion and execution which have later divided Christianity into two as Catholic and Orthodox Churches have been selected. The separation of these two churches under the subject titles such as Filioque controversy, the idea of First Among Equals (primas inter pares), and ritual of Transubstantiation (...) have also shaped how they perceived and thought the holy. With these divergences being investigated, it has been tried to present how much of a share these had in giving meaning for the holy. It has been labored to manifest the role of these two Churches' -which belong to and come from the same celestial tradition- divergences in the metamorphosis and paradigm shift that the holy underwent. For the last, through the Church Fathers' opinions and views which have been seen related to subject matter, with moving beyond the divergences, it has been searched whether there is a possibility of meeting on the common ground or not . In this article, it has been searched if the language and consciousness have a co-origin or not. This origin of language and consciousness problem which draws interest in areas especially like anthropology, biology and evolutionary linguistics and evolutionary psychology is tried to be handled from a philosophical point of view. By presenting the theories about the relation between language and consciousness, theories that are well-accepted but contradicted to another from certain aspects, a thinking -which tries to go beyond this contradiction- (...) about the origin of language and consciousness has been attempted. With paying regard to different approaches represented by names like Piaget, Vygotsky, Chomsky, Whorf, an investigation has been made about what the meaning of language and consciousness having a not historical but elementarily philosophical co-origin can mean. Heidegger‘in dile, konuşmaya ve söze ilişkin görüşleri sunularak günlük konuşmanın sıradanlığı ve dilin şiirselliğinin özsel önemi arasındaki karşıtlık bir nebze de olsa giderilmeye çalışılmıştır.

Avrupa felsefe tarihinin en ünlü mistik düşünürlerinden olan Meister Eckhart‘ın burada çevirisi sunulan vaaz Kitab-ı Mukaddes‘te İsa ile Mecdelli Meryem arasındaki bir anlatının Meister Eckhart tarafından yapılan yorumuna dayanır. Bu yorum, daha sonra 20. In this article, it has been aimed to examine Nietzsche’s main critique towards different understandings of morals in his era. With this criticism, it is aimed to integrally understand the opinions -which are articulated directly or metaphorically- towards morals which have been encountered. In here, while keeping in mind the difference between the concepts of immoralism and amoralism, Nietzsche’s views are interpreted. Being parallel to that aim mentioned above, it has been investigated if there is a thinking in Nietzsche which (...) can be seen as a kind of understanding of morals (maybe as the understanding of morals without morals) or not.
